the minutes of the May 27, 2015, meeting. Motion passed unanimously.
Attorney Gorman updated the council that the annexation for the AgPartners
property had been completed so
AgPartners can proceed with their building project.
Council also discussed the sand-pit
property and Richard Gorman was going to look into concerns raised by the
Council.
John Adams raised concerns about
the grass heights in Goodhue and the
police officer summarized the regulations.
Motion was made by Leia Ryan, seconded by John Adams, to approve the
garage as presented by Bob Tuve, providing it meets all required setbacks.
Senator Matt Schmidt gave a legislative update, and advised the Council to
contact him if they have any concerns.

addition that was presented by Randy
Lexvold and Sarah Lexvold, as long it
meets set-back requirements.
Motion made by Tia Schimick, seconded Leah Ryan, to accept the donation of the Buck Family bench. Steve
Voth will decide on the final placement.
Steve Voth gave a construction update and said the pool was making good
progress and anticipated opening sometime in mid-July. The Third Street project
is behind. The last day for the contractor
to have the work done was June 10 and
it has not been done. Steve Voth and
Andy Brandel will be in contact with the
contractor to make sure the work gets
done as soon as possible.

of Maertens-Brenny for pool construction.
Police Officer Josh Smith, addressed
the Council and submitted his resignation. He was offered a position with the
Prairie Island Indian Community as an
officer. He will still remain in the community, and would like to work part-time
for the Council in the future and they
asked him to do so.
Police Chief Brian Loos then discussed
with the Council the hiring process. He
requested to go ahead with the posting
and also requested more hours with
respect to part-time officers. Mayor Bien
appointed Tia Schimek and Wayne Hahn
to a committee to make recommendation on the following:
1. To determine what the proper hours
if the policing should be.
2. To advise the Chief on the hiring
process and bring back their suggested
final hire people for interviews.

It was a story of good news,
bad news when Jeff Weiss, Fisheries Specialist for the Minnesota
Department of Natural Resources
(DNR) gave his report on the status of fish in the south fork Zumbro
River earlier in June.
The good news is that the fish
populations arent any worse than
they were in 1986, said Weiss.
The bad news is that they arent
any better, either.
Compared to fish surveys in
1986, the 2012 sampling found a
few more species of fish, but the
composition was slightly different. The survey failed to detect a
native darter species known to exist
in the stream (a darter is a diminutive relative of walleye and perch).
An additional fish species sensitive to pollution was also absent.
The change in fish numbers was
so small that Weiss takes them to
mean that the fishery is about the
same as it was in the mid-1980s.

from 33 collected in 1986 to only
2 collected in the 2012 survey.
Salem Creek is an important tributary stream to the south fork
Zumbro River, and it is located in
both Dodge and Olmsted Counties.
Id like to set up some monitoring locations that we sample
every few years, said Weiss. That
way wed get a better sense for
whats happening to fish populations.
Weiss found that instream habitat
quality, as well as insect and fish
community condition, declined as

samplers went upstream. While a


stream might be rated as excellent or good near its mouth,
the rating based on insect and fish
species dropped to fair and then
poor as samplers tested upstream
sections of the river or stream.
While Weiss didnt identify
specific land uses near excellent
and poor stream sections in his
survey, other studies have shown
that land use has a greater impact
on smaller streams where the ratio of land-to-water contact are
greatest. In the Zumbro, many landowners have adequate stream buffers in place in larger river and
stream sections; however, buffers might be missing on some
smaller stream sections.
Since local land use has such a
big impact on instream habitat and
water quality, Weiss pointed out
that it makes since for the DNR to
focus on its own land parcels
through which Zumbro tributaries flow. So, this year hes working on a pilot project to restore the
DNR Roscoe Wildlife Management Area (or WMA) just west of
Pine Island to a more native condition. His ultimate goal is to improve the local insect, fish and
mussel communities inhabiting the
north branch of the Middle Fork
Zumbro River.

CREST continues to provide adult mental health services

Health and Human Services
Beginning in 1995, the state of
Minnesota issued each region in
the state a grant which they called
the Adult Mental Health Initiative, as one way to help provide
adult mental health services in each
community. This was after some
of the big regional treatment centers were closed, and people with
serious mental illness were placed
in communities and needed additional supports to stay safe and
healthy. As part of this grant,
each region needed to form their
own Adult Mental Health Initiative and work together to meet the
needs of adult with mental illness.
Our regions Adult Mental
Health Initiative is called CREST,
which stands for Collaborative,
Resources, Education, Services,
Technology. The mission statement of CREST is to explore creative and collaborative ways to
meet the needs of persons who
seek adult mental health care and

treatment through community services options.


The counties that are part of
CREST are: Winona, Wabasha,
Houston, Olmsted, Mower,
Goodhue, Fillmore, Dodge, Steele,
and Waseca. Recently, Dodge,
Steele and Waseca counties merged
into what they named MN Prairie. In the beginning, counties
were wary of regionalization and
through the years, there has been
a level of trust and rapport developed. Today there is a productive
working relationship.
CRESTs strategic plan includes
the following:
1. Increasing the supportive
housing continuum to include a
variety of choices that will meet
our diverse consumer needs.
2. Engage and encourage community stakeholders to understand
and embrace the CREST mission
and vision. Writing this article is
part of increasing understanding
and communication of what
CREST is and what we are work-

ing on.
3. Enhance relations, communication and coordination of efforts within the CREST program.
CREST also provides annual
training for consumers and providers of mental health services.
There continues to be many
challenges and barriers with adult
mental health. These include lack
of psychiatrists and prescribers and
lack of safe and affordable hous-

ing. There also continues to be


stigma around mental health.
It still is very important to have
services, such as psychiatry,
therapy and adequate housing in
place to assist those with mental
illness in the communities they
live in. If there are adequate services, it helps prevent homelessness
for people with mental illness and
helps treat their illness, creating
an increased level of well being

and independence.
CREST meetings happen on a
monthly basis in Olmsted County
to carry out the mission statement.
Each county has an agency and
consumer representative and each
has a vote (when voting is necessary) to make decisions. Recently,
there has been an increased involvement from consumers which
has added increased perspective

Walleye stocking:
By the numbers
Anglers are never far from a lake where they can catch walleye in
Minnesota . Fish stocking keeps it that way.
Stocking walleyes involves taking eggs from waters that have
reproducing walleye populations and releasing newly hatched fry or
small walleye fingerlings into lakes that dont have reproducing populations.
The Minnesota Department of Natural Resources pays for its stocking effort with fishing license and walleye stamp dollars. This year,
the process started April 8in the Pike River near Tower, used eight
egg-take sites and end ed April 26 in Fergus Falls.
Curious about walleye stocking? Heres a snapshot, by the numbers.
2015 stocking effort

Eggs taken: 4, 655 quarts of eggs, or 5 82 million eggs, close to the


10-year average .
2015 stocking plan: 286 rearing ponds get 115 million fry and 272
lakes get 296 million fry. The g oal for fingerling stocking is about
140,000 pounds.
General walleye stocking stats

Length of a walleye fry: about 1/3-inch .


Length of a walleye fingerling: 4- to 6-inches .
Lakes stocked with walleye (each lake usually every other year):
about 1,050, all over the state .
Lakes where, without any stocking, anglers could still catch walleye: 260, mostly in the northern half of the state .
Estimated p ercentage of walleye harvested that re sult from natural
reproduction: 85 percent, with about half from popular walleye lakes
like Lake of the Woods, Leech, Red and Winnibigoshish .
Cost of an easy way to support walleye stocking: $5, to buy a
walleye stamp, sold wherever Minnesota hunting and fishing l icenses
are sold.
Stocking other fish

The DNR also rears and stocks catfish, muskellunge, la ke sturgeon


and northern pike using 11warm-water hatcheries; and stream trout,
lake trout and splake in five cold-water hatcheries. T o provide youth
fishing opportunities in numerous Twin Cities metro area lakes , the
agency stock sbluegill, channel catfish, crappie, largemouth bass,
northern pike, perch and walleye .

Breeding mallard
numbers down,
other species up
from last year
Minnesotas breeding mallard population counts are down from
last year while other species saw increases, according to the results of
the annual Minnesota Department of Natural Resources spring waterfowl surveys.
This years mallard breeding population was estimated at 206,000,
which is 20 percent below last years estimate of 257,000 breeding
mallards, 17 percent below the recent 10-year average and 10 perc ent
above the long-term average measured since 1968.
The blue-winged teal population is 169,000 this year, 66 percent
above the 2014 estimate of 102,000, but the population remains 21
percent below the long-term average of 212,000 blue-winged teal.
The combined populations of other ducks, such as ring-necked
ducks, wood ducks, gadwalls, northern shovelers, canvasbacks and
redheads was 149,000, which is 29 percent higher than last year and
16 percent below the long-term average.
The estimate of total duck abundance (excluding scaup) was 524,000,
similar to last years estimate of 474,000 ducks.
The estimated number of wetlands was 220,000, down 36 percent
from last year, and 13 percent below the long-term average. Wetland
numbers can vary greatly based on annual precipitation .
We generally expect to see lower duck numbers during dry years.
We did see lower mallard numbers this year, but blue-winged teal and
other duck numbers were improved from last year, said Steve Cordts,
DNR waterfowl specialist. In addition to our counts, the continental
waterfowl population estimates will be released by the U.S. Fish and
Wildlife Service later this summer and they provide an indicator of
what hunters can expect this fall.
The same waterfowl survey has been conducted each year since
1968 to provide an annual index of breeding duck abundance. The
survey covers 40 percent of the state that includes much of the best
remaining duck breeding habitat in Minnesota.
A DNR waterfowl biologist and pilot count all waterfowl and
wetlands along established survey routes by flying low-level aerial
surveys from a fixed-wing plane. The survey is timed to begin in early
May to coincide with peak nesting activity of mallards. The U.S. Fish
and Wildlife Service provides ground crews who also count waterfowl along some of the same survey routes. These data are then used
to correct for birds not seen by the aerial crew.
Canada Geese

This years Canada goose population was estimated at 250,000


geese , which was similar to last years estimate of 244,000 geese.
This doesnt include an additional estimated 17,500 breeding Canada
geese in the Twin Cities metropolitan area.
The number of Canada geese in Minnesota remains high but the
population has been very stable for many years. With the early spring
this year, we should see a good hatch of goslings as well, Cordts said.
The number of breeding Canada geese in the state is estimated via
a helicopter survey of nesting Canada geese in April. The survey,
which includes most of the state except for the Twin Cities metropolitan area, counts Canada geese on randomly selected plots located in
prairie, transition and forested areas.
The DNR will announce this falls waterfowl hunting regulations
later this summer. The Minnesota waterfowl report is at www.mndnr.gov/
