Procurement Modernization Project Specialist





The Republic of Indonesia and the United States of America, acting through the Millennium
Challenge Corporation (MCC) entered into a Millennium Challenge Compact on November 19, 2011.
The Millennium Challenge Account-Indonesia (MCA-Indonesia) is a Trustee Institution established by
the Government of Indonesia to act as its designee in supervising and managing the implementation
of the five-year US$ 600 million MCC Compact Program in Indonesia. The MCA-Indonesia has been
fully operational since April 2013.

MCA Indonesia is looking for a qualified
Procurement Modernization Project Specialist

Position Objective:
The Procurement Modernization (PM) Project Specialist will provide support for the Procurement
Modernization Project. The PM Project Specialist will
Monitor and ensure the LKPP implements the activities of the Project;
Assist the PM Project Director in ensuring successful completion of Project activities and
achievement of all program objectives.

Duties and Responsibilities:

The responsibilities of the PM Project Specialist will include, but not be limited to:
1. Providing support in the management of all aspects of the Project;
2. Providing assistance in the development and maintenance of relationships with all Government
of Indonesia (GoI) counterpart organizations at national and sub-national level;
3. Providing advice and guidance on the Projects relationships with all GoI counterpart
organizations at national and sub-national levels;
4. Providing support in all aspects of the implementation of the Projects component activities;
5. Providing support in the monitoring and management of the activities of the entire Project Team
at LKPP to ensure the successful completion of all activities and achievement of all Project
objectives;
6. Providing data to the MCA-Indonesias M&E Director on the progress of project activities in
accordance with the requirements of the Compact M&E Plan, and provide input into the revision
of project monitoring indicators;
7. Providing feedback/inputs on the development of the Project Procurement Plan, Work Plan and
Financial Plan;
8. Providing input to all reports to be prepared by the Project Director and submitted to the
Executive Director of MCA-Indonesia, LKPP Steering Committee and the Technical Management
Team and ensuring they are submitted in a timely manner and to the required quality;
9. In collaboration with the Communications and Outreach Department, proactively assist the
Director in the effective communication and coordination of work with related stakeholders,
prepare public information and presentations about the Procurement Modernization Project to
government officials, the public, and other stakeholders;
10. Attending meetings with both MCA-Indonesia and all GoI counterpart organizations at national
and sub-national levels;

11. Under the Directors guidance, direct the:
Fiscal Agent as needed to ensure appropriate payment for goods and services rendered
Procurement Department and the Procurement Agent to conduct procurements based on
technical specifications developed by the Specialist and the PM team to ensure that the
technical aspects of the bidding processes for the project are carried out correctly.
12. Providing feedback regarding the progress of the project report by LKPP;
13. Performs such other duties assigned by the Director of Procurement Modernization Project.

Requirement:

1. Education, experience and technical competencies:
At least Bachelor degree in any relevant discipline, and must have 5 years or more of
professional work experience in the project development.
Have knowledge and understanding of procurement; familiarity with the government
procurement activities and work flows, procurement modernization is an advantage.
Experience of working in the public sector is highly desirable.
Have experience in working and/or liaising with various partners, institutions.
Have experience in facilitating multi-cultural meetings and workshops
Demonstrated experience in the delivery of projects developments.
Good spoken and written Bahasa Indonesia and English.
Strong Information & Technology skills in word processing and other relevant office
applications and software packages.

2. Personal attributes and competencies:
Excellent interpersonal and communication skills, and demonstrated ability to effectively
interact and collaborate with people/stakeholders in multidisciplinary teams as well as work
across departments, divisions and institutions.
Excellent facilitation skills and strong liaison skill with the ability to draw in and enthuse
Indonesian and international counterparts.
Good in personal organization, planning and priority setting. Have good initiative, is focused
and result oriented.
An effective team-player and has excellent coordination.
Ability to work with a high degree of autonomy and to take initiative, and has high integrity
and the ability to exercise good judgment.
Strong attention to detail and to maintaining a high quality standard.
Demonstrated flexibility and capable of managing a variety of tasks with minimal
supervision.
Values the continuous improvement and learning.

Terms and Conditions:
We will provide competitive remuneration commensurate with skills and experience.
The duty station will be at MCA-Indonesia Office in Jakarta, Indonesia.
