All Concerned: ‘On April 30, 2015 Councilman for the 6th District Bobby Henon introduced Council Bil No. 150406 authorizing the Commissioner of Public Property, on behalf of the City, to purchase from 7777 Philadelphia PA Loan Associates, LLC (‘owners”, "Loan Associates’), a certain tract of land together with the improvements theron, commonly known as 7777-R State Road, under certain terms and conditions. Since the introduction of this bill the public has not been told who are the principals, agents and assigns over this tract of land nor have they ever been given an opportunity to meet with the owners of this property. Deed recordings indicate that the land was seized in a Marshal's Sale from Churchill Residential Development L.P., a defendant in a Federal action and transferred to BNP Paribas. Quoting from the Marshal's Deed: “That the same tract or parcel of land was first advertised for sale ‘according to law, then sold at a public sale on the 22nd day of, November, 2013, at the Office of the U.S. Marshals Services, James A. Byme U.S. Federal Building, 601 Market Street, 2nd Floor, Room #2110, Philadelphia, Pennsylvania 19106, to BMP Paribas, who bid the highest and best vid in the amount of $100.00 ‘That on the 17th day of December, 2013, BMP Paribas assigned the highest and best bid to 7777 Philadelphia PA Loan Associates, Le. Loan Associates then engaged with Councilman Henon in negotiation for the City of Philadelphia to purchase the land. The following issues give rise to this PA Right to Know Law Request + Who represents Loan Associates in its negotiation for public legislation authorizing a purchase of over 50 acres of privately- held land + What capital interest Loan Associates has in the property + What measures were taken to assess the property's market value ‘According to Delaware state corporation records (attached), Loan Associates has failed to maintain its good standing with the state, Ithas also not filed its required return due June 1 ‘The public has a right to know more information about this property owner before an irreversible and very expensive purchase of land is carried out as ‘a matter of public policy, and that the e-mails within this request are ‘communications which are subject to exposure as they relate directly to the functions of the City of Philadelphia carrying out public agreements with private actors.
