PREFACE

The Water Resources Department has been functioning independently since


1968 at Government level. Earlier it was a part of the Public Works Department. In the earlier
plan periods, upto the year 1970, the department did not have its own specifications and the
engineers were required to adopt specifications of other States which obviously resulted in
various works getting completed without uniformity throughout the State.
For the first time, in the year 1970, specifications were published to cover only
few important items pertaining to irrigation projects. This again created difficulties to the
design and field engineers. As a result there was no uniformity in construction and many a
time, in the absence of proper specifications the department faces littigations due to
contractual complications.
Prior to 1977 the schedule of rates for works being issued by the Circle
Superintending Engineers and obviously there was no uniformity in the nomenclature as well
as rates. The schedule of rates had no direct relationship with specifications in whatever from
they were being followed. For the first time in the History of Irrigation Department of
Madhya Pradesh Unified C.S.R. was made applicable to the State as a whole. The of course,
did overcome considerable anamolies. Even so there were some snags in the absence of
detailed specifications for all important items pertaining to various irrigation works. These
anamolies were removed to the extent possible while revising the UCSR in 1984 and recently
in 1991.
While the UCSR got updated from time to time the specifications for items
covering irrigation works were not revised or updated since 1970. Therefore, it was decided
to bring out an exhaustive publication of specifications to cover as many items of the UCSR
as is practicable. Due to the sustained efforts of many officers of the department in the last
three years, It has been possible to compile the specifications covering items included in 32
Chapters out of 42 Chapters of UCSR. Items in the remaining 10 Chapters either do not
require any specifications or they are very minor items which are of no consequence.
The specifications having been drawing in a quite detailed manner, it has not been
possible to accommodate all the chapters in one volume. Therefore, it has been decided to
publish the specifications in five separate volumes. The first two volumes consisting of 14
Chapters have been prepared with a view to cover very important items required for irrigation
projects. Other volumes will follow shortly efforts have been made to make these
specifications very comprehensive with a view to facilitate easy understanding by the filed
engineers as well as contractors to undertake the works in the department.

The work of preparation of specifications is a voluminous job involving


considerable date processing and study of specifications of other State and IS Codes. I am
happy that this singularly important task has been completed inspiration and counsel given by
Shri J.R. Malhotra, Secretary (Retd.) Irrigation Department and Shri M.S. Billore, Secretary,
Water Resources Department without which it would not have been possible to bring out the
volumes of specifications.
The undersigned is also grateful to Sarvshri O.N. Thapar former Chief
Engineer, BODHI and Shri A.A.P. Khare, Chief Engineer, BODHI for the able guidance
given to Sarvshri S.C. Saggar, Director Specification, Shri A.K. Agrawal, Shri P.C. Gulati,
Deputy Director and Shri Bhagirath Chhipa, Shri Khem Raj Nagar and Shri S. N. Tiwari,
Assistance Directors who have taken pains to compile the specifications. I am, indeed,
grateful to field Chief Engineers and Superintending Engineers who gave valuable
suggestions while finalising the specifications.

modifications are required as a result of experience gained in the construction of projects.
