spokesman did, because when he stood
before the commissioners and made his
report, it looked like this, and the tone was
completely different:

improvement, while KGNB stated that most
who took the survey are satisfied. Thats what

KGNB employee to the committee didnt hurt
when it came time to make the Countys current

As for the e-newsletter, approximately
31% said theyd prefer to get their County
news that way, with another 19% preferring
standard e-mail. It should be noted that
everyone involved seems to agree that
County News means whatever the County
publishes on its own behalf. We consider
those items press-releases, and not news at
all. County information would be a more
accurate descriptor.
As for the method most people use to
get their County information, KGNB stopped
reporting with the 17% that got theirs from
Emails, although an equal number got their
info from Neighbors or Friends (we call that
rumor), with 14% getting theirs through a
newspaper, 12% through the County website,
11% through Social Media, and about 8%
from Radio. Eight percent? Uh oh.

stopped with the 17% email thing. Oh man.
Im sorry I brought that up. Hey, KGNB, let me
make that up to you. Radio and Newspaper
tied for where people get their general news,
with 13% each. Still a point behind Emails
at 14% and waaay behind the Internet, which
pulled down 22%. But 13% is still good, right?
RIGHT? Sure it is. Here, have a balloon.
Anyway, heres the report as presented
to the Commissioners, odd punctuation intact.
Its not terribly negative, which causes us to
wonder why KGNB went all sunshine and
rainbows on it. Probably habit.
Sections of the county are disenfranchised
from county information due to geographic,
demographic, and technological factors. (This
means they cant get a paper that covers the
County, or they cant get KGNB, or they dont
have internet, or they dont have neighbors or
friends to provide them with unreliable, secondhand data. If this were truly the case, none of the
solutions proposed below could correct that.)
It is very difficult to ensure reaching all
residents, and no one communication channel
effectively covers the entire county.
The level of public interest in county
developments varies, but most residents do
not independently go searching out county
information. Despite this, the county has
an obligation to do everything feasible to
provide information to the publicto go
where the people are.

Communication Issues
1. The county has a number of positive
communication venues in place, but their
effectiveness is limited. The common tread here
is a lack of staff time and expertise needed to
develop information and then to promote both
its distribution to and use among the public.
2. County departments employ different
communications techniques (e.g. some use
Facebook, some have their own web sitesmost
do not). Having different departments handling
their own communications and doing things
differently raises questions about the consistency
in how the public gets information and how
that information is presented.Communications

d) Establish and lead a county Public
Information Team that meets periodically to
discuss communication issues and to provide
training to county staff.
e) Make presentations to community
groups in the county.

The French historian and philosopher


Michel Foucault put forth that, in history,
nothing is insignificant. There are no big or
small events, no macrocosm vs. microcosm.
For Foucault, a study into areas previously
overlooked, such as a societys concepts of
sexuality, offer a more complete picture of
societys moral views, actions and conflicts,
and how those views relate to and with the
world around them. Just as importantly, such
historical undertakings help breakdown
misconceived notions of history. Foucault
found, for example, that Victorian society was
not as sexually repressed as popularly thought.
Thus, there is nothing insignificant about
a whorehouse.
The long history of the infamous Chicken
Ranch of La Grange is, according to author
Jayme Blaschke, the story of Texas.
It parallels the evolution of Texas as a
culture and society, Blaschke said. Every piece
of history is reflected in the Chicken Ranch.
The story of the Ranch and its demise is a
reflection of power structures, clashing cultural
mores, urban vs. rural conflicts and the power
of television media. The story is also one of the
people involved, strong personalities whose
battle mirrored such growing chasms.
At first glance, Blaschke would seem
like an unlikely writer to take on such a
challenging historical subject. The author is
known for his Science Fiction/Fantasy work
and is acquainted with such famous writers
as Neil Gaiman, Terry Pratchett and Brad
Meltzer. However, Blaschkes journalism
background gives him a keen understanding
of the necessary tools for historical research:
how to obtain and recognize facts.
The author, who grew up a short distance
from La Grange, was pulled into the subject
not just by his interest in the subject, but

the offense he felt by the shoddy work of a


previous book on the Ranch.
Naturally, the Chicken Ranch is best
known as the source for the fictional play
and film, The Best Little Whorehouse in
Texas. Yet, the only non-fictional work thus far
published about the Ranch was Jan Hustons
The Chicken Ranch.
That book is mercilessly unburdened by
anything approaching fact, Blaschke said. It
was an excruciating read. I was offended.
Blaschke noted Huston interviewed none of
the principals, who were still alive at the time, and
relied on anonymous sources. The book offered no
citations, references, or footnotes and contained
what Blaschke called outlandish stories.
As an example, he mentions the story of
Mrs. Swine, who is referred to as the first madam
of what became the Chicken Ranch. Blaschke
said that his research could find absolutely no
reference to Mrs. Swine prior to Hustons book.
There is no historical evidence, nothing,
he said. There is no letter, no newspaper
reference, not even a book or article that
references this character prior to 1980. More
than likely, she never existed. But everyone
accepts this story as historical fact. Of those
who accepted this story is the Texas Handbook
Online, which is usually recognized as a solid
source regarding Texas history.
After some time complaining about
Hustons book and the need for a valid work on
the Chicken Ranch, Blaschkes wife, Lisa, told
him to stop grousing and write the book himself.
Blaschke said he expected the research to
take no more than six months, but instead took
years and yielded the manuscript, Texas Had
a Whorehouse in It: Truth, Lies and Legacy of
the Infamous Chicken Ranch.
The authors first task was to try and track
down the Ranchs last madam, Edna Milton

Chadwell, whom he eventually found in Phoenix.


After speaking to her over the phone, he, Lisa
and his brother traveled to Phoenix to spend a
couple of days with the legendary madam.
She was an interesting character,
Blaschke said. We were sitting in her living
room, and there were several end tables and
each one had a big glass ashtray, which were
all full. She chained smoked one after another,
she was relentless. She smoked three packs a
day, and this while she was 82 years old.
Miss Edna wanted a truthful book written
about the Ranch, Blaschke said, but she still
had that restraint to protect the clients.
She was always in control, he said. If
it was something she wanted to talk about,
she would hold forth. If she didnt want to talk
about it, she would change the subject. She
was an unreliable narrator.
One example the author gave was when
Miss Edna said that in her first year as madam,
1961, she went through 500 women, whom
she claimed to chase off for not following the
rules. When Lisa Blaschke asked Miss Edna
to clarify that number, the madam leveled her
gaze and said, I didnt stutter, did I honey?
We could see some of that madam in her,
Jayme Blaschke said. You didnt challenge her.
After the Chicken Ranch closed, Miss
Edna sold the rights to her story for the play
($40,000), had a non-speaking role in the
Broadway and London productions, did a stint
as a restaurant hostess and married twice.
She was a woman who started with
nothing and had a really rough life, Blaschke
said. She made some poor decisions, sure,
but she was put behind the 8-ball many times
by forces beyond her control. And the people
who should have been looking out for her,
werent necessarily doing so. She overcame
all that and lived an interesting life.

However, Blaschke notes that we shouldnt
get too carried away with the myth and keep
in mind that Miss Edna wasnt a kindly,
heart-of-gold prostitute and was a very strict
disciplinarian. But she was also very defensive
and protective of her women.
What became the Chicken Ranch had
its possible origins in 1844. However, as
the Temperance Movement in the early 20th
century forced the closure of several brothels
in cities throughout the country, the brothel
was established at its known location, outside
of La Granges city limits, in 1915.
The original madam, Miss Jessie Williams,
established the working structure of the brothel
that would continue until it was closed in 1973.
She developed a working relationship with
the sheriff and they really went by the book,
Blaschke said. She would schedule her women
to have weekly medical checkups. Fayette
Countys medical district was set up just for that
reason. There would also be regular reports to
the grand jury so the sheriff could show there
was no organized crime at the brothel. As well,
the brothel gave generously to local charities
and bought all of its goods in town.
The close relationship between madam
and sheriff continued after Miss Edna bought
the property from Miss Jessie, partly for
protection and partly because law enforcement
found the Ranch a good source of information.
While the relationship between Miss Edna
and Sheriff Jim Flournoy was not the heavy
romantic one portrayed by Dolly Parton and
Burt Reynolds, it was a close. So close, in
fact, Blaschke notes that Miss Edna would hire
deputies to direct weekend traffic to the Ranch.
They were confidants, at least, Blaschke
said. He looked out for the brothel and Edna.
When producers came to obtain the rights to his
part in the story for the play, he had them give his

share ($40,000) to Edna. They were both very
closed-mouthed about each other, so any concrete
evidence of their relationship is hard to come by.
Despite the fact that the Ranch played
host to numerous Texas politicians, collegiate
football prospects and Aggies, and aided both
state and local law enforcement, it was closed
in 1973 after a media blitz by the grandiose
Marvin Zindler, the consumer affairs reporter
for Houstons KTRK television station.
Texas Assistant Attorney General Herb
Hancock, Blaschke said, was convinced by
members of the Houston DPS division that
the Ranch should be closed. However, after
an unapproved investigation turned up no
evidence of organized crime at the Ranch,
Hancock turned to longtime friend Zindler. At
first, Zindler refused but eventually acquiesced.
Zindler, who Blaschke notes had done
much good in his career, was relentless in his
coverage, even asking Gov. Dolph Briscoe
about the Chicken Ranch.
Gov. Briscoe wasnt interested in the
Chicken Ranch, but he was cornered by Marvin
Zindler, he said. Some sources say that
Zindler blindsided Briscoe with questions about
the Chicken Ranch and got Briscoe pinned
against the wall with the cameras rolling.
For the denizens of Fayette County, the
Chicken Ranch had been an accepted part of
the landscape.
In the 1840s, you had waves and waves
of German settlers coming to Texas. Prostitution
in Germany was legal and accepted, and still
is, Blaschke said. They were a familiar with
it and were neutral toward it. Then, in the
1860s, you had Czech immigrants coming in
who were from a somewhat similar culture and
had the same attitudes.
Zindlers bombastic crusade was not
well received by the countys citizens. The

confrontational climax came outside the county


courthouse when Sheriff Flournoy shoved
Zindler and grabbed the reporters toupee.
Zindler eventually sued Flournoy.
At the time, the people in La Grange
were very offended that outsiders were coming
in and telling them how they were supposed
to live their lives, Blaschke said. But it was
bigger than La Grange, and the attention was
focused and centered on Austin.
As the story grew, people began asking
why the government was protecting a brothel,
putting the straight-laced Briscoe and other
officials on the spot. However, the state
government had no authority to close the
brothel, since that authority rested with the
county. Eventually, Briscoe made a personal
call to Flournoy, who then shut it down.
Blaschkes work is thorough and
fascinating, and he has been interviewed
several times on the subject and has given
many lectures. Strangely, though, he is having
trouble finding a publisher, many of whom
arent quite sure what to do with the book.
Some have said the subject had been
done to death, but they just think so because
of the movie, he said. Others said because
there isnt more than one book on it, shows
there is no interest in the subject. Im getting
mutually conflicting reasons.
However, anyone familiar with the publishing
industry should know such thinking is common.
In the meantime, Blaschke and wife Lisa
have published a coffee table book, The
Ghosts of the Chicken Ranch, which contains
several of Lisas stark but intriguing photos of
the remains of the Ranch.

On Ones Improvement
The New Year is a time for resolutions, a time
to look at your life and decide what you could
do to improve it. For my own part, I will be
both quitting smoking and getting back into
shape this year (right afterwards, I plan to start
dating Christie Brinkley). Almost inevitably,
we fail at these banal choices, and even if we
succeeded, where would we really be? Wed
probably be better off if we found a few things
that would really improve us as people to work
on. Here are a few of mine.
I plan to reread Henry Hazlitts Economics
in One Lesson this year. Economics in One
Lesson is probably the most astute and succinct
book on economics ever written. Hazlitt does a
wonderful job of laying out the basic principles
of economics in a way that anyone can
understand. Part of the way that government
increases its own power is by convincing people
to follow plans that include basic economic
fallacies. Its not always easy to see the flaws in
these plans because they are so camouflaged
in distracting plumage. Obamacare at its core
is a desperate attempt to get something for
nothing. Stimulus is just a dressed up broken
window fallacy. Taxation itself is fraught with
perverse incentives. I would like to spend more
time pointing these economic fallacies out in my
columns, and a reread of this Hazlitt book is just
the thing if I plan to do that.
This year, I intend to research some area
that interests me in substantial detail and
become an expert in the subject. This may
sound a bit overblown, but its not really as
difficult as it seems. All too often, we get our
information from secondhand sources without
considering the possible biases we may be
taking in with everything else. Im as guilty of
this as anyone; I try not to be, but time tends to
get in the way. The solution is to go after those

get to these sources is generally to access
them through your local college library, and
my job affords me that access already. (Really,
anyone can do it. Take a single class, or see if
the college offers guest privileges.) I probably
wont choose anything political for this project.
I can think of a few areas I would much rather
study. Becoming an expert is really a matter
of choosing a narrow enough field. Someone
could spend his or her whole life examining
climate change, but some small aspect of the
debate could truly be examined closely.
As strange as it sounds, I want to make an
active attempt to be happy this year. Im beginning
to get to the age where I realize our happiness
has less to do with our circumstances and more to
do with our outlook. I have always been a huge
proponent of the idea of individual responsibility.
Theres no reason why that shouldnt extend to
my emotional state. If I find myself unhappy, I
intend to examine why and fix it. To be clear, I
dont consider myself particularly unhappy now,
but I, like a lot of people, sometimes settle for not
unhappy. This year, Id like to try to make things
different. I will attempt to avoid those things dont
enjoy, seek out the things that I do enjoy, and
enjoy those things that I am doing. In short, I plan
to decide to be happy.
This year, Im going to try to become better
at my job. We all think were doing this all the
time, but experience doesnt always translate
into results. Like most people, I sometimes find
myself looking for ways to make my job easier,
not to do it better. This year I want to actively
focus on the latter. I will examine what Im
doing and try to assess if it is really working. If
its not, it might be best to rethink that aspect of
my job. The hardest part of this will probably
be determining what works and what doesnt
in the first place. Even doing that would be a
step in the right direction.

Lastly, I plan to change my mind about


something this year. It sounds like a small thing,
but most people, myself included, get caught
up in their own ideas. Its hard to reexamine
things you have already decided one way or
another. I dont think of myself as close-minded,
but it has been quite a while since I have
changed my thinking in some significant area.
No one is perfect, so there must be a thing or
two in my personal perceptions that could use
some adjustment. I cant say what this change
will be, but I plan to keep my eyes open. I think
if I spend just a bit more time examining my
premises, I may find an area or two where I
have jumped to the wrong conclusion.
If youre the type who never seems to
get past the first or second week in your New
Years resolutions, you might consider doing
this too. Theres no reason why resolutions
should be tied to clothing size. Think about
what will make you a better person. Does it
really matter if you have that extra pound or
two? Does it really matter if your still lighting up
come December 31st of next year? Wouldnt
learning something new or spending more
time improving your life or the lives of others
make more difference?
Im not sure that this plan will be any
easier than losing weight or quitting smoking,
it might be a good deal more difficult. After all,
this idea relies on doing something instead of
not doing something. At the very least, it should
be a bit more time consuming. My hope is that
the results will be more valuable, though, that I
will be able to hold on to them for longer and
build upon them. I doubt Ill find myself on my
deathbed wishing I had managed to get back
into my skinny jeans.
