RecordingofIncineratorCapacityontheSupplementtotheIOPPCertificate

Since1January2011theincineratorcapacitytobegivenontheIOPP
certificatehasbeenanissueofdiscussionamongPSC,classsocietiesand
others.Thisnewslettertriestodescribethesituation,theDNVpractiseandthe
wayforward.
The2006MARPOLconsolidatedversion,MARPOLAnnexI,AppendixII,describestheformofthe
IOPPCertificateandSupplements.Undersection3.2.1ofbothFormA(ShipsotherthanOil
Tankers)andFormB(OilTankers),theincineratorcapacityisstatedinl/h.
However,ResolutionMEPC.187(59),annex2,whichenteredintoforceon1January2011,
introducedamendmentstotheSupplementinwhichheatunitsarethemeasureofincinerator
capacityinkWorkcal/h.
ResolutionMEPC.76(40)ontheStandardSpecificationforShipboardIncineratorsstipulatesthat
kW,kcal/horkg/hshouldberecordedontheincineratortypeapprovalcertificate.Thisappliesto
thecertificateforincineratorstypeapprovedafterSeptember1997.
DNVisnowexperiencingthattheuseofdifferentunitsofmeasurementintheabovementioned
regulationandresolutionsiscausingconfusionamongcrews,PortStateControlOfficersand
RecognizedOrganizations.
DNVhasrecentlynotedthatPortStateControlofficersarerelyingontheMEPC.187(59)and
demandingthatkWorkcal/histheonlyoptionforrecordingincineratorcapacity.
Convertingcapacityvaluesfromkg/horl/htokWorkcal/hdependsonthecalorificvalueofthe
oilresidues(sludge)usedduringthetypetesting.Intheabsenceofrequireddatafromthe
equipmentmanufacturertheconversionwillnotbeaccurateandthereforetheDNVsurveyor
shouldrefrainfromdoingsuchconversion.
DNVbelievesitisacceptabletorecordincineratorcapacityonFormA(ShipsotherthanOil
Tankers)andFormB(OilTankers)eitherinvolumetricterms(l/h)orasaunitofheat(kWor
kcal/h)orweight(kg/h)measurement.
DNVhaspresentlyfouroptionsinourFormAandFormB,whereeitherl/h,kg/h,kWorkcal/h
canbeusedforthecapacity.Thefigureusedistakenfromtheincineratorstypeapproval
certificateandmostoftenforolderincinerators,thisisgiveninl/h.IfvaluesareavailableinkW
orkcal/h,theseshouldbeused.
Hence,forvesselswheretheincineratorcapacityisgiveninmeasuresotherthankWorkcal/h,
thereisnoeasysolutiontochangethevalueintheSupplementtotheIOPPCertificate.
TheInternationalAssociationofClassificationSocieties(IACS)hasagreedtoraisethismatterat
thenextMEPCmeeting(intheendofFebruary2012)withtheaimtoobtainacommonIMO
interpretationoftheissue.
