The following are the program accomplishments by pillar as of the first quarter of 2012: Pillar 2: IDP Shelter Assistance Program To date, a total of 1,059 shelters (36%) have been completed out of the 2,915 shelters amounting to P 200 million for the target IDP families located in 17 barangays across 9 municipalities in ‘North Cotabato and Maguindanao. Of the completed units, 265 are in North Cotabato and 794 are in Maguindanao. Pillar 2: Community-driven Development Projects ‘To date, the implementation of CY 2011 community-driven development (CDD) projects under PAMANA through the KALAHI-CIDSS of DSWD and the Agrarian Reform Community Development Program (ARCDP) of DAR are ongoing. More specifically, priority community projects are being implemented in 149 barangays under DSWD and in 35 barangays under DAR, ‘with an aggregate support fund of Php55.2million. For CY 2012, DSWD will implement CDD projects in additional 1,424 barangays, and DAR in additional 55 barangays. Pillar 3: Sub-regional Economic Projects To date, 134 CY 2011 projects (roads and other infrastructures) worth P 852.45 million are currently being implemented in partnership with provincial and municipal LGUs: 10 of these are completed (7%), 45 are on-going (34%) and 4 are in the procurement stage (396). The projects aim to link conflict-affected areas to markets, social services and assist in jobs generation. For CY 2012, a total of PAP 858 million will fund priority infrastructure, agricultural productivity and value chain development projects to be implemented through the DILG. Priority projects hhave been identified through 36 provincial workshops supported by Agencia Espanola de ooperacion International para el Desarollo (AECID).. Page 4 of 2Peace and Development Communities (PDCs) with MNLF Presence ‘Under the CY 2011 Disbursement Assistance Fund, OPAPP has provided development assistance funds amounting to P646 million for the implementation of community projects in 131 communities with MNLF presence in 14 provinces and 3 independent chartered cities. As of ‘March 2012, community projects were being implemented in 7 provinces in Mindanao, namely: ‘Zamboanga Sibugay, Sarangani, Lanao del Sur, Basilan, Sulu and Tawi-Tawi. (Closure track with the CBA/CPLA Of the 60 community projects with an aggregate amount of P172.66 million in support of the GPH-CBA/CPLA Closure Program, implementation is on-going for 20 projects (33%). Support to said projects were provided through the 6 provincial and 19 municipal local government units in the Cordillera Autonomous Region. OPAPP also coordinated with the DSWD for the implementation of community development and livelihood projects amounting to P17 million through the DSWD Poverty Reduction Programs Bureau in CY 2012. ‘Closure track with the RPM-P/RPA/ABB-TPG ‘During the first quarter, preparatory activities were ongoing relative to the estimated 59 agri- based enterprise development projects in 46 barangays in Negros Oriental and Negros Occidental, for which P 1385 million were allocated in CY 2011 to support the closure program with the RPM-P/RPA/ABB-Tabara-Paduano Group (TPG). Implementation of the projects is contingent on the signing of the MOAs for the closure program. For CY 2012, livelihood projects will be funded through the Poverty Reduction Programs Bureau of DSWD totaling to P56.1 million and covering 76 barangays in the provinces of Antique, Aklan, Iloilo and Negros Occidental. ‘Transparency and Accountability Mechanisms for PAMANA ‘The guidelines for the engagement of Third Party Monitors (TPMs) have been prepared in collaboration with Bantay Lansangen. Eleven (11) CSOs were selected to be TPMs for Pillar 3 projects and were trained on the PAMANA Project monitoring. Pillar 2: Commuinity-driven Development Projects Under the DSWD-KALAHI-CIDDS, a total of P447 million was allocated to support projects in 149 barangays. As of the 2»! Quarter of 2012, 31 projects (21%) are on-going and 51 projects (3496) are in the procurement stage. Under the DAR-ARCDP, a total of P10.5 million was allocated to support projects in 35 barangays. To date, 17 project proposals (49%) have been finalized and submitted for funding with fund release being processed for 12 projects. For G¥ 2012, DSWD will implement CDD projects in additional 1,424 barangays, and DAR in additional 55 barangays. Pillar 3: Sub-regional Economic Projects To date, 134 CY 2011 projects (roads and other infrastructures) worth P 852.45 million are currently being implemented in partnership with provincial and municipal LGUs: 32 of these are completed (2496), 35 are on-going (26) and 8 are in the procurement stage (6%). Implementation will commence upon signing of the Closure Agreement. Both the DSWD and DILG has allocated P 56.1 million and P 50 million, respectively, from their PAMANA budgets to implement various projects for areas with TPG member-beneficiaries. ‘Transparency and Accountability Mechanisms for PAMANA Good governance is one of the objectives of the PAMANA program. To this end, transparency and accountability mechanisms have been implemented at the local level. Commitments on actionable findings were obtained from the provincial governors. The third party monitors for the projects in ‘communities with MNLF presence were trained as well on PAMANA project monitoring. Of the completed units, 295 are in North Cotabato and 2,520 are in Maguindanao. The following are the program accomplishments by pillar as of the first quarter of 2013: Pillar 1: Social Protection Packages for Former Combatants Health Insurance Project. OPAPP and PhilHealth have entered into a Memorandum of Agreement for the implementation of the Health Insurance Project in 2013 amounting to P 15.6 million. This provides support for the implementation of the peace agreements with CBA/CPLA in Cordillera, the RPM-P/RPA/ABB in Negros and Panay Islands and the MNLF. The project also serves former members of the NPA who are enrolled under the Comprehensive Local Integration Program (CLIP) as part of the reintegration assistance. Identification and validation of the targeted 6,500 beneficiaries is ongoing with the initial list of 2,334 names submitted to PhilFlealth. ‘Education Assistance Program. The guidelines for the implementation of the Education Assistance Progtam under the CHED were finalized. The MOA between OPAPP and CHED to formalize the partnership was signed in April 2013 while completion of the documentary requirements of the targeted 200 scholars (P 2 million) for School Year 2013-2014 is ongoing. Eighty-eight (88) names have been submitted to CHED for processing, Pillar 2:IDP Shelter Assistance Program For 2011 projects, construction of 2,815 out of 2,915 (97%) shelter units amounting to P 200 million for 17 barangays in Maguindanao and North Cotabato were completed by December 2012 and tumed-over to the IDP families. For 2012 projects, DSWD and DSWD-ARMM have finalized implementation arrangements with the Habitat for Humanity for the construction of modified internally displaced persons (IDP) core shelters for 76 barangays in 17 municipalities of Maguindanao. Funds amounting to P 230 million have been released to DSWD-ARMM for construction of 2,300 units under the agreement. Most of the barangays have submitted their masterlist of beneficiaries and deeds of donation with ground-breaking activities conducted in 2 barangays in Datu Unsay. Pillar 2: Community-Driven Development Projects For 2011 projects, 145 out of 149 projects (97%) worth P 44.7 million in 10 municipalities within 6 provinces under the DSWD are completed, Under the DAR-ARCDP, a total of P10.5 million ‘was allocated to support projects in 35 barangays. To date, a total of 32 out of 35 (91%) barangays have approved proposals. Of these 32 project proposals, 21 (66%) projects are ongoing Page 2 of 3For 2012 projects, under the DSWD-KALAHI-CIDDS 708 barangays (projects worth P 268.8 M) in 45 municipalities within 16 provinces have been targeted. Eighty nine (89) projects (13%) have ‘been completed while 619 barangays (87%) are completing requirements for release of funds. Under the DSWD-LGU-Led, 340 barangays (projects worth P 102 M) in 18 municipalities within 7 provinces are targeted. To date, 131 projects (39%) are completed while 69 (20%) are ongoing, Under the DSWD-ARMM, 386 barangays (projects worth P 115.8 M) in 25 municipalities within 5 provinces are targeted. To date, 30 projects (8%) are completed, while 189 are ongoing (49%). ‘Under DAR-Agrarian Reform Areas (ARA), 55 barangays (projects worth P 16.5 M) in 3 municipalities within 3 provinces are targeted. To date, 35 project proposals (91%) have been approved, and of these 35, 5 projects (14%) are ongoing while 4 projects (11%) are in the procurement stage. For 2013 projects, support to development projects and social preparation activities in 4,906 barangays will be implemented by DSWD, DAR and ARMM amounting to P 1.677 billion. Pillar 3: Sub-regional Economic Projects For 2011 projects, 134 projects worth P 852.45 million in 89 municipalities within 21 provinces are identified. To date, 52 projects (39%) are completed, while 82 (61%) are ongoing. For 2012 projects, 266 projects under DILG worth P 858 million in 217 municipalities within 34 provinces are identified. To date, 19 projects (79) are completed, 145 (55%) are ongoing and 29 (11%) are in procurement stage. Peace and Development Communities (PDCs) with MNLF Presence For 2011 projects, 216 community and infrastructure projects amounting to P646 million in 131 ‘communities with MNLF presence in 14 provinces and 3 independent chartered cities have been identified. To date 99 projects (46%) have been completed. (Glosure Track with the CBA/GPLA For 2011 projects, 60 projects in 19 municipalities within 6 provinces with an aggregate amount of 172.66 million are identified. Nineteen projects (82%) are completed. For 2012 projects, under the DSWD, 1,353 Cordillera Forum for Peace and Development (CFPD) ‘members within 6 provinces have been identified as beneficiaries of community-driven enterprise development (CDED) projects worth P 17.1 M. Under DILG, 21 projects worth P 50 M in 7 ‘municipalities within 2 provinces are identified. To date, 2 (10%) are completed, 15 (71%) are ongoing and 2 (10%) are in procurement stage. Closure Track with the RPM-P/RPA/ABB-TPG Socio-economic project projects (worth P 261.6 M for FY2011 to FY 2013) for 727 TPG member- beneficiaries, including agri-based enterprise development projects or community peace dividends for 100 barangays are targeted. Implementation is to commence upon signing of the Closure Agreement. Page 2 0f 3‘Transparency and Accountability Mechanisms for PAMANA Mechanisms were established to ensure that implementation of PAMANA projects complies with the government’s policy on transparent and accountable governance, These mechanisms include a third party monitoring system, establishment of project billboards and maintenance of a website, on top of the regular monitoring done by the partner agencies and LGUs. ‘A total of 22 civil society organizations (CSO) were identified to be TPMs to cover the 23 provinces with ongoing project implementation. By the 2nd quarter of 2012, 12 CSOs were engaged and monitoring activities were conducted in 15 provinces. Consultations with the remaining 10 CSOs will be engaged by the 2» half of 2013. One hundred ten (110) names have been submitted to CHED for processing. To date, 65 out of 110 names (59%) are awarded scholarship for the first semester of SY 2013-2014 while 45 (41%) are still for processing. Pillar 2: IDP Shelter Assistance Program For 2011 projects, construction of 2,815 out of 2,915 (97%) shelter units amounting to P 200 million for 17 barangays in Maguindanao and North Cotabato were completed by December 2012 and turned-over to the IDP families. For 2012 projects, 2,300 units amounting to P 230 million in 76 barangays within 17 municipalities in Maguindanao are targeted. Fifty six (56) out of 2,300 shelter units (2%) are completed while 601 (26%) are ongoing. Pillar 2: Community-Driven Development Projects For 2011 projects, 146 out of 149 projects (98%) worth P 44.7 million in 10 municipalities within 6 provinces under the DSWD are completed. Under the DAR-ARCDP, a total of P10.5 million ‘was allocated to support projects in 35 barangays. To date, 33 out of 35 (9496) barangays have approved proposals. Of these 32 project proposals, 28 (889) projects are ongoing. Page 1 of 3The implementation for both 2012 and 2013 projects under the DSWD-KC is overlapped for 64 barangays, also merging the funds to accommodate bigger projects amounting to P 600 thousand. Thus, for 2012, only 643 projects amounting to P 268.8 M are being implemented in 644 barangays. Out of the 643 projects, 186(29%6) have been completed while 168(26%) are ongoing Under the DSWD-LGU-led, 340 barangays (projects worth P 102 M) in 18 municipalities within 7 provinces are targeted. For 2013 projects, under DSWD-KALAHI-CIDDS, 1,391 barangays (projects worth P483,25 M) in 57 municipalities within 18 provinces are targeted. To date, I project (0.07%) has been completed while 14 (196) are ongoing. Under DSWD-LGU-Led, 268 barangays (projects worth P 99.16 M) in 10 municipalities within 5 provinces are targeted. To date, preparatory activities are ongoing, Under DSWD-SLP, 470 barangays (projects worth P 173.6 M) in 20 municipalities within 9 provinces are targeted. To date, Implementing Guidelines and Revised Work and Financial Plan for SLP are targeted to be approved in July 2013. Note that community-driven development projects are designed to have social preparation and project identification conducted at the first half of the year while implementation on the second half, Pillar 3: Sub-regional Economic Projects For 2011 projects, 134 projects worth P 852.45 million in 89 municipalities within 21 provinces are identified. To date, 67 projects (50%) are completed, while61 (46%) are ongoing. For 2012 projects, under DILG worth P 858 million, 266 projects in 217 municipalities within 34 provinces are identified. To date, 63 projects (24%) are completed, 117(44%) are ongoing and 26(10%) are in procurement stage. Additional P 388.45 million was added for strategic road projects implemented by DA and DPWH. To date, out of 16 projects, 7 (44%) are ongoing and 8 (60%) are in procurement stage. For 2013 projects, 354 projects worth P 3,305 B in 36 provinces are implemented by DA, DILG, DOE-NEA, DENR, and ARMM. To date, 1 project has been completed, 53 are ongoing, and the rest are in various implementation stages.
