Quarterly Report
For the Period of July to Septemeber 2009

Integrated Community Development Program

A. Overview
The first quarter of Fiscal Year 2009-2010 was very significant for ChildFund
Philippines because of the launch of its new brand name and the new National
Director in the person of Dennis O’Brien took his post as well. The name launch
was done in Dusit Hotel on July 29, 2009. The President of FCED Board, Ms.
Teresita L. Silva and the project manager of the ChildFund Assisted Project
attended the said event.

With its new name, ChildFund also introduced its core intent, core outcomes and
global strategy. The Community Partner Organization aligned its projects with
new direction of ChildFund. The projects are now based on the core outcomes
which are responsive to the age-groups of the deprived, excluded and
vulnerable children.

Many capacity building activities were done to strengthen the Parents


Association’s role in implementing the projects approved by ChildFund
Philippines.

Before the quarter ended, the project and the rest of Metro Manila and nearby
provinces experienced the havoc caused by the heavy rains and flood brought
about by Typhoon Ondoy. FCED with support from ChildFund extended relief
assistance to the affected families.

B. Program Activities Report

Aligning the programming with ChildFund’s global direction, the Community


Partner Organization (CPO) has the following projects to implement for the Fiscal

Accomplishments

BIBO - Bright-child Interventions for secure and healthy Babies who are 0-5
years old

• The 12 communities conducted mapping to identify the children in the community with
and without access to ECCD services last July 2009. Based on the mapping, around
30%-40% of the children in the community have access to ECCD services.

• The Growing Great Kids(GGK) Sessions for Barangay 821, 823, 824, 825, 826, 843, 844
and 850 resumed in the later part of July and August. There are 4 volunteers who are
facilitating the sessions among 200 children (0-below 3 years old) and their mothers.

• To augment the inadequacy for ECCD services for children 3-5 years old, FCED
implemented Supervised Neighborhood Play (SNP) sessions in the community. SNP
sessions are done in Barangay 821, 853 and 850 among 75 children by 3 parent
volunteers.

• The GGK and SNP sessions are monitored by the Parents Association.

• Meetings with the Barangay Officials to determine their support for ECCD, particularly
Supervised Neighborhood Play, were conducted in Barangay 821, 823, 824, 825, 826,
842, 843, 849, 850 and 853. According to most Barangay Officials, they can only
provide support in terms of venue. In terms of providing support for the parents
volunteers, Barangay 853 and 821 Officials said that they will have fund raising drive by
selling junk for this purpose. Barangay 842 and 825 will consider the SNP sessions in
their budgeting but there is no certainty yet.

• In support to the center-based ECCD services of the Manila Department of Social


Welfare and Development in District V and VI Manila, the CPO provided the Day Care
Centers with learning materials which they prioritized using the ECCD Center Checklist.
The supplies provided were a great help in enhancing the sessions of the teachers. The
communities that benefited from the support to center based ECCD were Barangay 823,
824, 849, 850, 843 and 844. The Barangay officials were happy with the support from
ChildFund Philippines.

• Since many children are still not reached out by the volunteers, Mae Jcnym Meridian
Estacio, a Community Mobilizer trained by ChildFund Philippines on SNP, facilitated a 6
days training among ___ parent leader last _________________________. The leaders
have completed the modular training and they are now having demo sessions to
determine their readiness to conduct the sessions in the community.

• Orientation sessions with the parents on ECCD and SNP were done by the parent
leaders during their General Assemblies or cluster meetings. A total of _____ parents
attended the orientation sessions from Barangay_________.

• During the quarter, there were _____ ChildFund enrolled children who availed the direct
assistance for kinder students enrolled in formal school.

• To help the malnourished children and their families, the CPO conducted “Pabasa sa
Nutrisyon” or Nutrition Education sessions in Barangay _____________________ last
____________________. There were ____ volunteers who facilitated the session.

• An assessment meeting was done last ________________ to determine the impact of


the Nutrition Education Sessions to the families and their children. Based on the
feedback, ________________________________________________. (please state

• Initial coordination with Bagong Barangay Health Center was done by Melita Marquez,
health coordinator, to determine partnership with regards to the implementation of
Integrated Management of Childhood Illnesses (IMCI) and Breastfeeding Awareness
sessions.

Major Issues, Concerns and Challenges:

 The children who extended their treatment for DOTS belong to Class 1 category.
Children belonging to this class were given only isoniazid and based on the follow-up
medical check-up, the children needs stronger medication.

 Many got sick with acute upper respiratory tract infection due to the very warm weather
in the morning and sudden heavy rain during the day.

 In some communities, they do not have a conducive venue for the Reproductive Health
and Nutrition Education sessions so there are times that the participants get wet when it
rains. Others used the small spaces of their houses as venue of the activity.

Action/ Strategies Adopted to address the challenges:

 The doctor consultant, advised to give rifampicin and pyrazinamide with izoniazid to
those children whose treatment were extended because their bodies were not
responding positively to single medication.

LEAD – Learning through an Enabling environment for the Achievement of


Development

• For school year 2009-2010 which started in June 2009, the CPO is supporting ____
elementary students, ______ high school students _____ vocational students and _____
college students for socialized educational assistance.

• The project reviewed its policy for direct assistance for education and came up with a
socialized educational assistance policy taking into consideration the family income,
grade of the child and the participation in the CPO’s activities. This policy was consulted
and oriented to the members after it was approved. The members are happy with the
policy because those who are most in need and most deserving get the opportunity for
more direct assistance.

• The education committee leaders are monitoring the in-school children in their
respective communities. They coordinate with the teachers or guidance counselors
when problem arises. The education committee leaders encourage the out of school
children to attend alternative learning sessions in the community.

• The parent leaders conducted a mapping for children 6-14 years old to determine those
who are participating in formal and Alternative Learning System. Based on the mapping,
almost all children in their community under this category are attending formal school
and very few are unable to go to school.

• The community mobilizers assessed and processed the requests for educational
assistance of ______ children during the quarter. Based on the forwarded requests,
many families with very low income requested for educational assistance. Few children
also got grades above 80% and fewer got grades above 90%.

• As learning reinforcement, tutorial sessions were conducted in Barangay


___________________________. There were ____ groups of volunteers that reached-
out to ______ children with difficulties in their studies.

• The Barangay Children Association recently had its election and the 49 newly elected
officers had a leadership and teambuilding session last July 4, 2009 at Garden Plaza
Hotel.

• There were 28 children leaders that were trained as peer facilitators by Jonel Balaoro,
BCYA Coordinator last August 22-23, 2009 at Gems Hotel, Antipolo City. Most of the
trained peer facilitators were leaders of the Barangay Children’s Associations. After the
training, these children were met by the BCYA Coordinator with the other peer
facilitators to plan out their next child development sessions.

• The child development sessions conducted by the peer facilitators were about
Convention on the Rights of the Child (UNCRC) with 72 participants, Dengue Awareness
Sessions with 94 participants.

• The Barangay Children’s Associations in 849, 825, and 850 conducted clean-up drive
last August 21, 2009 (849) with 39 participants, August 21, 2009 (825) with 40 pax, and
September 19, 2001 (850) with 18 partcipants.

• There were 2 mentoring meetings conducted among BYC (children association) and
Youth Core Group (YCG) Officers in FCED Office. The first meeting conducted last
August 8, 2009 with the following agenda: discussion of 1 year plan, child development
session, clean-up drive, tutorial (peer to peer), and formation of IEC Committee. The
second meeting were done last September 12, 2009 with the following agenda: follow-up
on clean-up drive, peer to peer tutorial, and IEC Committee, plan of JHW training and
Theater arts Workshop, and preparation for the forthcoming children’s month
celebration.

• There were 2 meetings conducted among peer facilitators for the conduct of monthly
child development sessions. The first meeting conducted last August 8, 2009 with the
topic Rights of Child (UNCRC) and Adolescent and Reproductive Health (ARH). The
second meeting conducted last September 13, 2009 with the following agenda;
introduction of newly trained peer facilitators, assessment of the last session (UNCRC
and ARH), and planning for the next sessions ( Primary Health Care- Dengue
Awareness, and Conflict Resolution.

Major Issues, Concerns and Challenges:

 Low academic performance of some children.

 Some children stopped attending their classes regularly in the middle of the school year
mainly due to negative peer influence in the school campus.

 During the distribution of direct assistance, some were not able to get their supplies on
time because of low participation in the activities of the project in the previous months.

Action/ Strategies Adopted to address the challenges:

 The project mobilized volunteers from partner school, De La Salle College of Saint
Benilde, to help the children with their subject difficulties.

 The social workers and the parent leaders conducted home visit and counseling to the
children who drops from school in the middle of the school year. The children were re-
engaged also to give them another chance to strive with their studies. The children were
encouraged to attend in the Alternative Learning Sessions in the community while they
are not attending formal school.

 The project gave opportunity for the participants to attend educational sessions in the
community so that they can cope up for their inactive participation in the past months.

PEER – Participative and Educated Youths Empowered as Responsible Adults


Child Development Activities

• The parent leaders and some youth conducted mapping about the situation of children
and youth ages 15-24 years old. Many youth who already graduated from high school
have no productive activity in the community.

• There were no applicants yet being referred for the last quarter since the date of
implementation of the said activity just start on September 2009, during that month the
program was able to screen and mobilized 10 youths for employment support. These
youths are scheduled for orientation on October 10, 2009.

• The MED Coordinator disseminated information about the scholarship for vocational
training of Technical Education Skills Development Authority (TESDA) of the
government. There were 67 youths who attended the orientation on how to access the
services through the government’s scholarship last July 18, 2009 at FCED.

• The CPO was able to access the Mapapalad ang Aba Foundation that provides
scholarship for youth interested in call center and medical transcriptionist training. There
were 14 applicants that passed the screening to be eligible for the training and 9 of them
were successfully granted with the training. They started their training last September
14, 2009 and it runs for 160 hours.

• On production, 10 youth were involved in silk screen printing. These youth earned 2700
out of the production. And during the last quarter, the youth workers had continuously
improving their skills in printing and lay-outing.

• The MED coordinator conducted 6 coordination meetings with 3 famous Filipino


designers namely; Vittorio Barba, Lulu Tan Gan, and Joey Yupangco, and 3 agencies
namely; Mapapalad and ABA Foundation, Sister Aida Quiohilag, and TESDA last

quarter for the period of July to September, 2009. The purposes of the meeting are the
following support for skills training and support for production.

• On product development, 3 skills were improved in term of producing Silk screen printing
using used X-ray film, Modern art paintings, and balloon making. These products were
produced by the youth and its sample has been presented and submitted to Gifts and
Graces Fair Trade Foundation and it is waiting for approval.

• Through the mapping, ____ out of school youth were identified. From the identified
number, ____ are attending the Alternative Learning System (ALS) Sessions in
Barangay 821, 824, 825, 853, 849, 850, 842, 843, 826 and 844. The ALS sessions are
conducted twice a week by 10 Instructional Managers. Aside from the learning
sessions, the youth also attend skills for life twice a month and values sessions once a
week. The topics already discussed in skills for life are
“_____________,”“_____________,”“_____________,” and “_____________”. A total of
___________ALS learners were registered for the examination to be administered by
the Department of Education this October 2009.

• On educational assistance, ____ high school youth, _____ college youth and ____
vocational students were provided with socialized educational assistance. The college
students give 20 hours of service or volunteer work in the office per semester.

• The development sessions conducted by the peer facilitators were about Conflict
Resolution with 85 participants and Adolescent Reproductive Health (ARH) with 84
participants.

• Two FCED Youth Core Group Officers attended the Democracy Camp sponsored by
Ortigas Foundation last September 16-19, 2009. The objectives of this activity are the
following: discuss key concepts and values of Democracy, connect these concepts to
the Philippines and to their own circumstances, and practice civic skills through
discussion, workshops, and team building.

ACTION – Advocating Children’s Rights Through Intensified Organizing Work


for Nation-Building

• A total of ____parents from Barangay _____________________attended advocacy


sessions on the Rights of the Child and Child Protection Policy last __________.

• There were ______ parents from Barangay __________________that attended the


orientation on the ECCD law.

• The livelihood committee leaders were met monthly by the MED Coordinator to discuss
their productions, product development, skills training and other livelihood concerns.
They were also mobilized for the mapping for livelihood related concerns.

• Skills training on liquid soap production, dishwashing soap, detergent soap and perfume
making was held last August 28, 2009 at Barangay 843 with 20 parents from the Parents
Association and the Barangay Council for the Protection of Children (BCPC).

• Three parent producers of newspaper bag attended the product development training
sponsored by The Product Development and Design Center of the Philippines at the
CCP Complex last July 21 to 24, 2009. Through the training, the quality of the designs of
the produced woven newspaper bags was improved. Aside from this, selected producers
of FCED attended meetings with a famous designer to improve the products that would
suit the market of the said designer.

• Product development was done to enhance products such as Color combinations and
improvements, finishing and lamination, Paintings, and Quilting. Sample products were
submitted to Gifts and Graces for approval and order.

• The parent sewers produced 1027 pieces of tote bags designed by Vitorio Barba. The
duration of the production is 2 months starting August up to September, 2009. There
were 6 Families were involved on the said production and they earned a total of Php
66,755.00.

• The MED coordinator also met with Tahanan Books for possible market of the
cheesecloth bag. And also met with Wordtxt, who recently ask for the quotation of 500
pieces to 1000 pieces of Foldable bag and lunch bag.

• The parents associations in Barangay 821, 823, 824, 825, 826, 842, 843, 844, 849, 850
and 853 met with their Barangay Council to discuss areas for partnership particularly for
ALS. Two communities (Barangay 842 and 824) are implementing regular clean-up drive
weekly to help their community. Barangay 849 and 853 mobilized the mothers for the
women brigade to help the Barangay Police in implementing the Curfew Ordinance for
Children.

• The parents association conducted baselining of children situtaioner to determine the


need of the community.

• A training on Participatory Research Appraisal was conducted last August 22-23, 2009
at Gems Hotel, Antipolo City. This was participated by ____ parent leaders, ____youth
leaders and _____ children leaders. Through the PRA training, the participants learned
creative ways in gathering qualitative data in the community.

• Another capacity building training on Project Design, Implementation, Monitoring and


Evaluation (PDIME) was done with ___ parent leaders, ____ youth leaders and ____
children leaders held at Ranch Paradise in Clark Pampanga on September 4 and 5,
2009.

• Mentoring meetings were done with the parent, children and youth leaders every month
to closely monitor the implementation of projects in the community.

• The Project Manager attended the Technical Working Group Meeting at Tiara Oriental
last July 27-28, 2009 to discuss the guideposts.

• The SR Coordinator attended the SR conference last September 28-30 at Tiara Oriental
to discuss the updates on Sponsor Relations.

• 1 children and 1 youth attended the Philippine National Children’s Conference (PNCC)
last August 27-30, 2009 at GEMs Hotel Antipolo City. This conference aims to elect
representatives of the Philippines for the forthcoming 2nd ASEAN Conference. The

issues and concerns of each participants were also tackled and discussed some action
plans.

Major Issues, Concerns and Challenges:

 There were communities who failed to send participants for the meeting of the Parent
leaders. One newly elected leader transferred residence and left the child with the
grandparents. Another newly elected parent leader had just undergone medical
operation so she was not able to attend the meetings and activities. Other parent leaders
failed to attend some of the meetings due different concerns with their families.

 The newly elected parent leaders are still adjusting with their tasks. Some are not yet
familiar with their responsibilities. Some leaders failed to delegate the task to other
leaders when they are unavailable so this resulted to backlogs.

 The volunteers who can help with the Child Progress Reports are not enough so despite
the long time for the preparation, there were still many CPRs that were delinquent.

Action/ Strategies Adopted to address the challenges:

 Some parent leaders mobilized the other officers to attend the activities or mobilized
youth to help with the SR concerns.

 The CMs mobilized the college scholars and outside volunteers to help with the
encoding of the CPRs.

 The structured learning visit helped the parent leaders to get inspired with what they do
in the community.

C. Emergency Assistance

D. Child Story: John Emil Palacio

John Emil was born on July 12, 2002. He was enrolled in the project since November 5,
2003 at the age of one year and four months old. The child and family were very happy when
they became a part of the FCED-CCF project. Since then, the child and her family have shown
to have a positive attitude in the project. They are actively participating in various activities

conducted by the project. Other three older sisters are also actively attending child and youth
activities in their community and in the Project. This year (2009), the mother was elected as
Parent’s Association President in their Area and she is functioning well her tasks for the welfare
of their Organization and for the best interest of the children.

John Emil or John-John as what his family and friends called him has a healthy and
strong body. He is the 4th child in the brood of six and the only boy. He is currently enrolled as a
grade II student in the nearby elementary school. He has a good performance in class. When he
finished his 1st grade last April 2009, he got average grade of 84%. He practices to read fluently
especially in English. He likes Mathematics subject, too. At night, he asks his sister’s help in
doing school assignments and Projects. He attends his classes daily together with his sisters.
He studies very well and participates during class discussion.

John Emil is a sweet and kind child. He is a loving son to his family. He helps his mother
in fetching water and takes care of his youngest sibling. They play ball, toy gun and car.
Sometimes, he watches cartoon movies on television in their neighborhood since the family
does not have a television. In his young age, he is already aware of their economic condition.
He never asks and demands any luxurious things from his parents. He is thankful and contented
with what his parents can provide him.

Being an actively involved in the activities of the project, the family is able to maximize
the programs and services in the community. The child benefited from the educational
assistance in the form of school supplies, shoes, bag and transportation allowance. Through
this, their expenses were lessened and the children able to attend school regularly, especially
John Emil. The child attends tutorial sessions and child development activities that further enrich
his knowledge, skills and talents. On the other hand, the mother actively participates in the
values sessions, leadership training, planning and meeting because she is currently the
Parents’ Association President in their community. She is also a trained facilitator on
Reproductive Health giving sessions to other parents. The family’s involvement in various
activities of the project developed the family’s positive attitude in facing the challenges they
encounter.

A tragedy struck the family when the father of John Emil died last May 15, 2009 due to
heart attack. The family did not expect this since the father just got well from many days of not
feeling well. After getting well, he went back in driving a taxi so that he can provide the needs of
his children considering that the school opening is near. The family was caught unprepared with
the death of the father.

Now, the mother, being a solo parent, doesn’t know how to raise their six children where
four of them are in school. Presently, the family is relying from the support of the maternal
relatives, who works as a construction laborer when there is opportunity, for their daily survival.
The mother stays at home taking care of the family’s needs. She wants to look for a job but she
can’t leave the younger children in the house. With their situation, the family finds difficulties in
supporting the basic needs of the children, especially the education and everyday needs for
food.

Despite the interventions of the project, the child still needs continuous educational
assistance because of their current economic situation. Beset with their condition, the child and
family keeps on dreaming that one day all their dreams will be fulfilled with flying colors and
joy…..

D. COMMUNITY DEVELOPMENT STORY

Reinforcing Learning while Growing and Giving

Tutorial sessions for grade school children enrolled in formal school is a means to
enhance their academic performance and uplift their spiritual values. Many of the assisted
children of the Project get low grades and slow coping with their subjects due to large number of
students per teacher (exceeding 45 students in a classroom for 1 teacher) and inadequate
support from the parents. Aside from this, it was reported based on consultations that students
belonging to lower sections are no longer provided with quality education by the teachers.

To implement the tutorial sessions in the community with the CCF and Non-CCF
children, the project mobilized its partner school, De La Salle University College of Saint Benilde
to help in this activity. The school deployed its students to volunteer as tutors among the
assisted children of FCED. There were 156 student volunteers or 21 groups who conducted 8
tutorial sessions for 24 hours among the 312 children with academic difficulties. The tutorial
sessions focused on the academic subjects such as Mathematics, Science and English. To
enhance the values of the children attending tutorials, the volunteers conducted Bible stories
and processed this as part of the regular tutorial activities. The tutorials and Bible stories were
done every Saturday; three hours every session. Some groups conducted the sessions at the
Barangay hall of the covered areas, some used vacant lots and other groups did it home-based.
Snacks and other needed logistics were provided by the volunteers. On their last session, some
groups of volunteers brought the children either in the park, mall, museum or zoo where they
enjoyed bonding with each other and had the chance to experience some of the rides.

Through the tutorial sessions, the children were prepared for the examinations in school.
According to the parents and the children, the tutorial sessions helped improve the academic
performance of the children in school. The children improved their interpersonal skills and their
shyness was lessened. While the children were learning, the volunteers learned about the
realities of life since most of them came from well to do families. Their personal biases about
poor people being bad were removed. They learned to value their life and appreciate what they
have. The volunteers learned responsibility and flexibility in the course of their activities. The
tutorial sessions were a memorable and a treasured experience for both the volunteers and the
children. The experience was full of learnings and fun for all who became part of the tutorial
sessions.
