Budget hearings to shape citys future

Its three evenings in

Each day designated as
City Council Budget
Hearing, according to
the information on the
citys website.
In reality, these three
sessions are a part of an
ongoing process that
plays an important role in
shaping just what the city
will look like and act like
in the near future and beyond.
Basically we (city
council) have to pass a
balanced budget, under
the law, by July 1,

based upon the answers given, we might throw out changes
we would like to see administration make. Maybe we
would like to see more money budgeted for overtime in this

questions about these
numbers and the background behind them. You
have to remember that a
lot of these numbers are
projected. Some we
know, like expenditures
associated with personnel, but numbers like

City awarded
$2 million grant
for storm sewers

Director Bryan Babcock addressed City Council at
its April 21 meeting regarding the awarding of a $2
million grant to the city aimed at accelerating the
statewide use of asset management planning practices and improved water quality.
The funds are provided by the Michigan
Department of Environmental Qualitys Storm water Asset Management and Wastewater Grant
Program, Babcock said.
We were fortunate enough to receive a $2 million
grant, and what the states intention is that theyre
trying to push communities to accelerate using asset
management programs in planning their utilities,"
he said. "Instead of being reactive to solving problems such as sewers caving in or backups, this is a
proactive approach to plan and set aside money to
make the improvements that are necessary.
Babcock said the project is multifaceted and includes and asset management plan and a storm water management plan.
What were first going to do is assess the current
condition of our storm water sewer system, he said.
We have over 1.25 million feet of storm sewer
throughout the city. We cant go and look at them all,
but we picked approximately 33 percent to give a
good representation of what the sewers as a whole
look like. Were going to go in an televise and clean

When firefighters
from IAFF Local 1744
sat down and began to
plan the 24th annual
Easter egg hunt at
Blossom Heath Park,
they figured this year
would be in line with
years past.
We usually see about
300
kids,
Scott

Shores firefighter and
organizer of the event,
said. That number
hasnt changed much in
the past few years.
Based on these numbers, more than 1,500
colorful plastic eggs are

and his colleagues who
came out to help.
As the noon start
drew closer on Easter
Sunday, more and more
children lined up in the
parking lot just outside
the park.

I really cant believe


how many kids we had
here this year, he said
with a smile. This is
more kids than I have
ever seen here. Its got
to be some kind of record. This is wild.
When each child arrives, one of the many
volunteers hands them
a raffle ticket which
makes them eligible for
one of the raffle prizes.
Along with giving them
an opportunity to win, it
also gives Campbell and
idea of how many children took part in the
event.

Romping with Rover fundraiser

and cents.
Animal rescue organizations from all over the
area struggle with the
balance between compassion and finance, and
the desire to help and the
means to do so.

what the city is facing in
the next year, and what
were dealing with in the
budget. The residents
input is important, and
these hearings are there
so we can get the residents input and the
councils input into that
draft budget.
Its important to
know that we always
budget conservatively,
Rusie said. Which
means we underestimate revenue and overestimate expenses. What
we like to see at the end
of the year is that we
brought in more money
than we planned to take
in and also didnt spend
all the money we
planned to spend. This
way our bases are covered.

Babcock added that storm structures such as catch basins and manholes will
also be looked at as part of the program.
We have 42 storm water pump stations that were going to inspect and assess
the condition of all of those, he said. And were also going to improve our mapping of all our utility systems. Thats the majority of this work.
Babcock said the fund will also be directed to staff training.
Once we have a good assessment of whats needed well be implementing a
plan moving forward on how were going to put in place this asset management
plan, he said. Then the second part is a storm water management plan. That is
where were going to go in and review our storm water utility and how we bill
for that. Well review the rate ordinance and also our policy and design standards.
The result of these efforts could save the city money in the long run and create
a more efficiency in the way the city manages storm and waste water.
According to the grants language, the grant funds 90 percent of the first $1.11
million of work, Babcock said, and 75 percent of the next $1.33 million, meaning the local match for the grant is $444,444.
Those fund will come from the citys storm water and utility fund, Mayor ProTem Candice Rusie pointed out.
This system has been neglected for 75-plus years, Babcock said. Its time to
look at this now.
The project is slated to get underway after July 1, Babcock said.
This is great, Councilman Ron Frederick said. Less than 25 percent of the
total budget is what our match is.

I count every ticket, he said. And I


think its going to take me longer to do that
this year. Im not sure how many we have
out here, but its got to be at least 500, maybe more. Thats great.
The surge in participation has everyone
involved with the event excited about the
Easter egg hunt going forward.

city, and an opportunity
to recognize exceptional
residents within St. Clair
Shores.
The Optimist Club of
St. Clair Shores annual
Champions Banquet
takes place this year beginning at 5:30 p.m.,
Wednesday, May 7 at
Blossom Heath Inn
Banquet Center.
The event, the 16th annual, provides recognition for several members
of the community, some
well known and other
not, who give of themselves to help others
around them and those
in need of help.
Countless volunteer
hours, compassion, and

caring, are just a part of


the common ground recipients of the honor
each year.
This year, the club selected six recipients for
four awards, and each,
according to Champions
Chairperson
Kathy
Rayner are extremely
deserving.

able to recognize these
people, Rayner said.

a nomination from anyone within the community, Rayner said.

There is no doubt. Its


been a long, hard winter
and the march toward
spring has been delayed
by at least three weeks.
If the freezing temperatures and snow have been
hard on humans, think
how difficult the winter of
2014 has been on the 15
bird species that winter in
Michigan.
Finding food and water
has been hard on cardinals, black-capped chickadees, white-breasted nuthatches, downy woodpeckers, mourning doves,
American goldfinches,
blue jays, the tufted titmouse and house sparrows, among others, because the natural food and
water sources have been
covered with snow and
ice.
This is the time of year
when our resident birds
are looked upon with empathy and respect, said
resident bird expert and
certified bird feeding specialist Rosann Kovalcik.
(They are) braving the
cold of winter instead of
choosing
migration.
Resident birds that dont
typically leave have run
out of resources because
the grasses are covered.
They are in dire straits
so humans have given
them a hand by providing
a mixture of seeds, suet
and heated bird baths
used not only for drinking
but for preening.

keep out the cold, she
said. Smaller birds have
more feathers per unit of
body weight than larger
birds. The lower legs and
feet of birds are tendinous
as opposed to having
fleshy parts exposed as in
mammals. Therefore,
there is no heat loss from
that area. A birds bill is
made of horn similar to
our fingernails and does
not suffer heat loss either.
Birds use their metabolism to produce heat and
run a hotter engine in the
winter than in summer
months. They produce this
additional heat by consuming more food up to
20 times more on a winter
day than during warmer
months.
Growing additional
feathers, molting and
growing new feathers
takes a lot of energy, therefore, birds must keep
feathers conditioned by
preening for warmth, flexibility and to be waterproof.
Birds must keep feathers in good condition.
Barbels are at the end of
each feather and (birds)
must unlock each. Its a
matter of strength so they
can fly, Kovalcik said.
She went on to say birds
do shiver, but not for the
reasons humans shiver.

seemed perfect and a lot
of people were outdoors
enjoying the beautiful
day.

The Old Farmer's
Almanac

While stopped at the


traffic light near Yates
Cider Mill, en route to
Easter dinner, I saw a
wading fisherman reel in
a rather large fish from
the Clinton River. With
ease he held it up in both
hands to show his fellow
fisherman.
Further up the road, I
saw a man in a driveway
make a high jump and
long stretch to catch the
baseball while playing
catch with a child.
But Im wondering a
lot what the weather has
in store for us the rest of
this spring and summer.
So, I planned to purchase
a copy of the 2014 Old
Farmers Almanac which
is known for its 80 per-

cent accurate weather


forecasts.
The almanac is
made available for
purchase each year
in mid-September.
Last September the
newly-published almanac warned of a
frigid winter with
bitter cold and
heavy snow for this
past winter.
The almanac
forecasted a decline in solar activity combined
with ocean-atmosphere patterns
in the Pacific and
Atlantic will result in below-normal temperatures and above-normal
snowfall during most of
the winter across much
of the United States.
This winter is shaping
up to be a rough one,
said Janice Stillman, editor of The Old Farmers
Almanac, in a press release. Sweaters and
snow shovels should be
unpacked early and kept
close by throughout the
season. The good news is
the extra precipitation
which will fall as rain or
snow depending where
you are will help with
any drought issues left
over from the summer.

Shorians and Huskies play to scoreless tie

Lake Shore and Lakeview have endured some battles during their long,
illustrious city rivalry.
The two collided last week at Lake
Shore and after 80 minutes of play in
the cold, the game ended in a scoreless tie.
We played well, but not smart,
Lake Shore head coach Dave Lount
said. We have been playing like that

so far this season. The girls move the


ball and get it in position to get a good
shot on goal, then for some reason
dont let it fly.
The Shorians had a majority of the
scoring opportunities against the
Huskies in the Macomb Area
Conference Blue Division contest.
Goalkeepers Sam Uppeleger for
the Huskies and Carly Vargo for the
Shorians were the stars of the game,
making the saves to keep it scoreless.
In the final 10 minutes of the second
half, both defenses
were outstanding and
did not allow a good
shot on net.
For Lakeview, it
stands 1-2-1 in the
MAC Blue and 2-4-1
overall.
Lake Shore improved to 2-0-2 in the
MAC Blue and 3-1-2
overall by beating
Sterling Heights 6-0
earlier in the week.
Vargo had another
shutout in net, while
Ashley Romanowski

job in its redesign, albeit
still adhering to legendary

The High Country

chrome grille with
chrome bars, body colored bumpers, chrome
side trim, corner step rear
bumper and 20-inch
chrome wheels. Also
standard is an exclusive
High Country saddle
brown interior with special logos and stitching.
The heated/cooled seats
also enhance the full-size
crew cabs spacious interior. Overall, General
Motors receives high

grades for producing a


beautiful, shiny new truck
with and outstanding cabin.
The 2014 Chevy
Silverado is the 2014
North American Truck of
the Year. Its entry 2WD
short box with a 4.3 V6
starts at $25,575 and delivers 18 and 24 EPA
numbers. It utilizes an
eco-friendly six-speed
automatic transmission
and churns out 285
horsepower. And the 4x4
model starts at $30,610.
With a towing capacity
of 9,500 pounds, our
High Country was a pleasure to drive during our
weeklong test. With 420
horses available at the
tap of the right foot, it
was clear from the moment we hit the highway
that not only did Chevys
new pickup deliver a
comfortable ride, it also
has lots of acceleration
ability, thanks to the performance bred LS engine under the hood.
Safety and security are
top notch. Silverado
earned the National
Highway Traffic Safety
Administration top rating
of Five Stars in frontal
and side crash perfection
for all passengers and
driver. Included are all
the air bags, Stabilitrakstability control and four
wheel ABS disc brakes
with Duralife rotors to
name a few. Underneath,
the new Chevy has recalibrated its steering system

with electric assist and


all 2WD and AWD suspension components
are lighter weight and
stronger to offer sturdy
yet comfortable results.
The 6.2-liter V8 is a
$1,995 option on High
Country, replacing the
standard 5.3 V8.
However, we highly recommend driving
with the 5.3 first, as it
delivers an impressive
355 horses and then
boasts 16 city and 23 highway EPA average. These
EPA numbers are tops for
all full-size pickups.
Important numbers include a wheelbase of
143.5 inches,
5,370-pound curb weight,
14 city and 20 highway
EPA, 8.9-inch ground
clearance and a 26-gallon
fuel tank.
Most all pickups do
double duty these days,
so look for manufacturers to continue the evolution of roomy, good looking workhorses that can
also provide comfort for a
family of five.
Chevys new Silverado
is a great vehicle and
holds fast to its legacy
like a rock better than
ever.
Likes: Beautiful design,
great fuel mileage, roomy,
driver friendly.
Dislikes: Expensive options, tough to parallel
park, not much else.

Harold Remlinger holds a masters degree in architecture from Lawrence


Technological University, is principal architect and partner at Design Team Plus
in Birmingham, provides pro bono architectural work to nonprofit organizations
through his Team-4-Community and was named Citizen Architect of the Year (2013)
by the Michigan Architectural Foundation.
But, first, he was a Macomb student.
One of my professors told us, If you arent willing to take a chance, get out of this
profession, remembers Remlinger, who credits that advice and the drafting skills he
learned at Macomb for giving him the foundation to succeed in a highly competitive
field.
This is not a career you can turn off when you walk out the door, offers Remlinger.
Its a lifestyle.
That level of career fulfillment is what Macomb is known for, which is why students
from across southeast Michigan have made it their first choice for college.
Sarah Shepherd knew she wanted to work in the veterinary field since she was 15.
Unfortunately, the community college nearest her home did not offer a veterinary
technician program, so she began researching other schools across the state.
I felt like I would be more successful at Macomb, and I was right. I love it here,
says Shepherd, a second-year veterinary technician student. The faculty are so
supportive and they spend time with their students.
Aaron Stanek is another out-of-county student, travelling from Lapeer County to
attend classes at Macomb. A member of the National Honor Society, senior class and
student council president and captain of the varsity football team, the business major
had more than a few options when he graduated from Almont High School last year.
But, after taking a summer class while in high school, he had already decided on
Macomb.
I really wanted to concentrate on my academics, says Stanek, a business major.
Ive made friends, and the teachers care about the students. The plan was to take my
basic classes here while I figured out what I wanted to do, and its been great.
And that sentiment is also held by alumni returning to Macomb to pursue advanced
degrees.
After completing general courses at Macomb, Evan Coyne transferred to Grand
Valley State University and majored in biomedicine. Then, the Michigan State
University College of Osteopathic Medicine at Macomb opened at the University
Center on Center Campus.
That was one of the deciding factors of me going to med school, says Coyne, now
in the second-year of a four-year residency at McLaren Macomb. The tech people
and faculty were excellent. It was just like taking classes at MSUs main campus.
