Learned CPIO at Lok Sabha Secretariat where petition was transferred under section 6(3) ofRTI
Act vide response No. 1(681)/IC/15 dated 30.06.2015 in response to point (2) of RTI petition
replied that information in respect of Union Ministers and Rajya sabha members still lodged in
transit-accommodations is not available with him. Also learned CPIO replied that the matter
relating to taking possession of Government accommodations by the MPs of Lok Sabha do not
pertain to concerned Branch, and the same are dealt with by the CPWD in their respective
enquiries. I appeal that learned CPIO may kindly be directed to transfer/revert back RTI petition
to concerned ones under section 6(3) of RTI Act under due intimation to me for such remaining
part of query (2) ofRTI petition..
Learned CPIO in response to query-numbers (3) to (13) replied that these matters do not pertain
to concerned branch of Lok Sabha Secretariat and the same is dealt with by the Directorate of
Estates, Union Ministry of Urban Development. I appeal that learned CPIO may kindly be
directed to transfer/forward RTI petition to concerned sections of Lok Sabha Secretariat and/or
to other public-authorities under provisions of RTI Act under due intimation to me. It is prayed

Item No. 3 -- Room Tariff 'in respect .of stay of Hon'ble Nfl> in transit
accommodation(Le. State Bhawans/Sadans/ITDC Hotels) is paid by Directoate of
Estates, Mlo Urban Development, Government of India. Such payment is made
after getting the period of stay confirmed/regularized from Lok SabhalRajya
Sabha Secretariat. Once a regular accommodation is allotted to the Hon'ble MP
& the same is declared habitable by CPWD, 14 days time is givell to ItIon'ble MP
to shift to the habitable declared accommodation. No payment is made by the
Govt. of Iridia for overstay by Hon'ble MP in transit accommodation.

Sir,
I am directed to refer to your e-mail dated the 3rd June, 2015 addressed to the Hon'ble
Chairman, Rajya Sabha and inform that all the details regarding Members ofRajya Sabha such
as their present and permanent addresses, telephone numbers, e-mail addresses, bio-data etc.
are available in public domain, on the web-site http.rajyasabha@sansad.nic.in and the same is
regularly updated by the Secretariat.

As regards double occupation of transit & regular accommodation by some MPs, it is
informed that the newly elected/nominated Members of Rajya Sabha are provided one single
suite each free of rent, as transit accommodation, preferably in the State Guest
Houses/Bhawans owned by the State Governments in New Delhi and in ITDC Hotels ( if
accommodation is not available in the State Guest Houses/Bhawans ). till such time the regular
accommodation allotted to them are made habitable by CPWD. The rent in respect of the
'
transit accommodation is paid by the Directorate of Estates (DoE). However, Members a r e - J
liable to pay charges for food, beverages and other additional services, including charges of
telephone etc. in State Guest Hoses, etc., directly to the authorities concerned. As decided by
the House Committee, a Member gets 14 days time from the date of habitability to occupy the
regular accommodation and vacate the transit accommodation. Members are liable to pay rent
for the period of overstay in the transit accornmodation in case they do not vacate the same
even after the 14th day of habitability of the regular accommodation allotted to him.
The
information regarding rules governing the transit accommodation and regular accommodation
to be provided to MPs are already available in public domain, on the web site
http.rajyasabha@sansad.nic.in.

As regards the case of Shri Gireesh Kumar Sanghi, ex-MP, it is informed that as per
CPWD's records, technically Shri Sanghi is'in occupation of bungalow no. 7, Talkatora Road.
CPWD has not so far issed the vacation report in his name in view of the unauthorized
construction carried out by Shri Sanghi. The said bungalow was allotted by the Chairman,
House Committee, Rajya Sabha in the name of Shri C.M. Ramesh, M.P. on 22.2.2013 on
vacation basis. Moreover, the ground reality is that Shri C.M. Ramesh, M.P. is physically
residing in bungalow no. 7, Talkatora Road since 18.3.2013. He has also got electricity, water
and telephone connections in his name in the bungalow. It has also been ascertained from
N.D.M.C. that he has got the electricity and water connection in his name w.e.f. 25.2.2013 in
the aforesaid bungalow. Moreover, all parliamentary papers are also being sent to him at
this address. It is further clarified that Shri C.M. Ramesh, M.P. has not been allotted any other
regular or transit accommodation. House Committee has taken a decision that the penal rent of
bungalow no. 7, Talkatora Road should be stopped from the date of occupation of the said
bungalow by Shri C.M. Ramesh, M.P. albeit technically it may not have been transferred by
CPWD.
