Demonstrate
the Safety and Quality
of your Cosmetics &
Personal Care Products
The NSF Cosmetics
GMP Program
Emerging U.S. legislation, increasingly
selective consumers, new retailer requirements
(e.g., prohibited chemicals) and manufacturingrelated issues are driving rapid changes to the
$300 billion global cosmetics and toiletries
market.
As a manufacturer in a growing yet increasingly
scrutinized industry, how can your company
stand out from the rest? What steps can you
take to demonstrate the safety and quality of
your products and make your brand the one
chosen first by retailers and consumers alike?
How can you comply with European regulations
while preparing for potential U.S. requirements?
Enter NSF.
NSF International, an independent auditing,
testing and consulting firm, has developed a
credible yet practical program of services that
retailers and consumers can trust to ensure the
safety and quality of cosmetics, deodorants,
body powders, lotions, sunscreens, perfumes,
cleansing shampoos, and other personal care
items.
At the programs core is a third-party audit
by NSF to ISO 22716 or a standard Good
Manufacturing Practice (GMP) audit.
The NSF Cosmetics Program
The NSF Cosmetics program helps verify that sufficient quality management systems are in place to assure
regulatory compliance and product safety, while identifying potential supply chain risks. The programs primary
component, the on-site manufacturing facility audit, evaluates compliance to the requirements set forth in
ISO 22716 and based on expectations in FDAs Guidance on Cosmetic GMPs.
Audit Requirements
NSFs Cosmetic GMP audits include verification of wide-ranging manufacturing activities, including:
manufacturing procedures
finished product release
production and process controls
holding and distribution
personnel qualifications and responsibilities
change control
personnel training
laboratory operations
premises design, construction and maintenance
out-of-specification (OOS) investigations
cleaning procedures and equipment maintenance
documentation and recordkeeping
receipt and release of raw and packaging materials
subcontracting operations
packaging and labeling procedures
complaints and recalls
Post-Audit
Following the on-site GMP audit, NSF provides a detailed report of the facilitys
compliance against ISO 22716 requirements including a non-conformity summary
which identifies areas of non-compliance and/or vulnerability, both in your facility
and your supply chain. NSF then reviews and verifies corrective actions to ensure
the non-conformities have been adequately revolved.

NSF has a comprehensive portfolio of complementary services to support and augment manufacturers
