Dark bands indicate frequencies of light that have been removed from the spectrum. The frequencies correspond to the energies that the
gas electrons require to move to a higher energy shell (E=hf). Energy absorbed is re-emitted in all directions, therefore very little in the
original direction, which results in dark bands.

The energy levels are specific because in order for a shell to exist in must contain an exact number of wavelengths. If it doesn't (eg 2.5
wavelengths) the electrons will interfere and not exist. Whole numbers can form standing waves (circle diagram) that persist. The
standing waves make up electron shells.
Why can rings of x-rays line up with rings of electrons?
Because matter can behave like a wave. Because x-rays and electrons have the same wavelengths
