Metodologa desarrollada
para la evaluacin del Riesgo
RIESGO:
La probabilidad de prdidas catastrficas o las prdidas esperadas
debido a los efectos sufridos como consecuencia de la actuacin de
un agente sobre una regin en un periodo de tiempo determinado.
Agente (hazard): evento, fenmeno fsico o humano,
que puede provocar daos
Incertidumbre (likelihood):

Dynamics are changing in ALyC and, as result, impacts will be derived in the next decades.
Wave climate and related variables are changing linearly while other variables (sea temperature, sea
level rise, salinity) are experimenting an acceleration in the last decades.
Regarding sea level rise, statistical trends show a widespread increase in the mean sea level reaching
less than 0.2 m in average for 2070. However, in a scenario of 1 m of increase, many population and
ecosystems will be affected in a non-homogeneous way for each area. Concerning sea level rise, interannual variability is an important factor to be taken into account in the region as, for instance, in Ecuador
the Nio of 1998 supposed more than 2 times the expected statistical increased in sea level.
Wave climate is changing although an increase will not be generalized. For instance, an increment of
0.5 m in the Hs12 will increase the probability of occurrence in about 0.5 and 0.7 in South of Brazil and
Montevideo respectively, for example.
Not only the mean conditions are changing but also wave extremes are being modified. Extreme waves
will not be so rare (lower return periods) in the future. This translates in a reduction of port reliability.
Note that the same trend means different consequences in different zones. Uruguay will suffer of
higher waves but can not be considered as a severe wave climate region. This translates in an
important relative increment in the dynamics.
Storm surge shows changes in the extreme values. Although Montevideo presents the highest values
of SS for a return period of 500 years and will experiment the greatest trend, in terms of probability of
future extreme surges, it will not be the most affected area. For instance, South of Brazil and Chile, will
be more affected in terms of extreme events recurrence.
Extreme flooding levels will not be so rare in a few decades. South of Brazil and Uruguay, which
present the highest return periods in coastal flooding, are also experimenting the greatest increase of
the studied domain.
Population distribution is a factor that will imply different consequences in a scenario of 1 m rise of
sea level. Argentina presents few people living below 1 m influenced area (though it is the 2nd country
with people living in the coastal zone) compared with Brazil where the highest percentage are living in
that range.
Beaches will suffer of widespread erosion in long-term induced by a sea level rise and the
modification in wave heights intensity and direction. For instance, values between 10 and 20 m of
erosion, in the long-term, are expected in most of the domain for 2014. Tourism and defensive
functions of beaches will be at risk.
Coastal typology must be taken into account for evaluation of coastal risk, as one function of
beaches is the protection of adjacent urbanized and consolidated urban areas. Brazil and the
Caribbean areas will be at higher risk of erosion and flooding in the urbanized low-lying areas
adjacent to the sea.
Coral reefs, already very stressed in the region, will be exposed to increments in the sea temperature
and probability of bleaching will be higher. Coral reefs in other areas, like Brazil, not currently affected
by bleaching usually is expected to be as the probability of one degree of increment in the
temperature is specially expected in that area.
Port reliability and operability will be affected as the extreme and mean wave regime is being
modified.
Inter-annual variability seems to be significant for the variables analyzed. The simple model
proposed for the study of the influence of the climate indices can account for changes in the variables
per unit of change in the anomaly of a certain index.
