Disaster Risk and its relationship with

Urban and Water Sector in Southeast Asia

31/10/2014

High Disaster Risk in Southeast Asia

Most hazard prone regions of the world

Significant loss of life and property;

hazard risk considerations are ignored

High trans-boundary hazards risk

Impact of disasters extend beyond

directly affected populations and
geographical areas

Urbanization and Disaster Risk in Southeast Asia

Growing disaster risks in rapidly expanding urban areas

High population density in coastal areas

Infrastructure deficit and poor maintenance
Degraded ecosystems and low proportion of green urban space
Weak land use planning and enforcement of regulations

Climate change will further increase the risk

31/10/2014

Water and Disaster Risk in Southeast Asia

Water related disasters continue to

cause significant loss of life and
property

Resilience to water-related disasters is

identified as one of the 5 key
dimensions to indicate national water
security

ADBs Approach to Disaster Risk Management

in Urban and Water Sector Operations

31/10/2014

ADBs approach is guided by

Environmental (green), equity

(inclusiveness), economic
(competitiveness) issues.
Disaster risk is integral to each

Disaster risk reduction,

climate change adaptation,
disaster risk financing

Integrated water resources

management, incorporating
actions to reduce floods,
drought risk

ADBs Approach to Manage Disaster Risk in Urban and Water

Investments in disaster resilience embedded in investments

Mix of hard and soft solutions , social aspects, and use appropriate technology

Strengthen institutions , partnerships and capacity

Examples from South East Asia

Urban and Water Sector Operations

Secondary Cities Development Project, Viet Nam

Geographic focus: 3 Cities (Tam Ky, Buon Ma, Ha Tinh)

Issues: Limited urban infrastructure, Degrading environment quality, Vulnerability to storms,

floods and typhoons

Mix of hard and soft interventions - 11 subprojects to improve climate resilience and
environment quality
integrated solid waste management;
urban road upgrading for connectivity and evacuation during storms;
flood dykes for increased protection of communities and land,
drainage channels and regulating basins for flood protection and storm water management

Strengthening capacity in integrated urban development, environment planning, CCA

Opportunities for use of technology in disaster resilient

infrastructure

Opportunities for use of technology in Resilient Infrastructure

Project Identification
To identify disaster risk in the project area ( e.g. space based technology to identify hazard prone
areas)
To identify impact of disaster events which could help develop post-disaster assistance (e.g.
remote sensing images of disaster impacts)

Project Preparation
To assess disaster risk (e.g. disaster risk modeling, crowd sourcing to develop disaster exposure
database)

Project Implementation
To use disaster resilient construction technology
To use Information and communication technology in improving early warning systems (e.g.
Mobile phone)
