US Federal Cocaine Essential (Precursor) Chemical Regulation


Impacts on US Cocaine Availability: An Intervention Time Series Analysis with
Temporal Replication

FINDINGS:
The 1989 potassium permanganate/solvents regulation was associated with a seizure
amount decrease (change in series level) of 28% (P < 0.05), a 36% increase in price (P
< 0.05) and a 4% decrease in purity (P < 0.05). Availability recovered in 1-2 years.
The 2006 potassium permanganate regulation was associated with a 22% seizure
amount decrease (P < 0.05), 100% price increase (P < 0.05) and 35% purity decrease
(P < 0.05). Following the 2006 regulation, essentially no recovery occurred to April
2011. The other two chemical regulations were associated with statistically significant

but lesser declines in indicated availability.


CONCLUSIONS:
In the United States, essential chemical controls from 1989 to 2006 were associated
with pronounced downturns in cocaine availability.

Finite-Sample Refinement of GMM Approach to Nonlinear Models


Under Heteroskedasticity of Unknown Form

It is quite common to observe heteroskedasticity in real data, in particular, crosssectional or micro data. Previous studies concentrate on improving the finite-sample
properties of tests under heteroskedasticity of unknown forms in linear models. The
advantage of a heteroskedasticity consistent covariance matrix estimator (HCCME)type small-sample improvement for linear models does not carry over to the nonlinear
model specifications since there is no obvious counterpart for the diagonal element of
the projection matrix in linear models, which is crucial for implementing the finitesample refinement. Within the framework of nonlinear models, we develop a
straightforward approach by extending the applicability of HCCME-type corrections
to the two-step GMM method. The Monte Carlo experiments show that the proposed
method not only refines the testing procedure in terms of the error of rejection
probability, but also improves the coefficient estimation based on the mean squared
error (MSE) and the mean absolute error (MAE). The estimation of a constant
elasticity of substitution (CES)-type production function is also provided to illustrate
how to implement the proposed method empirically.

Regression Discontinuity Applications with Rounding Errors in the


Running Variable

Many empirical applications of regression discontinuity (RD) models use a running


variable that is rounded and hence discrete, e.g.age in years, or birth weight in
ounces. This paper shows that standard RD estimation using a rounded discrete
running variable leads to inconsistent estimates of treatment effects, even when the
true functional form relating the outcome and the running variable is known and is
correctly specified. This paper provides simple formulas to correct for this
discretization bias. The proposed approach does not require instrumental variables,
but instead uses information regarding the distribution of rounding errors, which is
easily obtained and often close to uniform. Bounds can be obtained without knowing
the distribution of the rounding error. The proposed approach is applied to estimate
the effect of Medicare on insurance coverage in the USA, and to investigate the
retirement-consumption puzzle in China, utilizing the Chinese mandatory retirement
policy.

The Impact of National Health Insurance on Birth


Outcomes: A Natural Experiment in Taiwan

We estimate the impacts of the introduction of National Health Insurance in Taiwan in


March 1995 on infant survival. Prior to NHI, government workers (the control group)
possessed health insurance policies with comprehensive coverage for births and infant
medical care services. Private sector industrial workers and farmers (the treatment

groups) lacked this coverage. All households received coverage in 1995. Since
stringent requirements for reporting births introduced in 1994 produced artificial
upward trends in early infant deaths, we focus on postneonatal mortality. The
introduction of NHI led to reductions in this rate for infants born in farm households
but not for infants born in private sector households. For the former group, the rate
fell by between 0.3 and 0.6 deaths per thousand survivors or by between 8 and 16%. A
large decline of between 3.4 and 6.8 deaths occurred for pre-term infantsa drop of
between 20 and 41%.

R&D Specialization and Manufacturing Productivity


Growth: A Cross-country Study.

This study examines how R&D specialization within the


manufacturing sector affects productivity growth, constructing
various measures of R&D specialization using a concentration index
and industrial classification. Based on 11 member countries of the
Organization for Economic Co-operation and Development (OECD)
for the period from 1981 to 2000, the results obtained based on the
fixed-effect panel data model with cross-sectional dependence
indicate that concentrating suitable R&D resources within a few
industries tends to promote productivity growth. Moreover, this
positive effect is relevant to concentrating on development-oriented
industries or process innovation-oriented industries.
