1. SCOPE
This specification covers the technical requirements for procurement of carbon steel,
alloy steel and stainless steel and other flanges, spectacle blanks and drip rings
commonly used in refineries, Petro-chemicals, and other chemical / industrial plants.
Flanges of cast iron, non-ferrous, non-metals, copper, aluminium, higher alloys, duplex
steel or special flanges, coated or lined flanges are not covered herein. However, this
specification may be used for such flanges by specifying suitably the additional
requirements if any.

2. GENERAL REQUIREMENT
Flanges dimension, tolerances, chemical composition, physical properties, hardness,
heat treatment, non-destructive testing, hydro testing and other requirements shall
conform to relevant codes / standards (including their supplementary requirements) as
specified in the material requisition.
Deviation from the above, if any, shall be specifically highlighted to the purchase by the
vendor.

3. DESIGN REQUIREMENT
3.1. Flange Dimensions
3.1.1. Flange dimensions up to 24 size shall conform to ASME B 16.5. Flanges dimensions
26 & above size shall conform to ASME B 16.47, series B.
3.1.2. Spectacle blanks (Fig.8) and spacer & blinds dimensions up to 24 size shall conform
to ASME B 16.48 (up to 12 size for 2500 #).
3.1.3. Plate flange of hub type shall conform to AWWA C 207, table D.
3.1.4. Non-standard/ Special flanges shall conform to Taylor Forge catalogue dimensions.
Other non-standard flanges shall be designed by vendor in accordance with ASME
Sec.8 Div.I, appendix 2. In such cases, the dimensional drawing along with calculation
notes shall be submitted for purchasers approval.

3.2. Flange end Schedule/ Thickness
3.2.1. Weld neck flange ends schedule/ thk. shall match pipe schedule as per ASME B
36.10/ 36.19 /API 5L/IS:1239 or IS 3589 as the case may be.
3.2.2. SW flange and reducing blind flange bore dimension shall match with pipe OD and
Sch./ thk. as per above corresponding pipe standard.
3.2.3. SO flange bore shall suit the OD of matching pipe.
3.3. Flange facing
3.3.1. All flanges, i.e. flat face, raised face or RTJ type, shall undergo machining and the face
finishing shall be in accordance with MSS SP 6. The facing may be concentric or spiral
serrated. Flange face finish shall be judged by visual comparison with surface finish
roughness std. ASME B 46.1. The face finish shall be as under :-
Flat face : Stock finish / Serrated Finish (250 to 500 AARH)
Raised Face : Serrated Finish (250 to 500 AARH)
RTJ : Smooth finish, 63 AARH (32 to 63 AARH).
3.3.2. The Brinnel hardness of groves of RTJ flanges, and blank & spacers shall be for CS
material = 140; 1Cr. To 5Cr. 1/2Mo = 150; 9Cr 1Mo = 215; Type 304, 316, 347 = 180;
Type 304L, 316L = 160.
3.4. Bevelling
3.4.1. End of weld neck flanges shall be bevelled in accordance with ASME B 16.25. Contour
of bevel ends shall be as per below:

3.5. Threading
Screwed flanges shall have internal taper threads conforming to ANSI.B 2.1 or IS-554
(for size 2 to 6) as specified.
3.6. Spot Facing
Spot facing of the flanges shall conform to MSS SP 9.
3.7. Galvanising
Galvanised flanges shall be hot dip galvanised to ASTM A 53 or IS:4736. Electro
deposited coating of zinc is not acceptable. Threads shall be protected and kept free of
galvanising.

4. MATERIAL
Material shall be strictly adhered to as specified in the material requisition. Any
substitution of materials shall require the prior written approval of purchaser.



4.1. Chemical Composition
Carbon steels including normalised grade shall have the Carbon content and Carbon
equivalent (CE) as specified in the relevant code or as mentioned specifically in the
material requisition. However, the carbon content should not be more than 0.14% max.
(for ferrite steel, 0.23% max.) and CE should not be more than 0.40% for flanges
intended for welding.
The Carbon equivalent may be established by using the formula:
CE = C + Mn/6 + (Cr + Mo + V)/5 + (Ni + Cu)/15
Type 321 and type 347 stainless steels shall have carbon content greater than or equal
to 0.04 %
IS:1239 flanges, black or galvanised, shall have minimum percentage of elongation
20%.

4.2. Manufacturing Process
Carbon steel used for fabrication of flanges shall be produced by open hearth, electric
furnace or basic oxygen process. Vendor shall procure forging and other materials from
approved sources only in case of outsourcing. Source of supplies shall be indicated in
vendors offer and prior approval is necessary for any changes later.

4.3. Heat Treatment
All Cr- Mo, 1Cr- Mo flanges shall be normalised and tempered. All austenitic
stainless steel fittings shall be supplied in solution annealed condition. Flanges with
heat treatment shall be stamped with heat number, purchaser / third party inspector
code / symbol etc.

5. SPECIAL TESTS
5.1. Impact Test for low temperature application
CS / LTCS / AS / SS flanges used for low temperature service (below 29
0
C) shall be
impact tested in accordance with the Table 323.2.2 of ASME B 31.3. The impact
testing method and acceptance criteria shall be governed by Para 323.3 of the same
code.

5.2. Inter-granular corrosion (IGC) Test
Inter-granular corrosion (IGC) test shall be conducted for all austenitic SS flanges and
other items as per following:
5.2.1. ASTM A 262, practice B with acceptance criteria of 60 mils / year (max.) or
ASTM A 262, practice E with acceptance criteria of No cracks as observed from 20
X magnification and microscopic structure to be observed from 250 X magnification.
Microscopic structure photograph shall be recorded.
5.2.2. ASTM A 262, practice C with acceptance criteria of 15 mils / year (max.) shall be
conducted on some grades of SS such as 309, 310, 316, 316H for high temp.
application whenever specified.
5.2.3. Highest rating / thickness and highest carbon content, both samples shall be drawn
from each solution annealing lot for the above test.

6. SPECIFIC SERVICE REQUIREMENTS
6.1. Indian Boiler Regulation (IBR)
6.1.1. IBR flanges shall meet all IBR requirements. Carbon content shall not exceed 0.25%,
phosphorous and sulphur shall not exceed 0.05 % for IBR flanges.
6.1.2. Flanges shall have stamped heat No. along with inspection agency code mark.
6.1.3. IBR Form III A (in original) duly stamped and attested by concerned IBR authority must
be submitted at the time of delivery.
6.2. NACE, Hydrogen, Sour & HIC Services
NACE flanges shall meet the requirements of MR-01-75. Flanges in Hydrogen, sour,
HIC services shall conform to Supplementary requirement in addition to these
requirements, if any.

7. INSPECTION
Purchaser or his authorised representative (third party) will carry out stage wise
inspection. All assistance shall be provided for the same and timely co-ordination
shall be the responsibility of the supplier.

8. MARKING
8.1. Marking shall be legible and carried out in accordance with ASME /ASTM /API /MSS/
IS codes as applicable.
8.2. Paint /ink used for marking shall be free of any harmful metal or metallic salts such as
zinc, lead or copper which may cause corrosive attack on heating.
8.3. Purchase order No., Code No. (if any) and special service like IBR, NACE, HIC, and
CRYO shall be stamped on each item.
8.4. For easy identification, flanges shall be painted throughout the length with stripes 25
mm wide in following colours :-
IBR: Red, CRYO: Light Purple, NACE: Canary Yellow, HIC: Dark Brown

9. PROTECTION
9.1. All items shall be protected from rust, corrosion, mechanical damage during storage at
works, transportation / shipment and delivery to purchaser.
9.2. All items shall be well protected and kept dry, clean and free from dirt, moisture, or
loose foreign materials of any kind.
9.3. Stainless steel items shall be protected from the risk of saline corrosion during
shipment.
9.4. Rust preventive coating on machined surfaces to be welded shall be of easily
removable type and shall not be harmful for welding.
9.5. Wood, metal or plastic covers / caps /plugs shall be provided over all machined
surfaces / threaded /socket welded and bevelled ends and shall be securely attached
with wire or belt.

10. DESPATCH
10.1. All items shall be supplied in separate seaworthy packing / bundles / lots item-wise,
size / sch. wise, MOC wise, speciality wise etc.
10.2. Each packing / bundle / lot shall be marked with purchase order No., item code No.,
size, schedule/ MOC and speciality if any.
10.3. All material test report for physical property, chemical composition, heat treatment, etc.
shall be submitted for all mandatory and supplementary tests specified in accordance
with applicable codes /standards or attached specifications.

11. OTHER REQUIREMENTS
Guarantee/ Warranty, Quality Plan, Inspection, Positive Material Identification (PMI),
documentation requirements and others shall be governed by other purchase
requirements attached with the material requisition.
