All materials are to be furnished in accordance with the documents in this requisition package
unless superseded by a later issue.
1.0 GENERAL DESCRIPTION
This project solves DCU (Delayed Coker Unit) with problematics of the finished coke product
disposal via road trucks and railway carriages. Coke is transported to loading places by belt
conveyors. Besides the main process DCU units there are solved related units with process tie
to the decoking and utilities like new substation and satellite energy supporting kiosks. The
DCU process is situated in the area of the block 20 and practically the whole area is occupied
by the technological unit. Some utilities are placed in plot strip between eastern fence and
road E. This is DCU Substation that is in the south part of the strip, area for the equipment
belonging to DCU process located in south direction from the S-22800 Retention Basin, new
unit Truck Loading being eastward from block 19. The railway loading is situated to blocks 23
and 24. The conveyor with belt transporting coke is supposed to be placed the whole way
from block 20 to the block 24 where railway loading is anticipated. New units
ARU/SWS/Mercaptane will be placed in area 20 instead of the spheres FB-2011 and FB-2012.
Other modifications will be provided in the area 6, in FCC unit and the three revamped units
are FCC ARU, FCC SWS and FCC LPG MEROX.
Following survey described lower needs to be made to verify conditions on site and to check
data of the General Layout provided by NIS.
This requisition covers the minimum technical requirements for the performance of Geodetic
alignment works and surveying for the purpose of new process units construction within the
RNP DCU Plant BDP and FEED Project in refinery Pancevo in Serbia.
The objective of the geodetic survey is to obtain the alignment of fix geodetic points (bench
marks) for setting-up all new structures and objects and relation between world and local
coordinate systems for designing purposes. Some other existing structures are to be
measured for specification of clearly stated battery limits of new units.
Further the geodetic survey will result in cadastral - topographic plan KTP (Katastarsko
topografski plan) with details in scale 1:500 for the areas where the construction is planned. As
well the plan in scale 1:1000 will be elaborated (basis for PGR change).
Cadastral topographic plan KTP shall be provided in 1:500 for the following land lots: 3568
(part) - Bl.21, 3570 (part) - Bl.20, 3583 (full), 3581 (part) - Bl.24, 3576 (part) - Bl.24, 3559
(part) - Bl.6, with the roads 3563, 3567, 3569, 3571, 3582, 3575 - at the time for PGR change
(which will be used for BDP elaboration) and later update of KTP at the time for IP elaboration
(but only in the areas which will be affected with IP - currently this means without block 24

U/G installations plan in the scale 1:500 shall be provided in limited range in limited number
of exploratory trenches in area of new conveyer up to Truck Loading area. The exploratory
trenches location will be put more precisely after location of the conveyor supports is known.
Length of the trenches is proposed to be 8 m each.
The geodetic survey will be performed in order to update digital and analogue cadastraltopographic plan in scale 1:500 - for IP (Idejni projekat) elaboration.
The works will comprehend certification of all elaborated plans in cadastre.
All works shall be provided according to Pravilnik o planovima i kartama "Slubeni glasnik
RS", br. 27/2000 and Pravilnik o topografskom premeru i topografsko-kartografskim
proizvodima "Slubeni glasnik RS", br. 7/2015.
The works will be performed in phases. The phases depend on the final decision of client
about scope of existing units within the Project.
The objective of the geodetic surveying is to obtain detailed data in subjected areas for:
a) LAD Local Authority Documentation Idejni Projekat and FEED
b) the design and engineering of foundations for structures, pipe-racks, pits, conveyers,
heavy and other equipment, underground facilities and buildings.
BID language
Bidder shall submit BID for execution of Geodetic alignment works and surveying in English
and Serbian language.
The works shall be executed by suitable qualified Geodetic Engineer. Bidder will provide
qualification and licences according to RS legislative with the BID.
The survey will be done in several steps based on Project phases

Additional Survey for Additional Revamped Units - January 2016

There is anticipated measurement of the total area 36435 m2 and 8m wide strip long 1358m in
the Phase L. The total area is 36435 + 8*1358 = 47297 m2
There is anticipated measurement of the total area 5170 m2 in the Phase L2
There is anticipated measurement of the total area 1170 m2 in the Phase Revamped Units

2.0 CONTRACTORS SCOPE OF WORK

2.1 To perform all geodetic works (surveying and setting out) as described in technical clarification
(article 3). The major activities are:
- Surveying and indication of existing three (6) Fixed Points for setting up of new units
- Surveying of area units (planimetry and hypsography) with denotation of visible units
- Surveying of linear object (columns of piperack or cable rack, road)
- Surveying of exploratory (but not limited to) trenches location and underground pipes, cables and
other obstacles inside them. To specify as a separate work item.
2.2 To perform all surveying and field engineering required prior to and during performance of the
geodetic works.

2.3 To perform all testing and inspections when required as per the article 3 and per authorities
demands. The work will be executed within the refinery and Contractor has to respect all
safety rules valid in refinery. The Contractors staff has to be furnished with personal protection
according to refinery safety rules. Price of the works shall cover all expenses spent on
arranging of permits, insurance, coordination, equipment transport and other costs necessary
for finalization of works.

2.4 Employer (NIS) has the right to increase or decrease the scope during the execution of Contract
based on Project Development and final number of units involved.

3.0 TECHNICAL SCOPE CLARIFICATION

3.1 COORDINATE SYSTEMS


The whole refinery in Pancevo is surveyed in the state coordinate system Gaus Krger
coordinate system. All new structures and units designed within the scope of the project
Pancevo RNP DCU Plant BDP and FEED Project will be also set out in the above mentioned
and required Gaus Krger coordinate system (GKCS).
Besides, the site coordinate system, derived from the former local coordinate system, used in
the refinery previously, was defined for purposes of this project. This new site coordinate
system (SCS) was turned at the same time to be enabled using of horizontal and vertical lines
on the drawings. This local refinery system will be used for designing of new structures and
units.

4.0 TIMING OF WORKS


The works shall be performed within 45 calendar days from Contract Effective Day.

5.0 OTHER REQUIREMENTS

5.1 APPLICABLE STANDARDS, SPECIFICATIONS AND SAFETY CODES


It is Contractors responsibility to perform the works in compliance with all national and local
regulations, codes and standards and attached specifications. Contractor shall keep all clients
safety instructions and demands of working permit. Copies of the relevant equipment
certificates must be always available on jobsite for inspection of authorities.
There is attached the Specification No. CMS-830-03-SP-10001 Topographical survey as an
information/ (guide) for geodetic alignment performance.

5.2 QUALITY, INSPECTION AND AUTHORITY APPROVALS


Contractor is fully responsible for the quality of all executed works and for the complete scope
of supply, i.e. for preparing the required documentation and obtaining of all authority
approvals.
Quality of works on jobsite and quality control including inspection requirements shall be in
compliance with the contract conditions, drawings, specifications etc. The Contractor will
submit the calibration certificates and licenses for work execution.
The works should be provided by Geodetic Engineer with licence of 1 st or minimum 2nd order in
the compliance with Republic Geodetic Authority.
The company which shall perform this task shall have:
-

License for work, issued by Republic Geodetic Authority

at least two employees with Geodetic license of the first order

at least one employee with license 372 - geodetic designer - issued by Serbian Chamber of
Engineers

at least one employee with license 471 - geodetic contracting engineer - issued by Serbian
Chamber of Engineers

5.3 DOCUMENTATION
Contractor shall supply six hard copies and two CD or DVD of final geodetic report including
attachments The following drawings and documents are required as a minimum:

Geodetic report

Layout of geodetic surveying (with measured planimetry and hypsography values)

List of coordinates and elevations (for measured fixed points and objects), coordinates in
both coordinate systems.

Graphic output will be displayed in Autocad


The final geodetic report shall be provided in English and Serbian languages.
The proposal of works shall be provided as well in English and Serbian languages.

6.0 SAFETY
The work is executed in Refinery Area and contractor shall follow up the NIS RNP Safety
Rules and Procedures. Contractor work will be executed in running plan and Contractor need
to follow instruction of NIS operation personnel.
All CONTRACTORS and visitors entering through the refinery electronic entrance gates shall
be in possession of hard hats, safety shoe/boots in S-3 category (with solid soles and steel
toes against punching), safety glasses (used permanently - in first optical class with good
peripheral vision), safety clothing and any other site personnel protection devices or special
clothing must be worn.
All Instructions issued by NIS/CLC management and Security/Safety Personnel shall be
followed by all CONTRACTORS personnel and visitors during their presence on the
JOBSITE.
CONTRACTOR shall be required to complete and submit application forms, together with two
passport photographs, for the personnel he intends to bring on JOBSITE. He shall do so at
least one (1) week in advance.
Electronic application forms shall have the following information:

Trade and Function

Personnel reporting to the guard when entering the JOBSITE for the first time shall be
required to provide adequate proof of their identity (e.g. driving licence, passport). Personnel
without proof of identity will not be allowed on JOBSITE.
Electronic Badges that are lost shall be immediately reported to NIS. CONTRACTOR will be
back charged with the cost of the replacements.

All terminated workers shall return their badges to NIS Security Office on the day of
termination prior to departure from the JOBSITE. Badges will be provided by NIS.
CONTRACTOR shall pay for each badge lost or not returned.
