What are the odds of financial collapse?
NYSSA in collaboration with CFA Institute is hosting a half-day conference that
brings together experts from different organizations dealing with Systemic Risk.
They will present and discuss major risk factors in todays financial system - what
has been fixed and what still needs to be done.
The Financial Crisis of 2008 was the most serious threat to the world economy
since the Great Crash of 1929. This time, the Fed and the government were able
to avoid an ensuing Great Depression by applying the lessons learned last time.
Still, the fact that the crisis did happen in this age, demonstrated that regulators
are unable to predict and prevent all systemic risk events. Too much trust placed
in the large financial institutions and the resiliency of the system provided both
regulators and the public with a false sense of security and even complacency in
the years leading up to the crisis.
There is no question that we are now in a somewhat better place than we were
prior to 2009. But is enough being done? What are the known and unknown risks
that could lead to a financial system collapse? Is there an obvious elephant in the
room that no one is willing to acknowledge?
In the last few years, the issue of systemic risk has been addressed head-on by
governments, regulators as well as other non-profit organizations. At the
international level, the Financial Stability Board coordinates with national
financial authorities and standard-setting bodies to implement effective regulatory
and supervisory policies.
In the US, the Financial Stability Oversight Council was established under the
Dodd-Frank Act. The Council is charged with identifying risks to the financial
stability; promoting market discipline; and responding to emerging risks. 10
voting members and 5 nonvoting members bring together the expertise of federal
financial regulators, state regulators, and an independent insurance expert.

Barbara Novick is co-founder and vice-chair of BlackRock, a
$4.5 trillion money manager headquartered in New York.
Currently, she is a member of the BlackRock global executive
and global operating committees and chair of its government
relations steering committee. In addition to co-founding
BlackRock in 1988, Novick headed its global client group
overseeing business development, marketing and client serviceuntil 2008.
She began her career in finance with Morgan Stanley in 1982, moving to First
Boston Corporation to head its portfolio products team. Novick is a member of
CFA Institute Future of Finance Advisory Council and a graduate of Cornell
University.
