Background of the Study

Philippines is a country consist of 7,101 islands surrounded by water. Unlike any other countries
Philippines is a disaster prawn country due to its geographic structure. Because we are surrounded by
waters, heavy storm visits us regularly almost thirty (30) times a year, and also because we are a small
country with overpopulation, informal settlers and congested areas are growing which causes fire.
The month of March also known as The Fire Prevention Month Being in a tropical country
every summer some of our citizens experienced fire, and when a heavy storm comes flood arises. These
are some disasters that occur in our country. The question is Do Filipinos know what to do when this
disaster comes?
Barangay 177 Zone 16 District 2 is located in Gagalangin Tondo, Manila as the city of Manila is
divided in to six legislative districts. The locale has existed prior to the arrival of the Spanish referred to
as Tundun in the Laguna Copperplate Inscription. One of the most densely populated areas of land in
the world. Tondo is located in the northwest portion of the city and is primarily residential-industrial in
nature. District 2 is located in East Tondo from Barangay 147-267.

There is no authentic record available which definitely tells the date of the establishment of the
Barangay. According to informants, the Prominent Leaders of the Barangay was Ch. Dario Imutan as
appointed chairman followed by Elected Ch. Ernesto Plarisan, Third was appointed Ch. Elmer
Masangcay, Fourth was elected Ch. Rosendo Yu who served the Barangay for twenty years who also
happens to be the father of our Present Barangay Chairman Eduardo T. Yu. Barangay 177 Zone 16
District 2 becomes the Most Outstanding Barangay in District 2 in year 2012.

The Demographic data of Barangay 177 Zone 16, District II has an overwhelming estimated
population of 11,000 of which 60 % are male and 40 % are female. The number of household is estimated
as 1500 or less. 118 of them are senior citizens. There are 1,942 registered voters as of December 4, 2012.
There are also 12 voting precincts.

The location and boundaries of Barangay 177 has an estimated Land Area of 7 hectares. These
Adjacent Barangays are as follows :
N Barangay 33, Caloocan City
W Barangay 135 District I, Manila
E Barangay 184 District II, Manila
S Barangay 178 District II, Manila

Barangay 177 Zone 16, District 2 has an average distance of 8.4 Km to Manila City Hall.

There are implementation and monitoring of ordinances to ensure proper governance of the
barangay for further development. The said ordinances are subjected to focus primarily on sanitation,
peace and security, health, education and lastly economic purposes. And the most common problems are
broken/clogged canals and the hazards of fire prone areas.

The usual form of disaster in this barangay are floods and fire according to gathered data. Thus
the study was made possible to further improve disaster management and response action of citizens and
barangay officials in the said barangay whenever the need for such arises.

In order to minimize the hazards of natural calamities such as flash floods and fire, the existing
methods and program guidelines of the barangay regarding the risk disaster management should be highly
effective.

The researchers came up with the study regarding disaster management and response program
with the purpose to know how effectively such barangay ordinances are implemented for the better good
of its citizens. And to know the ways to properly respond and react whenever there are calamities. As well
as contributing the findings of the study to different concerned individuals.


Statement of the problem

Are the measures formulated by the barangay council effective in the prevention and reduction
of floods and fire incidents?

The general objective of the study is how to further improve and develop programs or projects
regarding disaster related issues. This measure can evaluate how properly such ordinances are carried out
by barangay officials. And its effects and benefits to the citizens.


Hypothesis

Congested areas are prone to different disaster hazards such as fire and floods.

Significance of the Study

The findings of the study would be significant to the following :

Local Government - The findings would provide the local government in finding new and effective ways
to manage natural disasters.

Barangay officials The results of this study would be important for the barangay officials because this
will serve as a guide in further improving their projects and activities with concern in how to manage
disaster related cases.

City of Manila This study is significant for the City of Manila because the findings will help in the
development planning regarding the management of such disasters. Thus the improvement of the proper
management pertaining to disasters would provide the citizens adequate awareness and response.



Scope and Limitations

The scope of the study deals with disaster management in compliance with Barangay 177 Zone
16, District II of Manila. The respondents of this study is primarily the citizens of the said barangay.

This study was conducted for further analysis and evaluation on the prevention and reductions
of floods and fire incidents in Barangay 177 Zone 16, district II. This would serve as the primary basis of
the researchers to attain information from the respondents knowledge about disaster management and
response programs.
