per person per day, whch was the nternatonay accepted poverty ne at that

PPP refers to a method used to !ork out the money that !ould "e needed to purchase the same
goods and services in t!o places. #cross countries$ this is used to calculate an implicit foreign
e%change rate$ the PPP rate$ at !hich a given amount of money has the same purchasing po!er
in different countries. &he 2004-0' &endulkar poverty line !as (s.1)$ !hich in PPP terms$ is
e*uivalent to one +.,. dollar per person per day.
&he ne! poverty estimates of (s. 2- per person per day recently released "y the Planning
.ommission are e*uivalent$ in PPP terms$ to the ne! internationally accepted poverty line of
/1.2'. &he suggestion that someho! this much money is enough for people to survive in any
conceiva"le form has given rise to understanda"le pu"lic anger.
#ll that the Planning .ommission has done is to use the most credi"le source of consumption
data availa"le in the country 0the 1ational ,ample ,urvey 2rganisation3 to compute poverty
estimates that are "oth on parity !ith international standards and ena"le comparisons !ithin
4ndia over time and across ,tates. &here is no value 5udgment "eing made a"out the ade*uacy of
this amount of money for any meaningful purpose. #ll that is "eing done is to provide an
estimate 0using the very same methodology3 that allo!s one to compare the num"er of people
"elo! a certain consumption level 0aka poverty line3 in 1--3--4$ 2004-0' and 2011-12. 1othing
more$ nothing less.

clear landmark contri"ution made "y the +P#-44 government is that for the first time in the last
20 years$ the poverty line has "een delinked from entitlements of the people of 4ndia.
4ndeed$ !ith the 12th Plan$ this government has taken the first steps in ackno!ledging that

Reance Petroeum (RPL) was set up to bud a renery n |amnagar, no onger
exsts and has been merged wth RIL.
In Nov.2007, RIL sod about 4% of Reance Petroeums equty for Rs 4,023 crore.
Accordng to SEBI ndngs, the seers had same regstered address and phone
numbers as RIL n Mumba and |amnagar; had opened ther accounts wth the
brokers on the same day; share a common ema address; and had receved margn
nancng from two other companes promoted by Amban Nav Mumba SEZ Pvt.
Ltd and Mumba SEZ Pvt. Ltd.
Sebs aeges that the company -whch controed the agents deang on ts behaf
-knew that t ntended to se shares n the cash segment when t transacted n the
futures segment so Ths amounted to nsder tradng.

Pate and Menon backed up ther dpomatc ehorts by producng treates that were
desgned to be attractve to ruers of prncey states. Two key documents were
produced. The rst was the Standst Agreement, whch conrmed that the
agreements and admnstratve practces that exsted as between the prncey state
n queston and the Brtsh woud be contnued by Inda. The second was
the Instrument of Accesson, by whch the ruer of the prncey state n queston
agreed to the accesson of hs kngdom to ndependent Inda, and to grantng Inda
contro over speced sub|ect matters.

&his is a pro5ect involving the east!ard diversion of the !aters of a !est-flo!ing river$ !hich
has "een cele"rated as a gigantic feat of 1-th century engineering. 4t !as a ma5or intervention in
nature of a kind that is no longer much in favour. &he pro5ect !as constructed and Periyar !aters
have "een flo!ing to &amil 1adu for over a hundred years.
+nder the 177) agreement "et!een the former >adras Presidency and the princely ,tate of
&ravancore$ &ravancore agreed to the diversion of Periyar !aters to >adras Presidency$ and to
lease a piece of land 07000 acres3 in its territory to >adras Presidency for "uilding and operating
the pro5ect designed for this purpose. &he curious fact is that the lease !as for --- years.
4n :erala$ there is an almost universal feeling 0right or !rong3 that the 177) agreement !as an
unfair one imposed on a reluctant &ravancore "y a more po!erful >adras Presidency !ith the
prestige and po!er of the <ritish government "ehind it@ and that !hile >adras 0no! &amil 1adu3
"enefited su"stantially from the agreement$ &ravancore 0:erala3 got little more than a negligi"le
lease-rent for the land leased to >adras. 4n 1-A0$ an increase in the lease rent !as negotiated "y
:erala "ut there !as no radical revision of the totality of the agreement.
&he learned 5udges decided to deal !ith the matter themselves$ and appointed an ;mpo!ered
.ommittee to e%amine and report on it. &he ;mpo!ered .ommittee includes eminent e%perts
"ut their opinion$ even if the ,upreme .ourt accepts it$ may not necessarily "e the final !ord on
the su"5ect$ particularly if a different opinion is given "y other e*ually distinguished e%perts
outside.
&he dam in this case is 11) years old$ and even !ith all the strengthening measures$ one can
hardly "e !holly confident a"out its safety under all circumstances. &he recent tremors in the
area might have "een minor "ut no one can guarantee that a stronger earth*uake !ill not occur$
or that if it does the dam !ill !ithstand it@ or that if there is an e%ceptionally heavy flood the dam
!ill "e safe.
