1. Your background and the LGBT community


Please share any experience that illustrates your understanding and interest of the
needs of LGBT Dallas residents.

For the past 21 years I have been working in the community and involved with a
wide range of organizations. As a result, I have gained a tremendous amount of
knowledge and appreciation for all residents and look forward to learning more to
ensure that I understand the needs of all Dallas residents, including the LGBT
community.
Stonewall Democrats of Dallas seek to inform members of the LGBT and Democratic
Party community of candidate's political background. Our organizations by-laws
require us only to consider candidates with Democratic Primary voter history or or
affirms their party affiliation via an oath of allegiance to the Democratic Party. Do you
qualify or would you be prepared to sign an oath of allegiance form from the Dallas
County Democratic Party?

The Dallas City Councilmembers are elected on a non-partisan basis, however I will
sign an oath of allegiance form from the Dallas County Democratic Party.

2. Creating an inclusive community


Cities compete for residents, tax payers, conventions and new businesses/economic
development. As a member of the Dallas City Council, how would you insure that
Dallas can compete effectively with other cities in the area of LGBT inclusion?

As a councilmember I will advocate for and support policies that allow Dallas to not
only remain competitive, but make sure that we are operating in an effective and
efficient manner exhibiting excellent service for all residents of the City of Dallas.
Would you recruit and consider qualified LGBT constituents for your commission and
board appointments?

I believe that everyone has a voice, issue and/or concern that is unique to him or
her; and they expect their elected representatives to address those issues or
concerns and be representative of their voice. It is my goal as Councilwoman for
District 7 that all constituents concerns are addressed and needs are met. I am
willing to appoint anyone on a city board or commission that I believe is
representative of District 7 and qualified to fulfill the position.

Will you support the Dallas City Council's resolution for marriage equality and also a
statewide ban on LGBT employment discrimination?

I support the comprehensive statement of support that the Dallas City Council
passed in 2014 and I also support a statewide ban on LGBT employment
discrimination.
Mayor Rawlings has refused to join the nationwide effort of mayors of 300 cities and
32 states to become a member of Mayors for the Freedom to Marry. This effort is
chaired by Mayors of Boston, New York City, Houston and Los Angeles. Would you
actively lobby and take action to encourage Mayor Rawlings to join this effort? (Please

I would meet with the Mayor to better understand the goals of the above mentioned
coalition of Mayors as well as gain an understanding of our Mayors position.

3. The City of Dallas as a LGBT inclusive employer


The private sector has seen a large increase in policies and benefits for LGBT
employees, how should the City of Dallas remain competitive to attract and retain top
LGBT talent?

I am a proponent of any non discrimination policies that are established to provide


a conflict free work and harassment free environment; that will ensure that we are
competitive in retaining all talent as we strive to be a world class city.
Do you support comprehensive transgender inclusive health benefits and as a council
member work with the City Manager to implement such benefits?

I support ensuring that city employees have health benefits and ensuring that the
City of Dallas policies relating to health benefits are fair for all employees. I would
work with the City Manager and my colleagues on the Council in making sure that
benefit plans are implemented properly.

4. Current Events
The Governor and several state legislators intend to push legislation through to
curtail the current scope of governance of home rule cities like Dallas. This could

remove local control over matters such as drilling within city limits, LGBT protections,
etc. Do you favor or oppose this, and what do you plan to do in response?

I oppose the push from the State that lessens the control of local government on
issues that directly impact their local constituency. I would work with District 7
constituents and the state legislators that represent District 7 to make sure that
our voice is heard.
What are your thoughts on the current campaign finance rules for Dallas elections
which set donation amount limits on people newly seeking office but essentially place
no donation amount limits on incumbents via unrestricted officeholder accounts which
may be used for campaign purposes?

I would not suggest any changes to the current campaign finance rules.
The proposed Trinity Parkway toll road continues to make headlines. Do you see the
Trinity Parkway as an essential roadway project to alleviate projected road congestion
around our downtown core, or are there other solutions that Dallas should be focused
on?

As I continue to listen to the voices of District 7 constituents, I will work to explore


all solutions to relive traffic throughout the City of Dallas with a focus on improving
all modes of transportation.
Given that tax revenue for the City of Dallas should rise this year without a tax rate
increase, what are the top priorities to which these additional funds should be
directed citywide and within your district?

I would place a top priority on infrastructure, economic development, job creation


and public safety.
