Rajasthan set minimum qualification


for contesting Panchayat polls

Rajasthan becomes the first state


in the country to set minimum
v
qualification for contesting Panchayat
polls or ZillaParishad. In this context,
the government had issued an ordinance
viz The Rajasthan Panchayati Raj
Amendment Act in 2014. It sets a pass
in class 8th as the minimum qualification
for a sarpanch (village head) and for
tribal reserved areas where a pass in
class in 5th is required. A pass in class 10
is mandatory for contesting the
ZillaParishad or Panchayat Samiti

Eventhough the scheme is a sound
phenomenon, the government is facing a lot of hurdles in enforcing
the act. It found that during their recent elections many candidates
had furnished fake certificates to the educational norm.
The government is planning to check the use of unfair means.
The government had authorized their District Educational Officers to
attest the educational board certificates submitted by candidates.
However their officers could attest the certificates issued by
educational boards and not those by schools. After the conclusion of
elections, so many complaints were pouring inabout issue of fake
transfer certificates and mark sheets.
In Dausa district alone, 28 elected sarpanch members were found
to have obtained fake documents from a private school which was
unearthed by lodging a complaint by defeated certificates.
Investigations were revealed that the school had issued so far 150
fake certificates to contestants and the government had immediately
arrested the school management members. In view of this aberration,
several posts were still vacant because there are no eligible candidates.
It is also surprising that many candidates were elected unopposed
as there were very few to meet the seat criterion. It is a laudable
phenomenon to fix minimum educational standards for contesting
election which will pave for equipping themselves with the set rules
and regulations and to gain some knowledge.
Other states in the country should also follow this criterion set
by the state of Rajasthan. A minimum qualification of Plus 2 should be
earmarked for candidates contesting for M.L.A or M.P of a constituency
also. Necessary Electoral Laws should be amended and passed by the
Parliament to become a law. This will make our country proud. This
will also avoid contest by all and sundry without any educational
qualifications.

Association), Chennai Corporation, Zone 11, Ward 149 along with
Chennai Metro Water Department is opening a special counter for
collection of Property Tax, Water tax and drainage tax through cheques
for the convenience of user public on Sunday, the 8th March, 2015
between 10 a.m and 1 p.m at their childrens playground. All the

A free two-day training course on Pranahuti Aided Meditation

Enviro issues and solutions


The department of Environment , Govt of Tamilnadu and
Thiruvallur dist Education Dept jointly organised a oneday Training
for 255 NGC/Eco Club teachers of Thiruvallur District including teachers
from Mogappair,Valasaravakkam and Nolambur on 25.02.2015 at Sri
Venkateswara college of Science & Technology, Kolunthalur,
Thirupachur .
Mrs. Divya Shree , Deputy collector(training), thiruvallur dist
inaugurated the training in the presence of V.Gunasekaran, Dist Eco
club coordinator,G.Thangaraj,Dist.Coordinator,NGC , Mr.Alocious
Francis Asst.conservator of Forest and gave instructions to teachers
to follow the environmental awareness practices which will be followed
by the society. She encouraged the teacher coordinators with more
tips and advised teachers to invite philanthraphists and NGOs to take

ttukal Bhagavathy Temple is located two kilometers south-east of the


Sree Padmanabha Swamy Temple. The origins of this temple, which now
conducts the annual pongala festival attended by the highest number of
women devotees in the entire world, still lies concealed within a shroud of
mystery. Recorded history shows no trace of such a temple existing at the
current place before the onset of 19th century ACE.
Legend says that the place was visited by Kannaki to take some rest
after having arrived here via Kanyakumari while on her journey to
Kodungalloor after destroying the city of Madurai with flames of her anger
and retribution for the unjust killing of her husband.. The Goddess at Attukal
is worshipped for being the supreme mother who nurses her devotees as a
mother does her children.The two early factors that spearheaded the growth
of Trivandrum were the Sree Padmanabha Swamy Temple and the various
festivals that were held at this place whose auspiciousness and fame attracted
devotees and priests from faraway lands.
The role of Attukal Devi Temple and the world famous Attukal Pongala
which falls on the ninth day of the ten day festival is immense in gaining
popularity for the City in the eyes of the world. Around 5 million women
offered pongala to appease Kannaki in the year 2011. The growth of
Attukal Pongala as the premier festival that is exclusive for women folk has

shown a sudden surge during the


latter half of the 20th century. You
can still hear old-timers pondering
on how small a festival the Attukal
Pongala used to be; earlier, the
numbers of women who gathered for
the festival were far less and the
pongala was made within the
temple premises and its immediate
vicinities. But since the 1950s there
has been a sudden surge in the number
of female devotees who began
arriving to offer pongala for the
Attukal Devi.
The meteoric increase in numbers
eventually forced the authorities to
start a booking process for those who
wanted to reserve a space near to the
temple itself. Women began arriving
days earlier to the festival, equipped
with utensils, food items, bricks and
fire wood in order to get a cooking
place as close to the temple as
possible for them to offer pongala
to the supreme mother. The
festival happens in the Malayalam
month of Makaram-Kumbham
(February March). Ninth day is
when the Pongala Mahotsavam
takes place. Pongala is the sweet
payasam made from rice porridge,
sarkara, coconut gratings, nuts and
raisins.
The fire for lighting the aduppu
is passed from the priest, who first
ignites the hearth in front of the
temple, onto the women who pass it
along one after the other. The making
of pongala which commences in the
morning, will get completed by
afternoon when the priest will go
rounds, blessing each offering by
sprinkling holy water on them.
Attukal Bhagavathy temple has
come to be called as the Sabarimala
of women. The gathering of millions
of women from Kerala and from the
neighbouring states, irrespective of
their religious and cultural
backgrounds is proof of the
solidarity and unity among the people
in the region. On this day, the rich
and the famous place their hearth
side by side with the common folks.
Attukal Pongala did gain
Trivandrum a place in the Guinness
World Records for being the festival
with the largest gathering of women
in the entire world. But the
significance of Attukal Pongala to the
culture, unity, tradition and the very
existence of the city is even more; in
short Attukal Pongala is a wonder
that is exclusive as much as for the
city of Trivandrum as it is for the
women who submit pongala to
their supreme Goddess.
