O R D E R:
The Honble Supreme Court in its judgment dt.12.08.2005 in Civil Appeal No.5041 of
2005 in P.A. Inamdar & others Vs. State of Maharashtra and others has directed to constitute a
committee headed by a retired Judge of High Court of Andhra Pradesh for fixation of fee for the
students admitted into Un-aided Private Professional Educational Institutions (Minority & Non-
Minority).

2. In pursuance of the above orders of Supreme Court, Govt. in the G.O. 4

read above,
constituted an Admission and Fee Regulatory Committee under the Chairmanship of Justice Sri
T.Ranga Rao (Retired Judge of A.P.H.C.) and Justice Sri R.Bayapu Reddy, (Retired Judge of
A.P.H.C.) for matters relating to fee fixation in private Un-Aided Professional Colleges in the
State.

3. The Committee has issued its proceedings dated 28-6-2010 fixing the fee structure for
Under-graduate Medical / Dental Courses in Private Unaided Non- Minority Medical / Dental
Colleges for the academic years 2010-11, 2011-12, and 2012-13 and intimated the same to the
Govt. vide their Letter 6

read above.

4. The Government after careful examination of the matter hereby order that the fee
structure and certain directions connected thereto as indicated in the annexure to this order
shall be implemented by all the Private Un-aided Non-Minority Medical / Dental Colleges. The
fees shall be for the academic years 2010-11,2011-12 and 2012-13. These orders are applicable
to the Private Un-aided Non-Minority Medical / Dental Professional Institutions in the State.

5. These orders shall come into force with immediate effect.

6. The Principals of all Private Unaided Non-Minority Medical / Dental Colleges shall take
necessary action in the matter accordingly.

ANNEXURE to the G.O.Ms.No. , Health Medical & Family Welfare (E1) Dept.,
Dated: 20 .07.2010

Particulars of tuition fee structure for Private Un-aided Professional Colleges in the State of
Andhra Pradesh in respect of Undergraduate Medical /Dental Courses in Private Unaided Non-
Minority Colleges for the academic years 2010-11, 2011-12 and 2012-13 and certain directions
connected thereto.
(A) Fee Fixed for the Non-Minority Medical Colleges

---- Rs.60,000/- (Rupees Sixty thousand only) per annum for each student for
50% A-Category competent Authority seats:
---- Upto Rs.2,40,000/-(Rupees Two lakhs and forty thousand only) per annum for
each students for 10% B- Category Management seats:
---- Upto Rs. 5,50,000/-(Rupees Five lakhs and fifty thousand only) per annum for
each student for 40% C Category Management seats:

* A fee of Rs.20,000/- (Rupees Twenty thousands only) per annum for all the failed
students for all the subjects in each phase of study during the academic year. The said
amount of Rs.20,000/- shall however be proportionately reduced depending upon the
actual number of subjects in which the student fails.

(B) Fee Fixed for the Non-Minority Dental Colleges

---- Rs.45,000/- (Rupees Forty Five thousands only) per annum for each student for
50% A Category competent Authority seats:

---- Upto Rs.1,30,000/-(Rupees One lakh thirty thousands only) per annum for
each student for 10% B-Category Management seats:

---- Upto Rs.2,50,000/-(Rupees Two lakhs fifty thousand only) per annum for each
student for 40% C- Category Management seats:

The above said fee for Dental Colleges is inclusive of charges for Dental Materials used
during the course

* A fee of Rs.15,000/-(Rupees Fifteen thousand only) per annum for all the failed students
for all the subjects in each phase of study during the academic year. The said amount of
Rs.15,000/- shall however be proportionately reduced depending upon the actual
number of subjects in which the students fails.

(C) i) The students admitted to the course during the academic year 2010-11 shall pay every
year the same annual tuition fee as paid at the time of their admission till they
complete the course.

ii) The students who were admitted to the course prior to the academic year 2010-11 shall
continue to pay every year the same annual fee at the rate existing at the time of their
admission till they complete the course.

iii) The institutions shall collect the annual tuition fee every year in advance only for that
particular year either in a lumpsum or in installments, if it so opts.

iv) The Managements of the institution shall not charge any Capitation Fee and there shall
not be any profiteering. Except the above fee fixed by the Government, no other
amount, either directly or indirectly, can be charged unauthorizedly or illegally by the
Managements. If any such other amount is charged under any other head or guise (e.g .
donation etc) it would amount to charging of Capitation fee. The surplus (profit) that is
generated from the collection of the fee must be for the benefit of the institutions and
cannot be diverted for other purposes or for personal gain.

The fee fixed for the above courses will be valid and binding for the academic years
2010-11,2011-12 and 2012-13.
