NHS Marketisation Monitoring News

Welcome!
This newsletter aims to update its readers on the latest news on the marketisation of services within the
NHS. A database of all 147 NHS Foundation Trusts has been created and FoI requests, on the out-sourcing
of contracts, has been made to each Trust. The newsletter will be published weekly and it will list the latest
information received from Trusts.

Latest News!
A total of 56 responses have now been received. The quality of the responses appears to be relative to:
the degree of central co-ordination of the procurement of services;
the existence of an Information Governance Unit within the Trust;
the department or section that leads the Information Governance Unit.
Congratulations to The Clatterbridge Cancer Centre NHS Foundation Trust for their good practice in
publishing responses to FoI requests direct to the Trust website!
A number of Trusts are claiming that they do not collate data centrally on contracted-out services and
procurement. This is incredible, if true. How then, do they manage their expenditure if the accountants do
not keep spreadsheets of this data?

Responses received, in the last week, to the FoI request: Please could you provide a list of all service
contracts awarded for what and to whom during 2013/2014 including maintenance, domestic, clinical,
administrative, medical, care, consultancy and any other services?
Trust: Sheffield Teaching Hospitals NHS Foundation Trust
Comments: Sheffield Teaching Hospitals NHS Foundation Trust (STH) did not award any contracted-out
services in the financial year 2013/14.
Trust: Basildon and Thurrock University Hospitals NHS Foundation Trust
Comments: As there is not one central department that collates this data, in order to complete the request
in full, it would entail going to every department within the Trust and pose the FOI request to each of
departments. This would take an exceedingly long time to complete and therefore we are unable to
comply.
Trust: The Dudley Group NHS Foundation Trust
Comments: A list of a range of contracted-out services.
Trust: Derby Hospitals NHS Foundation Trust
Comments: All maintenance and service contracts awarded by Purchasing during financial year 2013/14.
Trust: The Clatterbridge Cancer Centre NHS Foundation Trust
Comments: I can confirm that this information is readily available on our website on page:

Trust: Luton and Dunstable NHS Foundation Trust
Comments: Unfortunately the Trust is unable to provide you with the requested information and is

applying FOI Section 12 - Appropriate Cost Limit, to your request. We have estimated that it would
take longer than the Cost Limit to retrieve and extract the level of information requested.

Comments: List of 4 service contracts.
Trust: The Royal Orthopeadic Hospital NHS Foundation Trust
Comments: I have checked with our Finance & Procurement teams and there were no contracts awarded
in the financial year 2013/14.
Trust: Mid Staffordshire NHS Foundation Trust
Comments: Tabulated list of 116 out-sourced contracts.
Trust: South Tyneside NHS Foundation Trust
Comments: List of 126 out-sourced contracts.
Trust: Poole Hospital NHS Foundation Trust
Comments: Two spreadsheets of more than 100 out-sourced contracts.
Trust: Harrogate and District NHS Foundation Trust
Comments: As a Trust, there are a huge number of contracts in place - some of which have been inherited
from other organisations. The Trust is therefore unable to provide the information requested as to do so
would involve reviewing a huge number of documents which would take longer than the 18 hour time limit
as specified in the Freedom of Information Act.
Trust: Great Ormond Street Hospital NHS Foundation Trust
Comments: Tabulated list of 8 service contracts
Trust: Oxford Health NHS Foundation Trust
Comments: Short list of 4 contracts
Trust: Homerton University Hospital NHS Foundation Trust
Comments: List of more than 100 service contracts
Trust: Lincolnshire Partnership NHS Foundation Trust
Comments: Limited list of contracts awarded. A number of which appear to have been cancelled.
