RESOLUTION 02

A RESOLUTION TO BE ENTITLED A RECOMMENDATION FROM THE


STUDENT BODY OF THE UNIVERSITY OF NORTH CAROLINA AT
PEMBROKE REGARDING TUITION INCREASE FOR THE 2010 – 2011
ACADEMIC YEAR

WHEREAS, the North Carolina General Assembly passed Senate Bill 202, titled
Appropriations Act of 2009; and,

WHEREAS, as stated in the Joint Conference Committee Report on the Continuation,


Expansion, and Capital Budgets for Senate Bill 202: Increases annual
tuition by the lesser of $200 or 8% at all UNC institutions in FY 2010 –
2011; and,

WHEREAS, Senate Bill 202 mandates that no campus-initiated tuition increase will be
approved by the Board of Governors for the 2010 – 2011 academic year;
and,

WHEREAS, the mission statement of the University of North Carolina says: “the
University shall seek an efficient use of available resources to ensure the
highest quality in its service to the citizens of the State”; and,

WHEREAS, allowing a legislation-initiated $200 or 8% tuition increase for the


following academic year is not in fulfillment of the University’s mission;
and,

WHEREAS, a campus-initiated tuition increase falls within the University’s mission;


and,

WHEREAS, the North Carolina state constitution states: “The General Assembly may
enact laws necessary and expedient for the maintenance and management
of The University of North Carolina and the other public institutions of
higher education”; and,

WHEREAS, there is no guarantee that the $200 or 8% tuition increase will be used for
maintenance and management of the University of North Carolina and its
institutions; and,

WHEREAS, a campus-initiated tuition increase will be used for maintenance and


management of the respective institutions of the UNC System; therefore be
it

RESOLVED, that the Board of Governors support the students’ recommendation of


allowing a campus-initiated tuition increase and disallowing a legislation-
initiated tuition increase for the 2010 – 2011 academic year.

I hereby certify the foregoing resolution was read twice and adopted by consent in
the Senate of the University of North Carolina at Pembroke Student Government
