Few weeks ago I had the privilege of meeting Mr. Sriprakash J aiswal, Minister of State for Home Affairs and discussed various aspects of Private Security Industry. I found him very positive towards PSI and assured total supports if his party comes back to power again. I also met few more national leaders of various parties and discussed critical issues concerning National Security and Role of PSI. Every leader I met showed greater confidence in us and assured support in the New Parliament. Private Detective Agencies Regulation Bill has been sent back to Home Ministry for RE-LOOK. This is a positive development as some of the apprehensions of the Parliamentary Standing Committee will be addressed more effectively. The Governing Council of APDI met in New Delhi and discussed the future of our profession in the light of the issues raised by the Committee. A special committee of APDI has been constituted to develop a strategy so that wider interests of I ndian Private Detectives are soundly protected. He said that the most important aspect is the training of the Security personnel, who are being deployed by the Security Agencies. He also informed all present about the various courses being conducted under him at the Punjab Security Training Institute, J ahan Khelan, Hoshiarpur, which have been so far been very very successful. He also apprised every one about the six months Diploma Course, being also now planned by him and recommended that the security agencies should promote and can make use of these courses for their Security forces. He also mentioned that since training is one of the requirements as such the security agencies could forward the details of their training institute in accordance with the minimum requirement, given out by Mr. Tiwari to all present, to enable the Controlling Authority to recognize the institutions with in the state of Punjab. Hard copy of the minimum standards for the security training institute was handed over to all the participants for their comments and recommendations. Mr. Tiwari also congratulated Kunwar Vikram Singh for his efforts in promoting CAPSI all over the Country. Mr. Tiwari was presented a Each One Secure One campaign momento by Chairman CAPSI. Tiwari unfolds criteria for the Security Institutions in Punjab Chadha for the automation of licenses to the Security Agencies CAPSI invited Security Agencies for a meeting at Chandigarh Mr. H R Chadha, IPS, Controlling Authority, Punjab during his address complimented Kunwar Vikram Singh, CAPSI Chairman for organizing and mobilizing the Security Agencies for the meeting. He also apprised all present about the number of applications that have been received for processing for the grant of licenses from his office. He further informed that the last date for submission of the applications have since been extended to 28 February 2009 to enable the security agencies to apply for the licences.He also shared that his office is in advance stage of creating web site, through which the data could be fed by the security agencies and his office will process their applications at their end to save time and efforts of the security agencies. All present applauded the initiative of the Controlling Authority and welcomed the move for the benefit of the security agencies. The event was the first of the Delhi Chapter's quarterly series designed for addressing and sharing of industry problems and best practices. Let me also add further, that the Good cannot disappear completely, since the Bad has to exist, more so the good thing is that it is the 'Good' which is required to take care of the 'Bad' ultimately. Fortunately, the Bad knows about it! So why worry? Therefore, the only answers to ensure Goodness all around is to either partially eliminate, or weaken the Bad, and then confine the rest of it, completely & forever. So to do only this much, for so much ultimately, why worry again?
Hence, let's analyze, when it comes to repeated Terrorists attacks the world over, with the magnitude & mode of the same rapidly increasing, and changing dangerously every time, as if 'Bad' is becoming 'Worse', then there is no alternative but to strengthen the 'Good' and do the rest, for a long drawn battle of Goodness. The sooner, the better it is!
So let's (Security Providers), rise to fight this 'Part Battle' of 'Goodness' at our level and leave the rest to the Government. This 'Part Battle' can be easily started by usthe Security and Detective Companies located all over the Country, in fact the world over, to ultimately strengthen the 'Good' in our Country and World at large. The 'Good' & 'Bad' together apply to a whole lot of 'People' on Planet Earth. In other words 'People' comprise the 'Good' and 'Bad' elements when put together. Unfortunately, and strangely it is barely 2% 'Bad' forming part of the 'People', who are at large to do 'Bad' to the rest 98% 'Good'. It is thus 'the Least' versus 'the Maximum'. 98% of the 98% 'Good', if analyzed correctly, are very Peace loving, but unfortunately are docile to such an extent that barely 2% of the 2% 'Bad' coming in the open, can take them to ransom, so easily and suddenly, that it is virtually beyond the scope of any well coordinated force or organization on behalf of any Government and in location as in charge of the 'Good', even to stop it at the first instance or before 'Bad' happens to the 'Good'. Let's understand first, clearly and firmly, that Terrorists and Thieves have no firm ground beneath them, that once they have struck & stolen, they have to perhaps exit speedily, lest they are either killed or caught. With my experience in the NSG, I can boldly say, if the Good has learnt or is trained to stand & face the Bad firmly and intelligently, the Bad will either quit or vanish into thin air, without having been able to cause the intended damage, and that should be the immediate aim of the Good, rather than allow the Bad to achieve its immediate aim, and in the bargain get killed unnecessarily and innocently like a lame duck. We must not, being true and worthy Security Providers of the Nation, accept this to happen to the simple and innocent People of our Nation forming part of the Good. Therefore, 'Preparing People' is the only answer. Preparing People is Making People Anti-Terror Warriors for the initial brunt of the terrorist attack and before the desired security back up is in place to take over. The duration of the initial period could be easily defined any where between 10 seconds to 10 minutes to 01 hour. While, we at the Central Secretariat at Delhi tried our best during the year 2008 but the results have not been that rewarding as it should have been as far as the increase in the memberships of the twin associations in concerned. Since the strength of our associations lie in its base of the membership as such we shall request each member of the twin associations to take upon themselves to share the responsibilities of enrolling the new members in the respective association during the current year. The Regional CAPSI & APDI Chapter Chairmen & Conveners are also advised to please ensure that their regional chapter memberships are increased many folds during the current year. Our endeavour to continue with the issue of newsletter of CAPSI & APDI called SECURITYPOST during the current year, we would like the continuation of the support from our esteem members in the form of advertisements and security/detective related articles as was done during the last year.
