RULES AND REGULATIONS ARCTIC COUNCIL YOUTH ART CONTEST 2015

Section 1: Contest Overview


The Government of Canada (Canada), on behalf of the Arctic Council, wants to challenge the
young people of the Arctic region to show off their artistic talents in the Arctic Councils Youth
Art Contest (Contest). Contestants will be invited to create an original two-dimensional
artwork in any medium, with the exception of photography.
The contest theme is Development for the People of the North, in celebration of Canadas
Arctic Council Chairmanship (2013-2015). To learn more about the Chairmanship please visit:

Contestants can draw inspiration from the work of the Arctic Council by visiting its website at:
www.arctic-council.org.
Each Arctic state and Arctic Council indigenous Permanent Participant organization will select
up to three (3) submissions, which will become part of the Display Phase of the Contest. During
the Display Phase, artwork will be shipped to Ottawa, Canada to be exhibited at the Arctic
Council Ministerial showcase event on April 23-24, 2015. Winning entries will be decided on at
the Ottawa showcase event. The artwork may also be displayed at other locations between April
25, 2015 and August 31, 2015 to further celebrate the end of Canadas Arctic Council
Chairmanship.
By submitting an entry to the Contest, each contestant agrees to be bound by the terms of these
Rules and Regulations.
Section 2: Eligibility
To be eligible, contestants must be between the ages of 18 to 25 as of April 1st, 2015, and be a
current resident of one of the eight Arctic states1.
Section 3: Submission of Entries
Each contestant may submit only one (1) entry to the Contest. Indigenous contestants who
identify with one of the Arctic Councils six Permanent Participant (PP) organizations2 must
choose whether to submit to the Arctic state in which they reside or to the PP organization. For
example, if a contestant is both a resident of the United States and is Gwichin, they can decide if
they would like to enter via the United States or the Gwichin Council International. Nonindigenous contestants must submit to the Arctic state in which they reside.

The Arctic Councils member states are: Canada, Kingdom of Denmark, Finland, Iceland, Norway, Russian
Federation, Sweden, United States of America

Permanent Participants of the Arctic Council are as follows: Arctic Athabaskan Council, Aleut International
Association, Gwichin Council International, Inuit Circumpolar Council, Russian Association of Indigenous Peoples of
the North, and Saami Council.

Photographs of eligible entries are to be sent electronically to the appropriate Arctic state or
Permanent Participant contact point.
The digital image of the submitted artwork must be a clear image of the work taken without a
flash and saved as a JPEG file with a minimum resolution of six (6) megapixels. The last
(family) name of the contestant should be included in the file name of the submitted JPEG file,
and the title of the work must be included in the email along with a maximum three (3) sentence
explanation of the inspiration for the work.
Contestants must also submit an electronic copy of a government-issued picture identification
(such as a drivers license or passport) to verify their compliance with the age and residency
requirements of the Contest.
Contestants acknowledge that certain information, such as name and residency, will be used as
part of the Contest and made publicly available, specifically during the Display Phase to identify
the creators of artworks. Contestants whose artwork is selected for the Display Phase of the
Contest will be required to sign an information release form.
Section 4: Artwork Guidelines
Any artwork submitted by a contestant must be an original concept and creation of that
contestant. The digital image submitted by a contestant must be of an artwork which is a twodimensional artwork in any medium, with the exception of photography, on material that can be
framed, such as paper or canvas, and which has dimensions no larger than 24 x 24 inches (60.97
cm x 60.97 cm) unframed, in either landscape or portrait format, and weighs no more than two
(2) kilograms. The artwork must be capable of being rolled into a tube for shipping purposes.
Submitted entries must not infringe, misappropriate or plagiarize the rights of anyone else.
Artwork may not contain third-party material.
No artwork with subject matter that is pornographic, defamatory, offensive, libelous, hateful,
discriminatory, or that encourages criminal behavior will be accepted.
Section 5: Ownership and Use Rights
Artwork selected and shipped to Ottawa for the Display Phase of the competition (April 23-24,
2015), may also be displayed, at Canadas discretion, at other locations between April 25, 2015
and August 31, 2015. The cost of shipping artwork to Ottawa will be covered. Artwork will only
be returned to the contestant if the contestant arranges for his/her piece to be shipped back at
his/her own cost by August 31, 2015. Otherwise, these works will become the property of
Canada to use, display and/or distribute as it sees fit. All copyright of the selected work will
remain with the artist.
Contestants whose artwork is selected for the Display Phase of the competition, and who provide
that original work to the relevant Arctic state or Permanent Participant organization for shipping
to Ottawa (finalists), consent to the use of the artwork (including any digital images of any
artwork submitted) for the purposes of promoting or conducting this Contest without payment or
consideration.

Finalists also grant the Arctic Council (including the individual Arctic states and the Permanent
Participant organizations) the right to use their name, image, likeness, biographical materials or
artwork for publicity and promotion purposes without compensation, unless prohibited by law.
Each finalist hereby grants Canada an irrevocable, non-exclusive, royalty-free, perpetual and
worldwide license for the artwork submitted by such contestant in any medium (whether now
available or hereinafter developed) and to publish, distribute, transmit and otherwise exploit such
reproductions in Canada or the Arctic Councils publications or for any other purposes
associated with the Contest.
No reproductions of the artwork shall be made by the Arctic Council, its members (i.e. the Arctic
states or the Permanent Participant organizations) or subsidiary bodies for commercial gain.
Section 6: Selection and Judging
The selection of submissions for the Display Phase of the competition will be determined by
each State and Permanent Participant organization at their discretion, consistent with these Rules
and Regulations.
The artwork selected and shipped to Ottawa will be judged by a panel of up to three (3) experts,
based on its creativity, quality of artistic composition, and interpretation/clarity of the given
theme.
Winning entries will be announced by April 24, 2015 at the Arctic Councils Ministerial
showcase event taking place in Ottawa, Canada.
Section 7: Prizes
Three (3) merchandise prizes, with a maximum total value of CAD 1,500, will be awarded to the
1st, 2nd and 3rd place winning entries.
Each prize is non-transferable and must be accepted as is, and may not be substituted for another
item or exchanged, in full or in part, by the finalist. Canada has the right to substitute prizes of
equal or greater value at any point throughout the course of the Contest.
Section 8: Misconduct & Malfunctions
Canada has the right to reject or cancel any entries that: are incomplete or duplicative; are false
or deceptive; violate any law or regulation; do not abide by these official rules; are missing any
of the information requested in these rules as part of the submission process; or tamper with the
entry or judging process, and the contestant shall have no claim against the Government of
Canada.
Canada reserves the right to terminate or modify the Contest if it cannot be run as planned.
Canada reserves the right to modify these Rules and Regulations as it deems necessary to
conduct the Contest in a secure, fair and proper manner as intended by Canada and on behalf of
the Arctic Council and no contestant shall have any claim against the Government of Canada.

The Government of Canada is, to the fullest extent permitted by applicable law, not responsible
for (i) any entries lost due to technical failures of any kind (ii) any unauthorized electronic or
human intervention in any part of the entry process or Contest activities; (iii) any error that may
occur in the administration of the Contest (iv) any injury or damage to persons or property (v)
any incorrect or inaccurate information which may occur in the processing of submissions in the
Contest, (vi) any theft or destruction or unauthorized access to, or alteration of entries, (vii) any
personal injury or other loss or damage that may be incurred by a contestant or anyone else as a
result of the receipt or use of any prize awarded in the Contest.
Canadian law applies and the exclusive jurisdiction of the Canadian Courts shall prevail.
LIMITATION OF LIABILITY
BY PARTICIPATING IN THIS CONTEST, EACH CONTESTANT WHO SUBMITS
ARTWORK, TO THE FULLEST EXTENT PERMITTED BY APPLICABLE LAW,
RELEASES AND HOLDS CANADA AND EMPLOYEES OF CANADA (HEREINAFTER
THE GOVERNMENT OF CANADA INDEMNITEES), HARMLESS FROM ANY AND
ALL LOSSES, DAMAGES, RIGHTS, CLAIMS, ACTIONS OF ANY KIND IN
CONNECTION WITH THE CONTESTANTS INVOLVEMENT IN THE CONTEST
AND/OR IN CONNECTION WITH THE CONTESTANTS SUBMISSION OF AN ENTRY,
ACCEPTANCE, POSSESSION OR USE OF THE PRIZES, INCLUDING, WITHOUT
LIMITATION, PERSONAL INJURY, DEATH, AND PROPERTY DAMAGE, AND ANY
CLAIMS BASED ON PUBLICITY RIGHTS, DEFAMATION, DISPARAGEMENT,
INTELLECTUAL PROPERTY INFRINGEMENT OR MISAPPROPRIATION, OR
INVASION OF PRIVACY.
