RESEARCH & FORECAST REPORT Q3 2013 2 | COLLIERS INTERNATIONAL De Nederlandse kantorenmarkt lijkt in 2013 op een lager opnameniveau uit komen dan vorig jaar. Tot en met het derde kwartaal werd er ruim 650.000 m opgenomen, het niveau ligt hiermee ongeveer 10% onder dat van de eerste drie kwartalen van het vorige jaar. Daarnaast is bij veel (grote) verplaatsingen sprake van een negatieve netto opname en ook bij contractverlenging wordt veelal voor een kleiner metrage getekend dan voorheen in gebruik. Inkrimping van arbeidsplaatsen bij bedrijven en efficinter ruimtegebruik blijven de voornaamste redenen hiervoor. Het landelijke aanbod blijft dan ook nog licht stijgen ondanks diverse transformaties en het beperkte aantal nieuwbouwplannen. Volgend op de landelijke trend is in de drie steden in dit kwartaalbericht van een herstel op de kantorenmarkt nog geen sprake. Wel waren er in het derde kwartaal enkele noemenswaardige ontwikkelingen zoals de aankondiging van nieuwbouw op de Zuidas en een grote transactie in Eindhoven. Gezien de huidige stand van zaken is het echter niet waarschijnlijk dat de opname van 2013 hoger uit zal komen dan 2012. In zowel Amsterdam als Rotterdam bleef de opname nog ver onder het niveau van de eerste drie kwartalen van 2012. In Eindhoven staat de opname ongeveer gelijk met drie kwartalen van 2012 mede dankzij een grote transactie van het Woonbedrijf, maar de verwachting is niet dat de activiteit in het laatste kwartaal voldoende zal zijn om 2012 te verbeteren. Het aanbod bleef in alle regios redelijk stabiel ten opzichte van het vorige kwartaal, met lichte dalingen in Amsterdam en Eindhoven, maar er hangt nog aanbod boven de markt van grote bedrijven die aangekondigd hebben in te gaan krimpen of die gaan verhuizen naar nieuwbouw. The market for office space in the Netherlands is more subdued in 2013 than it was last year. Up to and including the third quarter of the year, just over 650,000m was leased, which is about 10% below the take-up rate for the first three quarters of last year. Many (large) office relocations resulted in a net reduction in the occupancy rate and in the case of lease renewals, too, contracts were often signed for smaller floor areas than they were previously. The reasons for this remain the same as before: companies are reducing the number of employees and using office space more efficiently. The overall national supply is continuing to rise slightly despite various conversion projects and the limited number of new buildings being completed. In line with the nation-wide trend, there is still no recovery in the market for office space in the three cities covered by this quarterly report. However, in the third quarter there were some significant developments such as the announcement of new construction in the Zuidas area of Amsterdam and a large transaction in Eindhoven. Given the current state of affairs, however, it is unlikely that the take-up rate for 2013 will be higher than that in 2012. In Amsterdam and Rotterdam, take-up remains far below the level of the first three quarters of 2012. In Eindhoven, take-up is at about the same level as the first three quarters of 2012 partly due to a major transaction by Woonbedrijf, but the expectation is that activity in the last quarter of 2012 will not be enough to improve on 2012. Supply has remained fairly stable in all regions compared to the previous quarter, with slight decreases in Amsterdam and Eindhoven, but new supply will continue to come onto the market; several large companies have announced their intention to downsize or move to new premises. De krimp blijkt toch sterker dan aanvankelijk gedacht, de verwachte groei voor 2014 is dan ook licht naar beneden bijgesteld. De krimpende economie en onzekere toekomstvoorspellingen zorgen ervoor dat de kantoorruimtemarkt het nog steeds moeilijk heeft. In tegenstelling tot de economie is het dieptepunt op de arbeidsmarkt nog niet bereikt. De raming van de werkloosheid voor 2013 zijn door het CPB omhoog bijgesteld tot 7% en naar verwachting stijgt deze in 2014 tot 7,5%. Dit betekent dat bedrijven minder personeel nodig hebben en dat heeft zijn weerslag op de kantoorruimtemarkt, waar de vraag naar kantoorruimte afneemt. Dit is onder andere te zien bij een aantal grote contractverlengingen dat dit jaar plaatsvond waarbij telkens een kleiner metrage werd gehuurd. De inflatie is in september gedaald tot 2,4%, deze daling komt met name door de dalende prijs van kleding en van benzine, ook voeding had een verlagend effect op de inflatie. Ondanks de daling is de inflatie in Nederland nog altijd hoger dan de inflatie van de eurozone (1,1%). De combinatie van de hoge inflatie en de lage stand van de rente op de kapitaalmarkt maakt het nog steeds aantrekkelijk om te investeren in vastgoed. De financierbaarheid is echter nog steeds een probleem. De ministerraad heeft ingestemd met een voorstel van de ministers Schultz van Haegen en Blok dat er voor moet zorgen dat gemeenten sneller omgevingsvergunningen kunnen verlenen die strijdig zijn met het bestemmingsplan. Hierdoor wordt het eenvoudiger om leegstaande kantoorgebouwen te transformeren tot een andere functie THE DUTCH ECONOMY The Central Planning Bureau forecasts that the economy will contract by 1.25% in 2013, which is a quarter of a point lower than the previous CPB forecast. The contraction continues to be more severe than originally expected and predicted growth for 2014 has therefore also been adjusted slightly downwards. The contracting economy and uncertain predictions about the future mean that the market for office space is still experiencing difficulties. In contrast to the wider economy, the bottom has still not been reached when it comes to the jobs market. Estimated unemployment for 2013 has been adjusted upwards by the CPB to 7%, and this is expected to rise still further to 7.5% in 2014. This is because companies require fewer staff and this is impacting on the office market, where the demand for office space is falling. This can be seen, for example, in a number of major lease renewals that took place this year, where in each case a smaller floor space was rented. Inflation fell to 2.4% in September; this decrease was mainly due to the falling price of clothing and petrol, but food prices also had a downward effect on inflation. Despite this decline, inflation in the Netherlands is still higher than the inflation rate of the euro area as a whole (1.1%). The combination of high inflation and the low interest rates on the capital market means that investing in real estate is still an attractive proposition. However, finance continues to be a problem. The Cabinet has approved a proposal by the ministers Schultz van Haegen and Blok that is designed to ensure that municipalities are given greater freedom to grant planning permits that are contrary to the area zoning plan. This will make it easier to convert empty office buildings for other functions. Hiermee ligt het opnameniveau fors lager dan in dezelfde periode van 2012, toen er bijna 242.000 m kantoorruimte is opgenomen. BEWEGING OP DE ZUIDAS EN IN AMSTELVEEN Ondanks deze lagere opnamecijfers is er nog wel beweging aan de opname kant. Het derde kwartaal van 2013 is het beste kwartaal van het jaar met een totaal opgenomen oppervlakte van 67.400 m. In twee gebieden is er meer beweging te zien dan in voorgaande kwartalen, dit zijn de Zuidas en Amstelveen. De Zuidas kende een relatief goed kwartaal met een opname van bijna 19.000 m, dit is de hoogste opname op deze kantorenlocatie sinds het eerste kwartaal van 2012. De hoge opname wordt veroorzaakt door de verhuizing van het advocatenkantoor NautaDutilh naar een nieuwbouwproject met een oppervlakte van 10.000 m. Kanttekening hierbij is dat er circa 14.000 m achter wordt gelaten in het WTC. Een ander advocatenkantoor, Greenberg Traurig, vertrekt juist van de Zuidas en zal zich gaan vestigen in het Hirsch gebouw aan het Leidseplein. Ook de kantorenmarkt van Amstelveen vertoonde in het derde kwartaal een opleving. Nestl huurt ruim 6.300 m in The Garden, dit is de grootste opname van de afgelopen twee jaar in Amstelveen. Nestl verhuist vanaf Duivendrecht naar Amstelveen. Daarnaast heeft Japan Tobacco International 3.400 m in Bella Donna gehuurd, hier zullen ze hun Nederlandse hoofdkantoor vestigen. AANBOD Ondanks dat het opnameniveau laag is in 2013, is er wel een lichte daling van het aanbod te zien. Dit wordt veroorzaakt door het grotendeels achterwege blijven van nieuwbouw en de licht opkrabbelende opname in het derde kwartaal. VERWACHTING De opname blijft tot dusver flink achter bij het niveau van 2012. De verwachting is dan ook dat de jaaropname van 2012 dit jaar niet verbeterd zal gaan worden. Het aanbod zal naar alle waarschijnlijkheid licht toenemen door de inkrimping en verplaatsing van enkele grote kantoorgebruikers. This makes the take-up rate much lower than in the same period of 2012, when nearly 242,000 m of office space was let. MOVEMENT AT ZUIDAS AND IN AMSTELVEEN Despite these lower take-up rates there are still signs of some dynamism in the market. The third quarter of 2013 was the best quarter of the year with a total area of 67,400m let. In two specific areas, there is more movement than in previous quarters - Zuidas and Amstelveen. Zuidas had a relatively good quarter with a take-up of almost 19,000m; this was the highest take-up rate for office space since the first quarter of 2012. This high take-up rate was caused by the relocation of the law firm NautaDutilh to a new building with a floor space of 10,000m. However, it is important to note here that the firm left behind a floor space of approximately 14,000m in the WTC. Meanwhile, another law firm, Greenberg Traurig, is actually leaving Zuidas altogether and relocating to the Hirsch building on Leidseplein. The office market in Amstelveen showed a rebound in the third quarter. Nestl leased over 6,300m in The Garden, which was the biggest lease deal of the past two years in Amstelveen. Nestl is moving to Amstelveen from Duivendrecht. In addition, Japan Tobacco International leased 3,400m in Belladonna; they will set up their Dutch headquarters here. SUPPLY Despite the record low take-up level in 2013, supply has actually dipped slightly. This is largely due to the lack of much newly built office space and the slight recovery in the take-up rate during the third quarter. FORECAST Take-up has so far been significantly below 2012 levels. The expectation is that the take-up rate for 2012 will not be surpassed this year. Supply is likely to increase slightly due to downsizing and relocations by some large users of office space. 6 | COLLIERS INTERNATIONAL Het derde kwartaal van 2013 heeft voor Rotterdam nog niet het gewenste herstel laten zien. Er werd 16.800 m aan kantoorruimte opgenomen in het derde kwartaal, iets lager dan het tweede kwartaal. In de markt lijkt het algemene sentiment in Rotterdam verbeterd ten opzichte van eerder dit jaar met zowel op de beleggings- als de gebruikersmarkt verhoogde interesse. CENTRUM IN TREK Totaal werd er in 2013 tot nu toe 44.400 m opgenomen. Dit is aanzienlijk minder dan de eerste drie kwartalen van 2011 en 2012 toen er nog respectievelijk 65.000 m en 87.000 m werd opgenomen. In het afgelopen kwartaal werd, net als in het vorige kwartaal, bijna alle activiteit waargenomen in het centrum van Rotterdam. Wel betrof het enkel kleinere transacties van onder de 2.000 m en vooral bedrijven die zich binnen Rotterdam verplaatsen. De grootste transactie was die van marketingbureau Oxyma dat 1.727 m opnam in het bedrijfsverzamelgebouw Het Nieuwe Kantoor. VEEL IN AANBOUW Het aanbod van kantoorruimte in Rotterdam is in het derde kwartaal licht gestegen tot een totaal van 692.000 m. De helft hiervan staat in het centrum van Rotterdam, vooral langs de kantorenboulevards. Ook voor een deel van het in aanbouw zijnde First wordt nog steeds gezocht naar een huurder (10.000 m in aanbod). Andere gebieden met veel aanbod zijn te vinden in Rotterdam Oost en Zuid. In laatstgenoemde staat een van de grootste kantoorgebouwen in aanbod: De Rotterdam. Het pand wordt later dit jaar opgeleverd en heeft nog 18.838 m beschikbaar. De grootste toevoeging aan het Rotterdamse aanbod was te vinden aan de Westzeedijk, hier is een voormalig Douanepand in aanbod gekomen van 11.730 m. De vraag is echter of hier kantoorruimte in zal komen, in het verleden is er ook gekeken naar mogelijkheden tot transformatie van dit pand. VERWACHTING Het is niet te verwachten dat het opnameniveau van Rotterdam uit 2012 in 2013 zal worden gevenaard. Wel is het waarschijnlijk dat het vierde kwartaal beter zal gaan verlopen aangezien er diverse grote partijen op de markt zijn voor kantoorruimte in Rotterdam. Het aanbod zal naar verwachting verder stijgen aangezien diverse grote panden op de markt gaan komen. In the third quarter, 16,800m of office space were leased, slightly less than in the second quarter. Generally, market sentiment in Rotterdam seems to have improved since earlier this year with increased interest on the part of both investors and end-users. CENTRE REMAINS IN DEMAND A total of 44,400m has been leased so far in 2013. This is considerably less than in the first three quarters of 2011 and 2012, when 65,000m and 87,000m were leased, respectively. In the last quarter, just as in the previous quarter, almost all the activity was in the centre of Rotterdam. However, the transactions were smaller ones involving under 2,000m, and companies moving within Rotterdam in particular. The largest transaction was that of the marketing agency Oxyma, which leased 1,727m in the multi-tennant business premises Het Nieuwe Kantoor. CONSTRUCTION ACTIVITY The supply of office space in Rotterdam increased slightly in the third quarter to a total of 692,000m. Half of this was in the centre of Rotterdam, especially along the office boulevards. Tenants are also still being sought for part of the First development, which is still under construction (10,000m to let). Other areas with significant supply are Rotterdam East and South. The latter is home to one of the largest office buildings on the market: De Rotterdam. The building will be completed later this year and still contains 18,838m of available floorspace. The biggest addition to supply in Rotterdam is to be found on the Westzeedijk, where a former Customs building with 11,730m of floorspace has come onto the market. However, the question is whether this office will continue to be used as such; in the past, the conversion of this property has also been considered. FORECAST It is not expected that the 2012 take-up rate in Rotterdam will be matched in 2013. However, it is likely that the fourth quarter will show an improvement since a range of large customers are on the market for office space in Rotterdam. Supply is expected to rise further as several large buildings enter the market. 8 | COLLIERS INTERNATIONAL RESEARCH & FORECAST REPORT | Q3 2013 | EINDHOVEN | OFFICE MARKET Eindhoven De opname van kantoorruimte ligt dit jaar in de eerste drie kwartalen een fractie hoger dan in 2012. Er is in totaal bijna 32.700 m kantoorruimte opgenomen, tegenover ruim 31.300 m in de eerste drie kwartalen van 2012. Het derde kwartaal van 2013 laat, met een opname van 16.900 m, een hogere opname dan de eerste twee kwartalen zien. De opname is echter wel minder dan in het derde kwartaal van 2012 toen er ruim 23.000 m kantoorruimte werd opgenomen. SAMENVOEGING EN UITBREIDING De grootste opname kwam met ruim 7.100 m op naam van Woonbedrijf. Op een herontwikkelingslocatie aan de Wal 2 worden vier kantoren samengevoegd. En van deze panden wordt nu nog gehuurd, hier zal de huur van worden opgezegd. De overige drie panden zijn in bezit van Woonbedrijf, voor deze panden zal onderzocht worden wat de best passende bestemming is. De op n na grootste transactie is gerealiseerd voor ASML, er werd 3.600 m kantoorruimte gehuurd in Veldhoven. Hierdoor heeft ASML voor het tweede achtereenvolgende kwartaal n van de grootste transacties op zijn naam. Een andere noemenswaardige transactie is de opname van Camelot, deze leegstandsbeheerder heeft 2.770 m kantoorruimte, ten behoeve van haar hoofdkantoor, opgenomen aan de Noord-Brabantlaan. Regus heeft in het derde kwartaal een overeenkomst gesloten om vijftien centra in kantoren van de Chalet Group in te richten. En van die centra komt in een gebouw op Flight Forum, er zullen hier circa honderd flexibele werkplekken worden gerealiseerd. De locatie is gekozen vanwege de gunstige ligging nabij Eindhoven Airport en de snelweg. AANBOD Ondanks een lichte daling van het aanbod in het derde kwartaal staat er nog steeds ruim 263.000 m kantoorruimte in aanbod in de regio Eindhoven. Het grootste deel van het aanbod bevindt zich in het Centrum, Eindhoven West en Flight Forum. VERWACHTING De verwachting is dat de opname in 2013 uiteindelijk op een lager niveau uit zal komen dan in 2012. A total of nearly 32,700m of office space was leased, compared to 31,300m in the first three quarters of 2012. The third quarter of 2013 had, with a take-up of 16,900m, a higher take-up rate than the first two quarters. This was, however, lower than in the third quarter of 2012 when over 23,000m of office space was leased. MERGER AND EXPANSION The biggest transaction involved over 7,100m of floorspace and was made by Woonbedrijf. Four offices were merged on a redevelopment site at the Wal 2. One of these properties is currently still being leased; this lease will be terminated. The other three properties are owned by Woonbedrijf. The most appropriate use for these buildings will be investigaated. The second largest transaction was by ASML, involving the rental of 3,600m of office space in Veldhoven. This means that ASML has one of the largest transactions in its name for the second consecutive quarter. Another significant transaction was a lease by Camelot, the vacant property management company; Camelot took over 2,770m of office space for its headquarters in Noord-Brabantlaan. This office is significantly larger than the old location, which the company had outgrown. FLEXIBILITY A national trend that is also evident in Eindhoven is the rising demand for flexible workplaces. During the third quarter Regus signed an agreement to set up fifteen office centres for the Chalet Group. One of these centres will be in a building at Flight Forum, where there will be approximately one hundred flexible workstations. This location was chosen because of its convenient location near Eindhoven Airport and the motorway. SUPPLY Despite a slight fall in supply during the third quarter, there is still over 263,000m of office space on the market in the Eindhoven region. The majority of supply is located in the Centre, Eindhoven West and the Flight Forum. FORECAST It is expected that take-up in 2013 will eventually come in lower than in 2012.
