INTRODUCTION
Mandarin Training Center (MTC) was established in 1956 as an extension of National Taiwan Normal
University (NTNU), and has since been the largest and leading institution dedicated to the teaching of
Chinese as a second language. Universities around the world send their students to MTC regularly, and it is
the only Chinese language center in Taiwan recommended by Michelin Guide.
MTC has modern, air-conditioned classrooms and facilities, including a library, two language labs, an audiovisual room, and three computer rooms. Students also have access to NTNU facilities.
With students from over 70 different countries of diverse cultural and linguistic backgrounds, MTC creates an
environment where fellow students must communicate and foster friendship with each other in the common
language hereChinese. Whatever your reasons for studying Chinese and whatever your initial levels are,
MTC will try to help you make rapid progress.

CLASS OFFERINGS & TIMETABLE


MTC offers both small group and one-on-one classes. Mandarin phonetics and Pinyin spelling are used
for introducing pronunciation of characters. Listening, speaking, reading, and writing skills are given equal
emphases. A minimum of 15 class hours per week is required for visa application. Regular class students take
10 hours of small-group classes plus 5 hours of supplementary language classes. Intensive class students take
15 hours of small-group classes every week.
In addition to small-group language classes, MTC also organizes (1) elective language & culture courses
(fees apply); (2) supplementary language classes of various subjects (such as Mandarin Phonetics, Chinese
Characters, Chinese for Cuisine & Dining, Chinese Poetry, etc.); and (3) extracurriculum activities to help
students fully immersed in Taiwans cultural and language environment.

MTC classes are divided in 16 terms, and are compatible with ACTFL Proficiency Guidelines (American
Council on the Teaching of Foreign Languages) and the CEFR (Common European Framework of Reference
for Languages). New students are given placement tests to be placed in classes most suitable to their levels.
The required number of terms for completing each level is a rough estimate based on curriculum plans of
MTCs regular classes. Students enrolling in more intensive programs (such as intensive classes or one-onone tutorials) will progress faster.

The textbooks used for Novice-Low to Intermediate-Mid focus on construction of general language ability.
After completing Intermediate-Mid, students are able to attend degree programs of natural or social science
field in Taiwan. For Intermediate-High and above, the curriculums aim for topical trainings, including classical
text studies, philosophy, literature, business, and journalism. The numbers of vocabulary size are rough
estimates for learners reference.

Quality Teaching & Assessment


MTC is proud of its excellent teaching quality, and places high expectation on students learning
achievements. As the leading institute of TOCFL (Test of Chinese as a Foreign Language), MTC applies
its expertise to evaluating students learning progress and controls its teaching quality. MTCs effective
achievement tests are given at the end of each term to evaluate students performance. Results show that
90% of students perform well at the tests and are able to move to the next level. In addition, students are

for former MTC students who wish to re-enroll.)

3 Financial Statement (within the past 3 months)


that shows the applicant has adequate funds with at least US$2,500 or the equivalent given
in US dollars in the applicant's own name or the name of a family member to cover his or her
studies. This proof may be a dated bank statement or a letter from a bank on its letterhead
issued within the past 3 months. If using a family member's bank statement, the family member
sponsor must submit a letter guaranteeing willingness to support the applicant's stay in
Taiwan. A photocopy of confirmed proof of scholarship acceptance or bank loans
is also considered as an acceptable document; however, please note that
scholarship applications are NOT an acceptable form of financial support.

Submitting Applications
1 Applications must be sent to MTC through snail mail.
2 Applicants who need visitor visas should submit their applications as early as possible to allow
more time for visa application. For information on visa formalities, please see p. 10.
3 Applications will not be processed if the materials are not complete or received later than the
deadlines as specified. Remember that the names on each document must be spelled exactly the
same as the names on the application form and passport.

REGISTRATION AND ENROLLMENT


Please check p.5 and pp. 21-22 for the new student registration dates of each term. All registrations must be
completed in person. Be sure to arrive on time for registration. MTC does not accept registration or tuition
payment online or by post.
Registration steps are as follows:
1 Identity verification: Students should present their admission letter, passport and visa.
2 Tuition Payment: Tuition and additional fees can be paid in cash (NTD only) or by credit cards (Visa,
MasterCard, JCB) at the MTC. Students who enroll for additional classes should pay the additional amount
once their final class schedule has been issued.
3 Student ID Card Issue: Registered students are issued a 3-in-1 Student ID card, MTC student ID,
International Student Identification Card (ISIC), and Easycard. With the card, MTC students have access to
NTNU facilities, and are entitled to ISIC discounts worldwide and student fares on the MRT and buses in
Taipei.
4 Class Selection: Students are given a placement test at the time of registration to be placed in classes
suitable to their level of Chinese proficiency. Students are placed in class times based on classroom and
class time availability as well as the number of students in classes.

Late Registration
Students who register after the new student registration dates indicated on the MTC Academic Calendar (pp.
21-22) will be charged a late registration fee of NT$1,000.

Orientation
An orientation session is held for new students. This is meant to help students make the most of their stay in
Taiwan and to ensure they are familiar with procedures and requirements for renewing and changing visas.
Class schedules are distributed on the day of orientation.

Length of Study
According to the regulations drawn by Ministry of Foreign Affairs (MOFA), the maximum study length for
language students is two years. Students who wish to extend the study after reaching the limit must submit a
study plan and recommendation letter from MTC to apply for visa extension at MOFA. However, as decisions
on visa issuance and extension are made by MOFA, MTCs recommendation for extended enrollment does
not guarantee approval of visa extension.

Student Management Policy


Students who violate the laws of ROC and NTNU student conduct regulations will be immediately dismissed
from MTC, in which case, no refunds will be given. The names of dismissed students will be submitted to the
National Immigration Agency for follow-up legal procedures.

(1) Prepare sufficient funds with you when you arrive: The first months stipends

are disbursed to scholarship students 2-3 weeks after they register in MTC.
Therefore, they should have adequate funds for paying tuition fees and living
expenses when they arrive in Taiwan.

Visa
1 Do I need to apply for a visa ?
If you plan to study for one term (3 months) or more, you need to apply for a visitor visa for language
study (visa code : FR.) If your country is one of the 90-days visa exempt countries, you may also choose
not to apply for a visa (see Ans. 4-5.)
2 How do I apply for a visa ?
You should apply and present your MTC admission letter to the nearest ROC embassy, consulate, or
representative agency for a visitor visa. Admission letters are only valid for the term applied for. Please
contact the embassies or consulates nearest to you (see pp.15-18) for other required documents.
3 How long can I stay on a visitor visa?
FR visas usually allow holders to remain in Taiwan for 60 days. Extendable visas may be extended for a
maximum stay of up to 180 days. If your visas are non- extendable or when no further extensions are
granted, you must leave Taiwan to obtain a new visa.
4 Citizens of the following 40 countries are granted 90-days visa exempt entries:
Austria, Belgium, Bulgaria, Canada, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France,
Germany, Greek, Hungary, Iceland, Israel, Ireland, Italy, Japan, Korea, Latvia, Liechtenstein, Lithuania,
Luxemburg, Malta, Monaco, Netherlands, New Zealand, Norway, Poland, Portugal, Romania, Slovakia,
Slovenia, Spain, Sweden, Switzerland, UK, USA, Vatican City.
5 My country is on the list of 90-days visa exempt countries. Can I come to study at MTC without
applying for a visa?
90-days visa exempt entry allows students enough time to complete one terms study with MTC. However,
you may miss a few days of class depending on the date of your entry, please consult MTCs calendar
(pp. 21-22) before making your travel plan. Make sure your passport is of at least 6 months validity upon
entry, and you must present a confirmed seat reservation for departure to immigration officers.
Attention: As visa exempt entry is not extendable, if you want to re-enroll, you must leave and enter again.
If you plan to study in Taiwan for a longer period of time and do not wish to leave Taiwan every 90 days,
we still recommend that you obtain an extendable visa before coming to Taiwan.
6 I want to study for 3 terms or more. Can I stay longer without having to leave the country?
After four months of consecutive study, students in good academic standing who wish to study for three
terms or longer with MTC may apply for a resident visa. With a resident visa, they may apply for an Alien
Resident Certificate (ARC). Please note that the Ministry of Foreign Affairs sometimes requires a guarantor
before a resident visa can be issued. MTC does not act as a guarantor for any student.
7 Important Reminder:
If you enter Taiwan on a FR (language study) visa, please do not enroll in the evening time (18:30 or 17:20)
classes.

Arrival
Buses from Taoyuan International Airport to Taipei are frequent, which cost between NT$130 and $150. You
may get off at the Taipei Main Station, take MRT (Taipei's subway system) or a taxi to MTC from there.
By Taxis:

Accommodation
1 Does MTC provide dormitory to students?
MTC does not provide dormitory to students. Students usually stay in a hostel for a few days and look for a
long-term accommodation. For the list of recommended temporary stays, please turn to p.12 or visit MTC
website ("Living in Taipei").
2 Will MTC help me find accommodation?
MTC collects rental ads around the neighborhood. Students may look up the ads in the Office 612 when
they arrive.
3 How much does the average rent cost in Taipei?
Rents for individual rooms in Taipei are around NT$9,000 to NT$ 20,000 per month.Security deposits
usually amount to one or two months.
4 Where can I also find info about accommodation?
You may find rental ads in English on (1) tealit.com;(2)forumosa.com;(3)taipei.craigslist.com.tw. To find a
hostel in Taipei, search on hostelworld.com. 591.com is one of the largest Taiwan rental sites in Chinese.

Living Costs
Tuition excluded, living costs in Taipei are about NT$18,000 to NT$28,000 per month. Before arrival, MTC
recommends you to prepare at least NT$ 90,000 to cover your tuition and living expenses for 3 months stay.

Cash & Credit Cards


Most Taiwan banks are connected to the Cirrus or Plus network, which generally accept foreign bank
cards aligned with these systems. Credit cards are accepted by most chained stores and some restaurants.
However, daily withdraw limits at ATMs for foreign cards are NT$20,000 or less. Foreigners also can open a
local bank account to receive funds wired from abroad.
We recommend you to bring some cash or travelers checks of major world currency with you as some
large amount payments must be paid in cash, such as rents and deposits. Cash or travelers checks in the
currencies of USD, Euro or Yen can be exchanged in most banks.

Climate & Electricity


Taipei's climate is subtropical, and it is usually humid throughout the year. Summers, from May to September,
are around 32C. Winters are short, usually lasting from mid-December to February, and chilly (between 10
and 20 C) Electrical current is 110 volts, 60 cycles, AC.

Health & Insurance


The group policy for MTC students covers hospitalized stays caused by illness or injury. NTNU health center
also offers simple treatments to MTC students free of charge. For more serious illness, students need to go to
hospitals. Most hospitals have English speakers on staff. Foreigners holding an ARC must join the ROC national
health insurance program. Those insured can enjoy low-cost medical services for a monthly insurance
premium of around NT$680.

Dining & Getting Around


Taipei is a lively and cosmopolitan city with a convenient, cheap, and clean public transportation system
taking travelers to almost every corner of the city. Convenience stores, shopping malls and supermarkets are
usually just a few steps away. From the finest restaurants offering Chinese and exotic cuisines to inexpensive
small diners, choices for dining are abundant. It is also one of the safest cities in world, and locals are friendly
and helpful to foreigners.

Sightseeing & Entertainment


Residents in Taipei can enjoy natural scenery and cultural activities easily. Yangmingshan National Park is just
40 minutes away by bus. Taipei City itself, the cultural center of Taiwan, is the location of many good theaters,
cinemas and museums in Taiwan. MTC also organizes frequent excursions and field trips for students.
