1. INTRODUCTION

1.0 Scope of Works

The Pneumatic Tube System Sub-Contract for the Proposed Project comprises of the supply
and installation of the following:-

(i) PVC Straight Tubes
(ii) Controllers
(iii) Diverters
(iv) Stations
(v) Integrated Multi Send Receive Stations
(vi) Carriers
(vii) Electrical Equipment, Wiring and Accessories


1.1 Invitation to Tender

The following three (3) tenderers were invited to participate in the tender exercise:

i) Mecomb Malaysia Sdn Bhd
ii) Metrotube Sdn Bhd
iii) Lamson Concept (M) Sdn Bhd

1.2 Receipt of Tenders

The Tender Documents were received and opened by ASMC and Venkatesan Consult at the
office of ASMC on 29 April 2013 and are as listed below:

1.3 Period of Validity of Tender

In accordance with Para 4 of the Form of Tender, the Tender would remain open for
acceptance for a period of sixty (60) days from the date of submission.

2.0 EVALUATION OF TENDERS RECEIVED
2.1 The Tender of Mecomb Malaysia Sdn Bhd (Lowest)

The Tender of Mecomb Malaysia Sdn Bhd with a Tender Sum of RM 501,991.00 is the lowest
of the three (3) Tenders received.

2.1.1 Completion Period

The completion Period quoted by the Tenderer is 196 days which is the second longest among
the three (3) tenderers. However, it is to be noted that the progress of Work shall be in line with
the Main Contractors Works Programme.

2.1.2 Arithmetical Errors

There are no arithmetical errors.

2.1.3 Tender Accompaniments

The Tender submission is generally in order and in compliance with the Tender Document.

2.1.4 Schedule of Prices

In general, the prices and rates quoted by the Tenderer, Mecomb Malaysia Sdn Bhd, is in order
and reasonable, and the salient points are described below. Based on the comparison and
Breakdown of Prices, the following observations are made.

i) The Tenderer has not quoted separately for Preliminaries and the pricing for this bill has been
stated as included.

ii) The price for the stations at RM 211,510.00 is the second lowest. Lowest price is RM
90,000.00.
iii) The price for the blower set is highest at RM 31,890.00 as compared to RM 20,000.00 for the
lowest.
iv) For the equipment for Pathology lab multi send/receive station, their price is the highest at RM
49,674.00 as compared with the lowest at RM 13,036,00.
v) Generally, their pricing for the balance of the items are the lowest.

2.1.5 Schedule of Technical Data

In general, the equipment and materials offered by the Tenderer are in order and acceptable, in
respect to compliance with the Specifications and is reported as follows:

i) The brand of controller and stations offered is Telecom and are fully imported from
Holland.

ii) The pneumatic tubing brand offered is Deka and manufactured in Germany.

iii) The brand of Blower offered is Busch imported from Germany.

2.2 The Tender of Metrotube Sdn Bhd (Second Lowest)

The Tender of Metrotube Sdn Bhd with a Tender Sum of RM 639,500.00 is the second lowest
of the three (3) Tenders received.

2.2.1 Completion Period

The completion Period quoted by the Tenderer is 180 days which is the shortest among the
three (3) tenderers. However, it is to be noted that the progress of Work shall be in line with the
Main Contractors Works Programme.

2.2.2 Arithmetical Errors

There is an arithmetical error in Bill No.2. The corrected figure should be RM 572,000.00
instead of RM 562,000.00. A difference of RM 10,000.00.

2.2.3 Tender Accompaniments

The Tender submission is generally in order and in compliance with the Tender Document.

2.2.4 Schedule of Prices

In general, the prices and rates quoted by the Tenderer, Metrotube Sdn Bhd, are in order and
reasonable, and the salient points are described below. Based on the comparison and
Breakdown of Prices, the following observations are made.

i) The Tenderer has quoted a price of RM 43,500.00 for Preliminaries which is the
second highest.

ii) The price for the stations at RM 260,000.00 is the highest. Lowest price is RM
90,000.00.

iii) The price for the cabling is RM 60,000.00 whereas the lowest is RM 7,755.00.

iv) For the equipment for Pathology lab multi send/receive station, their price is the
second highest at RM 24,000.00 as compared with the lowest at RM 13,036,00.

2.2.5 Schedule of Technical Data

In general, the equipment and materials offered by the Tenderer is in order and acceptable, in
respect to compliance with the Specifications and is reported as follows:

i) The brand of controllers, stations, pneumatic tubing, carriers and blower offered is Ing.
Sumetzberger GMBH fully imported from Austria.

2.3 The Tender of Lamson Concept (M) Sdn Bhd (Second Lowest)

The Tender of Lamson Concept (M) Sdn Bhd with a Tender Sum of RM 728,541.00 is the
highest of the three (3) Tenders received.

2.3.1 Completion Period

The completion Period quoted by the Tenderer is 200 days which is the longest among the
three (3) tenderers. However, it is to be noted that the progress of Work shall be in line with the
Main Contractors Works Programme.

2.3.2 Arithmetical Errors

There are no arithmetical errors.

2.3.3 Tender Accompaniments

The Tender submission is generally in order and in compliance with the Tender Document.

2.3.4 Schedule of Prices

In general, the prices and rates quoted by the Tenderer, Lamson Concept (M) Sdn Bhd, is in
order and reasonable, and the salient points are described below. Based on the comparison
and Breakdown of Prices, the following observations are made.

i) The Tenderer has quoted a price of RM 75,385.00 for Preliminaries which is the
highest.

ii) Their price for the piping is the highest at RM 183,751.00.

iii) The price for the cabling is also high at RM 58,475.00 whereas the lowest is RM
7,755.00.
iv) For the equipment for Pathology lab multi send/receive station, their price is the lowest
at RM 13,036,00.

2.3.5 Schedule of Technical Data

In general, the equipment and materials offered by the Tenderer is in order and acceptable, in
respect to compliance with the Specifications and is reported as follows:

i) The brand of stations, pneumatic tubing and carriers is Lamson from Australia.

ii) The brand of blower is Elektrol originating from Germany/China.

3.0 RECOMMENDATION


We recommend the tender of Mecomb Malaysia Sdn Bhd be considered for award for the
following reasons:

i) Their price is the lowest.
ii) Their completion period of 196 days is reasonable and is within project schedule.
iii) They have the necessary experience and expertise to complete the Pneumatic Tube
System installation.
iv) Their past similar projects include SDMC Desa Park City & Ara Damnsara, Sultanah
Aminah Hospital JB and Gleneagles Kota Kinabalu.
