BOARD OF COMMISSIONERS OF THE PORT OF NEW ORLEANS
REQUEST FOR PROPOSALS
As-Needed Emergency Damage Assessment and Engineering Services for
Fiscal Years 2016 thru 2018
Notice is hereby given that the Board of Commissioners of the Port of New
Orleans (Board) is issuing a Request for Proposals (RFP) from firms licensed
to do business in Louisiana that are interested in being considered for award of
one-of- five three-year professional services contracts for as-needed emergency
damage assessment and engineering services.
Consultant shall be available after a catastrophic event (hurricane, fire, flood,
vessel allision, etc.) to provide personnel and equipment to conduct damage
assessments of any or all Board properties. Damage Assessments shall assess
complex electrical, mechanical, or structural systems, submerged facilities or
berths, and prepare scopes of work, cost estimates, and claims with insurance
and FEMA. After Damage Assessments are complete, consultant services may
include any or all as directed:
Procurement - writing technical specifications, prepare contract documents
in Board format in accordance with Louisiana public bid law for repairs to
damages and major maintenance work for facilities.
Design and Drafting - provide engineering design drawings under the direct
supervision of a Louisiana licensed professional engineer.
Submittal and shop drawing review and periodic site visits during construction
as directed for projects designed by the firm.
Interested firms may obtain the RFP via the Port of New Orleans website at
www.portno.com under the PROCUREMENT page under HOME, then under
REQUEST FOR PROPOSALS, or directly at this web address: http://portno.
com/Request-For-Proposals. The RFP contains information and instructions
on submitting qualifications. In addition, the same website has form PONO

SF 24-102 that can be downloaded and used for submitting qualifications. The
Port of New Orleans encourages participation of MBE/DBE/WBE/SBE firms
as stated in the RFP.
A response submittal to this RFP shall consist of six bound copies and one
original of proposals furnished in a sealed envelope or box titled Request
for Proposals for Emergency Damage Assessment and Engineering Services
for Fiscal Years 2016 thru 2018. Submittals shall be mailed or delivered (no
facsimile nor email) to the Board of Commissioners of the Port of New Orleans,
Ms. Catherine C. Dunn, Director of Port Development, 1350 Port of New
Orleans Place, New Orleans, Louisiana 70130 not later than twelve noon, local
time, on Thursday, September 24, 2015. Deliveries are only accepted Monday
thru Friday, excluding holidays, from 8 a.m. to 4 p.m.

FOR MASTER PLANNING SERVICES

Notice is hereby given that the Board of Commissioners Port of New Orleans
is issuing a Request for Proposals (RFP) from Consultant Teams (as defined
in the RFP and in Appendix A: Scope of Work) interested in being considered
for award of a professional planning services contract for the Port of New
Orleans 2016 Master Plan. Consultant Teams must have demonstrated port
master planning experience and a wide range of expertise, as stated in the RFP
and appendices under minimum personnel requirements and other capability
requirements.

Interested firms may obtain the RFP via the Port of


New Orleans website at www.portno.com under the PROCUREMENT page
under HOME, then under REQUEST FOR PROPOSALS, or directly at this
website address: http://portno.com/Request-For-Proposals. The RFP contains
information and instructions on submitting proposals. In addition, the same
website has the form PONO SF-102 that can be downloaded and used for
submitting qualifications for the contract. The Port of New Orleans encourages
participation of MBE/DBE/WBE/SBE firms as stated in the RFP.
Proposals are due on September 25th, 12 P.M. Central Time. The evaluation
of proposals and award of contracts will be scheduled as set forth in the RFP.
All interested qualified firms are invited to submit their proposals and that of
any sub-consultants proposed to perform the services outlined in the RFP. The
RFP describes the evaluation factors that will be used in recommending firms
to receive award of a contract. Failure to submit all the information required for
the Proposal Narrative, Required Forms, and Additional Information, and that
required on the form PONO SF-102 will constitute a non-response.
Proposals to this RFP consist of eight bound copies of the written proposal
plus a separately sealed price proposal. The sealed envelope shall be titled
Request for Proposals for Master Planning Services: Fee Proposal and list
the firms name and date. Submittals shall be mailed or delivered (no facsimile
nor email) to the Board of Commissioners Port of New Orleans, Ms. Catherine
C. Dunn, P.E., Director of Port Development, 1350 Port of New Orleans Place,
New Orleans, Louisiana 70130 not later than twelve noon, local time, on
Friday, September 25, 2015. Deliveries are only accepted Monday thru Friday,
excluding holidays, from 8 a.m. to 4 p.m.
