1. An application to re-occupy the existing space is required where no building alterations are intended or where
no modifications are required for a change of use.
2. A Building Permit is required for interior alterations. Plans shall be submitted for permit review by the Chief
Building Official for conformance with the Ohio Building Code and necessary permits obtained.
3. Handicap parking with van accessibility and curb ramps shall be provided and be designed in accordance with
Chapter 11 of the Ohio Building Code. Handicap signing and mounting heights shall be detailed on the plans.
Signs shall be mounted to a 7 height to bottom of sign.

Lake County Humane Society proposes to expand their operations to an adjacent tenant space
located in unit E of the rear building at 7560 Tyler Boulevard. The annex building will be used for
administrative offices, dog training classes, quarterly animal clinics and animal grooming. Per
Chapter 1155.01 Schedule of District Regulations (o), animal clinics, training and grooming uses
are conditionally permitted as similar uses to animal hospitals and clinics in the M-1, Light
Manufacturing district. A Re-Occupancy Permit was issued in in November of 2014 to the Lake
County Humane Society to utilize the existing tenant space for an office use.
The Humane Societys current hours of operation are Monday and Thursday from 12:00 P.M. to
7:00 P.M. and Tuesday, Friday, Saturday and Sunday from 12:00 P.M. to 5:00 P.M. According to
the applicant, the annex facility will offer dog training classes for approximately ten (10) dogs,
twice a week starting in the spring of 2015; the classes will be offered during the evening and
weekend hours. On weekends, the facility will provide scheduled low cost vaccines and
microchip installation. An animal grooming office provides an area for grooming shelter animals
to make them more adoptable and a place for the general public to bring their pets to be groomed;
the proposed hours will be during the normal daytime business hours. The annex facility will also
be utilized as office space for holding small events that provide education on animal welfare topics
and a space for their monthly board meetings.
The applicants floor plan indicates there will be three (3) offices and a grooming/veterinarian
room (10 ft. x 16 ft.) located on the west side of the unit. The unit will have a storage room
located at the rear of the building. The rest of the space will be used as a dog training
area/meeting room.
The site plan indicates 100 parking spaces are provided for the four (4) multi-tenant industrial
buildings. The parking code requires a total of 99 spaces for a multi-tenant industrial building
based on a two (2) space per 1000 sq. ft. ratio. By providing the majority of their clinic and
training in the evening and weekend hours, there should be sufficient parking to accommodate all
tenants within the buildings.
