The following appeared as a recommendation by a committee planning a ten-year


budget for the city of Calatrava.
"The birthrate in our city is declining: in fact, last year's birthrate was only one-
half that of five years ago. Thus the number of students enrolled in our public
schools will soon decrease dramatically, and we can safely reduce the funds
budgeted for education during the next decade. At the same time, we can reduce
funding for athletic playing fields and other recreational facilities. As a result, we
will have sufficient money to fund city facilities and programs used primarily by
adults, since we can expect the adult population of the city to increase."
Write a response in which you discuss what specific evidence is needed to evaluate
the argument and explain how the evidence would weaken or strengthen the
argument.
According to the facts, birth rate is decreasing in the city of calatrava that
committee members are assuming that there will be a decline in number of
enrollment in the schools. So they are planning to invest less on education,athletics
playing field and for the other recreational activities. Planning committee expects a
increase in adult population so they focus more to provide funds for city facilities
and programs in which the youth are involved .
It is stated that birthrate is decreasing in the city. There may be several causes
behind this like lack of health facilities, unavailability of healthy food. So a
planning committee should consider the causes behind the declineof birth rate and
funds should be invested for the improvement of everyday needs.
The committee is assums that due to lesser birth rate enrollment in the school will
decrease and they are planning to reduce the funds for education. Here the
assumptions seems to be weak and unreasonable. It may be possible that earlier
people were not interested and aware of the importance of education. But the
coming generation will be more interested in giving their younger ones good
education facilities. And for the development and growth of the city education is a
must. So planners should not neglect those facts.They want to to reduce the
investments for the recreational activities which can have adverse effects on the
youth.
Planning committee members predict that there will be increase in number of the
youth. They are proposing that more funds should be available for city facilities in
which the youth are involved. The approach seems to be unbalanced and biased
towards the youth.
It should recommend the strategies after considering all the facts and proper
investigation. Their proposals should be unbiased and in favor and development
of the city. The mentioned recommendations are unjustifiable and more facts and
reasons should be mentioned in order to make the assumptions stronger and
acceptable.
