TAMIL NADU FISHERIES UNIVERSITY PROSPECTUS FOR UNDERGRADUATE DEGREE COURSE- B.F.Sc 2014 INTRODUCTION
Tamil Nadu Fisheries University (TNFU), the first state funded University of its kind exclusively for fisheries science in India, was established by the Tamil Nadu Act 21 of 2012 on 19 th June 2012. TNFU was started with the objectives of developing technical and professional manpower for fisheries sector, imparting educational programmes such as B.F.Sc., M.F.Sc., Ph.D., PG Diploma and Certificate courses, undertaking basic and applied research for the benefit of various stakeholders of fisheries and to disseminate the research innovations through various extension programmes. The University Headquarters is located at Nagapattinam with three constituent Institutes functioning under this university namely, Fisheries College and Research Institute (FC&RI), Thoothukudi, Institute of Fisheries Technology (IFT), Nagapattinam and Institute of Fisheries Technology (IFT), Ponneri (Tiruvallur district) besides Extension and Research centres located at Thanjavur, Parakkai (Kanyakumari) and Madhavaram (Chennai).
1. Constituent Institutes of TNFU
1.1. Fisheries College and Research Institute TNFU, Thoothukudi.
Fisheries College and Research Institute (FC&RI), Thoothukudi is located at Harbour Express road having an area of 24 ha, the Shore Laboratory located about 11 km away from the main campus at the Fishing Harbour Complex, North Beach Road having an area of 0.4 ha. and staff quarters at the Teachers Colony with an area of 1 ha, which is 3 km away from main campus and Department of Coastal Aquaculture with an area of 6 acres is located at Tharuvaikulam, a coastal village 17 km away from the main campus, for undertaking Mariculture / Coastal Aquaculture activities.
The FC&RI main campus has 2.14 ha area of fish farms, 2.70 ha spread of reservoir, freshwater prawn hatchery, catfish farm and hatchery, wet laboratory, ornamental fish rearing facility, feed preparation unit, cryopreservation unit, water quality laboratory, meteorological observatory, composting facility, fishery biology laboratory, disease diagnostic laboratory including virology, biotechnology laboratory, fish quality assurance laboratory, Fisheries environment laboratory, museum and an excellent library with over 15000 books. Of the total 13 Departments, 9 departments, viz; Department of Aquaculture, Department of Fisheries Biology and Resource Management, Department of Fisheries Environment, Department of Fisheries Economics, Department of Fisheries Extension, Department of Fisheries Biotechnology, Department of Fish Quality Assurance and Management, Department of Information and Statistics and Department of Fish Pathology and Health Management are situated in the main campus and 3 departments, namely, Department of Fish Processing Technology, Department of Fishing Technology and Fisheries Engineering and Department of Basic Sciences are situated in the Shore laboratory. The Department of Coastal Aquaculture is situated at Tharuvaikulam. The Fisheries College and Research Institute is adequately staffed with a sanctioned strength of 51 teaching positions and 90 non-teaching positions. Apart from B.F.Sc. degree course, It offers M.F.Sc. in nine disciplines, namely Aquaculture, Fisheries Resource Management, Aquatic Environment Management, Fish Processing Technology, Fishing 3
Technology and Fisheries Engineering, Fisheries Biotechnology, Fisheries Economics, Fisheries Extension and Fish Quality Assurance and Management and Ph.D. in Aquaculture, Fisheries Resource Management, Fisheries Economics and Fish Processing Technology. Apart from this, PG Diploma in Fish Quality Management and M.Phil., Degree in Climate Change and Fisheries are also offered in this institute.
1.2. Institute of Fisheries Technology (IFT) TNFU Ponneri, Chennai The Institute of Fisheries Technology, a constituent Institute of the Tamil Nadu Fisheries University was declared open by the Honourable Chief Minister of Tamil Nadu on 20.02.2013 at Ponneri, Tiruvallur district with the objectives of offering self-employment oriented certificate courses on ornamental fish farming, aquaculture, harvest and post-harvest technologies in Fisheries. It has a total area of 21 acres. It also houses an Incubation Centre for Fisheries Products with all the facilities comprising of chilling, freezing, canning of fish and product development with necessary equipments to offer training to fisherfolk, entrepreneurs and unemployed youth for exposing them into industrial production line. 1.3. Institute of Fisheries Technology (IFT), TNFU Nagapattinam The Institute of Fisheries Technology, Nagapattinam another constituent unit of Tamil Nadu Fisheries University, was established on 20.02.2013 in the same line as that of the IFT, Ponneri to meet the skilled manpower requirements of aquaculture, fishing and fish processing industries, to conduct need-based research to generate appropriate technologies for harnessing the fisheries resource potential of the region and to undertake extension programmes to promote microenterprise development and self employment as an alternative livelihood means for fisherfolk and other weaker sections of the society. A state of art modern fish processing facility provided by the Tamil Nadu Fisheries Development Corporation (TNFDC) is available in the institute for imparting hands on training on fish freezing and value addition of fish and fishery products. 1.4. Fisheries Training and Research Centre, TNFU, Parakkai The Fisheries Training and Research Centre, Parakkai was established on 01.04.2002 with overall objectives of under taking research and extension programmes in aquaculture, ornamental fish culture and fish processing to the fisherfolk and entrepreneurs of Kanyakumari district. 1.5. Fisheries Training and Research Centre, TNFU, Thanjavur The Fisheries Training and Research Centre which was functioning at Thanjavur since 2001 and currently functioning at Soorakkotai Campus ,Thanjavur, cater to the needs of farmers of both freshwater aquaculture and brackishwater aquaculture and also marine fisherfolk of Thanjavur, Pudukottai and Thiruvarur districts. 1.6. TNFU-Madhavaram Campus ,Chennai TNFU, Madhavaram campus previously named as Fisheries Research and Extension Centre (FREC, Madhavaram) was established at Madhavaram, Chennai with the objectives to develop state-of-art Research Farm Facilities to breed and raise commercially important Freshwater Ornamental Fishes, to prototype and demonstrate innovative and intensive culture systems, to disseminate technologies in aquariculture and to serve the aqua farming community at their farm sites through the Mobile Aquaritech Lab facility. Disease diagnostic laboratory attached to this centre offers services to shrimp and fish farmers in around 4
Chennai. An aquatic Rainbow bazaar is being established at the campus as an one-stop solution to help aquariculture farmers to produce, market aquarium fishes and supply inputs for the aquariculture industry. 2. Opportunities for International Collaboration and Training programmes
The University has entered into Memorandum of Understanding (MoU) with the following eight Universities as a part of exchange of teaching and research activities in the field of fisheries. This helps to enhance quality of education, research output and widen the opportunities for fisheries graduates.

3. Students Placement Cell
So far, FC&RI has successfully produced 671 undergraduates, 212 post graduates and 31 doctorates through the academic programmes since inception. The graduates are well placed in various central and state organizations, Universities and other private sectors. Some of them have transformed into big entrepreneurs and providing job opportunities for a fairly large number of people.

Number of Attempts The maximum number of attempts made in passing the qualifying examination is limited to three for SC/SCA/ST candidates and two for other candidates. The improvement marks in HSC or equivalent examination of any year will not be considered. 6
II. AGE LIMIT Candidates applying for the course should not have completed the age mentioned below as on 01-07-2014: Candidates of Scheduled Caste (SC) / SCA / Scheduled Tribe (ST) categories : No age limit Other candidates : 21 Years No relaxation of age limit is permissible on any grounds. III. RESERVATION Selection shall be made for different categories such as Open Competition, Backward Class, Backward Class (Muslims), Most Backward Class / Denotified Communities, Scheduled Caste, Scheduled Caste Arunthathiyars and Scheduled Tribe, following the rules of reservation of the Government of Tamil Nadu. The list of communities eligible to compete against the reserved quota is furnished in the Appendix-I (List of Communities). A few seats are also reserved for special categories such as Differently-abled, Sports persons, Children of Freedom Fighter and Children of Ex-serviceman and for students from vocational stream, as detailed below: 1. Differently-abled Three per cent of the total number of seats is reserved for the differently-abled candidates. This reservation is provided only for the category of locomotor disorders of lower limbs ranging from 40% to 70% and the other conditions for admission to the courses are applicable as in the case of General Category. The candidates seeking admission under this special category are required to produce a certificate from the District Medical Board of the area concerned, constituted for the purpose of assessing the nature and the extent of physical disability in the format (Certificate No. II) prescribed in this Prospectus. The medical certificate received without the specific recommendation of the District Medical Board will not be considered for selection under this special category. The eligible candidates called for counselling will have to appear before a Medical Officer. The differently-abled candidates of Tamil Nadu selected for admission will be exempted from paying Tuition Fees of the Total Admission Fees prescribed by the University. 2. Sports Persons The candidates of Academic Stream who wish to apply for B.F.Sc degree course under sports quota should bring attested copies of the certificate(s) for having taken part in Sports Meet / Tournaments / Competitions and secured I, II or III place and / or participated in individual events / team games at the International / National / State / District level along with the originals at the time of counselling. 3. Children of Freedom Fighter Reservation is not applicable to adopted / foster children / grand children of the Freedom Fighters under this category. The candidates applying under this category should bring the attested copies of the following documents along with originals at the time of counselling : a. Assistance Certificate / Freedom Fighter Pension Order issued by the Central / State Government to the Freedom Fighter (or) Jail Extract duly recommended by District Committee for Freedom Fighter 7
b. Particulars of the Freedom Fighter in the book containing Freedom Fighters name published by the Government of Tamil Nadu c. Proof that the candidate is son/daughter of the Freedom Fighter (Certificate to be furnished in Certificate No.III of this Prospectus), which is the Certificate from Tahsildar to establish the relationship of the candidate to the Freedom Fighter d. Birth Certificate to ascertain the parentage of the candidate e. Legal heir certificate of the Freedom Fighter
4. Children of Ex-Serviceman The candidates from Academic Stream of the qualifying examination who wish to apply for B.F.Sc. degree course under Children of Ex-Serviceman Quota should produce a certificate as given in the Prospectus (Certificate No. IV) from the Assistant Director of Ex- Servicemen Welfare Board of the District concerned that his/her father is an Ex-Serviceman and has served in the Armed Forces. 6. Submission of Application Candidates should submit applications only through online www.tnfu.org.in on or before 10.06.2014, 5.00 p.m. 7. Indian Council of Agricultural Research (ICAR) Quota (B.F.Sc.) : 6 seats Fifteen per cent of the total number of seats in B.F.Sc. degree course is reserved for the candidates selected by the Indian Council of Agricultural Research. The Indian Council of Agricultural Research, New Delhi selects the candidates through an All India Entrance Examination. IV. Normalization of Marks and Inter-se Merit
As per Tamil Nadu Act No. 3 of 2007 dated 05.03.2007, the marks obtained by the students in the relevant subjects in the qualifying examination conducted by various Boards or Authorities shall be equated with the marks obtained by them in the same subjects in the qualifying examination conducted by the State Board of Tamil Nadu by adopting the method of normalization.
For example, if the highest mark secured by the student of State Board of Tamil Nadu in Physics is 100 and the highest mark secured by a student of a Board other than Tamil Nadu State Board in the same subject is 90, both the highest marks will be considered to be equal to 100. If a student of the other Board secures 60 marks in Physics when the first mark in Physics in the same Board is 90, then the 60 marks of the Board will be considered to be equal to 66.66 marks of the Tamil Nadu State Board, as computed below: (100 x 60) / 90 = 66.66% After normalization of marks in the relevant subjects in the qualifying examination conducted by the other Board, the qualified students of different Boards shall be ranked in a common merit list. The common merit list will be prepared on the total marks of 200. In cases, where more than one candidate have got the same marks in the common merit list, the inter- se merit among such candidates shall be determined as per G.O. Ms. No.73, Animal Husbandry, Dairying and Fisheries (AH6) Department, dated 24-05-2007. In cases, where more than one student have got the same marks in the common merit list, the inter-se-merit among such students will be determined in the order of priority, as specified below: (a) B.F.Sc. Counselling The rank list for admission to B.F.Sc degree courses will be published in the University Website, www.tnfu.org.in, and also Notice Boards of all the constituent units of Tamil Nadu Fisheries University.
Selection for admission to B.F.Sc degree course will be done by counselling. The exact date of counselling notification will be published in the University website, www.tnfu.org.in, and also intimated to the individuals through e-mail who are called for counselling. Mere calling for counselling does not ensure selection / admission or any other rights to the candidates so called for. SEATS RESERVED IN B.F.Sc. (Ms.) No. 138 of Animal Husbandry, Dairying and Fisheries (AH6) Department, dated 14-10-2008) The seats reserved for Non-Resident Indians (NRIs) are over and above the admission strength of B.F.Sc. degree courses. Eligibility Applicants must be NRI / wards of Non-Resident Indians (NRIs). NRI supported local candidates are not eligible. Candidates must have completed 12 years (10+2) of school education of Indian System, i.e. HSC / CBSE / ISC or its equivalent. Candidates must have studied in English Medium and obtained a pass with good marks / grades, as per their system of education in Biology / Zoology and Botany, Physics and Chemistry in 11 th and 12 th years of School Education. Age limit Candidates should not have completed 21 years on 01-07-2014. Application form and guidelines for admission under NRI category Guidelines for admission under NRI category can be downloaded from the University website and applied through online (www.tnfu.org.in) from 01.06.2014 and last date for submission of application is on or before 30.06.2014 Registration fee Payment in US Dollars for a value equivalent to Indian `1,000/- (Rupees One thousand only) should be made in favour of The Finance Officer, TNFU, Nagapattinam through Demand Draft on or before 30.06.2014. (G.O.(Ms.) No. 50 of Animal Husbandry, Dairying and Fisheries (AH-6) Department dated 27-05-2009) The seats reserved for the Foreign Nationals are over and above the admission strength of B.F.Sc. degree courses. Eligibility Applicants must be foreign nationals possessing valid foreign passports who are not of Indian origin. Candidates must have completed 12 years (10+2) of school education of Indian System or its equivalent. Candidates must have studied in English Medium and obtained a pass with good marks / grades as per their system of education in Biology (or Zoology and Botany), Physics and Chemistry. Candidates studied in other media of instruction may produce the efficiency certificate for their skill in reading, writing and speaking English from recognized Universities / Institutions either from India or elsewhere. Age limit Candidates should not have completed 25 years of age on 01-07-2014. Application form and guidelines for admission under Foreign National category The guidelines for admission under foreign national category can be downloaded from the university website - www.tnfu.org.in from 01.06.2014 . The applicants should apply through online and the PDF version of the online applications must be sent through the embassy of the respective Country / Government to the Registrar, Tamil Nadu Fisheries University, Nagapattinam - 611001, Tamil Nadu, India. Last date for receipt of filled in applications for foreign national candidates is on or before 30.06.2014. 11
Registration fee A Bank Draft for US $ 100 (One hundred US Dollars only) drawn in favour of The Finance Officer, TNFU, Nagapattinam, Tamil Nadu from an overseas branch of a Nationalized Bank of India or other international bank having branches in India should be enclosed along with the filled in application. Fees including Institutional Economic Fee and Development Fee once paid are not refundable. VII. SYSTEM OF EDUCATION Semester Course Credit System B.F.Sc. Degree Course (8 Semesters) The pattern of instruction and evaluation is the semester course credit system under the syllabus and regulations prescribed by the ICAR. After completion of course credits at the VI semester, the student should satisfactorily complete the Hands on Training in the VII semester and In-Plant Training in the VIII semester. An enrolled student should complete the course credits prescribed from time to time and shall have to earn a minimum Overall Grade Point Average (OGPA) of 5.50 out of 10.00 in order to earn B.F.Sc. degree. In addition to the above, the student shall, in the judgment of the faculty, possess good moral habits and high standards of honesty.

IX. TUITION FEE CONCESSION
(1 ) First Graduate Tuition Fee Concession In the G.O. (st) No. 85 Higher Education (J2) Department dated: 16.04.2010, the Government have ordered to grant tuition fee concession to the candidates who are to be the first graduate in a family, those who are attending counselling and joined in professional courses in Government Colleges. They have to submit the following: (i) Certificate obtained from Head Quarters Deputy Tahsildar in the format prescribed in G.O. (Certificate No. V) which necessarily should include name of applicants father, mother, fathers father, fathers mother, mothers father, mothers mother, brother (s) and sister (s) and joint declaration by himself and parent/guardian in the prescribed format. (ii) The candidate have to furnish Certificate No.VI (Joint Declaration). If the applicants Brother or Sister has already availed First Graduate Tuition Fee concession for studying Professional Courses, then the applicant is not eligible for such concession.
X. SCHOLARSHIPS Scholarships such as SC/ST Welfare and Backward Class scholarships, Scholarships given by Govt. of India, Government of Tamil Nadu and Indian Council of Agricultural Research, TNFU Merit Scholarship, Pattukottai Azhagiri Endowment scholarship and scholarships from other agencies and financial assistance from Tamil Nadu Agricultural Labourers - Farmers (Social Security and Welfare) Scheme are available for the deserving candidates. The cost of application form (` 300/-) will be refunded to the SC / ST candidates admitted, along with the scholarship. . XI. HOSTEL FACILITIES a) Hostels for the students are available in each campus and the messes are run on a dividend system. b) The students will be accommodated in the hostels to the extent possible, subject to the availability. c) A sum of ` 5,000/- will be collected as hostel deposit.
XII. PAYMENT OF FEES AND REGISTRATION AFTER SELECTION AND ADMISSION A candidate who has been selected for admission to B.F.Sc. degree course after paying counselling fee ` 1000/- has to pay the semester fees and other admission fees only on the commencement day of the classes at the Fisheries College and Research Institute, Thoothukudi. Hence the above fees paid, except caution money deposit are not refundable. (i) In all cases, Laboratory Fund is non-refundable.
XIII. PREVENTION OF RAGGING Ragging is punishable as per Proceedings of the Supreme Court of India in SLP (C) No. 24295/2004 conveyed by the University Grants Commission, vide Letter No.F.1-8/2006 (Cpp-II) dated: 04.03.2008. If any incident of ragging comes to the notice of the authority, 14
the concerned student shall be directed to explain and if his/her explanation is not found satisfactory, the authority would expel him/her from the Institution.
XIV. INSTRUCTIONS TO CANDIDATES TO FILL IN THE ONLINE APPLICATION FORM Candidates need to fill in and submit applications online on or before 10.06.2014, 5.00 p.m. Candidates should read the Prospectus carefully before filling up and submitting the application online. All fields in the application should be correctly and completely filled in. Candidates should ensure that correct particulars of date of birth, community, marks and nativity are furnished by him/her in the application. On scrutiny, if any of these particulars furnished in the application are found incorrect: I. He/she will forfeit the admission to the course itself no matter at what stage of the course he/she may be at that time. II. He/she will be debarred from pursuing any course of study of this University and other Universities of Tamil Nadu for a period of three years. III. Legal action will be initiated against him/her for furnishing wrong information. Admission is subject to verification of mark certificates by the Director of Government Examinations and if the mark certificate is found to be bogus, admission is liable for cancellation besides criminal action being taken. Applications can be submitted online only after taking a Demand Draft (DD) for ` 600/- (` 300/-only for SC/ST candidates) in the name of The Finance Officer, TNFU, Nagapattinam.(Payable at Nagapattinam) from any nationalised bank and making necessary entries in application regarding the details of the DD in the column provided. When the online application is properly filled and submitted ,the candidate will get a SMS that his application is submitted successfully. Once the DD is received a payment confirmation mail /SMS will be sent to the candidates e-mail / Phone No. that the candidates application is accepted, payment received and the application download link is activated Only after the receipt of the above SMS, the application in the form of PDF file can be generated and using the login ID the candidate can download and print the application. The candidates who had successfully downloaded and printed the online application have to affix a recently taken passport size photograph in the space provided and get it signed by a Group A or Group B officer or the Head of the Institute last studied.
