Plot:
A group of people in a Los Angeles skyscraper enter an elevator and a bomb explodes, destroying
the elevator cables and dropping the elevator several stories before the emergency brakes engage,
trapping the people inside it. The SWAT team of the Los Angeles Police Department arrive at the
scene where they learn a terrorist is holding the group hostage in the elevator and threatens to blow
up the elevator's emergency brakes if he does not receive a ransom soon. Lieutenant "Mac"
McMahon (Joe Morton) orders Officers Jack Traven (Keanu Reeves) and Harry Temple (Jeff
Daniels) to investigate the bomb, who attach a hook from a crane to the top of the elevator car in
case the bomb goes off. The bomber hears Jack and Harry and sets off the bomb before the ransom
time, forcing Jack and Harry to help everyone escape the elevator. Jack and Harry encounter the
bomber, (Dennis Hopper) hiding in a freight elevator, and the bomber takes Harry hostage. After
Jack shoots Harry in the leg, the bomber lets Harry go, while the bomber flees the scene, apparently
blowing up himself in the process.
Days later, Jack witnesses a city bus explosion, killing the driver. The bomber, who is still alive, calls
Jack on a nearby payphone and warns him that another bus has been rigged with explosives that
will be armed if its speed exceeds 50 miles per hour (80 km/h) and will detonate if its speed drops
below that number or if any passengers disembark the bus. He demands a larger ransom and gives
Traven the number and location of the bus. Jack speeds through morning rush hour traffic and
locates the bus on a freeway, but is unable to get the driver to pull over before the bus exceeds 50
mph. Jack makes sure the driver does not slow down and then makes his way onto the bus. One of
the bus passengers draws a gun on Jack, while another passenger tries to restrain him, accidentally
shooting the driver, forcing passenger Annie Porter (Sandra Bullock) to take control of the bus. Jack
examines the bomb through an access panel on the floor of the bus, and describes it to Harry on the
phone, who suspects it may be the work of a former police officer. Annie navigates the bus through
traffic, onto side streets, and eventually onto the empty Interstate 105 freeway, which is under
construction. Jack receives a call from the bomber and convinces him to offload the injured driver. At
the same time, a frightened woman (Beth Grant) also attempts to leave the bus, but the bomber
detonates a bomb beneath the bus stairs, dropping her under the bus and killing her. Mac informs
Jack that there is a gap in the freeway at an upcoming interchange, so Annie accelerates the bus to
its maximum speed, causing the bus to safely leap over the gap. Jack sees a highway exit for Los
Angeles International Airport and instructs Annie to get off the highway and drive into the airport,
where the bus can drive along its runways and news crews cannot easily film the bus.
Meanwhile, Harry discovers the identity of the bomber as Howard Payne, a former Atlanta police
bomb squad officer who was to retire after an explosion cost him a finger, and decides to go to
Payne's house to find him. After Harry and his team search the house, a sensor triggers a bomb that
explodes and kills them all.
Jack gets off the bus and uses a cart to examine the bomb from underneath, but is unable to defuse
it. When the cart hits debris on the tarmac, Jack accidentally punctures the gas tank while hanging
onto the bus undercarriage as the cart gets destroyed. The passengers help him back inside through
the access panel, then realize the bus is starting to run out of fuel. Jack realizes that Payne has
been seeing the events on the bus via a camera mounted inside and gets the police force to have
the media find the signal, record a loop of footage, and transmit that in order to fool Payne, giving
them the opportunity to unload the passengers. Jack stays behind to help Annie steer the bus until
the last minute, using an access hatch to escape with her before the bus crashes into an
empty 707 cargo plane and explodes.
With Payne still expecting his ransom, the police converge on the ransom delivery point at Pershing
Square, along with Jack and Annie. Payne realizes that he has been fooled and disguises himself as
an officer to kidnap Porter. When the drop is made inside a garbage can but no one comes to pick it
up, Jack believes that they have been set up, and finds a hole beneath the garbage can, which leads
into the adjacent Metro station. He jumps inside and finds Payne with Annie who is wearing a vest
loaded with explosives controlled by a pressure-release detonator. Payne boards a Metro train with
Annie and handcuffs her to a pole, while Jack climbs on top as the train pulls away. Payne climbs on
top of the train to battle Jack, however Jack forces Payne's head into an oncoming signal light,
decapitating him. Jack defuses Annie's explosive vest, but cannot uncuff Annie from the pole or stop
the train. Instead, Jack speeds up the train going into a curve, derailing it through a tunnel currently
under construction, which sends the train up a ramp onto Hollywood Boulevard. Jack and Annie
passionately kiss inside the train car while tourists take pictures from outside.
