Introduction
Tighe & Bond has prepared a Phase II Scope of Work (SOW) on behalf of First Lawrence
Financial, LLC for the Former Tombarello Property located at 207 Marston Street in
Lawrence, Massachusetts. The Massachusetts Department of Environmental Protection
assigned Release Tracking Number (RTN) 3-18126 to the release in March 1999. The
site contains elevated levels of PCBs and heavy metals in surficial site soils and elevated
levels of metals and VOCs in site groundwater. A Site Locus Map (Figure 1), a
Massachusetts Geographic Information System (MassGIS) Priority Resource Map (Figure
2) and Site Plan (Figure 3) are included in Appendix A.

1.1 Site Description


1.1.1 Property Description and Use
The property consists of a 14-acre parcel of land historically occupied by a City burn
dump/landfill, and metal scrap recycling yard. The southern portion of the property was
historically utilized as a soap manufacturing facility and a community landfill. The
property contains several buildings and building foundation pads.
The surface
characteristics of the property consists of sparse vegetation and numerous soil piles.

1.1.2 Surrounding Properties


The properties abutting or adjacent to the site include the following:

East: Route 495

South: Waste Management Facility.


It should be noted that the Waste
Management parcel was historically once part of the subject site during which
time the collective parcels operated as a scrap recycling yard.

West: Marston Street and Parthum Elementary and Middle School

North: residential properties

1.2 Surrounding Resource Areas


As shown on the MassGIS Map (Figure 2), portions of the subject property are located
within the boundaries of a Non-Potential Medium Yield Drinking Water Source Area. No
additional resource areas are located within the limits of the subject property. Additional
resource areas located within one-half mile of the site include:

An unnamed tributary of the Merrimack River is located off-site to the south of


the property.

The Merrimack River is located approximately 400 feet east of the site.

Areas identified by the Natural Heritage & Endangered Species Program as


Priority Habitats Rare Species and Estimated Habitats for Rare Wildlife are both
located approximately 400 feet east of the site.

Protected and Recreational Open Space is located approximately 400 feet


southwest of the site.

A Potentially Productive Medium Yield Aquifer is located approximately 450 feet


east of the site.

MassDEP identified Inland Wetlands are located approximately 900 feet north of
the site.

A Solid Waste Landfill is located approximately 2,000 feet southeast of the site.

There are no additional mapped resource areas within one-half mile of the site.
Resource areas are depicted on the Priority Resource Map (MassGIS map) which is
included as Figure 2 in Appendix A.

1.3 Previous Assessment Activities


The following is a summary of previous environmental assessment activities that have
occurred at the site based on available reports provided to Tighe & Bond. The
information was obtained through review of available environmental reports submitted
to the MassDEP and EPA.

August 1998 Environmental Site Assessment was conducted at the site by W.Z
Baumgartner and Associates, Inc. (WZB) following closure of the metals recycling
facility. Results of the assessment indicated concentrations of oil and hazardous
materials exceeding Reportable Conditions (RCs). The assessment included
collection of 15 soil samples between 0 to 11 feet below grade from nine boring
locations. Analytical results for the samples indicated exceedences above RCs for
SVOCs, TPH (diesel range), PCBs and metals. Additional assessment activities
included installation of five groundwater monitoring wells and collection of
groundwater samples for VOC, pesticides, metals, SVOCs, VPH, EPH and PCB
analysis.
Samples results indicated exceedences above RCs for arsenic,
chromium and lead. Consequently, Release Tracking Number (RTN) 3-18126 was
assigned by the MassDEP to the site for elevated contaminant concentrations.

April/June 1999 An IRA Plan was submitted to MassDEP for the site to address
the removal of a soil stockpile contaminated with heat transfer oil (RTN: 316817), collection and analysis of surficial soil samples and sampling and analysis
of existing groundwater monitoring wells. A barbed-wired fence was also erected
at the site to help control site access. The assessment included collection of 69
soil samples from depths of 0 to 6 inches. Analytical results for the samples
indicated exceedences for extractable petroleum hydrocarbons (EPH), metals
(lead), volatile organic compounds (VOCs) and PCBs.

June 1999 MassDEP assigned RTN: 3-18431 for oily sludge that was observed
on the baler/press room floor of the facility.
American Recycling of
Massachusetts, Inc. contested that the sludge originated from a sewer line and
the RTN was retracted pending further evaluation of the sewer as a potential
migration pathway. As part of additional assessment activities three additional
groundwater monitoring wells were installed at the site in June 1999. The three
wells, and one existing well were sampled and submitted for laboratory analysis
of VOCs, metals, VPH and EPH. Analytical results indicated RC exceedences for
VOCs and metals.

April 2000 The site was classified as a Tier 1C site and RTNs: 3-18431 and 318126 were linked.

September 2001 Haley & Aldrich, Inc. (H&A) collected 35 soils samples at
depths ranging from 0 to 15 feet below surface grade. Twelve of the samples
were collected from a soil berm located within the property limits and three
samples were collected in the vicinity of the baler press building. Analytical
results indicated exceedences of PCBs within various site areas.

September 2002 H&A collected nine sediment samples from the Merrimack
River for PCB analysis.
Three of the samples reported elevated PCB
concentrations, although additional upstream sampling in the river also identified
elevated PCBs (see below).

February - September 2003 Weston Solutions, Inc. (Weston) conducted a


Phase II Comprehensive Site Assessment (CSA) which included surface soil,
subsurface soil, groundwater and sediment sampling and analysis to further
delineate the extent of contamination at the site. During assessment activities,
Weston initially collected 28 soil samples between 0 and 7 feet below grade in
February 2003. Analytical results indicated exceedences of EPH, metals and
PCBs. Groundwater samples were also collected from seven existing monitoring
wells during assessment activities. The samples were analyzed for VOCs and
metals.
Analytical results indicated concentrations of vinyl chloride in one
downgradient monitoring well (MW-7) above RCs. Three sediment samples were
also collected from the Merrimack River (two upstream and one downstream) and
submitted for PCB analysis. PCB exceedences were reported for both upstream
and downstream sampling locations. Weston returned to the site in July 2003 to
collect 44 composite samples for PCB analysis. A total of 33 discrete samples
were also collected from two previously identified hot spot locations. Results of
the July 2003 assessment indicated elevated PCB concentrations. Additional soil
sampling was conducted in September 2003 with the collection of 44 additional
samples. Analytical results indicated elevated levels of PCBs.

A Risk Assessment was prepared for the site as part of the Phase II CSA. The risk
assessment concluded the compounds of concern (COCs) in soil did not pose a
significant risk to trespassers with the exception of one hot spot location (WSB-6).
Risk to construction workers was identified within hot spots in the vicinity of WSB6, CD-45, WSB-2, and deeper soils in the berms located on the east and southeast
portions of the property. Risk to utility workers were identified in association with
hot spots within the vicinity of WSB-6 and CD-45. The Risk Assessment indicated
that PCB concentrations must be reduced to below 30 mg/kg and cadmium be
reduced to below 350 mg/kg in all hot spot locations in order to achieve no
significant risk (NSR) at the site. NSR assumed recording of a deed restriction.

October 2010 EPA established a 50 foot by 50 foot grid throughout the property
boundaries. Samples were collected from accessible grid locations and analyzed
for PCB, metals and PAHs. A total of 161 samples were collected and submitted
for laboratory analysis during the sampling effort.

EPA developed a removal action plan for the site to be implemented in Spring
2011 to remove limited quantities of contaminated soil from the Tombarello
property and abutting residential properties to the north. The plan includes
removal of abutting contaminated soils from the Tombarello property and
removal of soils up to three feet deep from select abutting residential properties.

For reference, Tables 1 through 4 in Appendix B summarize analytical data available


from historical assessment activities conducted at the property. Sample locations are
depicted on Figure 4 in Appendix A.
Information regarding the locations of historic
borings S-8, S-9, F4, H6, I3 and WSB-9 could not be located on available historical site
plans and are therefore not shown on Figure 4.

1.4 Underground Storage Tank History


According to a Phase I ESA prepared for the site by W.Z Baumgartner & Associates in
August 1998, there were no reported USTs existing on the property. According to the
report, a UST containing gasoline was removed from the property in the mid-1980s and
a diesel fuel tank was removed in 1996. A Report on Environmental Health and Safety
Compliance Audit prepared by Haley & Aldrich in May 2001 indicated that an abandoned
275-gallon UST was located outside and adjacent to the Baler Press Building. The tank
was reported to have been filled with a solid material.
Additional information regarding historic USTs at the site was researched using
MassDEPs online UST query software which identifies known UST to exist on properties
throughout the state.
According to information available on the website, four USTs
have been removed from the site from 1976 through 1979. USTs removed included a
1,000-gallon and 4,000-gallon gasoline UST, and a 4,000-gallon and 10,000-gallon
diesel fuel UST.
No other USTs are known to exist on site based on the available information that Tighe
& Bond has reviewed.

1.5 Recent Site Activities


1.5.1 EPA Involvement
EPA developed a removal action plan for the site to be implemented in Spring 2011 to
remove limited quantities of contaminated soil from the Tombarello property and
abutting residential properties. The plan included removal of soil from areas identified
as hot spots on the Tombarello property and removal of soils up to three feet deep
from select abutting residential properties.
The EPA indicated that FLF could elect to conduct certain remedial actions proposed to
substantially minimize or eliminate the environmental lien that has been placed on the
property and to help secure the site from a potential short-term risk standpoint.
Between the month of April and May 2011, Charter Environmental, Inc of Boston,
Massachusetts completed the following site activities, on behalf of FLF under an EPAapproved Administrative Order of Consent (AOC):

1.5.2 Soil Excavation Activities


Northern Property Boundary
On May 2 and 3, 2011, Charter completed excavation of an approximate 600 x 50 area
(to a depth of 1 foot) of soil adjacent to fencing abutting the Hoffman Avenue residential
properties located on the northern portion of the 207 Marston Street property. These
excavated soils were relocated to the southern portion of the site in a predefined area
measuring approximately 150 long by 150 wide. The soil consolidation area was

stabilized at the completion of excavation activities using filter fabric, loam, and seed as
described in Section 1.4.5. Tighe & Bond personnel collected soil samples from the base
of the excavation area prior to backfilling operations. A total of 15 samples (identified
as PX-1 through PX-15) were collected from the excavation. Each sample was a
composite of a 40 long by 50 wide area of the excavation. The samples were
submitted to Alpha Analytical of Westborough, Massachusetts for PCB and RCRA-8
metals analysis. Post-excavation analytical results reported PCB concentrations ranging
from 0.23 mg/kg to 14.8 mg/kg. Table 5 in Appendix B summarizes the post-excavation
analytical results. The excavation was backfilled, loamed and seeded. A separation
barrier of filter fabric demarcates the limits of the loam clean fill placed within the
excavation.
Soil Consolidation Area
On May 2, 2011, Charter completed excavation of an approximate 35 long by 15 wide
area of soil exhibiting oil staining from an excavator formerly stored on the property.
The staining was located within the limits of the proposed soil consolidation area.
Following excavation, the soil was placed on an existing concrete foundation pad located
on the northeast portion of the property and covered with polyethylene sheeting.
Management of this stockpile would occur as necessary during future response actions at
the site.

1.5.3 Concrete Slab Removal


Preparation of the soil consolidation area included the removal of a 20 x 65 x 1
concrete slab. The slab was stockpiled on the central portion of the site.

1.5.4 Hazardous Waste Container Classification/Removal


Miscellaneous hazardous waste containers and oily solids surrounding and beneath the
containers were classified and removed from the property under Uniform Hazardous
Waste Manifest documentation.

1.5.5 Loam and Hydro-seeding


On-site excavation areas were backfilled with common burrow, followed by loam and
hydro-seed.
Upon completion of adding soils to the soil consolidation area, the area
was covered with a non-biodegradable filter fabric, followed by loam and hydro-seed.
Additional exposed areas of the property were also hydro-seeded.

1.5.6 Replace/Repair of Fencing


Damaged fencing located along the perimeter of the property was repaired or replaced.

1.5.7 Signage Placement


Signs were placed every 100 feet along the property boundary indicating that the site is
contaminated.

2.1 Scope and Nature of Phase II Activities
Phase II investigation activities will focus on further evaluating the extent of PCBs
and/or metals contamination at the property. Proposed activities will include the
collection of soil samples from specific areas of the site where the horizontal and vertical
extent of contamination is not adequately defined. Additional Phase II activities will
include the installation and sampling of groundwater monitoring wells and collection of
sediment samples from on-site drainage structures. Further details of proposed activities
are outlined in subsequent sections of this report.

2.2 Health & Safety Plan Development


Tighe & Bond will prepare a site specific Health & Safety Plan prior to initiation of Phase
II investigation activities.

2.3 Soil Borings


Soil boring advancement will be conducted using a Geoprobe direct-push drilling unit.
Soil samples will be collected every four feet and field screened for volatile compounds
using a photoionization detector (PID). Select shallow sampling locations will be
collected using a hand auger. A total of 82 soil borings are proposed throughout the
property as part of Phase II investigation activities. Proposed boring locations include
the following:

Areas that have historically reported PCB concentrations above 50 ppm to further
delineate the horizontal and vertical extent of contamination. Soil samples will
be collected from depths ranging from 0 (surficial) to 4 feet below surface grade
(BSG). Soil samples will be submitted for laboratory analysis of PCBs. Select
samples will also be submitted for RCRA-8 metals and/or hexavalent chromium
analysis.

Paved areas located on the northwest portion of the property to delineate the
horizontal extent of contamination. Soil samples will be collected from depths
ranging from 1 to 3 feet BSG. Soil samples will be submitted for laboratory
analysis of PCBs. Select samples will also be submitted for RCRA-8 metals
and/or PAHs.

Vegetated areas located on the southeastern portion of the property to delineate


the horizontal and vertical extent of PCBs and metals contamination. Soil samples
will be collected from depths ranging from 0 to 4 feet BSG. Select samples will
be submitted for laboratory analysis of PCBs and RCRA-8 metals.

The former metals shop building to assess for possible impacts beneath the
foundation of the building. Soil samples will be collected from depths ranging
from 1 to 3 feet. Soil samples will be submitted for laboratory analysis of PCBs
and RCRA-8 metals. Select samples will also be submitted for PAHs.

The former furnace building to assess for possible impacts beneath the building
foundation as well as adjacent to the building in the vicinity of a former UST. Soil
samples will be collected from varying depths which will be dependent on field
observation and PID screening results. Soil samples will be submitted for
laboratory analysis of PCBs, RCRA-8 metals, cyanide, VOCs and EPH. Select
samples will also be submitted for hexavalent chromium.

The former baler/press area to assess possible impacts beneath and adjacent to
the former concrete slab associated with the structure. Soil samples will be
collected from depths ranging from 0 to 3 feet BSG. Samples will be submitted
for laboratory analysis of PCBs, EPH and RCRA-8 metals. Select samples will also
be submitted for PAHs.

The area of the former small sheer to assess possible impacts beneath the
concrete slab associated with the former structure. Soil samples will be collected
from depths ranging from 0 to 3 feet BSG. Soil samples will be submitted for
EPH, VOC and PCB analysis.

The area of the former large sheer to assess possible impacts beneath the
concrete slab of the former structure. Soil samples will be collected from depths
ranging from 0 to 3 feet BSG. Samples will be submitted for laboratory analysis
of EPH, VOC and PCB analysis. Select samples will also be submitted for PAHs.

The proposed soil boring locations are depicted on Figure 4 in Appendix A. Table 1 in
Appendix C outlines the rationale for proposed soil boring locations and associated
laboratory analysis.

2.4 Test Pit Excavations


The Phase II investigation activities include the excavation of shallow test pits within
existing soil berms and soil stockpiles. Test pits will be excavated using a rubber-tire
backhoe. Each test pit will be restored to the extent feasible by backfilling the soils
removed. Proposed test pit locations include the following:
Berms
A total of 12 test pits are proposed to assess for the presence of metals and PCB
contamination in berms surrounding the southern and eastern perimeter of the site.
Samples will be collected from depths ranging from surficial to 15 feet within the berms.
Soil Stockpiles
A total of 12 test pits are proposed to assess for the presence of metals and PCB
contamination within soil stockpiles existing throughout the property. Soil samples will
be collected from varying depths within the stockpiles.
During test pitting activities, a real-time dust monitor will be utilized by field personnel
to monitor dust conditions during those activities. If any visible dusts are generated
during excavation or elevated of dusts above background conditions are detected,
excavation work will stop and additional engineering controls will be evaluated.

The proposed test pit locations are depicted on Figure 4 in Appendix A. Table 1 in
Appendix C outlines the rational for proposed test pit locations and associated laboratory
analysis.

2.5 Monitoring Well Installations


Select soil boring locations will be completed as groundwater monitoring wells. The
wells will be installed using one-inch PVC Schedule 40 materials, with 10-foot section
0.010-slotted screen set across the water table, to the extent feasible, as encountered
during drilling. Each well will be completed with a flush-mount road box concreted inplace, and will be developed for a short duration after installation.
Eight monitoring wells will be installed as part of the proposed Phase II investigation
activities. Proposed well locations include the following:

Paved area located on northwest portion of property (1 well)


Within the former metal shop building (1 well)
Within and adjacent to the former furnace building (2 wells)
Former baler/press area (1 well)
Former small shear area (1 well)
Former large shear area (1 well)
Southern area of site (1 well)

The proposed monitoring well locations are depicted on Figure 4 in Appendix A. Table 1
in Appendix C outlines the rational for each proposed well location.

2.6 Groundwater Sampling


Approximately one week after well installation, Tighe & Bond will sample each of the
new monitoring wells. The vertical elevation of each well will also be surveyed in order
to establish groundwater flow direction. Groundwater samples will be collected using
standard low-flow sampling techniques in general conformance with established EPA
guidelines for low-stress groundwater sampling.
The groundwater samples will be submitted for laboratory analysis of EPH, PCB,
physiologically available cyanide (PAC), VOCs, total cyanide and/or RCRA-8 Metals. The
proposed monitoring well locations are depicted on Figure 4 in Appendix A. Table 1 in
Appendix C outlines the rational for each proposed well location and associated
laboratory analysis.

2.7 Drain Structure Sediment Sampling


A visual survey of existing sewer and/or drainage structures will be conducted as part of
Phase II investigation activities. Manhole and catch basin covers will be identified to the
extent feasible and removed to visually observe and collect samples from sediments
contained within the structures. It is anticipated that up to 4 sediment samples will be
collected and submitted for laboratory analysis of PCBs and RCRA-8 metals.

2.8 Merrimack River Sediment Sampling


Additional sampling of Merrimack River sediment is not proposed as part of this scope of
work. However, Tighe & Bond will compare available chemical concentration data from
the previous samples collected near the outfall pipe from the site within the Merrimack

River to chemical concentration data for upstream areas in the Merrimack River that
represent local conditions.
We will also research potential upstream sources of
chemicals to the Merrimack River (e.g., other hazardous waste sites). The Phase II
report will include a Stage I Environmental screening.

2.9 On-Site Utilities


The site has a historic network of subsurface storm drainage piping/structures and an
active sewer easement that serviced the site and other off-site locations. Approximate
locations of mapped utility locations are shown on Figure 4. Some of the buildings may
have been historically connected to the storm drainage network and/or sewer. Due to
past building demolition and site disturbances that has occurred, this current scope of
work does not currently include evaluating potential discharge locations of previous
lateral service connections to for stormwater, sewer, and/or floor drains. However,
during future site remediation and redevelopment, it will be necessary to cap former
service connections that may have once existed. To accomplish this, a camera survey of
the sewer line and drainage network would be performed. As lateral service connections
are identified on infrastructure designated to remain, these connection points will be cut
and capped. In addition, it is likely that the majority of the past drainage network will
be removed and replaced to accommodate a new redevelopment layout.

2.10 Phase II Site Investigation Report


Tighe & Bond will prepare a Phase II Assessment Summary Report at the completion of
investigation activities.
A Method 1 Risk Characterization for human health
characterization (prepared by Tighe & Bond) and a Method 3 Ecological Risk Assessment
(subcontracted to and prepared by Exponent of Maynard, Massachusetts) will also be
included with the Phase II Summary Report.
