that School Chalen Ham
Abhiyan is connected with
masses. Reiterating to turn it into a
mass movement, the Chief Minister
urged people to participate in the
campaign enthusiastically. The cam-
paign will start from June 16.
Collectors will coordinate activities
of the campaign in districts. It will
be led by public representatives and
social workers. This year, the cam-
paign will be dedicated to teaching
quality. Discussing outlines of the
campaign with collectors and local
public representatives through
videoconferencing from Mantralaya
here today, Chief Minister Shri
Chouhan said that is the key to a
prosperous state. Along with govern-
ment, responsibility of educating
every child also lies with society. The
campaign will become successful
only through cooperation of society.
Villages can be adopted with special
cooperation of social organisations,
industrialists, businessmen and
donors.
Shri Chouhan said that no child
able to go to school should remain
deprived of school education and
must complete education upto class
X after taking admission in class I.
Shri Chouhan said that hostel facili-
ty should be specially provided to
orphan children. The CM said that
all people, organisations, public rep-
resentatives, distinguished citizens
and representatives of religions
should associate themselves with
the campaign as motivators. Every
person who is sensitive for making
Madhya Pradesh an educated state
can become motivator. He said that
a convention of motivators will be
held at development block level on
June 12. Motivators with good per-
formance will be provided certifi-
cates. Registration for motivator can
be done by giving a miss-call on
0755-2570000. So far, 71 thousand
motivators have joined the cam-
paign. They will be imparted train-
ing as per campaigns outlines on
June 12. Shri Chouhan said that
campaign will be launched through-
out the state with Pravesh Utsav on
June 16. The Chief Minister said
that motivators giving academic
cooperation are also welcome.
Attention should also be paid to
admission of children who need spe-
cial attention. The CM said that
Pravesh Utsav will be celebrated
with communitys cooperation. Text
books will be made available as soon
as children take admission. He said
that every district can chalk out its
strategy for ensuring cent percent
admission. The CM directed collec-
tors to get started whitewashing,
cleanliness and repair works in
schools immediately. School land
should not be encroached upon in
any way.
The CM informed collectors that
apart from School Chalen Ham
Abhiyan, Food Security Campaign is
also underway in the state. Under it,
names of all eligible families will be
included in the scheme. A convention
will be held at Janpad level on June
27 to verify eligibility slips issued to
families. The

BHOPAL: Union Minister for Women and Child
Development Maneka Gandhi has given in-principle
consent to the proposal for opening 11 thousand
anganwadi centres in MP. States Women and Child
Development Minister Smt. Maya Singh has urged
Smt. Maneka Gandhi to implement Indira Maternity
Cooperation Scheme in all 51 districts of Madhya
Pradesh.Smt. Maya Singh met Union Minister Smt.
Maneka Gandhi in New Delhi recently.
She urged Gandhi to sanction states pending
proposal to open 11 thousand 121 additional angan-
wadi centres in MP. Smt. Gandhi gave in-principle
consent to the proposal. Chief Minister Shri Shivraj
Singh Chouhan had written a letter in this regard to
UPA government. Smt. Maya Singh urged Gandhi to
implement Indira Maternity Cooperation Scheme in
all 51 districts of Madhya Pradesh. She informed that
at present the scheme is being implemented in 2 dis-
tricts of the state including Sagar and Chhindwara.
She said that this schemes needs to be implemented
in entire state for eradicating malnutrition. Giving
her consent to the appeal, Smt. Maneka Gandhi
assured to take early decision. Stressing the need to
simplify child adoption process, Smt. Gandhi asked
to implement it in MP. Smt. Singh informed the
Union Minister that action in this regard is already
being taken in MP. She also informed Union Minister
Smt. Gandhi about Suposhan Abhiyan launched to
eradicate malnutrition and schemes for womens
empowerment in MP.

Chhattisgarh reiterated its demand for a
special category status for the state at the
pre-budget meeting of state finance minis-
ters with Union Finance Minister Arun
J aitley here. Chhattisgarh Commerce and
Tax minister Amar Agrawal, who read the
state finance ministers speech, said
Planning Commission in its Indian Human
Development Report 2011, had adjudged
Chhattisgarh as one of the most backward
states of the country on the basis of Human
Development Index. Elaborating its stand
on the issue, he further said that as per
National Sample Survey Organization
(NSSO) report published in 2013 on pover-
ty level, Chhattisgarh has the highest ratio
of BPL families in the country (39.9 per
cent). He stated Raghuram Ranjan
Committee in its report has also mentioned
that Chhattisgarh is amongst the least
developed state in the country. He also
added that most of the districts in the state
were dealing with Naxal menace.
Chhattisgarh Additional Chief Secretary
(Finance) D S Mishra was also present at
the meeting. Highlighting the issue of CST
revenue loss, he said the state government
has received Rs 800 crore less in the last
three years and demanded that the amount
be compensated from other sources. He
mentioned that the government of India had
decided to lower the CST from4 per cent to
2 per cent fromJ une 1, 2008, and an agreed
compensation package for consequential
revenue loss to the state had been worked
out. The government of India paid CST
compensation for 2007-08, 2008-09 and
2009-10 as per revised compensation
guideline. But, the Centre is yet to release
Rs 3085 crore to Chhattisgarh as CST com-
pensation. He urged the Centre to make a
provision in this regard in 2014-15 Budget.
He urged the Centre to allow state gov-
ernments to impose service tax. Bringing
the issue of CAMPA funds, he demanded
that the amount received under CAMPA
fund should be increased and a permanent
CAMPA fund should be established in
place of Supreme Courts adhoc CAMPA
funds by enacting an act. The state has so
far deposited Rs 2500 crore in the CAMPA
fund as per the Supreme Courts directions
and Rs 600 crore has been added to the
principal amount as interest. But the state
receives only 10 per cent of the principal
amount annually as per the directions of the
Supreme Court.

In a city considered more a business hub,
where literature has never been the topic of gen-
eral interest, an increasing number of people are
turning into bookworms kick-starting a new
book club culture in Raipur.
Many bibliophiles craved for a place where
they could have a book of their own choice over
a cup of coffee, surrounded with people of simi-
lar interests, but Raipur wasn't as happening as
it is now fast becoming. Octavo, the libro-cafe
concept was brought to life when youths like
Sanidhya Jain and Jigna Kotecha, both computer
engineers decided to add spice to city's reading
culture. Over 100 members have already regis-
tered, enjoying books over steamy coffee having
full view of city's youngest spot 'Queens Necklace
lake better known as Telibandha lake. These
readers are a cocktail of people from different
background ranging from doctors, educationist,
students, retired officers. A year's membership
costs Rs 799 and you have all the books at your
disposal. The group activates itself once every
weekend at a cafe where they discuss about
authors, review books and share experiences
over free snacks served by young Octavo entre-
preneurs who aim to make bookworm culture a
hit across Chhattisgarh.
Jigna said, "Octavo now has another corner
in Pandri at a new restaurant which has a floor
dedicated to book lovers apart from the cafe
located at SLT Waterfront. We plan to expand it
to Bhilai and Bilaspur next."
"It was a challenging job initially when we
had to take loans for buying books and the com-
pany refused to deliver books two days before
the launch. We managed to find another publish-
ing company in Bhopal somehow and till now we
have spent over a lakh," Sanidhya said.
The young budding entrepreneur said that
they are now organizing book donation camps at
residential colonies. "We will donate these books
to an NGO for needy children," she said. Varun
Agrawal, 22, a student, an Octavo book club
member said the weekend discussions are
enriching and thought provoking. "Expressing
views after reading books is very essential for
any avid reader. I am sure more youths and citi-
zens would rope in and enjoy bookworming
together," Varun said.

said here recently that
agriculture offers a pro-
ductive and well-reward-
ing career.
Addressing a pro-
gramme, he said India's
population is constantly on
the rise, which means that
at the moment it is unsta-
ble. Estimates show that
by 2060 to 2070, popula-
tion could stabilize which
means food requirement
will also stabilize. But, at
the moment with increas-
ing food requirement,
there is need for trained
manpower. Indian Council
of Agricultural Research
(ICAR) estimates that by
2020, the country will have
more than 50,000 gradu-
ates in this field.
Patil said IGKV offers
many undergraduate and
postgraduate courses
including regular courses.
New age courses IGKV
offers are agricultural
engineering, forestry, agri-
cultural economics and
agri-business manage-
ment, a new course we
have introduced. There are
other upcoming courses in
this field like applied
remote sensing, bioinfor-
matics and nanotech. Patil
said IGKV has carried out
researches in many areas
like technology, resource
management and crop
varieties. We have done
research on 55 new vari-
eties of crops specific to the
state. We are now shifting
our researches towards
nutrition-enriched food.
Besides we are also trying
to increase content of zinc
and iron in rice and devel-
op high rates of these
nutrients in crops. Our
major research was the in
findings of high amounts
of zinc in the little millet
(kutki), a type of millet
crop found in tribal regions
of Bastar. Patil said IGKV
has set up Krishi Vigyan
Kendras in 20 districts of
the state. We disseminate
technology to farmers in
these districts and help
them in their cultivations.
We are trying to use inno-
vative techniques in large
areas of land and support
low scale farmers.
There has been a lot of
development in infrastruc-
ture and academic process-
es t IGKV. The V-C said
our prime objective is to
produce quality graduates.
There are many goals set
and though some have
been achieved we still have
a long way to go.

Journeys for various centres of pilgrim-
age will commence under Mukhyamantri
Tirth-darshan Yojana from June 29. In these
rail journeys, pilgrims from Betul,
Hoshangabad, Bhopal, Raisen, Sehore,
Dewas, Indore, Neemuch, Mandsaur, Dhar,
Ratlam, Shivpuri, Gwalior, Datia, Bhind,
Khandwa, Khargone, Barwani, Harda and
Chhindwara districts will be taken to Vaisho
Devi, Rameshwaram and Tirupathi. Under
the scheme, 201 pilgrims from Betul, 204
from Hoshangabad, 270 from Bhopal, 150
from Raisen and 151 pilgrims from Sehore
district leave on June 29 via Betul-
Hoshangabad-Habibganj. Similarly, 310 pil-
grims from Neemuch, 330 from Mandsaur
and 337 pilgrims from Ratlam will go from
Neemuch to Rameshwaram on June 30 and
372 pilgrims from Indore, 215 from Dewas,
211 from Sehore and 180 pilgrims from
Dhar will go from Indore to Rameshwaram
on July 9. For Tirupathi, 260 pilgrims from
Shivpuri, 301 from Gwalior, 206 from Datia
and 209 pilgrims from Bhind will go from
Shivpuri on July 10. Similarly, 215 pilgrims
from Khandwa, 200 from Khargone, 153
from Barwani, 152 from Harda and 256 pil-
grims from Chhindwara will go to
Rameshwaram on July 14.
Bhopal: In Madhya Pradesh 17 % more
power than last year and maximum demand
of 6970 MW has been met this year. On June
6, 1503.03 lakh units of power were sup-
plied, which is 13 percent more than last
years supply of 1324.61 lakh units in June.
MP Power Management Companys
Managing Director Manu vastava informed
that from June 1 to 6 in year 2013, as many
as 7496 lakh units of power were supplied.
This year, 7496 lakh units of power were
supplied in the corresponding period, which
is 17 percent more.
At present, power is being supplied as
per demand. In this, contribution of compa-
ny thermal power plants has been 394.99
lakh units and hydel power plants 95.61
lakh units. Maximum 6970 MW power was
supplied in the state on June 6, this is 17
percent more than 6543 MW power supplied
in year 2013.
Power supply situation in the state is
satisfactory. As a result of better manage-
ment of all power sector companies, all
types of consumers are getting quality power
as per their demand.
Empowered committee to simplify gov-
ernment processes- The state government
has constituted an empowered committee
for suggesting and directing and taking pol-
icy decisions for simplification and re-engi-
neering of the established and identified
government processes in various govern-
ment departments in the state.

University of Applied Sciences,
countrys first skill develop-
ment university at Indore.
Courses will begin from year
2016 in the university. A target
has been set by the university
to impart skill development
education to 5000 students in 5
years. In the first phase, Rs.
1.50 crore will be spent on uni-
versitys construction.
Chief Minister Chauhan
said that the country will have
a new identity in the world
with establishment of this uni-
versity by Symbiosis.
He said that top priority
will be given to education,
health and tourism develop-
ment sectors during Global
Investors Summit to be held at
Indore on October 8-9.

will be made worthy citizens by

Chauhan informed that
Madhya Pradesh has achieved
11.25 growth rate, which is a
record. He also informed that
agriculture growth rate has
increased to 24.99 percent,
which is maximum in the coun-
try. Chauhan also planted a
sapling on the premises.

struction of the university will
commence in 2-3 months. She
informed that in the first
phase, degrees will be awarded
in automobile, construction,
manufacturing, retail, banking,
finance and IT will be given
and in the second phase in
pharmaceutical, textiles,
health-care and bio-medical
science. Degree courses for
grooming students as per
industries requirements will
also be started. Research work
will also be done apart from
graduation, post-graduation
and short-term courses.

In year 1971, academic
Padmabhushan Dr. Shantaram
Balwant Mazumdar had estab-
lished Symbiosis to give feeling
of home to foreign students
away from their homes. Over
30 thousand students including
those from 80 countries are
pursuing education in various
faculties in 17 Symbiosis prem-
ises like Pune, Bengaluru,

17 % more power in
state than last year

Bhopals leading schools hike fee
Prominent schools in
state capital have hiked
their fees by 10 to 20%
with the beginning of new
academic session, giving a
big jolt to parents and
guardians and making a
big hole in their monthly
budgets. Not just private
schools, convent schools
too followed suit this year.
Some schools have jus-
tified fee hike tagging it
with growing costs while
others have passed it off
as routine and nothing
unusual. Among convent
schools St Joseph's Co-ed
Arera Colony has
increased tuition fees by
Rs 120 to Rs 1,620 (per
annum) for various classes
while St Thomas School,
Ayodhya Nagar has hiked
their monthly fees by Rs
500 to Rs 700. Also, annu-
al fees for classes IX and X
was shown to be Rs 18,230
on the website while this
academic session it has
been hiked to Rs 24,112, a
hike of more than 32%.
Chairman of St Thomas,
Fr Boby John said, "The
maximum hike is around
11.7% for classes IX and X.
Last year the annual fees
were Rs 21,580 and this
year it is Rs 24,112."
When questioned why
the website still showed
incorrect figures, he said,
"Website is in the process
of being updated and once
school-reopens after sum-
mer break, it would be cor-
rected," adding, previously
the school was charging
tuition fees for 12 months'
while now the school is
charging only nine
months' fee.
Another convent
school, St Xavier's,
Barkheda hiked its annu-
al fees by Rs 1,560 for
lower classes while for
higher classes the hike
was Rs 2,350. The tuition
fee increase was between
Rs 990 and Rs 1,300.
Principal, Fr Melvin
defended by saying, "We
can increase fees up to
20% whereas we have
increased it this time only
by around 10%. I know of
many convent schools who
have hiked by 12 to 13% as
well." On the hike he said,
"It is generally a common
decision taken by schools
at the Sahodaya meeting.
However, individual hike
depends on the schools."
Among private schools,
Sagar Public School (SPS)
has increased annual fees
by around 16% for classes
I to V over last year and
tuition fees by Rs 525.
Meanwhile, Delhi Public
School, Kolar has
increased admission fees
by Rs 5,000, annual fees
by Rs 1,500, tuition fees by
Rs 400-600 and alumni
fund by Rs 2,500.
Principal of DPS
Ratibad, Ajay Sharma
informed that all the fee
hike decisions are taken
jointly by DPS society and
varies according to branch
and city.
"Besides, inflationary
costs have to be included
as DPS provides salary
according to the sixth pay
commission and also gives
dearness allowance (DA)
twice a year as per govern-
ment norms," he said.

who has been felicitated
with the prestigious
Goldman Environmental
Prize, has been working
for the last 20 years on
the vital issues of 'jal,
jungle, jameen' (water,
forests and land).
Expanding his wings,
Agrawal aims to add one
more 'J' of 'janwar' (ani-
mals) to 'jal, jameen, jun-
gle' to raise voice for pro-
tection of elephants in
Raigarh region by taking
up the much needed issue
on a national platform.
Ramesh Agrawal, 60,
who hails from industrial
hub of Raigarh district,
was shot at his leg at his
cyber cafe on July 7, 2012
as he was becoming a hin-
drance for industries aim-
ing for coal mines projects
in Raigarh's mineral rich
land. He now walks with
the help of a stick."He's
among the six people who
have been awarded the
Goldman prize by
Goldman Environment
Foundation at San
Francisco for his contri-
bution in environment
conservation, land and
forest," Agrawal's close
aid Rajesh Tripathi said.
Tripathi, who works
with Agrawal at his NGO

increases pollution but

hood.

struggling hard for envi-
ronment and forest land
against major industries
due to which they under-
go a lot of resistance even
from state government.

China Crockery to be
now manufactured
in Chhattisgarh
On the initiative of Chief Minister Dr Raman
Singh, artisans of Chhattisgarh will now get to
manufacture fine china crockery. Talented school
student Bhuneshwar Kumar, a resident of village
Boergaon of Mainpur block in Gariaband district,
will be provided facility for best possible medical
treatment of his eyes. Soon 200 women deployed
in Indira Gandhi Women Weavers Committee of
village Hathaud in Balod district will have their
own workshop, office building and warehouse.
Letter, on behalf of State Government, will be
sent to Central Government requesting to recon-
sider decision of closing down the child labour
schools on June 30, which have been operating in
Raipur district since last nine year, assured Chief
Minister Dr Raman Singh to people at his weekly
public interaction programme organized today
morning at his office resident at capital city
Raipur.
During Jandarshan programme, large num-
ber of delegations and people from capital city
Raipur as well as various districts of state met
Chief Minister. Despite the scorching summer
and heat waves, huge crowd of people kept
arrived at the Jandarshan venue for meeting
Chief Minister. Delegation of Indira Gandhi
Women Weavers Cooperative Committee told
Chief Minister that the 200 women of the com-
mittee are engaged in manufacturing school uni-
forms for children of government schools. Besides,
they also manufacture dhoti, bed-sheets, and
bandages for medical purpose etc. They told Dr
Singh that they need state government's contri-
bution for construction of proper workshop, office
building and warehouse. Chief Minister assured
them of considering their application on a serious
note and forwarded the memorandum to Collector
Balod, instructing him to present departmental
proposal before government as soon as possible.
Delegation of 830 male health workers of
National Vector Borne Disease Control
Programme told Dr Raman Singh that these
health workers were appointed on contractual
basis in nine tribal districts including Kanker,
Koriya, Raigarh, Sarguja, Bijapur, Dantewada
and others, under the centre recommended
scheme for malaria control, in May-June, 2009 on
monthly honorarium of Rs 6000. Except the 75
workers of Koriya district, contractual period of
none of the other workers of remaining eight dis-
tricts has been extended. This has snatched away
their means of livelihood. Chief Minister forward-
ed the application to Health Department and
instructed for immediate examination and neces-
sary redressal. Similarly, delegation of 34 employ-
ees of Employees State Insurance Service con-
cerning with Labour Department met Chief
Minister at Jandarshan and informed that they
were appointed in various hospitals of Urla,
Champa, Hathkhoj and Raipur in year 2002 and
2003 on various posts including mixer, staff
nurse, assistant grade-3, dresser, watchman etc.

Prime Minister Narendra Modi
today said that the Centre is committed
to extend all possible help to
Chhattisgarh in ensuring sustainable
development in the state. The Centre
will make every possible effort to
ensure sustainable development in
Bastar and other backward and tribal-
dominated regions of Chhattisgarh, he
said during a meeting with Chhattisgarh
Chief Minister Dr Raman Singh at his
residence here.
The prime minister asked Dr. Singh
to initiate a process for developing a
knowledge city at Naya Raipur and
assured himthat the central government
will provide all possible support in this
regard. The proposed knowledge city
will have institutions related to all the
streams. Raising the issue of special
financial package for backward and
tribal dominated areas of Chhattisgarh,
the chief minister said, Chhattisgarh
has the largest population of Scheduled
castes and scheduled tribes, 44 per cent
of its area has been covered with forest,
the state has been ranked lowest on the
Human Development Index, it has low-
est road and rail network as compared
to other states and has been facing the
problem of LWE all these criteria
make these regions eligible for attain-
ing special package, Mr Singh said.
He also discussed several key issues
related to the state with the Prime
Minister.
Formation of Centre-level
task force to fight
LWE problem
The chief minister suggested
formation of a high-level task force
at the central level to ensure proper
coordination between states and
ministries. He maintained that the
task force will help in resolving the
problems. He informed that the
state has already prepared a blue-
print to fight the LWE problem and
added that issues related to home
ministry, finance, defence, forest
and environment, mining, steel,
education and tribal development
ministries have been compiled in it.
He demanded the prime minister to
sanction projects in education and
infrastructure sector on the lines of
Seemandhra and Telangana and
stated that after the formation of a
separate state, Chhattisgarh stopped
getting benefits from institutions
and projects in Madhya Pradesh.

KRBL Limited is going to set
up a 15 MW solar power plant at
village Hatipura in Barod tahsil
of Agar district. The supply of
power generated by this plant to
Madhya Pradesh will start after
18 months from December 2015.
Companys MD Shri
Shrivastava informed that the
company had invited tenders
from private companies as per
norms prescribed by Madhya
Pradesh Electricity Regulatory
Commission for purchase of non-
conventional energy.
Of these, PPL has been
signed with Delhis KRBL
Limited. Agreements with other
companies will also be signed
soon. He informed that apart
from reduction in environmental
pollution, state will also get ade-
quate power through use of solar
energy.
It is noteworthy that the com-
pany had invited tenders for
solar energy for long term avail-
ability of power in the beginning
of the year. Total 24 offers were
received. Of these, letters of
intent were issued to purchase
120 MW solar power to 6 compa-
nies on May 5. From these com-
panies, solar power will be pur-
chased at the rate of Rs. 6.47 to
Rs. 6.97 per unit. These tariffs
will be effective for 25 years.

The cabinet decided that
government will take respon-
sibility of destitute, rag-pick-
er and wayward childrens
education. This task will be
linked with School Chalen
Ham Abhiyan. These chil-
dren will be brought up and
educated in hostels. The cab-
inet was informed that 66
thousand 13 persons have so
far got registered to become
motivators under School
Chalen Ham Abhiyan. It was
also informed that about 10
years ago, over 29 lakh chil-
dren did not go to school.
Following state govern-
ments efforts, this number
has come down to 1.50-2
lakh.
Flat power tariff
for farmers
The cabinet endorsed
Chief Ministers decision to
provide tariff subsidy to sup-
ply power to farmers
unmetered permanent elec-
tricity connections and same
flat power tariff flat power
tariff for farmers.
Accordingly, the flat rates
applicable for them with
effect from April 1, 2013 will
be continued in year 2014-
15. Under the scheme, con-
sumers are issued electricity
bills twice in the year in
April and October at the rate
of Rs. 600 per horsepower.
Roads under BOT
The cabinet sanctioned
construction of Baretha-
Ghoradongri Road through
Madhya Pradesh Road
Development Corporation
under BOT (annuity
scheme). The 15.10 km long
road will cost Rs. 40 crore 87
lakh. Its concession period is
15 years including construc-
tion period. The cabinet also
sanctioned maintenance of
Bela-Govindgarh-Churhat
Road through Madhya
Pradesh Road Development
Corporation under OMT
scheme). Estimated cost of
the 56.74 km long road is Rs.
12 crore 20 lakh.
Benefits to
pensioners
The cabinet decided that
merged aged pensioners can
get benefit of pension
restoration under 6th pay
scale. The merged pension-
ers whose 1/3rd part of pen-
sion has been restored can
also avail benefit of 1/3rd
restoration.
As a result of this deci-
sion, 1/3rd part of pension of
merged retired employees
state government's corpora-
tions, undertakings,
autonomous bodies, boards,
local bodies etc. can be
restored and they will get
benefit of enhanced pension.

Light metro will be run in Bhopal, Indore and Jabalpur
under mass rapid transit system. Detailed project report of
metro is being prepared. This was informed through a pres-
entation by Urban Administration and Development
Department regarding mass rapid transit system before
Chief Minister Shri Shivraj Singh Chouhan recently.
Chouhan said that all pratical aspects of the project
should be examined thoroughly. Apart form fixing metro
route in Bhopal, Indore and Jabalpur, aspects related to
the project should be investigated in advance.
He directed that in the detailed project report, possibil-
ities of extending the project in nearby areas in future
should also be considered. Suggestions should be given
about financial and managerial arrangements of the proj-
ect. Detailed project report should be chalked out in inte-
grated way and implemented in phases. During the pres-
entation on mass rapid transit system at Chief Minsters
residence, information was given about project costs of
heavy metro, mono rail, advance tramway and light metro
apart from their financial, administrative and technical
practicability. The presentation also demonstrated compar-
ative usefulness of light metro in Jabalpur, Bhopal and
Indore.

Gopinath Munde was
a mass leader
unde became
Maharashtras Deputy
Chief Minister in March
1995, handling the sensi-
tive Home portfolio. He was the BJPs
mass face in the State. If his late
brother-in-law Pramod Mahajan
worked the levers of power in Delhi, it
was Munde who spent his time with
party workers, activists and support-
ers, slowly chipping away at the image
of the BJP as an urban and upper-
caste party in Maharashtra.
Unassuming and likeable, Munde
was a mass leader of the old style
accessible and available. He brought
these qualities to his relationships
with other parties as well. Munde
invested a lot in the smooth function-
ing of the BJPs alliance with the Shiv
Sena, and was known to have a good
equation with Uddhav Thackeray. In
fact, when his colleague and rival,
Nitin Gadkari, made overtures to
Maharashtra Navnirman Sena boss
Raj Thackeray ahead of the Lok Sabha
elections, it took Munde to smoothen
ruffled feathers with the Shiv Sena. As
the October Assembly elections
approach, the BJP is keen to rework its
seat-sharing arrangement with the
Shiv Sena. Here, Mundes coalition-
building skills will be missed by his
party.
It also goes to Mundes credit that
unlike the Sena and some of his own
colleagues, he did not resort to
extreme language in his public utter-
ances. Significantly, Hussain Dalwai,
Congress MP, in his tribute to Munde,
said the BJP leader was very dis-
turbed by the 1992 communal riots.
On his personal website, the BJP
leader described himself as an aver-
age student, not very bright, not a
dullard either. In these days of politi-
cal showmanship, such a statement is
rare.
Inevitably, Mundes death in New
Delhi raises basic issues of respecting
traffic signals and rules. In October
2013, well-known environmentalist
Sunita Narain escaped a tragedy not
far from where Munde was killed
almost at the same time of the morn-
ing, while cycling. There is something
rotten in how we drive and behave on
the roads.

Maharashtra Assembly elec-

likely to impact
Maharashtra politics.
Going by certain media
reports, Munde was reluc-
tant initially to accept a
berth in Union Cabinet
unlike his colleagues, as he
wanted to work in his native
state, which he loved very
dearly. Furthermore, only if
Munde maintained base in
Maharashtra, could the BJP
repeat its exceptional per-
formance in recently con-
cluded Lok Sabah elections,
in the Assembly polls too.
There were reports that
Munde could have resigned
from his ministry as the
Assembly elections
approached, to work in
Maharashtra.
Interestingly, Shiv
Sena, the long time alliance
partner of the BJP in the
state, was in no mood to give
up on the CM position this
time and within a couple of
days after MNS chief Raj
Thackeray proclaimed him-
self a chief ministerial can-
didate in Maharashtra, Shiv
Sena spokesman Sanjay
Raut declared that party
president Uddhav
Thackeray would be the CM
candidate. This clearly
proved that something was
definitely not going on well
between the two natural-
allies of a long time.
Raut reportedly said,
There was always an
understanding with BJP
that the PM would be from
the BJP and the CM of
Maharashtra will be from
Shiv Sena. All our cadres
and supporters want
Uddhav Thackeray to
become chief minister if our
grand alliance is voted to
power. Nevertheless,
Devenda Fadnavis,
Maharashtra BJP presi-
dent, maintained that CM
would only be decided post
elections, further adding
fuel to the fire.
Nonetheless, with no
leader as tall as Munde
remaining in BJPs fold now
and even Fadnavis showing
unwillingness, in various
press meetings already, it
seems the way is all clear for
Uddhav Thackeray to lay
claim on the post of CM, pro-
vided the alliance wins
enough number of seats.
And, more so, the sympathy
wave would be certainly
running on the BJPs side.

death of Rural and

India Gopinath Munde, a
stalwart in the Maharashtra's
political arena, sent grief and
shock waves throughout
the country.
AAPs rebel
leaders to discuss
the road ahead
New Delhi: Debacle in Lok
Sabha Elections led to blame game
and fissures in the state unit of the
Aam Aadmi Party. One commonly
held doubt about the Aam Aadmi
Party was regarding its ability to
transform itself from a movement
into a party capable of governance.
Recent events show its problems are
basic. The party attracted a crowd
when it was on an upswing.
Now that it has lost its bid for
power, theres a rush to exit. The
AAPs failures show the limits of civil
societys political abilities. By its
nature, politics is a tough vocation. It
takes years of patient hard work
before a party and its leaders can
make a mark.
The AAP sought to short-circuit
this process. In the bargain, the
party is short-circuiting itself. What
the AAP has to rethink is not its
transformation into a party capable
of governance but its reason for exis-
tence. To begin with, it should stop
saying its leaders have no ambition.
That will make its claims more
believable. The trouble was even
more evident in the party when the
prominent leaders abandoned what
looks like a sinking boat from afar.
Days after prominent leader like
Shazia Ilmi quit the party over lack
of inner democracy, some members
who either quit or were expelled are
joining hands to ensure a roadblock
for Arvind Kejriwals party.
These rebel leaders have planned
zonal open sessions to discuss the
road ahead. The front is slated to be
launched in Bangalore on June 13,
and it is likely to be attended by
Shazia Ilmi, who unsuccessfully
fought the Lok Sabha poll from
Ghaziabad, and former National
Council member Ashwini Upadhyay.
The session is also likely to be
attended by AAP founder members
Madhu Bhaduri, who quit the party
alleging that it does not treat
women as humans, and Ashok
Agarwal, who had called the party
directionless.
Upadhyay hadsaid that they will
hold a three-day session, from June
13 to June 15 in Bangalore, to start
with. The participants would be
allowed to voice their opinion against
the AAP and the session will discuss
the feasibility of a possible parallel
movement. He also said that Anna
Hazare was also consulted over the
issue, who suggested the group to
launch a new non-political move-
ment, which would focus on various
reforms.

the other hand, some politicians like
Madhya Pradesh home minister
Babulal Gaur stirred controversy
with his senseless statements saying
"Sometimes it's right sometimes it's
wrong " . Seems the minister does not
know that the personal adverse views
on the social evils will tarnish the
image of the ruling party. Where two
months ago, Mulayam singh and
their Mumbai leader Abu Azmi had
made similar statements. Mulayam
Singh Yadav said in an election rally
in April that boys will be boys, says
that rape is not serious crime how can
we expect protection for women in
UP? Senseless statements from our
senseless ministers . Everyone is
seeking public attention on the case
but not a word out of our usually vol-
uble PM over the Badaun rape &
hanging. Perhaps he hasn't heard? If
ministers are quick to claim the
growth of the state then why do they
fail to take the accountability for
crime ?
Only two months earlier, four
teenage Dalit girls aged 13-18 were
raped by higher caste landowners in
Bhagana in Haryana, and the sur-
vivors are still fighting for the arrest
of the rapists. The rape survivors and
their families who have been forced to
protest in Delhi at Jantar Mantar is
still not guaranteed any security or
justice. In Badaun case involvement
of police is clear ,the policemen
involved have been charged with
abetment (120B) whereas they
should be charged Section 166A
(which refers to police and other pub-
lic servants refusing to do their
duties). Seems an upper caste man
have all rights to rape, abuse and
exploit girl from lower caste in vil-
lages.
Coming back to the ruling part
SP, Dalit women in Uttar Pradesh are
the worst victims of the SP's misogy-
ny. Sexual violence against Dalit
women is rampant in UP, even
though the state has a fairly low rape
rate, according to the National Crime
Records Bureau. This, of course, is
because it isn't easy to get the UP
police to file a rape FIR. While the
media highlighted sexual violence
against Dalit women in UP only when
Mayawati was in power, Dalit
activists say the situation under the
SP is dire.

Plan for return
of Kashmiri
Pandits to valley
New Delhi: A comprehensive plan is being worked
out for the return of Kashmiri Pandits to the Valley and
their rehabilitation with the Narendra Modi govern-
ment according top priority to the issue. Enhanced
financial assistance, security to life and property, gov-
ernment jobs and other employment opportunities and
subsidies ration will be part of the package that could
be announced as incentive for the return of Pandits,
government officials said.
"The discussions are at a very preliminary stage.
The new Home Minister Rajnath Singh has been given
a detailed presentation on the status of the displaced
Kashmiri Pandits," an official said. BJP election mani-
festo also mentioned that it was committed to ensure
return of Kashmiri Pandits with full dignity. The num-
ber of displaced people post 1990 migration from the
valley following militant activities has increased by six-
seven lakhs. According to plans, the new package will
be more attractive than the one announced by the then
Prime Minister Manmohan Singh in April 2008 for
return and rehabilitation of Kashmiri migrants.
That package included assistance of Rs. 7.5 lakh
per family for reconstruction for fully or partially dam-
aged houses, assistance of Rs. 2 lakh per family for
dilapidated houses, assistance of Rs. 7.5 lakh per fam-
ily for purchase of a house in Group Housing Societies
for those who have sold their properties during the
period of turmoil in 1989. Like the previous one,
returnee migrant families will be provided transit
accommodation during the interim period when they
undertake the reconstruction or repair of their houses.
Those returnee families, who may not be provided
transit accommodation, would be given rental and inci-
dental expenses. All of them will be provided security
if they feel insecure anywhere, officials said. J&K Chief
Minister Omar Abdullah said he was looking forward
to work with the NDA government on return of dis-
placed Kashmiri Pandit community to the Valley.
"I look forward to working with the new govern-
ment as they unveil their plans for the honourable
return of the displaced Pandit community," Omar had
tweeted. While extending his good wishes to the people
of Jammu and Kashmir on the occasion of Khir
Bhawani festival, Minister of State in the Prime
Minister's Office Jitendra Singh has said that the coun-
try was committed to the "dignified" return of Kashmiri
Pandits to the Valley. Manoj Bhan, an activist working
for the welfare of the community, said every member of
the Kashmiri community wants to go back to their
homeland but there have to be conducive atmosphere,
proper security and constitutional safeguard. We do
not want to go back as a tourist, nor do we want to live
a cantonment life. There has to be a clarity on what
kind of rehabilitation government wants to offer," he
said. Bhan said reservation of Assembly and
Parliamentary seats for the community, financial assis-
tance, reservation in educational institutions and a
CGHS-like scheme for the community should be includ-
ed in any new package for the Kashmiri Pandits.

Kundankulam Nuclear Power Plant
(KNPP) has attained its full generation
capacity and became the first nuclear
plant in the country to generate 1,000
MW of power, its site director R S
Sundar said.
Unit I of Kudankulam Nuclear
Power Plant has started generating its
full capacity of 1,000 MW of power. We
will run it for some more time before we
stop the unit for conducting some tests
as mandated by AERB (Atomic Energy
Regulatory Board), he said.
He also said that of all the sources of
power available in the country, units of
KNPP have the capacity to produce
large amounts of power from a single
unit. If you take other plants, they can
produce only around 540 MW of power.
In the case of thermal plants, it could go
up to 660 or 680 MW. Another 700 MW
unit is presently under construction. So
KNPP is the first unit in the country to
produce 1,000 MW of power, he said.
Kudankulam Nuclear Power Plant is a
nuclear power station in Koodankulam
in the Tirunelveli district of the south-
ern Indian state of Tamil Nadu. The
plant's first reactor is the first
Pressurised Water Reactor (PWR)
belonging to the Light Water Reactor
(LWR) category in India, and the 21st
nuclear power reactor in the country. N.
Nagaich, Executive Director (corporate
planning and corporate communica-
tions) of the Nuclear Power Corporation
of India Ltd. (NPCIL), described the
first unit at Kudankulam as "the har-
binger of the large-size LWR technology
in India". Construction on the plant
began on 31 March 2002, but faced sev-
eral delays. Long construction times for
nuclear reactors are common in India,
but this delay was partly due to the 500-
day long anti-nuclear protests by the
locals, led by the People's Movement
Against Nuclear Energy (PMANE). The
first reactor of the plant attained criti-
cality on 13 July 2013.
The plant was commissioned six
years after the scheduled date, and 12
years after the construction of the plant
began, when unit 1 was synchronized
with the southern power grid on 22
October 2013. The original cost of the
two units was INR13,171 crore, but it
was later revised to Rs 17,270 crore.
Russia advanced a credit of Rs 6,416
crore to both the units.
KNPP becomes first nuclear plant in
country to generate 1000 MW power
The government is aggressively accelerat-
ing the solar energy programme, and aiming
for four giant plants of 1,000 Mw each. It also
wants to bundle solar and conventional power
to make renewable energy more affordable.
Giant solar projects may be put up quickly in
Rajasthan, Gujarat, J ammu & Kashmir and
Ladakh as the new government is keen to pro-
mote this source of renewable energy.
To achieve the target of commissioning of
20,000 Mw of solar power generation capaci-
ty ahead of targeted 2022, the government
may redesign J awaharlal Nehru National
Solar Mission while the scope of the
Electricity Act 2003 may also expanded to
push for higher utilisation of renewable ener-
gy. India has commissioned 2,650 Mw of
solar power generation capacity, which is
dominated by Gujarat with close to 1,000 Mw.
Besides promoting four large projects
with over 500 Mw of installed capacity each,
the government wants to move forward to
eliminate bottlenecks for ongoing capacity
addition programme for solar power.
To deal with delays in larger projects, the
government has surveyed several sites and
cities to assess the potential and viability of
solar power in the country that receives ade-
quate radiation during its 300 days of sunny
days a year. Piyush Goyal, minister responsi-
ble for three key energy portfolios power,
renewable energy and coal held meetings
with officers fromthe relevant departments
and institutions recently. He assessed the
progress of solar power projects and directed
officers to facilitate the development to set
and achieve higher targets in next phases of
the Mission. Goyal did not rule out possibility
of setting higher targets or advancing the
timeline of the Mission during his initial
meets with the concerned government offi-
cials. "Now that MNRE is under the same
minister as power, synchronising of common
issues such as grid connectivity and sale of
power would be better. Policy delays hamper
the investment, both domestic and foreign.
With the clean energy sector receiving $7 bil-
lion worth of investment last year, about 70
per cent of which came fromprivate players,
we are hoping that it would double up by the
end of the second phase in 2017," said a sen-
ior MNRE official.

instead of making you look like
a looser or a bully. You must
have seen people enjoying
their life like hell and those
ruining each and every day
cursing their fate.
You must have seen people
who always smile and laugh,
and those who always whine,
those who make quick deci-
sions about important issues
and those who keep pondering
even if it is a matter of just
going for a walk, those who
talk to everyone they meet and
those who are shy talking to
even those they meet daily.
There are an uncountable
number of people in this world
out of which a person meets
just a few in his lifetime,
unless he or she is a celebrity
or a psychiatrist. All of these
people have different levels of
intelligence, different ways of
behaving with other people,
different ways of thinking,
opinions, different ways of liv-
ing life, and a lot more.
Some talk a lot, some shout
a lot, some keep silent and
some blabber without a reason.
Some eat a lot, some exercise a
lot, some diet a lot and some
are able to strike a balance.
Some are workaholics, some
are lazy like hell, some work
only as much as required, and
some, again, strike a balance.
Some think the government is
working like hell, some think
its ruining the country, some
think whatever it is, its okay,
and some enter the govern-
ment.
These are just a handful of
traits, while you could find a
hundred different ways of
thinking and living if you meet
a hundred people. There are
some people who act in ways
you wont. But does that mean
you are entitled to criticize
them? Or tell them that they
should behave as you do? And
does that mean whoever does-
nt do as you do is wrong?
Certainly not!
Imagine yourself as the
new kid in school who knows
nobody and is already afraid of
everything there, and some
bullies make your life even
worse.
How would you feel?
Wouldnt a small kid get affect-
ed by this? Would you like it if
then people tell you that You
should have been strong
enough to defend yourself.
Youre too shy to go to school.
You must be bold and brave
like the next door Tim?
Dont you think every per-
son has his own personality
and way to deal with things?
Dont you think telling them to
behave like someone else, no
matter how good and impres-
sive the someone else is, is a
crime? Yes, crime! Killing a
personality, forcing a person to
become someone else when
youre no one to decide what is
good and what is bad and how
should others behave. Change
is good, but not when it means
killing a personality! Use your
personality positively to know
who you are and let the world
know that you have pride in
being who you are. Tell them
youre proud of yourself when
they try to change you. Answer
them with a smile saying I am
what I am and see how your
life becomes heaven.
And finally, do not forget to
let others be their self as well.
For its not only you who should
be proud of self, let others also
feel this love for themselves. So
next time you use the phrase
my way or the highway,
remember, your way is not the
only way, your way isnt neces-
sarily the right way, and others
are also as happy to be them-
selves as you are.

Is Rajasthan govt supporting royal sport of hunting ?
Is the Rajasthan govern-
ment quietly supporting 'the
royal sport' called hunting? In
the last five years, in Jodhpur
and Jaipur alone there were
over six dozen cases of wildlife
poaching and on the name of
departmental investigation,
the files are piling up with rel-
evant information, though. No
challans have been produced
in the court and poachers have
not been sentenced for their
act. In this case, poachers are
"being" encouraged to have a
field day.
Besides, in last five years, a
total of 49 cases of poaching
are under investigation and
chargesheet has not been pre-
sented in the court. Out of
these, 34 cases are pending for
more than three years, six
cases are hanging fire between
one and three years and nine
cases are recent ones.
In Rajasthan, in many dis-
tricts despite lodging of FIR,
the department has neither
filed chargesheet in the court
nor made any intensive efforts
to catch the poachers. In the
cases of schedule one animals
like black buck, chinkara,
Great Indian Bustard (GIB),
the department failed to pro-
duce challan against poachers
within 90 days, as a result,
they got released on bail

the state bird, 'Great Indian
Bustard,' from poachers. The
conservation of the two is in a
perilous state due to the self
proclaimed 'jurisdiction' of the

As per the information
received, many revealing mis-
takes have come to light, which
are really serious. Possibly in
many districts either due to
connivance or sheer negli-
gence, in many cases
chargesheet has not been filed
for many years, which is really
serious and maximum cases
are that of Great Indian
Bustard and chinkara that are
in Schedule One category that
are on the verge of extinction.
On December 20, 2012 at
Jaisalmer desert national
park, near sudasari closoure, a
GIB was poached and the
desert national park officers on
the spot recovered its feathers
etc. In this case, Chagan Singh
resident of Baeeya and others
were named, but till date no
chargesheet was produced in
the court. The case is almost
forgotten now.
In 2013, 10 km from
Jaisalmer at Hansuva village,
a chinkara was killed. Forest
department found blood and
some parts of chinkara and
even registered a case, but till
date, no chargesheet was pre-
sented. Similarly, at Ramgarh
canal area, chinkara was
poached and even case was
lodged, but the forest depart-
ment was far away from
catching the culprits, it even
did not present charge sheet
in the court.

Misbah-ul-Haq is not worried about his future as the national
captain and said this was a matter best left in the hands of the
cricket board. "Captaincy is an issue which is in the hands of
the board and it is their decision," he told reporters today in
Lahore. "I have always enjoyed the challenge of leading
Pakistan and it has not affected my own performances which is
satisfying for me," he said. The captaincy of the one-day side in
particular has become a major debate in Pakistan cricket cir-
cles with the World Cup 2015 less than a year away. Even

ment has been banned from public places
in Britain. A poster advertising the We
Found Love singer's new fragrance, Rogue, has
been deemed "sexually suggestive" by the The
Advertising Standards Agency in Britain and for-
bidden from being placed in areas where young
children might see it. The image, produced by per-
fume company Parlux Fragrances, sees the sultry
star posing provocatively up against a giant fra-
grance bottle, wearing nothing but a pair of heels,
reports contactmusic.com. While the Advertising
Standards Agency concluded the poster was
"unlikely" to be demeaning to women because of
Rihanna's air of confidence and control, they did
rule the ad must not appear again without a
placement restriction. The ASA said in a state-
ment: "While we did not consider the image to be
overtly sexual, we considered that Rihanna's pose,
with her legs raised in the air, was provocative.
"Because of this, and the fact that Rihanna
appeared to be naked except for high heels, we
concluded that the ad was sexually suggestive and
should have been given a placement restriction to
reduce the possibility of it being seen by children."

investigate her daughter's death
alleging that the actress had been
murdered. "From day one I am
restless because I know my

too early for the new (Indian) gov-
ernment as they are just settling
in but I am sure they are not
ignoring it. "I am asking for re-
investigation, whether it is CBI,
FBI or SIT, but the whole case has
to be re-investigated," she said on
the sidelines of a memorial serv-
ice at the Chelsea Town Hall here
on Tuesday to mark the one-year
anniversary of Jiah's death. "I
know it is taking time but justice
takes time. But we will be there.
Today my daughter has been mur-
dered and just because these are
politically influential people, they
have sabotaged the investigation.
I don't want that any other
daughters out there face this kind
of sabotage.
Jiah Khan deserves justice as
well as every girl who has suf-
fered violence," she added. Jiah's
memorial was attended by her
friends and family and included

Politics are in trouble as a criminal complaint has been
filed against them for depicting the actress "draped in
the colours of the Indian national flag," says a Hindustan Times
report. The report says that the complaint was filed by "24-year-
old law graduate, Sumit Kumar" in New Delhi and accused "the
producers of the movie, lead actress Sherawat and director KC
Bokadia of insulting the nation's honour". Kumar insisted that
this was not a publicity stunt, adds the report. In the poster we
can see Mallika sitting atop an Ambassador car with the tricolour
draped around her. The background of the poster features the

op bureaucrats of the country have been
asked to implement Prime Minister
Narendra Modi's directive for improving
work culture in the central government, includ-
ing repeal of archaic processes and reduce the
decision-making layers.
The instructions were issued by Cabinet
Secretary Ajit Seth recently as a follow up to the
meeting that Modi held with the top bureacrats
during which he said the rules which create hur-
dles in speedy decision-making should be done
away with. The circular, issued by Seth, carries
11 points which lay stress on efficient and speedy
decision-making in a transparent manner.
"I expect you to act upon these immediately
and indicate a plan of action," the Cabinet
Secretary's circular said. It asks each depart-
ment to identify and repeal at least 10 rules or
processes and even archaic acts that are redun-
dant and would not lead to any loss of efficiency.
Every department has been asked to identify
forms that are in vogue and shorten them, where
possible, to one page only, the circular says,
adding seeking of unnecessary or irrelevant
information should be discouraged. All depart-
ments have been asked to reduce decision-mak-
ing to a maximum of four layers.
The circular says files and papers should be
weeded out in accordance with rules of record-
keeping, including digitisation, wherever neces-
sary and the exercise should be completed in 3-4
weeks. Each department should work out modal-
ities of fulfilling promises made to the people and
effective and timely resolution of public griev-
ances must be ensured and monitored by the
Secretaries of departments concerned, according
to the directive.
Emphasising the need for team work and col-
laborative decision-making, it says that if any
issues remain unresolved, the intervention of the
Cabinet Secretary or the PMO should be sought
for resolution.
It also underlines the need for usage of
Information Technology and e-governance in the
functioning of the ministries. The directive also
lays emphasis on clean and hygienic environ-
ment in offices for making "positive work envi-
ronment". Expressing full faith in their commit-
ment and competence to build a better future for
the country, he asked bureaucrats to simplify
and streamline administrative rules and proce-
dures to make them people-friendly.

Modi alive to tasks before him

culture. Sounding a word of
caution to ruling BJP MPs, Modi has
asked all cabinet ministers to reach
their offices by 9 am and remain con-
nected to the ground. In a clear mes-
sage to his party's newly-elected law-
makers, Modi said as BJP was no
longer in the opposition, its MPs had a
far bigger responsibility in taking the
message of the government to the
grassroots level and highlight its pro-
grammes.
Effective public services, speedy
implementation of schemes will be the
motto of Narendra Modis governance.
In the first inkling that his style as
Prime Minister would carry his per-
sonal stamp and involve delegation of
authority, Modi asked his colleagues to
promptly respond to representations
from Chief Ministers and involve
Ministers of State in decision-making.
He told the ministers to treat the
issues raised by MPs with seriousness.
He has asked ministers to communi-
cate with the public extensively and
carefully and use social media effec-
tively. The Ministry of Information
and Broadcasting will develop as a
hub of all communication, including
social media.
Modi is alive to the nature and size
of the tasks before him. That the ini-
tial Cabinet meetings stuck to the
development and growth agenda is,
hopefully, a pointer to the direction the
Modi government would take. The
much talked about ten-point charter of
the new government that includes
growth, education, energy, infrastruc-
ture and price control covers all impor-
tant sectors.
Listing out priorities and spelling
out timeframes for implementation
should help many of the relatively
inexperienced members of the Modi
Cabinet to keep a twin focus on short-
term goals and long-term policy direc-
tives. By abolishing the system of hav-
ing Empowered Groups of Ministers
and Groups of Ministers of which
there were nine and 21 respectively
that he inherited from the UPA gov-
ernment Prime Minister Narendra
Modi has sent out an unequivocal mes-
sage: the new BJP-led NDA intends to
end the policy paralysis that its prede-
cessor was accused of, and achieve its
goal of minimum government, maxi-
mum governance.

Top bureaucrats asked to implement PMs

ow that Narendra Modi has taken over the
reins of the country one thing his cabinet
ministers and government officials must
know is that the new PM is a workaholic. He can be
compared to an obsessive boss who springs surprise
checks on you. So expect huge changes in the govern-
ment offices in central Delhi: Longer working, bleary
eyed, jumpy netas and babus among them. While this
may sound like a particularly hellish scenario in a
corporate office, it is in fact the reality of the belea-
guered babus who suddenly find themselves in the
middle of the Modi sarkar.
A known workaholic who maintains a punishing
18-hour daily schedule, Narendra Modi has not made
life very easy for his ministers and bureaucrats, from
whom he expects the same levels of work and commit-
ment. Minister of State for Home Affairs, Kiren Rijiju,
reportedly said that the main problem faced by Modi's
staff is that the man himself is up and running at
5.30 am even after working till well after 1 am. Food
Processing Minister Harsimrat Kaur Badal is also
quoted as saying she got a call from Modi at 9 in the
morning asking her to meet him in 10 minutes. "I left
whatever I was doing and simply rushed because I
know the PM doesn't like latecomers," she has been
quoted as saying. In the true spirit of the obsessive
new boss, Narendra Modi has been carrying out spot
inspections of the ministries, commenting on cleanli-
ness and being a general stickler for rules. Officers
cannot leave till the ministers are in office.
Following in the footsteps of Modi, ministers have
started calling babus late evening and even early
morning to discuss issues. While babus are speculat-
ing that life will get easier for them after the budget,
Modi's zeal to effect change in a hurry, coupled with
his existing reputation as someone comfortable with a
gruelling work schedule does not give them much
hope in this regard.
