Town council was poised to issue a letter of apology and reimbursement of non-mandatory installed
fire lock boxes after an angered business community
and the lobbying efforts of a local official directed
attention to the confusion and mixed messages of a
requirement to install such devices.
Strathmore businesses felt frustrated and pressured
to install a fire department lock box costing nearly
$500, after the Strathmore Fire Department conducted
a fire safety inspection report in the beginning of May,
and a letter that contained ominous language making
it seem the installation was mandatory and failure to
comply would result in consequences under the Alberta Safety Code.
It was later revealed that the action was not mandatory in certain situations.
At the moment there are many business owners
frustrated, confused, upset, and disappointed to say
the least on the lock box issue, said Councillor Rocky
Blokland, owner of Rockys Bakery. From what I
read from this letter it is definitely mandatory. Without
prejudice the fire department is sending out mixed
messages on the lock box issue and as business owners, they are getting very confused.
First they are mandatory then they are not, and
worst yet there is no clear information coming forward. Its now up to me as a councillor to get involved
with this as a councillor I do listen to the citizens,
taxpayers, and business owners in town.
Regardless of being told installing the fire lock box
was required after Rockys Bakery was inspected
on May 7, Blokland approached town administration where he was informed otherwise. A letter from
the fire department was circulated to all commercial
buildings that stated the property owner is required
to purchase a lockbox device.
Furthermore the letter, which was signed by Strathmore Fire Department Fire Chief Muir Furzer, informed businesses that pursuant to Alberta Fire Code
(AFC) I am advising you that effective immediately, all
occupancies shall install lock box devices in compliance with code requirements outline in section AFC
2.5.1.3.2. It continues saying that failure to comply
may result in the building owner, occupier, or manager being charged under the Alberta Safety Code.
During the Aug. 19 regular town council meeting,
administration contradicted the statement, clarifying
that the requirement is only valid in certain situation, such as when the facilities contain an automatic
sprinkler system, locked access doors to the roof, or a
locked fire alarm system, to name a few.

guidelines that should be followed. In all
cases, permission should be obtained prior
to scattering. Scattering is permitted on any
Crown land, including in water. National parks
prohibit the scattering of cremated remains
in water, although you may cast them to the
wind without obtaining permission. You may
also scatter cremated remains in most municipal
parks and cemeteries but only with permission
from the municipality. When scattering
cremated remains on private property, it is
important to obtain permission from the owner
of the land prior to the scattering. In any
case, when scattering cremated remains, it is
recommended that the scattering is done with
discretion.

The Gleichen Cemetery rejuvenation project is nearing completion, but
with graves collapsing and headstones
knocked over, the project is desperate
for funding, which is coming up short
in operations within the 2015 budget.
The issue was brought up to Dave
Churchill, general manager of infrastructure and transportation for the
county, by a contractor who brought it
forward to his team because there was
not enough funding in the 2015 budget
to complete the work on the community cemetery that started last fall.
Churchill requested from Wheatland
County council an additional $10,000
on top of the initial $5,000 at the Aug.
18 meeting, for extra operations such as
additional staff and equipment to complete the community cemetery, while
the Catholic cemetery was already included in the budget at $24,000.
He mentioned that this was a case of
giving the cemetery the necessary up-
grades as caskets and soil are starting

to collapse and are becoming a safety
hazard.
Its been quite some time since weve
been responsible for it as a county, said
Churchill. Our concern is that it be safe
and look nice. My concern with safety
is for my staff that is in there working
on it as well as maintenance crews that
are volunteers. As well, the people who
come visit their loved ones gravesites.
The feedback has been mostly coming from the people who want to see
those changes.
However, regardless of the demand,
many are against disturbing the grave
sites of their loved ones for religious,
personal and various other reasons.
Just personal feelings, religious feelings or whatever they learned, said
Churchill.

took a tour recently and thought that
this project is a sensitive issue and one
that cannot be taken lightly.

Administration said they were made
aware of the concerns regarding the requirement of fire lock boxes on Aug. 17.
The information received is that
there have been a number of commercial buildings that have been required to
install lock boxes that do not meet the
mandatory provision under the Alberta
Fire Code 2014, said Deputy Chief Administrative Officer for the town Linda
Nelson.
For councils information, as of about
two weeks ago one of our safety-code
officers has been in the process of contacting all of the businesses affected to
let them know this is not a mandatory
requirement. We are also going to be
reimbursing all those businesses who
have installed and paid for lock boxes,

According to administration, the town
will also pay for the boxes to be removed and any repairs incurred due to
installation. Those businesses affected
will also be receiving a letter of apology
from the Town of Strathmore.

investigating the theft of a bicycle
that occurred sometime between
August 1 and 8. On Westdale Street in
Strathmore, unknown suspect(s) broke
into a shed on a property and stole a
BMX bicycle. The bicycle is black with
red markings on the handlebars and
forks. Grips on the handlebars were
white with gold clamps. The bike is a
DMR brand BMX. Strathmore RCMP
has received numerous stolen bicycle
complaints in the past few weeks. If

There has been much in the news lately about
marijuana and whether it truly helps certain medical
conditions. The U.S. government granted permission
to 10 centres to run trials on cannabidiol, a liquid
extract of marijuana that has no psychoactive properties
but may have some anticonvulsant properties for
people with epilepsy. Preliminary results showed a
46% reduction in total seizures. More studies will be
carried out to see if these results are reproducible.
Diabetics who inject insulin are reminded to rotate
their injection sites regularly. Injecting into the same
area all the time can develop fatty scar tissue. Also if
you need more insulin than your pen or syringe can
hold, do two separate injections rather than keeping the
needle in while you measure out the rest of the dose.
Cilia are hair-like structures in the inner ear whose
job it is to convert sound waves into electrical signals
sent to the brain. These hairs are very fragile and can
be damaged irreversibly by continuous loud sounds.
Using ear buds can contribute to this damage if the
volume is too high. You should be able to carry on a

The shortcomings of the Community
Donations Policy, which received approval last year, prompted the creation
of a new policy to shore up Strathmores commitment to build strong relationships and better coordinate donations made to not-for-profit groups to
support festivals and events within the
community.
The Community Donation Policy 1208
was approved in mid-September 2014,
yet since its inception numerous flaws
within the policy emerged. In order to
address the issues, administration introduced the Community Investment Fund
a policy that was brought before the
Policy Review Committee two weeks
ago.
Made up of three categories Community Matching Funds, Festival and
Event Funds small scale, and Festival
and Events Funds large scale the bylaw intends to promote connections
with community group and allow council to better control the process of granting community donations.
The purpose of the policy is to build
capacity within the community by enhancing the unique arts, cultural sports
and recreational aspects of Strathmore
throughout festivals, events, and community projects, said Municipal Clerk
Jennifer Sawatzky.
Arts, cultures, sports and recreational
festivals, events and community projects, are vital to making social connections between various groups in the
community and to contribute to Strathmores sense of identity, place, and community.
The fund provides a set of guiding
principles to facilitate long-lasting partnerships between town council and
community not-for-profit organizations
to foster Strathmores cultural, artistic,
and sports and recreational attributes.
As outlined in the policy, it is supported
by three sustainability objectives: fostering safe and caring neighbourhoods,
supporting a strong sense of identity in
communities, and enhancing arts, culture, sport and recreational prosperity.
I think its a really wonderful, muchneeded, great start and the work done
on it, is really impressive, said Councillor Denise Peterson.

characteristics that contribute to Strathmores uniqueness. While also providing one-to-one matching funds and
gifts-in-kind, the Festival and Events
Funds contributes up to $5,000 to newly
formed organizations or to revitalize existing not-for-profit organizations the
only organizations eligible to apply to
encourage self-sustainability.
In comparison, the Festival and Events
Funds large scale provides one-to-one
matching funds and gifts-in-kind up to
$15,000 to not-for-profit groups that
have a demonstrable history of organizing and hosting large-scale festivals
and events that have potential to attract
tourism. Under the policy, those applications that demonstrate events to be
multi-faceted have established potential
audience support, and have the ability
to contribute to the local economies,
will receive preference for funding.
Council will be required to approve
a yearly budget for the Community
Matching Funds, while the Community
Investment Fund Committee will provide recommendations to council before each years fall budget workshop.
During the Aug. 19 regular town
council meeting, council voted unanimously, with the absence of Councillor
Brad Walls, to repeal the Community
Donations Policy No. 1208 and voted to
approve and adopt the Community Investment Fund Policy No. 1208.
Shortly after, council passed Bylaw
15-21, which sets out for the review
committee to meet quarterly to plan
processes, and approve and review
applications. According to Sawatzky,
Community Futures Wildrose and the
Strathmore and District Chamber of
Commerce have agreed to have a representative sit on the committee. Administration also requested two members
from administration join the committee.

The grass-roots committee has met for over two
years discussing strategic planning and advice
from experts at the Glenbow Museum in Calgary.
By acquiring the Strathmores Anglican Church,
the society hopes to incorporate it into their plans
of creating a museum, and possibly establishing
an even greater vision of a Strathmore Historic
Park.
When asked about his opinion regarding the
situation and a time-frame, Reverend Bryan Beveridge urged council to make a decision sooner
than later.
The longer this is delayed the longer of an effect it has on the congregation, said Beveridge. I
was brought in here in semi-retirement to move
them from a temporary location to a new building
and a new church home. So every week that this
hangs, it just holds us back probably two to four
weeks.
The issue will be brought back to council chambers at the next meeting on Sept. 2.

Fule for Thought
So, the Fules decided to once again go to the beautiful and scorching city of Phoenix. Oh, we dont go
in the Winter when intelligent Canadians do, to find
warmth and ditch the big chill.
No, we go in the absolute hottest months of the
year! Even store cashiers would ask us: why on earth
would you come down here now?
In fact, I had a pretty dumb and cocky strategy for
the sun. I would not use sunscreen, but only spend
10 minutes in the sun, then go in the shade then
keep repeating this method. Now, that was an idiotic
plan, because every time I went in the sun, I had no
sunscreen.
So, I slowly roasted and turned a Clamato shade
of red! At the end of the day, when I was basically
on fire, Deb looked at me first in horror, then with
uproarious laughter.
Look at your burn, but wait, look there, she said.
I had a very untouched and white strip across my
chest. Thats when it hit me, my man boobs (moobs)
had protected this area! Great, the one benefit of being chunky, also becomes a joke! I really need to get
on a fitness plan!
We needed to get me to whatever was open, to buy
some burn relief medicine. Of course, that meant finding the nearest WalMart! Now, if you havent been to a
big American WalMart, you really need to go, just for
the people watching! There are so many interesting
characters. In fact, when I turned into the sunscreen
aisle, I came face to face with a very odd guy. There,
right in front of me, was a guy in desert camouflage
pants, a tan shirt with a black neck tie, a really old
fashioned black haircut, and a Hitler Mustache!
I actually laughed out loud because he had the same
look, same bad haircut, and same little mustache! He
did not find anything amusing, and gave me one of
my brothers death glares!
I wondered why he would go so far as to dress and
look like Hitler. I also wondered why I would laugh,
when I also know you can carry guns in Phoenix!
I decided to Mach Schnell the heck out of there!
That Hitler guy already had made my dads life hell in
WWII, he wasnt going to get another Fule!
On our way back to our place, two billboards caught

my eye. Believe it or not, I saw one for a tanning salon! A tanning salon in Phoenix! Every day there is

with sunshine! Who in their right minds would feel
they need a tanning salon in Arizona?!
Thats like selling bags of ice in the Antarctic! Then
the next billboard hit me in the face. There, huge colourful letters, announced that the next weekend was
Fix Your Pet Weekend!
Basically, everyone takes their pets down to a mall,
and with prizes, and fun activities, Bowser can get
his you know whats cut off! Who comes up with
these good ideas? Was it that WalMart Hitler guy?! Yep
nothing says American Family Fun like fixing your
dog on a Saturday! Bowsers thinking hes going for
a car ride or treats, then with a wag of his tail, hes
snipped! I wouldnt trust my owner after that hed
have to drag me into the family mini-van!
We discovered that in Arizona, you can pack heat,
ride in the back of a pickup truck, you can eat or text
on the cell phone, or ride a motorcycle with no helmet! A friend told me this June, that he has a friend
who does organ transplants in Arizona, and the doctors have taken to calling these bikes: donor bikes!
He even said that he feels like the Wizard of Oz.
He said, I take out the heart of a guy who rode
with no helmet (and didnt have a brain) and then I
put the heart into another person who has a brain, but
needs a heart!
I guess you have to keep a sense of humour when
youre dealing with motorcycle crashes on a regular
basis. Deb and I then passed a guy driving and texting
with both hands! How he kept his car straight Im not
sure, but we noticed he had a small portrait of Jesus
on his dashboard. Right away, we both yelled out, Jesus, take the wheel!
Hopefully the guy was able to get some Divine
help, Id hate to hear that doc got another customer.

In an attempt to demonstrate the
towns efforts in keeping the volunteer
fire fighters and the community safe,
town council was asked to pass a motion that could result in a fire truck to
be housed in Lakewood Meadows and
therefore aid in meeting the theoretical 10-minute response time a decision requested before a public meeting was held and the bylaw passed.

Administration brought the issue to
council, to discuss the feasibility of the
construction of a residential dwelling
with an oversize garage to accommodate a fire truck in Lakewood Meadows that would serve the 10-minute
requirement for the district and surrounding districts. While many of the
people crucial to the discussion process were on vacation or otherwise
unavailable, administration said it was
their intent to meet and begin discussions as soon as possible.
It is my understanding that the
building owner whos proposing the
oversized garage is asking for more
support in principle to allow them to
go forward in speaking with the fire
department finding out what their
needs are, and also with planning and
development and our building safety
code officer, said Deputy Chief Administrative Officer Linda Nelson.
We just wanted to make sure that
council was aware that there has not
been a public hearing yet for second
and third reading to the bylaw and
that we would be looking at a lease
agreement that would come before
council before any hard and fast decisions are made.
Bylaw 15-22, Protective Emergency
Services, received first reading earlier
in the evening during the regular town
council meeting on Aug. 19. The regulation - which currently states protective emergency services such as police stations, fire halls, and ambulance
services are allowed in the districts of
Central Business, the CHWY Highway
Commercial, the M1 Light Industrial
and theP1 Public Service District argues for fire halls and similar facilities
to be allowed within residential and
other districts.
Administration recommended that
council approve the motion to support
the building of an oversized attached
garage designed to accommodate a
fire truck in Lakewood Meadows, subject to the result of the public hearing, second and third reading and bylaw number 15-22, and an approved
lease agreement between the town
and owner of the Lakewood Meadows
building, and that the fire department
and the building safety codes officer

Its being done ahead of approval
of a second and third reading to allow the developer to note that we
have faith in this process and are prepared to be cooperative as we move
forward, said Councillor Denise Peterson.
I think that there is some need to
put forward a motion in this way so
that the community can see our intention and the future developer can see
that we want to move this agenda forward.
However, Councillor Bob Sobol was
concerned about the wording of the
motion and the repercussions it could
have for council in the future. According to Sobol the motion gave the impression that council was approving a
lease agreement and that if the public
hearing proceeds, then council agreed
upon that bylaw.
I dont know whats in this lease
agreement, I dont know the financial ramifications of this, I dont know
the civic ramifications of this at this
point, said Sobol. I like the idea but
I just feel that Im in a position where
I want some feedback from these firefighters who are not in town right
now. I want to hear some of this discussion and I want to know what this
is going to cost taxpayers. The motion
sounds to me like we are approving a
lease agreement that is made up between the builders and administration
at this point.
After some discussion regarding
these concerns, council approved the
motion that requests council to support in principle the building of an
oversized attached garage designed
to accommodate a fire truck in Lakewood Meadows, subject to the results
of the public hearing second and third
reading of bylaw 15-22, and the lease
agreement between the town and the
owner to be approved at a later date
by council, and that the fire department and the safety codes officer be
involved as the process moves forward.
As previously mentioned the 10
minute response maps and documents our living records that must be
constantly monitored and assessed as
growth occurs, said Deputy Chief Administrative Officer Linda Nelson.
In this way staff will have the ability to constantly update and reassess
the 10 minute response area to ensure
that we are current in our application
in the 10 minute rule as it relates to
building codes. There will be significant operational challenges that will
need to be resolved prior to finalizing
this proposal. We are confident that
continuous research and data gathering will result in a successful continuous process towards enhancing fire
safety within the town of Strathmore.

Charges have been laid in
a vehicle collision involving
a pedestrian, that occurred
shortly after both the pedestrian and the driver attended a party on Aug. 23.
A 17-year-old female from
Siksika Nation struck a male
with her vehicle at 7:30 a.m.
near the Bow River, leaving
him with life-threatening injuries. The 27-year-old male,
who is also from Siksika Nation was transporter to the
Calgary Foothills Hospital
by STARS Air Ambulance
and remains in the hospital
in critical but stable condition.
The female, who fled the

scene, was arrested on Aug.
23 on Tsuu Tina Nation.
She was charged with
four counts of criminal offences: dangerous driving
causing bodily harm, failure
to remain at the collision,
taking a motor vehicle without consent, and impaired
operations of motor vehicle
causing bodily harm.
Gleichen RCMP said the
female was released by a
Justice of the Peace to appear in Siksika Provincial
Court on Sept. 10.
Gleichen RCMP continue
to investigate with the assistance of the RCMP Collision
Analyst and RCMP Forensic
Identification Services.
Contradicting messages between old and new

government cause county deficit
ed that the capital funding allocated in
March 2015 will be added to the current
capital allocation of the 2015-2016 MSI
program budget.
Our budget was set in April so we
had that information, some of the bigger centres set their budgets in December and they stick to that budget so they
wouldnt have known of that increase,
said Alan Parkin, the chief administrative
officer for Wheatland County.
We took that letter and thought, hey
this is good, were getting an increase.
Our funding levels have actually increased over the years for the MSI, so
our funding levels havent decreased.
They made that special announcement
in March they were going to have an increase, and we trusted their word in that
letter.
The initial funding for the MSI Capital Fund showed that with the additional
funds revealed in March, Basic Municipal Transportation Grant, MSI Capital,
and MSI Operating resulted in a funding total of $5,863,420. The revised MSI
funding in July, in turn, considers the
$1.5 million an advance and deducted
the amount from the MSI funding to result in a total of $4,208,604. As the $1.5
million fund was not received by the
county previously, the county is left with
a $322,722.90 deficit in need of financial
attention, once the funding and other
funds contribute to the budget. Accord-

to reserves to fill the financial gap.
I think its been an excellent funding source for the municipalities, Parkin said. Its been really good to receive
funding from the province , wed just like
to ensure that theres a little bit more stability to it.
Wheatland County wasnt the only
municipality receiving the disappointing
news. Strathmore was also expecting an
additional $1 million, while Calgary was
informed about an additional $120 million and Edmonton was told they would
receive an additional $80 million top-up.
Unlike the county, however, their budgets are determined at the end of the
year and the actions, therefore, had less
of an impact for the municipalities going
forward.
We had not contemplated additional
spending of this million dollars, and so
the fact that the province said yes there
is an additional million dollars and not
here is not an additional million dollars,
really didnt affect us because we had
already put our plans into effect based
on numbers without this million dollars,
said Mel Tiede, director of corporate services at the Town of Strathmore.
To us its a non-issue for us. Its disappointing from the standpoint that yes
we couldve used another million dollars.
There are things in the town that are a
priority that may not get done now for
another year down the road. But it is
what it is, and we have to live with the
funding that the province has for us.
For now, Wheatland County council is
actively working on arranging a meeting
with the minister in the fall.

Unconventional promises made by
the former government that influenced
Wheatland Countys budget decisions
were revoked at the end of July and
dismissed as an advance rather than
additional funds by the new provincial
government. Staring down a $322,722
capital shortfall the municipality is now
likely forced to dip into reserves.
In a letter from former Progressive
Conservative Minister Diana McQueen
dated March 25, Wheatland County was
informed that a significant additional
funding allocation to the 2014 Municipal Sustainability Initiative (MSI) Capital program was confirmed on March
6. With an additional $398.9 million
planned to be injected into the Alberta
municipalities infrastructure needs and
priorities, the county welcomed the offer
of over $1.5 million as they headed into
their budget process and used the allocated grant funding to prepare their final
budget for 2015, in April. The extra cash
allowed a cushion to fund the paving of
township road 232 which has already
been completed the Gleichen water
treatment with costs of $375,000, the
Rosebud Grader Shop at $383,000, and
Carseland Genset with costs of $10,000.

Galanos said. When I finally got the word that it was
all going to work out, I was

Galanos, known in Strathmore for working in his
familys Little Village Caf,
initially came to Rosebud
in 2011. On the drive out
for his interview, he almost
turned around, convinced he
was lost.
When he arrived, he said,
Im like wow! I would never

I got thrown into the fire
pretty quick, he said, making 250 canaps for a wedding on his first day. And,
Right from the get-go, it felt
like home.
For two-and-a-half years,
Galanos was Rosebuds sous
chef.
(The sous chef is) the
one who implements everything the chef wants, he
explained. He executes it
and he helps the rest of the
kitchen execute it.
When then-head chef Pat
Murphy went on sabbatical,
Galanos added the role of
head chef to his usual responsibilities.
Then, during the 2014 offseason, Galanos took a leave
of absence, accepting a contract in northern Alberta. But
Rosebud called him back
before his northern contract
ended, so Galanos resigned

the Rosebud position. When
he returned to Wheatland
County, he took a hospitality and housekeeping management position, but wasnt
doing as much cooking as
hed like.
So when Chef Charlie See
resigned from the Mercantile this summer, leaving the
chef position vacant, the timing was perfect for Galanos.
As of Aug. 1, he returned to
Rosebud as Head Chef and
Food and Beverage Manager.
When asked what he most
looks forward to on his return, Galanos said, cooking
being out in the kitchen
again and being able to
come up with my own dishes. Ive got a restaurant to
show what I can do with my
dishes.
He plans to develop a consistent menu for each shows
dinner buffet, because It
gets your cooks practiced
with them, so it becomes
second nature.
He may vary the Wild
Horse Jacks Bistro menu
with the seasons, or maintain a basic year-round menu
with seasonal or weekly specials. Whichever direction he
takes, he wants to simplify it
and make it really good.
Youve really got to be
able to think on your feet in
this industry, he said. Thats
what I love about cooking,
is that real thinking on your
feet. It takes a special kind of
crazy to do what we do.
And hes glad to be doing
that in Rosebud.
Its different than any other kitchen, he said.
Its obviously a nice kind
of different, because Galanos
is super happy to be back.

options for

Warnings of tennis ball-sized hail,
winds exceeding 120 km an hour, and
images of funnel clouds twice within
two weeks highlighted the absence of
an emergency warning system currently
available in Strathmore, and compelled
the town staff and council to discuss options on Aug. 19.
A tornado warning was in effect for
Wheatland County and Strathmore on
July 22 and Aug. 5, when several funnel
clouds emerged over the City of Calgary
and near Langdon. Without any way to
publicly warn Strathmore citizens, the
town is now looking at installing a siren or collaborating with telephone service providers to send out messages to
each household or cell phones during an
emergency.
We should have some kind of warning
system, for example if theres a tornado
coming, theres a tornado a few minutes
away, what should we be doing and how
do we notify the public? said Chief Administrative Officer Dwight Stanford. I
think its important that we have some
kind of system. Years ago we used to,
I dont know in town here, but many
towns years ago had sirens on them so
they could warn people. But with the
weather the last year or two, and the
kind of storms were getting, I think its
important that we take a good look at it.
Administration is currently working
together with an expert in emergency
management with the province to find
out the retail cost, installation cost, and
how to use the siren effectively. While
the system would be effective not only
for weather related emergencies, but
other also for situations such as chemical
spills, some councillors were concerned
about how to communicate with the
public properly and avoid panic.
Im curious as to why so many towns
went away from that, said Councillor
Bob Sobol. I suspect, that the reason
that so many towns went away from it,
is that theres simply no message being
given to any of our residents when a siren goes off. And its conceivable that the
call of a siren could actually send people
in the wrong direction than where you
want them to go. At the end of the day is
something better than nothing? The flaw
I see with this siren system is that when
it goes off nobody knows what its for.
Stanford added that if a system was
in place with the communication service providers, the mayor could access
the system and warn residents about the
situation at hand. The siren would then
signal to the community to check their
house phones or cellular devices.
Councillor Pat Fule, who was contacted by a resident through social media about implementing an emergency
warning system in the town, agreed that
the system needs to be straight-forward.
I think following Councillor Sobols
comment, if you were to have a siren system you probably want to limit it so that
people knew that if the siren went off it
was specifically for one type of situation
that they should get more information
about and get to safety, said Councillor
Pat Fule.
I definitely think that itd be confusing if you had too many things associated with the siren.
Administration acknowledged that the
topic had been discussed a couple years
ago and some general information had
been obtained; however, they will work
on gathering more information to bring
back to council.

Strathmore received a pat on the
back after a study conducted by the
Fraser Institute ranked the municipality
among those with lowest barriers, short
timelines for permit approval, and least
amount of opposition for builders,
when housing affordability is a growing concern in Canada.
The study, New Homes and Red
Tape, approached the building community directly at the end of last year, and
surveyed over 30 builders in 11 jurisdictions about the barriers and opposition they faced to building that would
place a strain on the shortage of new
housing stock.
Among the municipalities surveyed
within the Calgary-Edmonton Corridor, which also included Rocky View
County, Red Deer, Chestermere, Co-
chrane, Okotoks and Airdrie, Strathmore ranked well.

We measured and assessed the impact the government rules and regulation has on peoples lives on the local,
provincial, national and even international level in light of all the concern
thats been expressed about housing affordability across Canada, said Dr. Ken
Green, who, together with Ian Herzog
and Josef Filipowicz, conducted the
study and has a doctoral degree in environmental science and engineering.
When you add up all the different
variables in terms of cost and certainty
timelines, Strathmore is actually the
easiest place to get something built in
the cities that we ranked. If you want
more affordable housing, Strathmore is
doing the right things.

directed to focus on typical regulatory
compliance costs and fees, the role of

residential development, the effects of
zoning bylaws and official plans, and
the typical length and uncertainty of
approval timelines.
In regards to the findings, Dr. Greens
opinion states that part of the reason
building in Strathmore fares easier
than in other jurisdictions is due to its
size and age.
An older urban built-up environment as opposed to new areas on the
outskirts, over time, you amass more
layers of infrastructure that are monitored by different agencies and entities, multiple service providers for different kinds of services, and therefore
the more desks you have to put your
paperwork across to get something
done, Dr. Green said.
When youre a younger, newer jurisdiction, and youre doing new builds
on green areas that havent been build
up before, theres less regulatory burden involved. So yes, younger and
newer and farther out from the urban
core [areas] would all tend to suggest
you have less red tape, less need for
approvals from multiple agencies and
entities, and lower cost of getting permitted.
According to the study, one of the
critical aspects involved a six-months
project approval in Strathmore, as
compared to areas such as Calgary
or Rocky View County that both have

builders and developers waiting for
over a year. However, where permits
are concerned, the Town of Strathmore
argues the timeframe is actually much
shorter, usually a couple weeks, and
that the reason for the efficiency is a
result of time-saving processes that
have been implemented over the last
few years.
We have some very defined processes that we have worked on over
the years to streamline our processes
and we provide people with checklists
with all sorts of things to assist them
in making sure that we have all the
information that we need to be able
to approve their permits, said Deputy
Chief Administrative Office Linda Nelson.
We ensure that theyre getting the
information on what we need to have
back in order to move forward. We
have fantastic planning and development staff, and they work pretty hard
to make sure our builders and developers are getting the service as quickly as
we can.
The survey was also conducted for
the Vancouver lower mainland, and
will continue to explore the situation in
Toronto. Dr. Green added that by continuing the survey in the future, some
conclusions may be drawn on whether
things are improving or declining.

Music Festival STARS to fans

If it werent for STARS, High Rivers nine-yearold Kianna Thompson would not have been
able to dance with her family at the third annual
Southern Alberta Music Festival last weekend, coincidently supporting the very same emergency
service that saved her life.
Thompson suffered from a heart attack two
years ago and required the services of STARS Air
Ambulance to airlift her from the Alberta Childrens Hospital in Calgary to Edmonton Stollery,
thus saving her life.
This year signaled the second time the music
festival raised money for the non-profit organization.
To support the cause, four generations of Kiannas family came out and enjoyed the 23 local
artists that were on display.
Music is in our blood, said Diane Charleton,
Kiannas grandmother. And Larry Vannata is our
good friend too and were all kind of like family.
Being from a small community around this whole
area here, you know everybody. When you come
together for an event like this its lots of fun.
Dianes brother is a member of the Free Beer
Band that played on the opening night.
Jason (owner Thornhill) does an unbelievable
job, especially when he had to move it from the
pasture over to here, she said. Aspen Crossing
has so much to offer. Jason has made it what it is

today. For these guys to support that, its all kind
a part of the parcel.
Larry Vannatta, who organizes all the bands,
thought it was important to have local talent present at the festival because its important for them
to get their name out there and to have fun in
front of a crowd.
This whole event is about STARS and local
people, said Vannata. If people can come out
and support local artists, its great and its going to a great cause. I love it, from the beginning
when they started this thing. Local bands, great
music, good friends and going to STARS, its all a
win-win situation.
He added that kids like Kianna dancing with
her mom Lindsey is all the inspiration he needed
to attend this event year after year.
Aspen Crossing General Manager Donna Biggar said it is a great event for the surrounding
community.
Theyve been coming out here for three years
now and love coming back, said Biggar. They
have fun and sell lots. It means something to everybody rurally with STARS because thats who
needs it the most.
She added that the biggest benefit was being a
part of the community and being able to involve
other people in what Aspen Crossing is doing
and the people who come out and donate to the
cause.

Despite the wet weather that pushed back
the 11th annual Gleichen Rodeo a day, people got treated to a great evening of riding on
Saturday and finals on Sunday.
It was really good, said Gleichen Rodeo
president Jeff Yule.
Our local kids did alright, there was a couple of kids that won the wild pony racing.
With several hundred riders participating,
Yule likes keeping the rodeo amateur and
would not want it to change to a professionals stop any time soon.
He found that many riders had improved
immensely from the last time he saw them at
the last rodeo.
A few of them kids are getting a little bit
better, said Yule.
Some of them dont, some of them do.
They just practice and we actually take ani-
mals in the winter for them kids to practice

up to Cochrane, theres an indoor arena.
Yule shared his take on what can be done
at the rodeo in the future without making it
any bigger than it is.
I dont know how much more we can
change, said Yule.
Theres always stuff you can improve.
Weve talked about a few different things that
were going to do. As far as the whole thing
goes, I dont think we want the biggest rodeo. Theres only so much we want to do because its a fairly small committee, everybody
is happy the way it is, nobody really wants to
get up tense.
He added that a midway would not be in
the books but more child activities might be
in the works, while another concession is a
consideration as well.
Yule would also like to give a big shout out
to the volunteers, as they made the event run
that much better.

Upon the completion of
last season, Hockey Alberta
did their annual reviews
of each division and came
to the conclusion that they
wanted to have two peewee
double-A teams in each recruitment area.
Wheatland Athletic Association was concerned
because as there is no ice
anywhere in the county
to field a second peewee
double-A team, and it took
two appeals to come to an
agreement with Hockey Alberta to omit them from the
change for one season.
When it comes down to
it, how we went about it and
it was my concern all the
time was sourcing enough
ice in our draw zone, said
Murray Brown, Wheatland
Athletic Associations president. In the west end of
our draw zone, Strathmore
is very fair with ice and it
turned out I couldnt source
no ice in Chestermere or Indus.
After the first appeal was
denied by Hockey Alberta,
Brown decided to bring all
shareholders in from the
draw zone and to go back
to their associations to see
what ice times were available to them, but it was still
not enough for a second
peewee team.
They would have been
heading to the east side
of the county and a lot of
the associations dont allot
for ice until the end of September, said Brown. We
wouldve been in limbo on
where were going to force
this ice until the end of September and my argument,
its too late because all of
our ice times have to be
submitted to the league and
there was just none avail-
able at the time.

Association will not have to
have to follow any of Hockey Albertas stipulations but
the priority over this winter
will be to secure ice for the
second peewee team and
will be working closely with
Chestermere and Indus.

Brad Lyon said the work
that Wheatland Athletic Association did between appeals was enough for the
committee to make the decision on giving them a year
from now to find ice for a
second team.
With regard to the second appeal, what made the
difference there was between when they submitted
their first appeal, and when
that had been turned down,
they certainly had gone
to the surrounding minor
hockey associations to see
about available ice time to
house a second team, and
were unable to do that,
said Lyon.
The Hockey Alberta committee recognized and understood how much work
the Wheatland Athletic Association put in and accepted the request brought
forth.
What Hockey Alberta
has been telling anybody
thats involved with doubleA hockey is that we know
that there will be some situations that require some
tweaks to the model for the
first year, said Lyon. That
may require some understanding and some shifting
of the guidelines and I think
this would be one of those
situations where it did not
quite work as anticipated.
He added that this will
have a minor effect on the
league, limited mostly to
shifting in the scheduling.

The Strathmore Spartans
high school football team
is entering their first season
solely as a high school program, feeling confident in the
return of last years players
while new players will have
an opportunity to develop
and put out a competitive
football club.
Head coach Travis Gorski wants to expand off the
senior team from last year,
which was comprised of community and high school kids,
to implement those expectations into the high school
program.
Our expectation are simi-
lar from last year, said head

coach Travis Gorski.
We want to start strong
and make a push for playoffs.
We want to take it a little bit
further this year and qualify
for the Tier 3 Zones so we
can play in the ASAA provincials.
With the core group returning, Gorski expects a lot from
his team and is hopeful that
it will translate into success.
Were
expecting

things, said Gorski.
We got our MVP back
from last year. We return a
very strong o-line, defense
will be a work in progress
but as things go on we expect
to gel.

will allow him to make more

Melissa Schayes didnt run the 10 km at the Chinook Financial Tight & Bright Family Run for exercise. Nor was her prime focus to raise a lot of
money for the organization. Instead, Schayes, who
is a job coach with the society, ran the distance in
47 minutes to motivate her clients to live a more
active lifestyle.
Coming up on her one-year job anniversary,
Schayes wanted her clients who have mental or
physical disabilities to see people have positive
experiences with exercise and encourage the willingness to participate.
Theres definitely the financial aspect of this
but for people with disabilities thats the last resort, they never get that, they never get the exercise that they should be getting, she said. Once
you start doing exercise you get more energy, and
the people that we work with and support, they
already lack energy, The food and the nutrition
that 90 per cent of the parents are giving them is
a cause of that, but if we can get them active then
were going to get longer hours for them. Were going to get them to do maybe four-hour shifts, and
that gives them more potential to be a part of the
community.
The Foothills Advocacy in Motion Society (AIMS)
organized this years sixth annual fundraiser in
just over a month. Together with a move in their
offices location and changing the date from the
beginning of the year to last weekend, the crowd
of nearly 50 participants fell short on beating last
years turnout of 75. However, the society was still
able to make a profit of nearly $3,000 that will
help with operations and client support.
The town was fantastic I cant say enough
good things about that for sure, and
I had lots of positive feedback from people that
ran it, said Bev Roppel, program manager for the
Strathmore AIMS. Every bit helps, absolutely, and
will it make a huge difference? No. What were
aiming to do, and we havent quite figured it out,
is to do, between the three branches, a huge fundraiser to bring in bigger dollars for agencies and
help with the shortfalls from the government.
The organization, that works together with in-
dividuals with disabilities to allow them to live, to

work and be active within the community, experienced a funding shortage and client freeze due
to government cutbacks and a lack of a provincial
budget this year. Despite a government contribution of $3 million spread among the three different
branches Strathmore, Okotoks, and High River
the Strathmore branch is unable to take on new
clients unless they are accompanied with their own
funding. As a result, and because of the success of
the fundraiser each year, Chinook Financial, who
contributed $3,000 towards organizing the run this
year, is interested in creating a committee to take
on the event and increase participation and funding.
According to Kimberley Sharkey-Thompson,
the regional branch manager for Chinook Financial, the institution is working on having greater
involvement in the event and the community, and
not just financially. By establishing a committee
and volunteering on the day, she hopes to attract
more people in 2016.
Despite fewer people participating in the event
on Aug. 22, the support from town businesses and
individuals was overwhelming. A total of 45 donations were made available for prizes, more than
had previously been experienced. In acknowledging all the obstacles that faced the society this year,
Roppel was pleased with the overall event and is
looking forward to growing the fundraiser next
year.
I realized this year its going to be nice to have
a committee because then we can say this is where
our shortfall was this year and this is where we
need to improve, said Roppel.
Were excited about that, we have a few people
in town that are interested in being on that committee, so its not just going to be us, its going
to be opened up and have more people involved.
That should bring more runners in next year.
Participants had an option of running or walking 2 km, 5 km, or 10 km. AIMS clients are visible
within the community through various volunteer
work by helping out with schools, the Strathmore
Municipal Library, Parent Link, the Wheatland
Lodge and the churches, to name a few. To find

Its going to be a pretty explosive offense. I dont have to
have the ball all the time, hell
make a play and give to another
guy, and hell make a play. Everybodys a play maker.
Holloway expects a lot of himself as he put the extra work in
the off-season so he will not go
down as easy.
Kristian Freund, who moved

here from Trochu to play football for the first semester, thinks
the defensive line looks good,
and hopes they can do well in
keeping the other team in check.
Im just hoping we do good
and defend our players, said
Freund.
He played for the bantam Innisfail Cyclones last year but
knows he will have to be more
aware and stronger on his feet
to help the team out.
I have to push myself a bit
more, Im a bit bigger than the

bantams, he said.
This year Im going to have
to put more effort forward and I
cant wait.
Freund describes himself as
motivator and would like to
keep his team pumped up during games.
The Spartans will play an exhibition game on Aug. 28 against
Chestermere before kicking off
the season against Brooks at
Strathmore High School on Sept.
3 at 3 p.m.

Future Kings conditioned for season ahead

The Wheatland Kings coaching staff put
players through their paces last week and
for many of them it was a chance to leave
an impression on the clubs new brass with
the possibility of an invite to main camp
Were mainly here to condition kids for
camps, said Kings head coach Joel Robinson. Its been a really successful camp
from the standpoint of conditioning. From
a coaching standpoint you cant really ask
for more, guys are coming out, theyre
working hard and thats the biggest thing
when it comes down to a conditioning
camp is the work ethic. I can only thank
these kids and every one of them wanting
to be here and not just using it as a Sunday
skate.
He said that this was a great start in
terms of getting to know the other coaches
and a first hand look at where some players will fit on this years roster.
From what Robinson had seen so far,
there is a good mix of players that could
have the potential of making this team.
Youve got your 16-year-olds, you got
your 21-year-olds and the guys that played
with Strathmore last year, said Robinson.
I think for us trying to build a team this
year, weve talked about from Day 1 that
when I signed on, its respect. Its having a team that can compete night in and
night out. I think this conditioning camp
is a great way to get those kids that you
want to see what their work ethic is like,
see whats its maybe going to be like with
a new head coach and all the responses
I have from the vets, the rookies and the
kids that are getting their first ice time is
that theyre buying in.
Returning forward Chris Williams said
he is getting a good feel as to what the
coaching staff wants from their players

and what kind of shape they want their
players to be in.
Basically just shaking off the rust and
looking forward to main camp and so on
into the season, said Williams. This camp,
theyve got some good people beating us
into shape here, so feeling good, goes to
show how out of shape you feel when you
come back to the rink this time of year.
Former Wheatland Chiefs forward Cole
Busslinger was a fan of the skating portion
of the camp because he feels that it has
improved his stride.
The skates are pretty good, said
Busslinger. Ive never done like baggers
like that before. Everyones bigger and
stronger and little bit more skilled.
Busslinger also liked the camp for compete level and how you stack up against
players he might be battling for a roster
spot with.

For a few young Strathmore Minor
Hockey players, Brett Fairbairn, Hunter
Langen and Adam Moore their recent
trip to the Czech Challenge was an experience none of them will ever forget.
It was a bit of an adjustment having
to play with a few new teammates but
they built stronger new friendships,
while getting to tour some different
cultures on and off the ice.
Langen was on the Canada Cowboys
2003-2004 team that started off the
trip on the right foot, coming out of
the mini-preliminary tournament with
a silver medal in Bratislava, Slovakia,
and he said the pace of the game is
different than what he is used to in the
Canadian style of game.
It was a good experience, said Langen. It was a lot more quicker and
faster than here. You had to make decisions quicker.
His favourite team to play against
was Russia because of their strengths
with the puck possession and positioning on the ice.
They just knew where everyone
was, he said. They can find someone
open, and their passes were really hard
and on the dot.
The players had to make adjustments
not only to the different teams but also
to the arenas, as they encountered a
rare concern that can be seen only every so often at some arenas.
We had to see through fog, said
Langen. The fog was up to the tip-top
of the players and you couldnt see the
puck. You had to get used to the arenas, very old and in bad shape.
The tour took the team through Slovakia, Czech Republic, Austria and Germany, and there were a lot of sites that
he enjoyed taking in when they had
a break from the ice. He was amazed
with the cathedrals, the big old buildings and the salt mines near Salzburg,
Austria.
Langens team bowed out in the
bronze medal game in the Czech Challenge.
His father Mike was head coach and
thought the speed of the game over
there set a great example for many of
the games.
No matter where we went there,
the team from Russia and all the teams
from Czechoslovakia just skated, said
Mike. Every single kid on the team
was smooth, down, legs bent 90 degrees. That was the coolest thing for
me to watch was how good they were
on their edges, and could pass and receive at speed.

Fairbairns 2004-2005 Canada Cowboys team saw great results at their prechallenge tournament in Ceske Budejovice, Czech Republic.
They brought home silver from the
pre-challenge tournament before winning gold at the Czech Challenge.
The centremen said that positioning
is the key because of the wider international ice surface.
Sometimes you had to dump it really
fast if youre going to dump it, otherwise you wouldve iced it, said Fairbairn.
His favourite team to play was the
Czech Selects team because they provided great competitions in the couple
of games they played each other.

They were a faster, harder team,

recalls Fairbairn. And they were always close games every time we played
them.
He also liked the salt mines, castles
and the amusement park.
Fairbairns dad, Brett, was behind the
bench for his sons team as the head
coach and thought the team settled in
nicely once they figured out how they
matched up with the competition.
The biggest challenge was to get
the team to come together as a team,
said Brett. Once they figured out that
everyone was similar skill levels rather than individual home teams where
theyre the stars, everybody was the
same calibre and can make those same
passes and the guy would receive them
and get the puck back.

It is with great sadness that we,
his family announce the sudden
passing of Bill Rommens a great
husband, dad, Opa, brother and friend. Dad passed
away suddenly at the Peter Lougheed Center in
Calgary surrounded by family.
Dad was born in Holland May 21, 1932 and grew
up on a farm in Etten-Leur outside Breda with 8
brothers and 3 sisters. Dad cherished memories
of that time and enjoyed sharing those stories in
later years.
In 1957, he came to Canada to see what life would
bring him here. When Dad arrived he worked on a
farm in Bassano area, and then for a construction
company in Brooks. With his experience and strong
work ethic he landed a spot on the Alberta Arches
and Beams crew based out of Brooks. He and a
hardworking crew built many Quonsets in Central
and Southern Alberta.
In 1962 Dad went back to Holland for his brothers
wedding. He met his bride and the love of his life
at that wedding and gave birth to Dads saying,
From a wedding comes a wedding. One year
later Dad brought his new bride back to Canada.
Dad was one of four Rommens brothers to make
a life in Canada. He and Mom built a successful
life in Strathmore, raising 3 children all of who still
reside in the Strathmore Area.
Dad continued working at Arches and Beams for
many years travelling and building. Dad got tired
of being away from his family so he decided to
work alongside Albert Boesenkool with Wheatland
Construction Ltd. building many houses in Strathmore and area. In the mid 80s Dad decided to
specialize and so Rommens Construction began.
Dad chucked meters and meters of concrete and
quickly became the go to guy in the concrete
industry. Dad taught us many life lessons but his
hardworking demeanor was one that he will always be well known for.
Dad was also active in the community. He was a
member of the Knights of Columbus and put in
many hours at the Catholic Church, building, fixing, and doing yard work. Dad made wonderful
friendships through his work, through the Catholic Church community, and from enjoying life in a
small town. He was grateful for each and every
one.
Dad enjoyed visiting with his friends, playing cards,
playing pool with Ben, watching all sports on TV,
but soccer and hockey were his favorites. Dad
loved camping and sharing the outdoors with his
family, but cheering on his kids and grandkids was
his most cherished activity. In later years he spent
hours watching hockey and ringette. He always
had a sportscasters comment to voice after each
game; shared stats on the game that many times
were slightly embellished.
Dad had many nicknames, Wim, Wimke, Dad, Wilbur, Billy Boy, and Big Bill but his most cherished
name came in 1989 when he became an Opa for
the very first time.
Left to cherish his memory is his best friend and
loving wife of 52 years, Netty Rommens, his children, Bill and Deanne Rommens, Cheryl Rommens,
and Rina and Bruce Hempel. His cherished grandchildren Amber Rommens, Brooke Rommens,
Brandon Rommens (Sarah), Bobi Edelmann, Katie
Edelmann, Lisa Hempel-Wurz and their family, and
Amanda Hempel-Glubrecht and their family. His
four brothers Tony and Cora Rommens and their
families, George and Margaret Rommens and
their families, Bert and Wilma Rommens and their
families, Gerard and Rita and their families, and his
sister Mien Rommens, his two sister-in laws Corrie
Rommens and her families, and Nellie Rommens
and her families; his brother in law Drey Renne and
his families as well as many cousins that reside in
Canada and Holland.
Dad was pre deceased by his parents Wilhelmus
and Catharina Rommens, four brothers, Renis
Rommens, Jan Rommens, Pete Rommens and Cor
Rommens; 2 sisters Jo Nooren and Rita Renne.
Dad was a kind, gentle, and generous man who
was always ready with a joke. He loved people and
enjoyed their company immensely so in return everyone loved dad. His life is celebrated by all who
had the privilege of knowing him and having him
in our lives.
Dads celebration of life was held Monday Aug. 24,
2015 at Hope Community Covenant Church.
In lieu of flowers, donations can still be made to
Canadian Diabetes Foundation.

Eleanor was born in Swalwell,

Alberta on December 13, 1920
and passed away on August 20,
2015 at Strathmore, Alberta at the
age of 94 years. She is survived by her children,
Rose Mary (Curtis) Wells of Rockyford, AB., Linda
(Ralph) Jones of Kimberly, B.C., Ross Brownscombe of Strathmore, AB, and Reta (Allen) Erickson of Beaverlodge, AB. She is also survived by
9 grandchildren, 10 great grandchildren, and 2
great great grandchildren. She was predeceased
by her husband Matthew in 1993 and grandson
Lloyd Wells in 2012. Memorial services will be
held on Saturday, September 5, 2015 at Lord Of
All Lutheran Church, Strathmore, at 2:30 p.m. To

EARLY CHILDHOOD CONNECTOR
To develop an Early Childhood Connector Program, that would provide support and referrals for families whose children are in need of services or specialized support from community-based programs
and services. Services provided would be family-led. This is a new position with the person engaged
to:
Identify complex issues that affect child development in our community.
Develop community response models based on families experiences during crisis which impact
the development of their children.
Provide support and referrals to families to ensure that the response models are functional for our
community.
Provide training sessions to the community network on the models to ensure that regardless of
their entry point, families are able to access the full range of resources that they need
Provide support programs and processes that build on the strengths in families, provide early
intervention strategies and work within the reality of each familys everyday life-taking services to
them when and if necessary.
Identify, develop and coordinate service expansion within existing resources and encompassing
the needs of caregivers.
Identify programming gaps and determine an action plan and/or implementation.
Specifics:
Post secondary education and/or experience in related fields such as education, social work,
early childhood, nursing, and/or human services.
Strong verbal and written communication skills; public speaking an asset
Competent computer skills excel spread sheets, word documents, face book, calendar,
Google Drive and Publisher
Organized and efficient; self starter who requires minimal supervision
Hours would be flexible according to the individuals schedule and the needs of the Committee.
A valid drivers license and dependable transportation is required.
