Section 1
Introduction
Tighe & Bond has prepared a Phase II Scope of Work (SOW) on behalf of First Lawrence
Financial, LLC for the Former Tombarello Property located at 207 Marston Street in
Lawrence, Massachusetts. The Massachusetts Department of Environmental Protection
assigned Release Tracking Number (RTN) 3-18126 to the release in March 1999. The
site contains elevated levels of PCBs and heavy metals in surficial site soils and elevated
levels of metals and VOCs in site groundwater. A Site Locus Map (Figure 1), a
Massachusetts Geographic Information System (MassGIS) Priority Resource Map (Figure
2) and Site Plan (Figure 3) are included in Appendix A.
The Merrimack River is located approximately 400 feet east of the site.

MassDEP identified Inland Wetlands are located approximately 900 feet north of
the site.
A Solid Waste Landfill is located approximately 2,000 feet southeast of the site.
There are no additional mapped resource areas within one-half mile of the site.
Resource areas are depicted on the Priority Resource Map (MassGIS map) which is
included as Figure 2 in Appendix A.
August 1998 Environmental Site Assessment was conducted at the site by W.Z
Baumgartner and Associates, Inc. (WZB) following closure of the metals recycling
facility. Results of the assessment indicated concentrations of oil and hazardous
materials exceeding Reportable Conditions (RCs). The assessment included
collection of 15 soil samples between 0 to 11 feet below grade from nine boring
locations. Analytical results for the samples indicated exceedences above RCs for
SVOCs, TPH (diesel range), PCBs and metals. Additional assessment activities
included installation of five groundwater monitoring wells and collection of
groundwater samples for VOC, pesticides, metals, SVOCs, VPH, EPH and PCB
analysis.
Samples results indicated exceedences above RCs for arsenic,
chromium and lead. Consequently, Release Tracking Number (RTN) 3-18126 was
assigned by the MassDEP to the site for elevated contaminant concentrations.
April/June 1999 An IRA Plan was submitted to MassDEP for the site to address
the removal of a soil stockpile contaminated with heat transfer oil (RTN: 316817), collection and analysis of surficial soil samples and sampling and analysis
of existing groundwater monitoring wells. A barbed-wired fence was also erected
at the site to help control site access. The assessment included collection of 69
soil samples from depths of 0 to 6 inches. Analytical results for the samples
indicated exceedences for extractable petroleum hydrocarbons (EPH), metals
(lead), volatile organic compounds (VOCs) and PCBs.
June 1999 MassDEP assigned RTN: 3-18431 for oily sludge that was observed
on the baler/press room floor of the facility.
American Recycling of
Massachusetts, Inc. contested that the sludge originated from a sewer line and
the RTN was retracted pending further evaluation of the sewer as a potential
migration pathway. As part of additional assessment activities three additional
groundwater monitoring wells were installed at the site in June 1999. The three
wells, and one existing well were sampled and submitted for laboratory analysis
of VOCs, metals, VPH and EPH. Analytical results indicated RC exceedences for
VOCs and metals.
April 2000 The site was classified as a Tier 1C site and RTNs: 3-18431 and 318126 were linked.

September 2001 Haley & Aldrich, Inc. (H&A) collected 35 soils samples at
depths ranging from 0 to 15 feet below surface grade. Twelve of the samples
were collected from a soil berm located within the property limits and three
samples were collected in the vicinity of the baler press building. Analytical
results indicated exceedences of PCBs within various site areas.
September 2002 H&A collected nine sediment samples from the Merrimack
River for PCB analysis.
Three of the samples reported elevated PCB
concentrations, although additional upstream sampling in the river also identified
elevated PCBs (see below).
A Risk Assessment was prepared for the site as part of the Phase II CSA. The risk
assessment concluded the compounds of concern (COCs) in soil did not pose a
significant risk to trespassers with the exception of one hot spot location (WSB-6).
Risk to construction workers was identified within hot spots in the vicinity of WSB6, CD-45, WSB-2, and deeper soils in the berms located on the east and southeast
portions of the property. Risk to utility workers were identified in association with
hot spots within the vicinity of WSB-6 and CD-45. The Risk Assessment indicated
that PCB concentrations must be reduced to below 30 mg/kg and cadmium be
reduced to below 350 mg/kg in all hot spot locations in order to achieve no
significant risk (NSR) at the site. NSR assumed recording of a deed restriction.
October 2010 EPA established a 50 foot by 50 foot grid throughout the property
boundaries. Samples were collected from accessible grid locations and analyzed
for PCB, metals and PAHs. A total of 161 samples were collected and submitted
for laboratory analysis during the sampling effort.
EPA developed a removal action plan for the site to be implemented in Spring
2011 to remove limited quantities of contaminated soil from the Tombarello
property and abutting residential properties to the north. The plan includes
removal of abutting contaminated soils from the Tombarello property and
removal of soils up to three feet deep from select abutting residential properties.

stabilized at the completion of excavation activities using filter fabric, loam, and seed as
described in Section 1.4.5. Tighe & Bond personnel collected soil samples from the base
of the excavation area prior to backfilling operations. A total of 15 samples (identified
as PX-1 through PX-15) were collected from the excavation. Each sample was a
composite of a 40 long by 50 wide area of the excavation. The samples were
submitted to Alpha Analytical of Westborough, Massachusetts for PCB and RCRA-8
metals analysis. Post-excavation analytical results reported PCB concentrations ranging
from 0.23 mg/kg to 14.8 mg/kg. Table 5 in Appendix B summarizes the post-excavation
analytical results. The excavation was backfilled, loamed and seeded. A separation
barrier of filter fabric demarcates the limits of the loam clean fill placed within the
excavation.
Soil Consolidation Area
On May 2, 2011, Charter completed excavation of an approximate 35 long by 15 wide
area of soil exhibiting oil staining from an excavator formerly stored on the property.
The staining was located within the limits of the proposed soil consolidation area.
Following excavation, the soil was placed on an existing concrete foundation pad located
on the northeast portion of the property and covered with polyethylene sheeting.
Management of this stockpile would occur as necessary during future response actions at
the site.

Phase II Scope of Work
2.1 Scope and Nature of Phase II Activities
Phase II investigation activities will focus on further evaluating the extent of PCBs
and/or metals contamination at the property. Proposed activities will include the
collection of soil samples from specific areas of the site where the horizontal and vertical
extent of contamination is not adequately defined. Additional Phase II activities will
include the installation and sampling of groundwater monitoring wells and collection of
sediment samples from on-site drainage structures. Further details of proposed activities
are outlined in subsequent sections of this report.
Areas that have historically reported PCB concentrations above 50 ppm to further
delineate the horizontal and vertical extent of contamination. Soil samples will
be collected from depths ranging from 0 (surficial) to 4 feet below surface grade
(BSG). Soil samples will be submitted for laboratory analysis of PCBs. Select
samples will also be submitted for RCRA-8 metals and/or hexavalent chromium
analysis.
Paved areas located on the northwest portion of the property to delineate the
horizontal extent of contamination. Soil samples will be collected from depths
ranging from 1 to 3 feet BSG. Soil samples will be submitted for laboratory
analysis of PCBs. Select samples will also be submitted for RCRA-8 metals
and/or PAHs.
The former metals shop building to assess for possible impacts beneath the
foundation of the building. Soil samples will be collected from depths ranging
from 1 to 3 feet. Soil samples will be submitted for laboratory analysis of PCBs
and RCRA-8 metals. Select samples will also be submitted for PAHs.

The former furnace building to assess for possible impacts beneath the building
foundation as well as adjacent to the building in the vicinity of a former UST. Soil
samples will be collected from varying depths which will be dependent on field
observation and PID screening results. Soil samples will be submitted for
laboratory analysis of PCBs, RCRA-8 metals, cyanide, VOCs and EPH. Select
samples will also be submitted for hexavalent chromium.
The former baler/press area to assess possible impacts beneath and adjacent to
the former concrete slab associated with the structure. Soil samples will be
collected from depths ranging from 0 to 3 feet BSG. Samples will be submitted
for laboratory analysis of PCBs, EPH and RCRA-8 metals. Select samples will also
be submitted for PAHs.
The area of the former small sheer to assess possible impacts beneath the
concrete slab associated with the former structure. Soil samples will be collected
from depths ranging from 0 to 3 feet BSG. Soil samples will be submitted for
EPH, VOC and PCB analysis.
The area of the former large sheer to assess possible impacts beneath the
concrete slab of the former structure. Soil samples will be collected from depths
ranging from 0 to 3 feet BSG. Samples will be submitted for laboratory analysis
of EPH, VOC and PCB analysis. Select samples will also be submitted for PAHs.
The proposed soil boring locations are depicted on Figure 4 in Appendix A. Table 1 in
Appendix C outlines the rationale for proposed soil boring locations and associated
laboratory analysis.

We will also research potential upstream sources of
