ACTION/DISCUSSION

Budget Transfer and Grant Acceptance of US DOJ Awarded Justice


Assistance Grant

Larry Klaus reported on the particulars of the budget transfer and grant
acceptance for the US DOJ Awarded Justice Assistance Grant to LPD for the
purpose of reducing Violent Crime and Neighborhood disorder. This is to
appropriate the Smart Policing Initiative grant resources of the US
Department of Justice for reducing violent crime, neighborhood disorder, and
illegal drug commerce. These funds will allow LPD to focus on hotspot areas
amid housing and vacant property distress. Other partner agencies and
groups are involved; a service coordinator will be contracted, and the MSU
School of Criminal Justice will collect, process, and analyze a significant
amount of data covering four different sites. They plan to target two areas
and control two areas. The project is two year collaboration with MSU, period
of October 1, 2009 to September 30, 2011.

COUNCIL PRESIDENT QUINNEY MADE A MOTION TO ACCEPT THE


JUSTICE ASSISTANCE GRANT AND BUDGET TRANSFER OF
$299,988.00 FOR US DOJ AWARDED JUSTICE. MOTION CARRIED, 2-0.

Budget Transfer for CDBG Federal Grant Revenue Overage


Transferred to CDBG Public Improvement Account

Ms. Bennett explained that this is an addition to the annual grant. It was
expected to be $5,273 lower.

COUNCIL PRESIDENT QUINNEY MADE A MOTION TO APPROVE THE


CDBG FEDERAL GRANT REVENUE. MOTION CARRIED.

Amendment to the 2008 Action Plan for Homeless Prevention and


Rapid Re-Housing HPRP and Community Development Block Grant –
Recovery CDBG-R

The amendment is for the addition of stimulus money and does not modify
the plan itself.

Councilmember Wood requested that the plan be available before the


Council passes it tonight.

COUNCILMEMBER QUINNEY MADE A MOTION TO APPROVE THE
AMENDMENT TO THE 2008 ACTION PLAN FOR HOMELESS
PREVENTION AND RAPID RE-HOUSING HPRP AND COMMUNITY
DEVELOPMENT BLOCK GRANT – RECOVERY CDBG-R. MOTION
CARRIED, 2-0.
