Evaluation at the Caribbean Development Bank (CDB). The profile consists of a description of

INTRODUCTION

The Caribbean Development Bank (CDB) is seeking to recruit an experienced professional to
assume the role of Evaluation Officer, Office of Independent Evaluation (OIE). The successful
candidate will be based at CDBs Headquarters in St. Michael, Barbados.

ABOUT THE ORGANISATION
CDB is a regional multilateral development bank which was established in October 1969 to
contribute to the harmonious economic growth and development of the member countries in the
Caribbean Region and to promote economic cooperation and integration among them, having
special and urgent regard to the needs of the less-developed members of the Region. CDB began
operations in January 1970 and has become a leading catalyst for providing development
financing, technical assistance and policy advice to its Borrowing Member Countries (BMCs) for
the reduction of poverty.

CDBs member countries are Anguilla, Antigua and Barbuda, The Bahamas, Barbados, Belize,
the British Virgin Islands, Canada, the Cayman Islands, Colombia, Dominica, Germany, Grenada,
Guyana, Haiti, Italy, Jamaica, The Peoples Republic of China, Mexico, Montserrat, St. Kitts and
Nevis, St. Lucia, St. Vincent and the Grenadines, Suriname, Trinidad and Tobago, the Turks and
Caicos Islands, the United Kingdom and Venezuela.

CDB has embraced the eight Millennium Development Goals for the elimination of poverty and
achievement of inclusive and sustainable development. To this end, CDB pursues a development
agenda which gives prominence to the strategic areas of interest of its BMCs such as social and
economic development, environmental sustainability, and regional cooperation and integration.

OFFICE OF INDEPENDENT EVALUATION

OIE evaluates all development activities of CDB, such as loan financing, the provision of grants
and technical assistance, and other development initiatives to assess their outcomes and impact on
the economic and social development of the BMCs. It also has the authority to review internal
CDB processes and procedures that may affect CDBs development effectiveness, including self-
evaluation systems.

The work of OIE contributes towards knowledge capture, particularly in the area of the project
cycle management; institutional governance and oversight, improving the performance of CDBs
operations and policies, and strengthening the external credibility of the Bank.

THE ROLE

The Evaluation Officer (EO) is responsible for undertaking independent and systematic
evaluations of the Banks strategies, policies, programmes, technical assistance activities,
delivery support of functions and systems.

The EO operates under the guidance of the Head of Evaluation, OIE and reports on the
effectiveness and efficiency of the operations financed by CDB. The findings of evaluations are
disseminated within the Bank and to the BMCs, so that the recommendations for improvement
can be used in the design, appraisal and execution of new operations.

The job requires frequent interaction with the management and staff of CDB, borrowers,
executing agencies, donors and other international financial institutions.


KEY RESPONSIBILITIES

The job will require the EO to:

1. Prepare evaluation reports with a view to assessing the effectiveness, efficiency and
impact of the Banks operations.

2. Assess policies, methodologies, operational guidelines and systems related to quality at
entry, portfolio performance and management.

3. Recommend measures to enhance monitoring and evaluation capabilities in the Bank and
Borrowing Member Countries.

4. Coordinate and/or contribute to programme, thematic, sector and policy evaluations.

5. Audit Project Completion Reports prepared by Projects Department.

6. Review draft appraisal reports to ensure that adequate baseline data and monitoring
indicators, as well as lessons of experience and recommendations of projects/programmes
and technical assistance operations evaluated, are incorporated into project design.

7. Review and furnish management with recommendations on technical policy papers and
operating guidelines.

8. Review evaluation techniques, research materials and best practices for possible
application by CDB.

9. Provide expertise as a resource person in workshops/seminars and support to the
evaluation and oversight function of OIE.

QUALIFICATIONS AND COMPETENCIES

Technical Grounding and Experience

The successful candidate must have:

1. A first degree in a Social Science discipline and a post-graduate degree in a field related
to development financing.

2. At least eight (8) years working experience in their area of expertise including at least
two (2) years experience in monitoring or evaluation of development assistance projects.
Experience in operational auditing or exposure to project management would be an asset.

3. A broad-based understanding of development issues and operational and technical issues
affecting project design and implementation.

TERMS OF APPOINTMENT

This is a full-time position with the successful candidate being contracted on a two-year basis in
the first instance, with the possibility of renewal. Salary is competitive and commensurate with
qualifications and experience. A pension plan, life and medical insurances are included in the
