S HORT TITLE, APPLIC ATION AND C OMMENC EMENT :
1.1
These Regulat ions may be called t he All India C ouncil Mr Technical Educat ion
( C areer Advancement S cheme ( C AS ) for t he Teachers and ot her Academic S t aff in
Technical Inst it ut ions) ( Diploma) Regulat ions. 2012.

1.2 They shall apply t o all t echnical inst it ut ions approved by t he AIC TE impart ing
t echnical educat ion and such ot her courses/Programs and areas as not ified by t he
A1C TE from t ime t o t ime.
They shall come int o force wit h effect from t he dat e of t heir publicat ion in t he Official
Gazet t e.
Providedt hat in t he event , any candidat e becomes eligible for promot ion under C areer
Advancement S cheme in t erms of t hese Regulat ions on or aft er 5 th March, 2010. t he. .
promot ion of such a candidat e shall he governed by t he provisions of t hese
Regulat ions.

C AREER ADVANC EMENT S C HEME :
2.1 A t eacher who wishes t o he considered for promot ion under C AS may submit in
writ ing t o We S t at e Government C ollege, wit hin t hree months in advance of t he
due dat e, t hat he she fulfils all qualificat ions under C AS and submit t o t he S t at e
Government / C ollege t he Performance Based Appraisal S yst em ( PBAS ) in a
proforma as evolved by t he concerned S t at e Government / C ollege duly support ed
by all credent ials as per t he Academic Performance Indicat or ( API) guidelines
( Appendix I) set out in t hese Regulat ions.
In order t o avoid delays in holding S elect ion C ommit t ee meet ings in various
posit ions under C AS , t he S t at e Government C ollege should immediat ely init iat e
t he process of screening select ion, and shall complet e t he process wit hin six
mont hs from t he dat e of applicat ion. Furt her. in order t o avoid any hardships,
candidat es who fulfill all ot her crit eria ment ioned in t hese Regulat ions, as on 05
th
March, 2010 and t ill t he dun on which t hese Regulat ions are not ified, can be
considered for promot ion from t he dat e, on or aft er S R March. 2010, on which t hey
fulfill t he eligibilit y condit ions.
C andidat es who do not fulfill t he minimum score requirement under t he API
S coring S yst em proposed in t he Regulat ions as per Tables II ( A) of Appendix I or
t hose who obt ain less t han 50% in t he expert . assessment of t he select ion process
will have t o be re-assessed only aft er a minimum period of one year. The dat e of
promot ion shall be t he dat e on which he / she is successfully re-assessed.

The S elect ion C ommit t ee specificat ions as delineat ed in C lause 4 are applicable t o
C areer Advancement promot ions of Lect urer t o Lect urer ( S enior scale) t o Lect urer
( S elect ion Grade).
C AS promot ions from a lower grade t o a higher grade of Lect urer / I ect urer ( S enior
scale) shall be conduct ed by a ' ' S creening-cum-Evaluat ion C ommit t ee adhering t o
t he crit eria laid out as API score in Performance Based Appraisal S yst em ( PBAS ) in
t he Tables of Appendix I.
The Micreening-cum-Evaluat ion C ommit t ee" for C AS promot ion of Lect urer /
Lect urer ( S enior scale) from one AGP t o t he ot her higher AGP shall consist of

The S creen ng-cum-Evaluat ion C ommit t ee on verificat ion / evaluat ion of API score
secured by t he candidat e t hrough t he ' FBAS ' met hodology designed by t he !
respect ive Direct orat e of Technical Educat ion based on t hese Regulat ions and as
per t he minimum requirement specified in Tables II and Ill of Appendix I for each
of t he cadr of Lect urer, shall recommend t o t he S t at e Government / S yndicat e /
Execut ive C ouncil Board of Management of t he C ollege about t he suit abilit y for
t he promot ion of t he candidareis) under C AS for implement at ion.

2.9 All t he sel ct ion procedures out lined above, shall be complet ed on t he day of t he
select ion commit t ee meet ing, wherein t he minut es are recorded along wit h PBAS
scoring pro Orma and recommendat ion made on t he basis of merit and duly signed
by all members of t he select ion commit t ee in th e minut es.
2.10 C AS prom t ion, being a personal promot ion t o t he incumbent t eacher holding a
subst ant ive sanct ioned post , on superannuat ion of t he individual incumbent t he said
Post shall revert t o it s original cadre.
2.11

The incumbent t eacher must be on t he roll and act ive service of t he C olleges on t he.
dat e of con iderat ion by t he S elect ion C ommit t ee for S elect ion /C AS Promot ion.
2.12 C andidat es shall offer t hemselves for assessment for promot ion if t hey fulfill t he
minimum API scores indicat ed in j ig appropriat e API syst em t ables by submit t ing
an applicat ion and t he required PBAS proforma. They can do so t hree mont hs
before t he due dat e of t he promot ion if t hey consider t hemselves eligible. In any
event . t he C ollege concerned shall send a general circular t wice a year calling for
applicat ions for C AS promot ions from eligible candidat es.
2.13 I In t he final assessment , if t he candidat es do not eit her fulfill t he minimum API
scores in t he crit eria as per PBAS proforma or obt ain less t han 50% in expert
assessment , wherever appllenble, such candidat es will be reassessed only aft er a
minimum period of one year.
2.14 If a candidat e applies for promot ion immediat ely on complet ion of t he minimum
eligibilit y period and is successful, t he dat e of promot ion will be made applicable i
from t he dat e of complet ion of minimum period of eligibilit y.
2.15 It however, t he candidat e finds t hat he / sh e fulfils t he eligibilit y condit ions at a
lat er dat e and applies on t hat dat e and is successful. his/her promot ion will be
effect ed from t he dat e of applicat ion.

If t he candidat e does not succeed in t he first assessment . but succeeds in t he
subsequent assessment . his / her promot ion will be deemed t o be from t he lat er
dat e of alccessful assessment .

3.1

Promot ion, t he API based PBAS will be progressively

Accordingly, t he PRAS based on t he API scores of cat egories I and II as ment ioned
in t he t ables of Appendix I is t o be implement ed for one year. init ially based on t he
exist ing syst ems in Universit ies C olleges for one year only wit h t he minimum
annual scores as depict ed in Table II ( a) for C ollege t eachers. This annualized API
'
scores can t hen be compounded progressively as and when t he t eacher becomes .
eligible for C AS promot ion t o t he next cadre. Illus. if a t eacher is considered for
C AS promot ion in 2013, one year API scores for 2012-13 alone will be required for
assessment . In case of a t eacher being considered for C AS promot ion in 2014, t wo
years average of API scores for t hese cat egories will be required for assessment and
so on leading progressively for t he complet e assessment period
.

' .31.ect urer, possessing Ph. I). Degree in t he relevant discipline shall be eligible. for
moving t o t he next higher grade of Rs.6000 ( st age 2) aft er complet ion of four years
service as Lect urer.

3.4 Lect urer possessing M. Phil Degree or a Post -Graduat e Degree in professional
courses. approved by t he relevant st at ut ory body, shall be eligible for t he next
higher grade of Rs.6000 ( st age 2) aft er complet ion of five years service as Lect urer.

Lect urer complet ing t hree years of t eaching in t he grade of 125.7000 ( st age 3) shall
he eligible. subj ect t o t he qualifying condit ions and t he API based PBAS
requirement s prescribed by t hese Regulat ions, t omove t o t he Pay Band of
Rs.37400-67000 wit h next higher grade of Rs.8000 ( st age 4) and t o be designat ed as
I ect urer ( S elect ion Grade). I however t hose j oining t he S ervice aft er 5

shall have also earned Ph. Din addit ion t o above ment ioned requirement s t o move

Lect urer ( S enior S cale) complet ing t hree years of service in st age 3 and possessing a
Ph. D. Degree in t he relevant discipline shall be eligible t o be appoint ed and
designat ed as Lect urer ( S elect ion Grade) and be placed in t he next higher grade of
Rs 9000 ( st age 4) subj ect t o following :
( a) sat isfying t he required credit point s as per API based PBAS requirement s as
provided in Fables of Appendix li and
( b)
an assessment by a duly const it ut ed select ion C ommit t ee as suggest ed for t he
direct recruit ment of Head of t he Depart ment .

The AIC TE has evolved following guidelines on

S pecified select ion procedures for direct recruit ment and C areer Advancement
S chemes Regulat ions for eachers in C olleges. However, for ot her academic st aff
in C olleges. UGC guidelines of 30.62009 and any amendment s / corrigendum /
clarificat ions issued subsequent ly by UGC be followed.
5 S ELEC TION C OMMITTEE S PEC IFIC ATIONS
5.1 Lect urer in C olleges including Privat e C olleges :

Performance Based AppraAal S yst em ( PI3AS ) proforma t o t he IQAC annually.

3. Accordingly, t he PBAS b sed on t he API scores of cat egories I and 11 as ment ioned in t hese
t ables is t o be impleme t ed for one yea , init ially based on t he exist ing syst ems in
Universit ies / C olleges, if any for one ye r only wit h t he minimum average scores as
depict ed in Table II ( a) nd 11 ( b). This annualized API scores can t hen be compounded
progressively as and wh n t he t eacher becomes eligible for ( ' AS promot ion t o t he next
cadre. Thus, if a t eacher' s eligible for C AS promot ion in 2011- one year API scores for
2009-10 alone will be required for assessment . In case of a t eacher becoming for C AS
promot ion in 2012, t wo y ars average of AP scores for t hese cat egories will be required for
assessment and so on lead ng progressively for t he complet e assessment period.
4. As shown in Table II, t he aggregat e minimum API score required can be earned from any of
t he t wo broad cat egories. subj ect t o t he minimum prescribed in each cat egory. This will
provide for due weight age t o t eachers who cont ribut e addit ionally t hrough any of t he
component s given in C at egories I and IL also for t he differing nat ure of cont r
ny
ibut ions
possible in different inst it ut ional set t ings.
5. For C at egory 111 ( research and academic cont ribut ions), maint enance of past record is done
on a normal basis by t eachers and hence no difficult y is envisaged in applying t he API
scores for t his cat egory for t he ent ire assessment period, In t his cat egory, an aggregat e
minimum score i4 required for promot ion over each st age. Alt ernat ively, a t eacher should
acquire t he required minimum aggregat e score over t wo previous st ages, t aken t oget her.
