Dear Dr. Hall:
I am tortured on a daily basis and have been a victim since 1987 of U.S. Sponsored Mind Control
Experimentation. I have a family history of the same. I listened to your show today and have a
very fundamental question regarding your legal analysis of the legal question concerning our
rights and our journey for justice.
Are you trying to tell me that it is illegal for the United States to use Torture against terrorist,
during interrogation while a prisoner, protected by our laws and international treaties, but yet as a
United States Citizen the Department of Defense can, as they choose, torture me in any manner
possible under the quise of an experiment in the name of National Security? This legal argument
makes no sense to me.
Secondly, if it were true, why would I have to provide services to the United States Department of
Defense, without any financial considerations, hence there is no draft at this time. This again
makes no sense to me. It flies in the face of logic. Why doesn't the military use their own
personnel that are already on the payroll?
And you are going to tell me that this torture, without pay, is legal? I will have to disagree.
I have thoroughly enjoyed the past three weeks and believe that you and Dr. Hall are helping us in
a manner that needs to be commended. I can't wait to see what you two put together in the form
of education for our legislators, congressmen, families, friends, and lawyers who call us "nuts".
Thank you very much and I look forward to participating in the studies with FFCHS. I am on the
Outreach Committee.

This is a mystery. Cheryl Welsh, a US Attorney, writes on her web site http:/www.mindjustice.org
that American national Security laws do permit testing on unwitting citizens.
Cheryl Welsh, who appeared on a History Channel program on August 11 2009 (That's impossible)
stated that she became a target ever since she visited a US military recruitment centre in 1987.
Cheryl Welsh documented on her web site various symptoms experienced by victims ranging from
sleep deprivation, Rapid Eye Movement Sleep Deprivation to Muscle pain, Blurred vision and
hearing voices and sounds.
Nick Pope, a former UK Defence official, confirmed to the same program (That's impossible) on
History Channel, the existence of the new technologies.
Dr. Nick Begich, www.earthpulse.com, explains in his 2006 book "Controlling the Human Mind"
that the technology exists to affect people's metabolism remotely.
Dr. Begich points out that it is extremely difficult to distinguish between delusional people and real
victims who are subjected to Electromagnetic weapons testing.
The American Cognitive Liberties Association web site: www.americancognitivelibertiesassoc.org is
a good source of information about Electromagnetic torture.
Moe Hosny, manager of Rule of Law Defenders International (www.rold-int.org), and a former
translator at the Egyptian embassy in Moscow, has reported to the UN Human Rights Council in
Geneva in 2009 that he had been attacked with Electromagnetic weapons in Canada and Egypt for
questioning the policies of the Mubarak government, and questioning as well the policies of the
Canadian Security Intelligence Service in subcontracting torture assignments to Arab states.
The main obstacle to conducting a serious investigation is: Lack of concrete evidence.
It is very hard to prove this kind of torture. It is believed that this type of torture is not widely
authorized by the intelligence services.
The UN Human Rights Council conducts investigations if the human rights violations in a state are
systematic, and can be reliably attested. Therefore, it is unlikely the UN Human Rights Council will
take up this issue, since the two conditions cannot be met.
There are many web sites managed by American citizens, who state they are under attack by
Electromagnetic weapons, and do believe that these illegal attacks against them violate the US
Constitution.

Terry, Lynn Weed emailed me her response to the same question, which I pasted below. In addition I
have court cases where plaintiffs have recovered damages caused from Mind Control.
Did you read the complaint by the Veterans in the Veterans v. the CIA, et. al., Case No. 09-0037 in
U.S. District Court of the Northern District of California? I have attached the complaint for your review.
I believe there are causes of actions and that the United States Government has liability regarding this
issue; and I, appearing pro se, intend to prove it out in U.S. Courts. Sooner or later the U.S.
Government is going to have to take measures to cease and desist from these activities or suffer
consequences.
In January, I will also be billing certain U.S. Government Agencies for my services during these
experiments dating back to 1987.
Remember, in April of 2009 I made claims to the Social Security Administration for disability due to
suffering symptoms from U.S. Sponsored Mind Control and in August was awarded one year of back
payments plus a monthly benefit that is currently being paid to me. The attached is some of what I
submitted.

Hi Stan,
quick note. I am really swamped, right now. There are clear laws in place that experimentation without
consent is illegal in this country and internationally. I am not sure where some of this information is
coming from.
Any law which speaks of experimentation also has a section which says that any experimentation needs
informed consent, which has its own specific legal definition. That is the reality and truth concerning
this.
