(a) The Wilmington Education Improvement Commission (WEIC) shall serve as a State advisory committee to the
12Governor and General Assembly for the administration of planning, recommending, and implementing changes to improve
13the quality and availability of education for children in Pre-K through grade 12 in the City of Wilmington and advise the
14State on improvements for all schools within the State with high concentrations of children living in poverty or English
15language learners or both. Membership on the WEIC shall be limited to 21 members with full voting rights, including a
16Chairperson and two Vice-Chairpersons, who shall be appointed according to subsection (d) of this section. The WEIC
17shall be composed of the following members (or their designees with full voting rights), who shall be appointed by the
18Chairperson and Vice-Chairpersons, and when appropriate, in consultation with the appropriate board, agency, or authority
19from whom the member is drawn, including, but not limited to:
20
1. A representative of the School Board of the Red Clay Consolidated School District;

8. Two charter school representatives, both of which are to be from charter schools that are located within the

9. One or more high school aged student from the districts and charter schools serving Wilmington students;

11. One or more teacher from the school districts and charter schools currently serving Wilmington students;

12. One or more union representatives for teachers and/or educational support staff in districts that serve
33

(b) An affirmative vote of a majority of all voting members shall be required to take action.

(c) Meetings of the WEIC and all WEIC committees shall be public, unless designated for executive session.
(d) The Governor shall appoint a Chairperson and two Vice-Chairpersons. The Chairperson and Vice Chairperson
39shall not be a member of, an employee of, or otherwise formally affiliated with any other state governmental agency. The
40Chairperson and Vice-Chairpersons shall lead the activities of the WEIC, including WEICs coordination with State leaders
41and agencies and with public education and community stakeholders. The Chairperson and Vice-Chairpersons shall be
42selected based on, but not limited to, the following criteria:

1.
A parent of a public school student living within the city limits of Wilmington;
44
2.
A school board official from the districts serving Wilmington students; and
45
3.
A community leader not otherwise affiliated with any school district, charter school, or governmental
46
body.

(e) The WEIC shall convene regularly-scheduled public meetings at least 6 times annually.

(f) The WEIC may form an executive committee from its members. The WEIC shall form standing committees
49to develop recommendations for consideration by the full Commission including, but not limited to committees on: 1)
50redistricting; 2) charter schools; 3) serving low income and English language learning students; and 4) funding.

(g) The WEIC shall work with and across all governmental agencies, educational entities, and private and
52nonprofit institutions to promote and support the implementation of all recommended changes from the Wilmington
53Education Advisory Committee (WEAC). The WEIC will oversee the redistricting of school districts as set forth in this
54Chapter.
The WEIC also will also monitor the progress of implementation and recommend policies and actions to the
55Governor and General Assembly to facilitate progress and to promote the continuous improvement of public education on
56dimensions addressed by the WEAC recommendations. In addition, the WEIC will develop a transition plan, including a
57timeline, for the provision of necessary services to schools and students affected by the implementation of the changes
58recommended by WEAC.

WEIC shall also develop a resource plan regarding transitional resources to effectively

59implement school district realignment. Both the transition plan and resource plan must be submitted first to the State Board
60of Education and then to the General Assembly and the Governor for final approval.
(h) The WEIC shall report to the Governor, President Pro Tempore of the Senate, and the Speaker of the House
1. A summary of WEIC experience in attempting to accomplish its purposes as stated above; and

Recommendation of the WEIC whether and how to further implement, promote, and achieve the

68be managed by a WEIC policy director from the Institute for Public Administration, approved by the Chairperson of WEIC.
69Funding shall be provided under annual contracts by the Director of the Office of Management and Budget and the
70Controller General to support the staffing and operation of WEIC.

(k) Unless otherwise authorized, the WEIC shall conclude its operations by June 30, 2021.

SYNOPSIS
The purpose of this bill is to create the Wilmington Education Improvement Commission as recommended by the
recent report on Strengthening Wilmington Education, prepared by the Wilmington Education Advisory Committee.
The Wilmington Education Improvement Commission (WEIC) shall serve as a State advisory committee for the
administration of planning, recommending and implementing changes to improve the quality and availability of education
for children in Pre-K through 12 in the city of Wilmington and advise the State on improvements for all schools within the
State with high concentrations of children living in poverty.
Specifically, the WEIC will develop a transition plan, including a timeline, for the provision of necessary services to
affected schools and students. WEIC shall also develop a resource plan regarding transitional resources to effectively
implement school district realignment. Both the transition plan and resource plan must be submitted first to the State
Board of Education and then to the General Assembly and the Governor for final approval. Both are due for submission
and related action by December 31, 2015.
The membership of the WEIC will reflect broad interests throughout the Wilmington educational community
including the leadership, staff, students and parents from the affected districts, charter schools, union representatives, , and
community and government leaders.
The WEIC mandate from the Governor and General Assembly is to work with and across all governmental
agencies, educational entities and private and nonprofit institutions to promote and support the implementation of all
recommended changes from the Wilmington Education Advisory Committee (WEAC). The WEIC also will also monitor
the progress of implementation and recommend policies and actions to the Governor and General Assembly to facilitate
progress and to promote the continuous improvement of public education on dimensions addressed by the WEAC
recommendations.
