Residents, businesses and


community groups hula hooped
and screen printed the night
away last Monday (14 July), at
an event to celebrate all things
Waltham Forest.
Held at the William Morris Gallery
(Lloyd Park, Forest Road, E17 4PP),
the event marked the launch of a
new place brand created by the
Council to celebrate why people love
living in Waltham Forest and to raise
its prole in London.
Businesses from the boroughs
four main town centres Chingford,
Leyton, Leytonstone and
Walthamstow showcased their
wares to highlight that Waltham
Forest has a thriving, albeit modestly
sized, economy and an active
community who regularly run
everything from Chinese language
classes to banjo lessons.
Chris Robbins, Leader of Waltham
Forest Council, said: We want
people to know that Waltham Forest
is a fantastic place to live, visit
and do business. The place brand
is about showing off our assets,
and that includes our fantastic
community which is why we wanted
them to play a leading role in the
campaign.

across the borough in the coming
months.
The place brand follows a report
published by an independent
Growth Commission earlier this year,
which recommended that creating
a stronger sense of identity for the
borough is one of many factors that
could help boost economic growth.

adverts featuring local people will
be on show at key sites across
the borough, and a new website

know about the borough including
community events. The campaign
also includes a new lifestyle

Chance UK is a national charity
whose mission is to improve
the lives of primary school
children with behavioural
difculties who are at risk
of developing anti-social or
criminal behaviour in the future.
We do this by providing trained
volunteer mentors to raise a childs
self-esteem through activities such
as sport, museum visits, art and
anything else the child may nd
interesting. We focus on the childs
strengths and what they do well,
rather than their negative behaviour.
Chance UK runs a mentoring
programme for children across
Waltham Forest. We work closely
with primary schools to improve life
for the child, their family and their
classmates. We recruit volunteer
mentors and train them to work with
children in a solution focused way.
This means helping children
realise they have the inner resilience
and skills needed to overcome their
barriers and achieve their goals. Its
a very positive and energising way
of working with children. Mentors
meet with their child on a one to
one basis every week for two to
four hours outside of school time
and do fun activities with them. The
programme runs for an entire year.
The mentor is given a monthly
budget to cover travel expenses
and go towards outings. While
doing fun activities together the
mentor will note down things about
the childs behaviour and feed it
back to them in a positive way. The
goal is to help children form a more
positive opinion of themselves.
Together the pair will then set
goals to help the child realise their
potential. Its a fantastic experience
with huge rewards for anyone ready
to become a mentor.
One local child was referred by his
primary school in 2013. The letter
said: M has a difcult home life and
as a result has very low self-esteem.
He nds it very difcult to attempt
work in class or on a one-to-one
basis. He expects to fail, and does
not have the condence to try.
Chance UK intervened and
offered a mentor, and with their help
and guidance M has now ourished.
He recently attended a Chance UK
graduation ceremony at Waltham
Forest Town Hall, with his family and
mentor there to cheer him on.
Ms father told his mentor:
Before, books were like kryptonite
to him. Now he loves reading in
class. You have changed my boys
life.

The formal handover to Empire
Cinemas is a big moment and a
timely reminder that we are now
just a few months away from
welcoming visitors from across
the borough to this amazing new
destination, said Council Leader,
Chris Robbins.
Justin Ribbons, Chief Executive
of Empire Cinemas, added: We
are thrilled to have reached this
important milestone which will
ultimately see the return of a
permanent cinema to Walthamstow
for the rst time in more than a
decade.
The 30million regeneration
begin their t-out of the new
nine screen multiplex, and Pizza
Express has revealed they will
be opening a new restaurant
there too.
The development is on track for a
grand opening in November, with a
state-of-the-art nine screen cinema
sitting at the heart of the complex
that will also include Nandos, Turtle
project is just one element of
the Councils Creating a better
place campaign that is committed
to doing more to improve the
boroughs streets, enhance
Waltham Forests schools and
provide better leisure facilities.

Fifty years going strong
Blackhorse
Lane
A new art installation at Blackhorse Lane
has received acclaim from residents on
Twitter. One said: A massive glittering
heart mural has sprung up by Blackhorse
Lane station! Love living here.
The work was commissioned by Waltham
Forest Council and designed and erected
by Chris Bracey from Gods Own Junkyard.
In his pitch he explained: There is a
traditional connection between art and
industry in the borough. My approach is to
produce a wall art piece that will become
a landmark providing both the Public
Welcome and celebration of industrial
heritage so important to this boroughs
history.
A new Business Directory website has
also been launched by the Council to help
support businesses in the Blackhorse
Lane Regeneration Area. The website will
be managed and updated by Blackhorse
Workshops, listing businesses and
supporting the range of activities and
facilities in the area.

Registering to
vote online
A new online system will now make
it easier to register to vote. Individual
Electoral Registration (IER) gives people
responsibility for their own voting
registration. It replaces the old system of
households being sent a paper form to
register every eligible voter living at the
address. IER is very easy, it takes just a
few minutes to complete the online form.
You will need your National Insurance
Number and date of birth to register. The
good news is that the Council has already
automatically registered over 120,000
people by matching the current electoral
register with government records. This
leaves about 50,000 residents who may
have to register online. If you receive
an Invitation to Register letter from
the Council, please complete the online
form. Residents who do not have internet
access can post the completed form in the
envelope provided.

Bringing the former EMD
Cinema back to life
Comedy, theatre and dance
could once again become
regular xtures in the
boroughs social calendar, after
proposals to create a 1,000
seat entertainment venue in
Walthamstow were progressed
much to the delight of local
residents.
The Grade II* listed EMD building
in Hoe Street has been closed since
2003. Following huge community
support to bring the venue back
into use, Waltham Forest Councils
Cabinet met on Tuesday 15 July
and agreed to provide funding
to Soho Theatre to help them
purchase the building and begin
restoration. Dozens of residents
also attended the meeting, packing
out the auditorium at Walthamstow
School for Girls.
The funding will enable Soho
Theatre to pursue a negotiated
sale with the building owners,
United Church of the Kingdom of
God. If successful, it will mean the
Council does not have to pursue a
Compulsory Purchase Order (CPO)
a legal process of obtaining land
without the owners consent.

Over the last 50 years Wanis
has grown into one of the UKs
largest specialist food and
drink distributors, operating
from a 120,000 square foot
depot in Orient Way, Leyton and
employing 140 people.
The business grew from humble
beginnings, importing small
quantities of specialist products
from Africa and the Caribbean
when it was started in 1964 by Mr
Tulsidas Wadhwani or Mr Wani
as he came to be known. It now
provides over 8,000 products and
exports to more than 20 countries.

It is very special for a business,
especially a family business, to
celebrate its 50th anniversary.
Since this is such an important
milestone, we wanted to pull
together to celebrate the occasion
and give something back to the
communities that have helped

supported good causes, locally and
internationally. However, we wanted
to make this year extra special.
Wanis hopes to raise 50,000 for
ve charities to commemorate their
anniversary. Planned fundraising
activities include sponsored 10km
runs by the leadership team, a 1
for a 1lb diet programme and a
sponsored silence by the most
talkative person in the business
as yet unnamed!
The business will also host a
Summer Carnival at its depot for
customers and suppliers, to help
meet its ambitious target. The
money raised will be shared equally
between The African Caribbean
Leukaemia Trust, Guru Nanak
Trust Fund, Home for the Disabled
in Ranchi India, Leyton Orient
Community Sports Programme,
St Annes Church in Greenwich
Town, Jamaica and Waltham Forest
Cinema Trust.

and High Streets, said, Wanis is
a terric success story and were
delighted to have such a great
employer in the borough.
Councils vision to create a thriving
night-time economy in the borough.
As well as attracting top quality
entertainment acts, the venue could
generate 33 jobs and bring an extra
500,000 into the local economy
every year.
Council Leader, Chris Robbins,
said: Residents have told us that
they want the EMD open as an
entertainment venue again and
were committed to helping to make
that happen.
Not only will it give residents the
quality entertainment they deserve,
it will bring a wonderful building
back into use and form part of our
wider plans for regenerating the
town centre, helping to attract more
investment in the area.

This summer Waltham Forest
will play host to an exciting
programme of festivals
and events full of local and
international talent, along
with fun and surprises to keep
residents and visitors of all ages
entertained.
As part of our commitment
towards helping you and your
family, the Councils Get Together
events programme will put on a
show youll never forget and theres
a wide variety of fun days out to
choose from. Theres bound to be
something to suit everyones tastes,
so youll be spoilt for choice. All
events are free, and no ticket is
required just turn up on the day.
At the time of Waltham Forest
News going to print, thousands of
visitors were expected to turn out
to enjoy the Leyton Big Weekender
at Leyton Cricket Ground (Crawley
Road, E10 6RJ) on Saturday 19
and Sunday 20 July. DJ Daddy
Ernie and British Reggae superstar,
Gappy Ranks, were set to get the
crowd on their feet and dancing.
Members of top UK reggae band,
UB40, were looking to help the
party atmosphere by joining their
tribute act UB42 on stage and
there was plenty of local talent
planned too, including singer Tina
T. Other attractions were set to
include a funfair and free activities
for the whole family.
The vibrant Waltham Forest
Caribbean Carnival, now in its 26th
year, was also set to bring a dash
of colour to Leyton on Sunday
20 July. Residents were looking
forward to the annual street parade,
which is always a riot of colourful
costumes and entrancing rhythms,
as it winds it way round the streets
of Leyton.

on an impressive range of festivities
and fun. Were delighted to have
many big names at the festivals,
and events that will appeal to
residents of all ages to ensure that
its a memorable summer for all.
Next up is the Walthamstow
Garden Party at Lloyd Park (Forest
Road, E17 5JW), on Saturday 26
and Sunday 27 July, featuring acid
jazz and funk favourites The Brand
New Heavies, who will headline
on the Saturday in place of the
legendary Bobby Womack, who
sadly passed away recently and
was due to top the bill.
The two-day festival has been
organised by Waltham Forest
Council in partnership with
Barbican and Create. On the
Sunday, reggae artist Tiken Jah
Fakoly will entertain the crowds and
as part of the Walthamstow Garden
Party, the Appetite Food Festival
will have food tents and stalls set
commemorative event to mark
the centenary of World War One
on Monday 4 August, which
takes place from 8.30 to 9.30pm
at Walthamstow Assembly Hall.
Performances include poems of
remembrance, a display of World
War One photography and local art.
Proof of residency in the borough
will be required for the free tickets
for this event, which are available
from Waltham Forest Libraries.
The Get Together programme
began in 2012 and gives residents
the chance to enjoy free days out
with their friends and families and
also offers the chance to meet
new people in your community and
make friends with neighbours.

Party goers and disco divas can

fame on the Saturday. Activities
for kids will include bouncy castles,
a play zone and climbing walls.

will also take place on Friday 1
August at Walthamstow Assembly

friends can celebrate this fantastic
evening of music and dance, which
marks the end of Ramadan. Doors
will open at 6.30pm and tickets
are available from all libraries in the
borough.

Celebrations began the day
before the 220 elite cyclists came
through the borough, with a Tour
de France themed Family Fun Day
at Leyton Jubilee Park on Sunday 6
July. The event included British and
French food and entertainment with
cycling and Paralympic cycling,
boules, petanque and polo as well
as a host of entertainers.
On the day itself the Council set
up key viewing points along the
route at Whipps Cross roundabout,
Leyton Green and the Lea Bridge
Road/Bakers Arms junction. The
whole race was also screened live
on the big screen in Walthamstow
Town Square and there was
live music, entertainment and
refreshments laid on at Bakers
Arms.

At 11pm on 4 August 1914, Britain went to war marking
the start of one of the darkest periods in European history.
To mark the centenary of World War I we will be holding a
commemorative event where we will raise the flag and remember
the lives of those who lived, fought and died in the First World War.
During the evening there will be a variety of
performances including poems, a display
of World War I photography and local art.
At 9.45pm the lights at Waltham Forest Town Hall Complex will be turned
out in preparation for LIGHTS OUT, a dramatic UK-wide event that invites
everyone to turn off their lights from 10pm to 11pm on 4 August, leaving
on a single light or candle for this shared moment of reflection.
Tickets: This is a free ticketed event and tickets are available on
a first come, first served basis from all libraries in Waltham Forest.

n Leyton Grandmother wins prestigious Adult Learners
Week award
n Radha Virahsawny returned to education at the age of 70
As we get older, or after a
particularly tough day at work,
many of us may start dreaming
of retirement and how well
spend our days after the rat
race.
But for one Leyton grandmother,
retirement has been a time to
seize the opportunity to return to
education, rather than taking a well-
deserved opportunity to relax.
Radha Virahsawmy, 71,
embarked on a Level 4
Understanding Visual Arts
Certicate at Birbeck, University
of London, at the age of 70, after
a long working life. This included
spells as a Housing Benet Ofcer
for Waltham Forest Council,
teaching a fashion course at
Waltham Forest College and being
a foster carer and a respite carer for
babies and mothers for more than
14 years.
Radha said: Education is very
important. When I retired, I decided I
wanted to do something worthwhile
and constructive with my time.
Thats when I decided I wanted to
study.
Though she had not studied for
several decades, Radha embraced
the learning demands of the course
and is now in her second academic
year.
In recognition of her efforts to
return to formal education, and the
clear progression she made with
grades, Radha was nominated for
an award as part of Adult Learners
Week a national celebration of
lifelong learning now in its 23rd year.
In June this year she was presented
with the Senior Learner Regional
Award.
In addition to her classes and
assignments, Radha embarked
on an IT course which signicantly
improved her technical skills,
and attended a variety of study
skills workshops to improve her
academic reading and writing.
As well as helping towards her

in the time and effort and dedicate
yourself to your learning, but its
very rewarding.

London Beer
City
Leyton microbrewery, Brodies Beers,
is holding a Sour and Wild event as
part of London Beer City a week-long,
city-wide festival which will celebrate
Londons craft beer renaissance. The
event will take place from 10am to 6pm
on Tuesday 12 August at the King William
IV (816 High Road Leyton, E10 6AE)
where the brewery is also based. There
will be eight different sour beers on tap
alongside the regular range of cask ales,
and a special food menu to complement
the beers. Punters will also be asked to
take part in an interactive brewday, and
help Brodies design and brew a special
beer. London Beer City is an independent
event organised by Will Hawkes, author
of Craft Beer London and current British
Beer Writer of the Year. Brodies Dalston
Black IPA was recently named as one
of Time Out magazines best craft beers

in 2013 thanks to a partnership
between Waltham Forest Council
and leisure provider, Better, as
part of a 24.5million programme
of investment to transform all of
Waltham Forests leisure centres into
rst-rate facilities.
Following overwhelming demand
from residents and a huge increase
in visitor numbers since then, the
gym has now been extended into the
former Blockbuster Video premises
downstairs. It now extends across
two oors and is full of even more
brand new cutting-edge gym
equipment.
While a variety of leisure
centre memberships are on offer,
local people can benet from a
membership scheme that will allow
them to use the facilities at Leyton
Gym for just 19.95 a month. Thats
less than 2 per visit if you visit three
times a week each month.
The gym extension was ofcially
opened on Wednesday 25 June
following a further 200,000
refurbishment programme and
an extra 224 new members have
already signed up to try out the
facilities.
There is now a 100+ station gym
upstairs, spacious free weights area,
fully refurbished changing rooms and
a fast-track entry system. The new
downstairs area has an additional 34
gym stations.
To celebrate the refurbishment,
British long jumper Jade Johnson
came along to help Council Leader,
Chris Robbins, open the fantastic
new facilities.

Highams Park Day
More than a thousand residents turned
out to enjoy the sun and meet friends
old and new at the annual Highams Park
Day, held on Saturday 12 July. The event,
which is organised by The Highams Park
Society and supported by the Highams
Park Community Ward Forum, took place
on Vincent Green. Visitors enjoyed some
fty stalls offering everything from arts
and crafts to books, toys and games,
while younger residents enjoyed a bouncy
castle, coconut shy and beat the goalie.
There was also a barbecue, refreshments
and cakes a-plenty. The event closed
with brilliant song and dance by children
from RAW Academy. Over 1,000 was
raised for local organisations and charities,
and Captain Jack Sparrow (aka Jim
Renwick) also collected donations for
Macmillan. Andrew Golds, Treasurer of
The Highams Park Society, said: It was an
amazing, memorable day when the whole
community got together and celebrated
Highams Park.

Residents have even more opportunities
to get lost in a good book now that
the UKs largest network of Little Free
Libraries (LFL) has been installed in
the borough. Twelve LFLs which are
book sharing structures, designed by
local artists have been installed in
front gardens and businesses around
E17. Each LFL holds 30 books, including
childrens books, for people to take a
book, leave a book, donate a book. The
Little Free Library Project, a UK charity,
brought the initiative to Walthamstow
and is working with communities across
the country to create and install LFLs.
The organisation promotes reading,
literacy and art. Two new LFLs are being
installed in Leyton and Leytonstone,
and fundraising is underway for one
at Frederic Bremer School, which will
be designed by students. Kickstarter
campaigns will cover the costs of
building and installation.

Waltham Forest has been
awarded White Ribbon Status
in recognition of the boroughs
efforts to end violence against
women and girls and make our
community a safer place.
The White Ribbon Campaign
(WRC) is a male-led campaign,
which gives accreditation to
councils that highlight their
commitment to urge men to take a
stance against violence.
Councillors and senior Council
ofcers met on Tuesday 15 July to
sign pledge boards, acknowledging
their support for the campaign.
They also pledged to take the steps
needed to make the borough a
safer place for victims of domestic
violence.
So far, 45 other councils in the
country have signed the pledge,
including six London boroughs.
Currently, Waltham Forest and
Havering are the only two east
London boroughs to have signed
up.

hate crime
The Mayor of London, Boris Johnson,
the Metropolitan Police and Crown
Prosecution Service are asking
Londoners to have their say on how
the citys approach to tackling hate
crime can be improved. Residents and
organisations can give their views as
part of an online consultation which is
open now. The Mayors Ofce for Policing
and Crime (MOPAC) wants to increase
the condence of communities in
reporting hate crimes to the police, and
the consultation aims to ensure better
support for victims and more effective
enforcement against perpetrators of hate
crimes. Hate crime can include verbal
abuse, physical assault, domestic abuse,
harassment and damage to property.
It can be motivated by race, religion,
sexual orientation and disability. The
online consultation closes on Friday 5
September 2014.

The WRC principle of asking men
to take a stand against violence
is now fully incorporated in many
Council projects. This includes the
East London Harmful Practices
pilot - a GLA funded scheme run
in conjunction with Newham and
Tower Hamlets.
This two year pilot looks at how
the boroughs and their partner
organisations can tackle domestic
violence, forced marriage and
other similar issues together. It will
also offer training and educational
resources to the staff involved.
Leyton Orient Football Club has
also been actively working with
the Council since last November
to tackle domestic violence in
the borough. The club signed the
pledge to support the WRC earlier
this year and future projects with the
Council will include a short video
featuring rst team players and
the manager speaking out against
violence and advising victims on
what help is available locally.
The Council also works closely
with the Independent Domestic
Violence Advisory Service (IDVA)
to help victims and witnesses
of domestic violence and abuse
through service providers such as
Victim Support, Stay Safe East,
Ashiana and The Kiran Project.

of abuse. While physical assault
may be what most people think of
rst, abuse can also be of a subtler
nature, such as psychological.

Bogus caller
warning
Residents are being warned to be wary
of bogus callers after a couple of local
incidents targeting residents. Bogus
callers can pretend to be from your gas,
electricity or water company, or say they
are a salesperson or tradesman. Before
you answer your door to unexpected
callers, remember to take the following
steps. Lock all other outer doors before
you answer the front door. Some burglars
work together one keeps you chatting
at the front door while another gets in
through a back door. Put the chain on
the door and look through the window or
spy-hole to see whos there. Ask for an
identity card and examine it carefully. If
you are still unsure, check who they are
by phoning the company they claim to
represent. Get the phone number from
a bill or the phone book rather than a
number they give you, as they could be
putting you through to an accomplice.
You can always ask a caller to come back
at another time when someone will be
with you, or tell them to write to you to
arrange an appointment. A genuine caller
wont mind you taking these precautions.
Remember you do not have to let any
stranger into your home. If you are
suspicious, feel threatened or the caller
will not leave, dial 999 and ask for the
police.

based Summer Uni programme
for young people aged 11 to 19

1. The Council of the London Borough
of Waltham Forest (therein after called
the Council) HEREBY GIVES NOTICE that
on 15th July 2014 it made an Order* to
enable highway construction works to be
carried out in a safe and efcient manner in
various roads, the general effect of which
would be, only at such times and to such
extent as regulatory signs are displayed,
to prohibit trafc (except works vehicles),
restrict waiting and loading by vehicles
(except works vehicles) and temporarily
suspend one-way working in adjoining
roads.
2. Whilst the works are being carried out,
no person shall cause or permit any vehicle
to:
(a) enter, proceed, wait or load for any
purpose, at any time, in the roads or
sections of roads mentioned in Schedule 1
of this notice;
(b) enter, proceed, wait or load for any
purpose, at any time, within 30 metres of
the junction of any road adjoining the roads
or sections of roads contained in Schedule
1 of this notice; and
(c) wait or load for any purpose, at any
time, in the section of road mentioned in
Schedule 2 of this notice.
N.B. These works will not be carried
out simultaneously in all roads but in a
sequence as directed by the Council.
3. Whilst this notice continues in
operation the one way workings in James
Lane E11 as prescribed by The London
Trafc (Prescribed Routes) (Leyton) (No.
3) Regulations 1963 are suspended only
during such time works are being carried
out in Whipps Cross Road E11.
4. Vehicular access to properties affected
by these works will be maintained wherever
possible, subject to the extent and
operation of the closure.
5. Whilst the prohibitions referred to in
paragraph 2(a) and (b) above remain in
force, alternative routes for trafc would be
indicated by trafc signs.
6. Vehicles waiting or loading in disregard
of this Order would be removed.
7. The restrictions mentioned above
would not apply in relation to any vehicle
being used:

DESIGNATION OF AN AREA FOR
SELECTIVE LICENSING
Section 80, Housing Act 2004
Notice is hereby given that the London
Borough of Waltham Forest in exercise
of its powers under section 80 of the
Housing Act 2004 (the Act) has on the
24th day of June 2014 designated for
selective licensing the area of the London
Borough of Waltham Forest as delineated
and edged red on the Map at Annex A.
The designation shall be known as the
London Borough of Waltham Forest
Designation of an Area for Selective
Licensing 2014. The designation applies
to any privately rented property subject to
any statutory exceptions set out below.
The designation falls within a description
of designations for which the Secretary of
State has issued a General Approval under
section 82 of Housing Act 2004: Licensing
of Houses in Multiple Occupation and
Selective Licensing of Other Residential
Accommodation (England) General
Approval 2010 dated 30th March 2010.
Therefore the designation need not be
conrmed and will come into force on 1st
April 2015 and unless previously revoked,
this designation shall cease to have effect
on 31st March 2020.
This designation applies to any house
which is let or occupied under a tenancy
or licence within the area shown at Annex
A unless:
1. The house is a house in multiple
occupation and is required to be
licensed under Part 2 of the Act; or
2. The house is subject to a temporary
exemption under section 86 of the Act;
or
3. The house is subject to an Interim
or Final Management Order under
Chapter 1 or 2 of Part 4 of the Act;
4. The tenancy or licence of the house
has been granted by a body which is
registered as a social landlord under
Part 1 of the Housing Act 1996;
5. The house is occupied under a tenancy
or licence which is exempt under the
Act or the occupation is of a building
or part of a building so exempt as
dened in The Selective Licensing
of Houses (Specied Exemptions)
(England) Order 2006 SI 370/2006
Upon the Designation coming into force on
1st April 2015 any person who operates
a licensable property without a licence
shall be guilty of an offence under Section
95(1) of the Act, and shall be liable to
prosecution and upon summary conviction
liable to a ne not exceeding 20,000.
A person who breaches a condition of a
licence is liable to prosecution and upon
summary conviction liable to a ne not
exceeding 5,000.
