after any service interruption of any
duration.
Safety: Provide control devices and
software to protect personnel from injury
and equipment from damage by either
normal or abnormal operation of the
control system, including the removal and
reapplication of power whether expected
or unexpected.

Compatibility with existing controls: If
the documented control systems interface
or connect to existing control systems,
provide new control components and
software that are either identical to the
existing or, if not identical, compatible. If
not identical, provide evidence that the
proposed components are compatible.


Operating environment: Provide
components that function correctly in
their local environment.

2 SYSTEM DESCRIPTION 2 M T H THNG
2.1 CHILLER PLANT 2.1 CHILLER V CC THIT B
The whole plant is controlled at the
ACMV Switchboard located in the Pump
Room and BMS interfacing shall be
provided for remote control at the BMS
Centre.
Push button start/stop and Auto(BMS)-
Off-Manual switches, together with
indication lights and appropriate
identification shall be provided at the
ACMV Switchboard for all the
refrigeration machines, chilled water and
condenser water pumps. A mimic
diagram (to be provided by the ACMV
sub-contractor) shall be incorporated near
the ACMV Switchboard at the Pump
Room to indicate the operational status of
the main plant equipment. The mimic
diagram shall be completed with LED
lights denoting the separate status of the
various equipment.
Manual Starting/Stopping of Typical
Chiller Equipment
Three position selector switch labelled
AUTO, MANUAL and OFF shall be
provided to operate the following;
i) Each chilled water pump.
ii) Each condenser water pump
iii) Each chiller
iv) Each cooling tower fan.
The chiller's internal safety and sequential
controls shall be initiated to operate
automatically for capacity control to
maintain chilled water leaving
temperature.
To stop the chiller operation, stop the
chiller then stop the chilled water pump.

be :-
i) On the chiller system time schedule
allowing operation, the lead chilled water
pump and condenser water pump will be
started.
ii) The respective leading chiller shall
start on a call for cooling as sensed by the
flow/ kW meters provided all safety
devices are satisfied.
iii) When the lead chiller is in operation,
the compressors shall load and unload to
maintain the supply chilled water
temperature at 7oC.
iv) Chiller sequencing shall be determined
by an energy calculation procedure (ECP)
which takes into consideration the chilled
water flow rate, chilled water temperature
difference and chilled water temperature.
Above a set temperature with the lead
chiller operating at 100% capacity (as
determined by ECP) for a set time period,
the lag chiller set shall be brought in
operation.
The lag chiller will operate in sequence in
a manner similar to the leading chiller i.e.
the second chilled water pump and second
condenser water pump shall start and then
energise the respective chiller
When the ECP indicates the building load
is decreasing, the chillers shall be de-
energised as described in the sequence
above. The parameter determining this
point shall be adjustable.
v) The chilled water pumps shall be
controlled using a PID control loop to
maintain a constant system pressure,
which will be determined during
commissioning.
The chilled water pump flow will be set to
never drop below the lowest flow required
to operate the chiller as required by the
manufacturer.
vi) The condenser water pump speeds
shall be adjusted during commissioning to
provide the optimum condenser water
flow, and then set.
vii) Should any fault occur in a chiller
system (e.g. chilled water pump alarm,
chiller alarm) then the chiller shall be
bypassed in the control sequence and the
next chiller shall automatically be
selected.
Should a chiller fail to start within a time
delay of being enabled, but otherwise
show no fault, (e.g. because the chiller
start time has not timed out) then the
chiller shall be bypassed and the next
chiller shall automatically be selected.
The duty selection of the chillers shall be
adjusted in the DDC programme such that
the next machine started is the one with
the least accumulated hours run (at the

Any one chiller is designed for operation
in the event of breakdown of another
chiller during normal operation.
Control programme shall have provision
for chilled water bearing temperature set-
point adjustment under the load
optimisation programme.

switches such that chiller must not start

2.2 CHILLED WATER PUMPS
Each chilled water pump shall have
variable speed drives (VSD) responding
to pressure sensors.
The chilled water pump speed shall be
controlled to maintain a constant
differential pressure between supply and
return pipe systems. The differential
pressure location shall be recommended,
but generally shall be at a remote part of
the system.
The chilled water pump flow will be set to
never drop below the lowest flow required
to operate the chiller as required by the
manufacturer.

2.3 CONDENSER WATER PUMPS 2.3 BM NC NGNG
The condenser water pumps associated
with the centrifugal chiller shall have
variable speed drives (VSD) which will
be adjusted to a fixed speed during
commissioning.
The purpose of this is to achive the lowest
energy consumption possible for the
condenser water requirements of the
plant.
Similarly for the condenser water pumps
serving the water cooled package
condenser water circuits.

2.4 COOLING TOWER SYSTEM 2.4 THP GII NHIT
The BMS shall operate the cooling tower
system.
All cooling towers shall operate
simultaneously, that is all cooling tower
valves shall remain open, to allow
maximum cooling of condenser water
naturally without fans.
The fans for each cooling tower shall
cycle on and off to maintain condenser
water temperature.

2.5 PRIMARY AIR HANDLING UNITS 2.5 DN LM LNH S B PAU
The PAU has a variable speed drive to
maintain a constant duct pressure, as
fresh air dampers open and close. The
control algorithm shall use P&I
components.
The fresh air is preconditiond using a heat
recovery wheel from the spill air and is
via a variable speed fan.
The spill air fan shall operate
synchronously with the PAU fan.
Primary air handling units shall provide
air at a constant supply temperature of 18
deg C.

2.6 VARIABLE VOLUME AIR
HANDLING UNIT WITH VARIABLE
OUTSIDE AIR & VAV BOXES
2.6 AHU VI LU LNG GI

When any or all of the AHUs are turned
on the outside air quantity will vary in
accordance with the readings of the CO2
sensors and will modulate the outside air
dampers accordingly.
All fresh air to the AHUs is
preconditioned using a heat recovery
wheel and a PAU. Fresh air is pumped out
of the heat wheel using a variable speed
fan on the PAU. The fresh air flow is
variable to meet the occupancy loads via
CO2 sensors. The PAU variable speed fan
maintains a constant fresh air duct
pressure. The control algorithm shall use
P&I components with gains at leat 5 time
faster (or slower if faster is a problem
during T&C) then the VSD.


CO2 sensors, installed in the space to be
airconditioned, shall modulate the outdoor
air damper and operate the spill air fan
and PAU fan variable speed drive in
response to the CO2 level.
Motorised volume dampers shall be
interlocked to activate to their operating
positions when the relevant AHU or fan is
started in all modes (Manual/Auto). Shut
down of the AHU or fan will revert the
motorised volume dampers to their
original position.
Control valves on cooling coils shall be 2
or 3 way modulating valve as shown on
the control schematic drawings, and shall
be modulated by electronic or electric
proportional plus integral thermostats
sensing return air or room air temperature
of the area served. In general modulating
valves are required unless otherwise

starter panels. In the Auto position the
fan shall be started and stopped by timers
via BMS interfacing. Selected fans shall
stop when the fire alarm system is
activated. The fire protection sub-
contactor shall provide all relevant
facilities required at the Fire Alarm panel.
All wiring to and from fans shall be by
the air conditioning sub-contractor.
b) All electrical switch rooms,
transformer rooms, substations,
plantrooms etc. shall be provided with air
conditioning or exhaust and/or supply
fans as shown on the drawings. Each
shall be provided on Auto/Off/Manual
switch. In the Auto positions, the fans
shall cycle under control of an electric
room thermostat set at 30oC.
c) Where the same area or room is served
by both supply and exhaust fans, these
shall be interlocked for start/stop at the
respective starter panel in the Auto mode.
d) Run and trip lights shall be provided
for all fans.
e) Any fan operating in an area served by
fire suppression system shall be de-
energised when the local system is
activated. In kitchens, fans shall also be
de-energised when the fire alarm system
(from Main Fire Alarm Panel) is
activated.

Car park ventilation fans shall be operated
as per the requirements of AS 1668.2.
(a) operate at the full ventilation rate (note
which is lower than the maximum speed
which is for smoke mode) when the
concentration of the CO in the enclosure
is 80% or more of the EL (9 ppm);
(b) operate at not less than the minimum
ventilation rate 25%, when the
concentration of the CO in the enclosure
is 50% or less of the EL; and
(c) when the concentration of the CO in
the enclosure is between 50% and 80% of
the EL, the ventilation shall vary
proportionally in between 25% and 100%.

2.18 POWER FAIL RESTART 2.18 KHI NG LI KHI CP

The sequence shall commence on power
failure sensed at the controller or via
power failure input for each supply to
each switchboard as appropriate.
When the power fails all controller
outputs shall be de-energised.
On a return of power, the controller shall,
after a time period, start all equipment
which is required to run at the time of
power restoration (a time delay shall be
incorporated between each start) and
control systems as required.

Note that the BMS controllers should be
available with 10 seconds of power
returning. Where the controllers take
longer than this they shall be fitted with
individual UPS power supplies.
Should the power failure be of short
duration, such that equipment recycle
times may affect plant re-starting the
program shall recognise this fact and alter
lead/lag sequences accordingly (e.g. for
chillers - start an alternate chiller).
A DDC controller power failure shall be
reported to the DDC system Central
Equipment. On a return of power, this
fact shall be reported to the Central
Equipment.
The power fail restart operation shall be
integrated with the load shedding
operation.

controllers, either application-specific or

piece of equipment to only one controller

Input-output facilities
General. Hard wire input and output
points to controllers.
Number: Provide sufficient input-output
modules to perform the required
functions. Provide spare space for future
expansion.
Protection: Protect against damage caused
by shorting an input or output point to
itself, to another point or to earth. Protect
from input or output point contact with
24 V for any duration.
Input-output types: Provide the following
to suit the connected equipment:
- Analog inputs: Provide analog inputs to
monitor low-voltage (0 to 10 V dc),
current (4 to 20 mA), or resistance

Differential pressure sensor duct
General: Provide differential sensors in a
metal, ABS, polycarbonate or glass filled
polyester case.
Sensing element: Temperature
compensated electronic type with
amplifier.
Pressure connections: Provide barbed
fittings for connection of polyethylene
tube.
Range: Provide sensors selected so the
normal operating point is 50% of the
manufacturer's sensor range.
Accuracy: Within 1% full scale.
Operating pressure: Able to withstand
continuous operation at positive or
negative pressures 50% greater than the
calibrated span without damage or loss of
accuracy.
Building static pressure differential: Pipe
pressure sensor's low-pressure port
through a high-volume accumulator to a
static pressure probe located on the
outside of the building. Pipe the
high-pressure port to behind a thermostat
cover in a representative location within
the building.
Differential pressure switch duct
General: Provide differential switches not
affected by dirt accumulation, shock or
vibration. House in a corrosion resistant
case. Provide screw set point adjustment.
Pressure connections: Barbed fittings for
connection of polyethylene tube.
