SUMMARY
• Expert project management in ICT for Sustainable Rural Development in Asia and
understanding poverty eradication using of Millennium Development Goals
• Proven ability to understand poverty, community life and skills in social mobilization
EXPERIENCE
Village Self-Help Learning Initiative (VSHLI) is a new pilot experiment using CDD approach
in establishing sustainable development. Experiment is done in 30 villages in the
Polonnaruwa district, facilitated by Mahaweli Authority of Sri Lanka (MASL). This
experimental model has been developed basically considering the principles of Community
Driven Development (CDD).
The main expectation of the pilot program on CDD approach is to develop its plan from
"learning by doing" involving village communities from a set of sample villages mentioned
above. VSHLI tested the transfer of decision-making power and funds to communities. The
pilot’s main lesson was that communities know best about their needs, strengths, and
weaknesses; their vision; and their constraints. The pilot also showed that given an
opportunity, poor people are capable of managing their development effectively and
transparently.
o Project Management: Drive several critical projects within Sri Lanka donated by Lanka
Academic Network leading sub voluntary university group. Leveraged other technical
resources (hardware, Networking, testing Servers etc.) and coordinated with these
groups for successful project completion. Instrumental in managing junior peers in a
mentoring capacity.
