B TECHNICAL SPECIFICATIONS FOR "HIGH VOLTAGE CABLES TEST VAN"
1. GENERAL REQUIREMENT
EDL seeks a Test Van for cables Fault Location designed to maintain oil filled cables
and XLPE cables up to respectively 150 and 220 kV (line to line voltage) in underground
networks.
2. STANDARDS
The applicable Standards are the following:
Carrier Vehicle: applicable Standards in the country of origin of the vehicle.
Electrical and Electronic Equipment: relevant IEC Standards for each type of equipment
and/or European Standards.
Vehicle and Installed Equipment as a functioning unit: state of the art design and
construction in accordance with the best Engineering Practice and in conformity with the
standards of the country of origin. The tests and the Fault Location Technology should be
according to International Standards and/or National Standards.
In each case, the applicable Standards must be specified in the offer.
3. BASIC OPERATION OF THE TEST VAN - CONTROL AND SAFETY
The Testing equipments should be able to perform the following functions:
Cable DC testing
Cable VLF-0.1 Hz or 0.01 Hz Testing
Cable system Diagnosis (Partial Discharge or Tan Delta)
Sheath DC testing
Cable Faults Pre-location
Sheath Faults Pre-location
Pin-pointing of cable and sheath fault
Measurements and testing for pilot cable
Fiber optic welding and testing equipments.
All equipments (detailed specifications below) should be equipped with safety system,
which monitors constantly critical values such as ground loop resistance, contact voltages,
operational modes, the positioning of essential switches and any other important information.
Failures to provide the predetermined safety values will result in an immediate discharge,
grounding and de-energizing of the complete system until the fault cause has been determined
and acknowledged.
A Central Unit (industrial PC or a heavy duty Laptop can be accepted) should be included
in the Test Van to eliminate any possibility of improper use for all functions, and should have
user-friendly menus in English and/or French for maximum safety of operator and equipment. A
data management and report generation interface should be provided for the fault prelocation
reflectometer equipments.
-2Furthermore, if the carrier vehicle is out of order for any reason, the whole system
including the high voltage gear and the control desk could be dismantled and installed into any
other suitable type of vehicle. The testing equipments should be modular as much as possible.
4. SPECIFICATIONS OF THE CARRIER VEHICLE
The laboratory may be installed in any vehicle provided it has been manufactured by a
well-known factory with five years of experience at least (List of references for the vehicle to be
provided in the offer). The vehicle should have diesel engine (EURO III) of sufficient power to
handle the mountain slopes of a country like Lebanon. The vehicle should also include an air
conditioning system.
The internal dimensions of the Van space should provide adequate space for the equipment
and should enable the operator to perform the required functions easily and comfortably.

5. POWER SUPPLY
In addition to mains power supply (220380V, 50 Hz), the Test Van should provide a standby
Power Supply with adequate rating for any testing, by mean of van engine driven generator, or by
an independent Engine-Generator having a sound proof enclosure and a waste gas duct to the
upper side. An uninterrupted power supply and batteries as needed for critical and sensitive
equipments should be provided.
6. HV TEST VANS
6.1. CONNECTIONS
HV 3 x HV appropriate Connection of:
75 m reel.
Or - 50 m reel with plug-socket connection to 25 m reel (mobile unit).
LV Connection
75 m Main electric supply cable 2 x 10 mm2.
75 m Earth cable 16 mm2.
75 m of cable for the safety system with Fault Voltage/ Earth Potential monitoring.
Reflectometer direct connection: 3x 75m, coaxial (50 ohm) cable.
Other Connections
- Any other needed connections and accessories including any needed special tools to
ensure proper connections as per the specific design of the Test Van equipments.
The supply should also include a toolbox of cable cutters, stripping tools and termination
cone maker, from 240 mm2 to 2000 mm2 XLPE cables.
DC testing up to 220 kV (generator could also be used with cable fault prelocation
or/and diagnosis).
Cable system diagnosis (Partial Discharge or Tan Delta) for 220 kV cable systems.
Testing should be controlled away from the testing set if placed outside the Van. The testing set
should fit inside the Van for transport.
6.2.2. Sheath DC-testing:
Voltage: up to 20 kV at least.
6.2.3. Cable fault prelocation:
The state of the art method, for high resistive or intermittent fault for cable system up to
220 kV line to line voltage, should be included in the Test Van, coupled with TDR (Time Domain
Reflectometer) as for example any one of the following Prelocation method:
- Double surge method or equivalent Arc Reflection Measurement.
- Secondary Impulse Method.
- Multiple Impulse Method.
- Impulse Current and Impulse Current Differential Method.
- Decay and Differential Decay Method.
6.2.4. Sheath fault prelocation:
The following equipment should be included:
Measuring Bridge (Glaser or Murray) for sheath fault prelocation.
6.2.5. Arc burning equipment:
The following equipment should be included:
Arc burning method at least 25 A at 14 kV for paper-oil impregnated cables.
6.2.6. Pin-pointing of cable faults
Acoustic fault location method, state of the art pinpointing, with Surge Generator (at
least 2000 Joules -32 kV) and Microphone, suitable for HV cables.
Twist Field location for pinpointing of short circuit faults between Cores.
6.2.7. Pin-pointing of sheath faults
Step voltage Method for pilot cables and sheath faults location.
6.2.8. Route tracing of cable
Audio frequency Cable route tracing, depth evaluation, cable selection and joints
identification.
The training, travel and accommodation costs should be included in the test van price.
-59. TESTS
9.1. Tests relating to the vehicle and installed equipment functioning as a unit
All relevant tests should be done at the factory before shipment in order to check all the
required features in accordance with the country of origin standards and the best engineering
practice.
9.2. Tests relating to instruments and switchgear and equipment installed in the test van
Certified test or calibration reports should be provided in accordance with the relevant IEC
and/or international Standards for each type of instrument, switchgear or equipment.
10. MAINTENANCE, SPARE PARTS AND GUARANTEE
The guarantee (Labor and Spare Parts) must be for two years and must include the vehicle.
Repair work during guarantee should be prompt, response time next business day after
technical report notification to the supplier by the qualified responsible of the test van. The repair
work in question should be completed within a month from notification. A five hundred US
Dollar will be imposed as penalty for each day beyond the above stated month.
