INDIAN RAILWAY BUDGET 2013-14 HIGHLIGHTS

The Union Railway Budget for 2013-14 was presented by Sh. Pawan Kumar Bansal, Minister of
Railways on February 26, 2013.

Budget Highlights:

Highest ever plan outlay of 63,363 cr (US$ 11.71 billion)


500 km new lines, 750 km doubling, 450 km gauge conversion targeted in 2013-14.
Setting up of 75 MW capacity windmill plants and energizing 1000 level crossings with solar power
Installation of 179 escalators and 400 lifts at A-1 and other major stations
Upgrading another 60 stations as Adarsh Stations in addition to 980 already selected
Extending availability of the facility of internet ticketing from 0030 hours to 2330 hours
Next-Gen e-ticketing system to be rolled out capable of handling 7200 tickets per minute against 2000 now &
1.20 lakh users simultaneously against 40,000 now

Introduction of executive lounge at 7 more stations, namely, Bilaspur, Visakhapatnam, Patna, Nagpur, Agra,

Identification of 104 important stations for immediate attention to all aspects related to cleanliness

Associate voluntary organizations for providing first aid services at railway stations

Jaipur and Bengaluru


Integration of RPF helpline with the All India Passenger Helpline
Target of Rs 1000 crore (US$ 184.82 million) each fixed for Rail Land Development Authority and IR Station
Development Corporation to be raised through PPP in 2013-14
67 new Express trains to be introduced
26 new passenger services, 8 DEMU services and 5 MEMU services to be introduced
Run of 57 trains to be extended
Frequency of 24 trains to be increased

1. Passenger fares increased marginally: The increase will be by 2 paise per km - suburban and ordinary second
class;
3 paise per km - mail/express second class;
5 paise per km - sleeper class;
10 paise per km - AC Chair Car, AC 3 tier and First Class;
15 paise per km - AC 2 tier and
30 paise per km for AC I.

50% concession in fare in AC-2, AC-3, Chair Car & Sleeper classes to
patients suffering from Aplastic Anaemia and Sickle Cell Anaemia.
Extending the facility of travel by Rajdhani and Shatabdi trains to Arjuna
Awardees.
Travel distance under Izzat Scheme to increase from 100 kms to 150
kms.
SMS on passenger mobile phone in case of e-ticket to be accepted as
proof of valid reservation

6. Introduction of satellite based real time train information system (SIMRAN) to provide train
running information to passengers through SMS, internet, etc.
7. On board passenger displays indicating next halt station and expected arrival time to be
introduced.
8. Introduction of regional cuisine at affordable rates; launching of Book-a-meal scheme to
provide multiple choice of meals through SMS or email.
9. Introduction of coin/currency operated ticket vending machines.
10. 75 new Express trains to be introduced. 21 new passenger services, 9 DEMU services and 8
MEMU services to be introduced. Frequency of 23 trains to be increased.

75 additional services to run in Mumbai suburban; 44 new suburban services to be
introduced in Kolkata area, 50 new services to be introduced in Kolkata Metro; 18 additional services
in Chennai area.

725 km new lines, 700 km doubling, 800 km gauge conversion and 1,100 km electrification
targeted in 2012-13.
13. Rs 6,872 cr provided for new lines, Rs 3,393 cr for doubling, Rs 1,950 cr for gauge
conversation, Rs 828 cr for electrification.
14. Introduction of a Green Train to run through the pristine forests of North Bengal.
15. Setting up of 200 remote railway stations as green energy stations powered entirelyby
solar energy.

16. Over one lakh persons to be recruited in 2012-13 backlog of SC/ST/OBC and other
categories to be wiped off.
17. Introduction of a wellness programme for railway staff at their work places.
18. Ensuring proper rest for skilled and technical staff including the running crew.
