SHIRE PRESIDENTS REPORT September 2015
Local Government Elections
The Shire of Shark Bay local government election will close on17 October.
Elections are being held by postal vote and all eligible voters should now
have received voting papers mailed to you by the WA Electoral
Commission. Sitting Councillor Greg Ridgeley has been re-elected
unopposed for the Useless Loop/Pastoral Ward. The five candidates
seeking election for three seats in the Denham Ward are; Margaret Prior, Cheryl Cowell, Keith
Capewell, George Livesey and Des Matthews. Completed voting slips can be either posted back
to the Electoral Commission or hand delivered to the Shire.
Dirk Hartog 2016 Celebrations
Unfortunately, I was unable to attend the recent presentation and workshops held by the event
coordinators for the 2016 celebrations, but the councillors who attended were extremely
impressed with the proposals from Strut and Fret Production House. In order to promote
tourism and thereby increased viability for the local economy, we want to ensure that these
events provide a catalyst for business opportunities during the October 2016 celebrations and
put Shark Bay on the map from a tourism perspective as well as providing an on-going legacy
for the community with infrastructure and an annual festival.
Denham Recreational Jetty Opens!
Right on time, the new Denham Jetty was opened to the public on 30 September. There a few
finishing touches still going on, a ladder to be relocated, some edging to be completed, etc. but
the fishing and squidding is in full swing for the school holidays!
Denham Foreshore Revitalisation
The successful consultants engaged to carry out the Denham foreshore revitalisation were in
town a couple of weeks ago and provided presentations plus held workshops with councillors,
Shire staff and local community members to gauge response to some of their proposals and
determine the aspirations of locals regarding the upgrade to the foreshore. They will return
shortly for a further round of consultations based on their initial impressions from workshop
participants.
Shark Bay Art Awards
The Shark Bay Art Awards, organised for the fourth year by the dedicated volunteers of the Arts
Council, opened on 19th September and will close on 16 October. The Shire provided the seed
funding for the initial event and continues to provide the prize monies awarded to the winning
entries. We hope this event will continue to grow and provide an avenue, not only for our very
talented local artists, but others across the State, to showcase their impressive work. Its well
worth a visit to the Rose Freycinet Gallery to check out the art on display and whilst there vote
for the Peoples Choice Award.

to crime prevention. Often people tell us about things that happened last week
or a month ago that they thought were strange, out of the ordinary, or in some
cases criminal, and for a number of reasons they never report these incidents
at the time.
The fact of the matter is YOU are our eyes on the street and your small piece
of information may be the missing piece in the puzzle. We actively follow up
on information received and have had many great results.
Information from members of the community have led to significant drug
seizures, return of stolen property and prevention of violent and anti-social
behaviour.
So, if you see something suss, call the Police! You can remain anonymous if
you wish. Your information is more important to us than your identity.
By being proactive in our community you can be instrumental in enhancing the
safety and quality of life here in Shark Bay!

CARNARVON AND MONKEY MIA AVIATION SERVICES NOT SUFFICIENT


Member for North West Central Vince Catania has written to the Department of Transport
raising his concerns with the new summer flight timetable proposed by Skippers Aviation.
The proposed timetable for December 7 this year to February 28, 2016 does not have a flight
on a Saturday, with Wednesday being the only day the flight is direct.
If the department accepts this proposal, Carnarvon and Denham will once again go without
an acceptable air service at a time of year when many people are travelling for holidays, Mr
Catania said.
I am very disappointed with the proposed services suggested by Skippers Aviation for the
Carnarvon and Monkey Mia air routes.
The schedule is ridiculous, with nearly every flight being a milk run involving landing at
another airport.
Wednesday is will be the only day there are two flights in one day. The Friday schedule has
only one departure from Perth, leaving at 12.30pm.
The continued change in timetable is creating havoc for people trying to fly for business,
holidays and medical appointments.
My office continues to receive complaints from constituents that are not satisfied with high
ticket prices and inferior service, Vince said.
It is simply not acceptable for our towns to have this inferior air service year after year. The
route needs to be regulated including minimum acceptable standards of service.
We are trying to promote World Heritage destinations in Shark Bay and along the Ningaloo
coast while providing second rate airline services. Tourism and businesses suffers as we
struggle to connect with other services.
Vince has called on the Transport Department to enforce a minimum service level agreement
with Skippers.
Constant changes to flight schedules make it impossible for people meet their work schedules
and many business travellers are now choosing to drive due to the unreliability of the service
and connecting flights, he said.
The continuous changes to the timetable, expense and lack of service is decreasing the
number of people who utilise the service because it is just too expensive.

Busy Three Months
The first three months of the new financial year have been very busy for our Volunteer
Ambulance Officers. They have responded to 44 000 emergency and Royal Flying
Doctor call outs so far! Phew! This averages out to three a week. Along with keeping
the emergency Attendant and Driver phones by their side 24/7, this is a job well done!
Our wonderful volunteers also had an intensive Training Weekend on the 12th & 13th of
September, to keep their skills up to date, and learn new ones. Rest assured, if you need
an ambulance, our Volunteer Ambulance Officers will take good care of you!
First Aid Courses
As some of you may know, our dedicated First Aid Trainer Fay Castling will finally be
hanging up her Trainers bandages on the 30th of October. Fay has gone above and
beyond the call of duty in delivering First Aid Training to our Shire, and driven
thousands of kilometres to provide first aid training in Exmouth and Carnarvon.
Her last course at our Shark Bay Sub Centre will be on the 26th of October. There are
only a few vacancies left, so call or email the office to secure your spot. You never know
when you will need that vital information to save a life, or just deal with an emergency
first aid situation.

AGM
Our Sub Centre will be holding its Annual General Meeting on Wednesday the 21st of
October, at 6.00pm. All are welcome! The meeting will be followed by a yummy BBQ,
all catered for by your St John Ambulance Shark Bay crew.

First Aid Kits


We get a few enquiries about First Aid Kits, so heres an update. St John have a great
range of kits for sale, specifically designed for home, office, vehicles, outdoors and
recreation, industry, and special life saving equipment such as defibrillators and oxygen.
There is even a kit for your pet! Prices range from $25 for the pet, or the bites and
stings kits, to $220 for a wall mounted office kit. The industrial kits are priced on
request. So if you need a kit, come into the office and check out our catalogue. Keep in
mind that we have to order them from Belmont, so leave enough time for them to be
posted up just in case you are travelling and want a kit urgently!

The annual Shark Bay vs Kalbarri softball match


The annual Shark Bay vs Kalbarri
softball match was held on the
19th of September down at the
town oval here in Denham. It was a
fantastic day and loads of fun was
had by all who attended. Shark
Bay played an amazing game and
went on to win the game which
meant the surfboard shield got to
stay here in Shark Bay.

The Shire of Shark Bay and


especially Roger Hewitt who went
down to the oval and marked out
the playing diamond.

All the girls in the team worked


beautifully together and looked
awesome out on the field in their
team uniforms. Kalbarri brought a
full team and we thank them very
much for their efforts and their
fantastic sportsmanship during
and after the game.

Kalbarri scored 9 home runs and


our winning girls scored 18 home
runs, which is a massive effort.
There are always lots of people
that contribute to making events
like this happen and to be run

volunteers got on board to enhance
the event under the direction of
Yadgalah Aboriginal Corporation.
This year saw a significant increase
in the crowd numbers coming to
the oval for both the softball and
football matches. This year, the
programming and timing of games,
assisted by Eagles and Dockers
winning encouraged our community
to come along and support our local
teams.
Training for our football games
started months ago and was held
twice a week. Around 10 men
regularly participated in training
sessions which included goal kicking
practice, hand balling skills, short
targeted kicks, marks, jumps and
so on. On the odd occasion, visiting
tourist fitness enthusiasts would
also join in our training sessions and
offer advice.
All Shark Bay male adults were
invited to participate in the game
on the day, with numerous past
residents returning from Geraldton,
Carnarvon, Perth and other areas
to play on the day. We also had a
number of people for who it was
the first time they had played AFL
football.
The Shire of Shark Bay was
approached this year to line mark
the oval for the team, which proved
beneficial to identify game areas.

day, Shark Bay went in at quarter


time in the lead but suffered a major
injury blow - Mathew Fields who
was wheeled off by our local St
Johns Ambulance volunteers Derek
and Patricia Renoir-Weston with
a fractured fibula and broken tibia.
Maty was driven down to Geraldton
hospital and has undergone surgery
to insert two plates.
Kalbarri fought back in the second
quarter and Shark Bay went in to
half time down by a couple of goals.
We failed to take advantage of the
wind in the third quarter and Kalbarri
proved too fit and too strong for
the rest of the game, dominating
to take victory and the shield. The
final score was roughly Kalbarri 96
to Shark Bay 49. Our team did an
amazing job considering we dont
play competitively weekly and a
number of our players had never
played before.
Thanks to everyone for their support
on the day, whether youre players,
umpires, runners, water boys,
spectators, organisers, donators
or those selling food, drinks
and supplies on the side, your
participation made the event the
success it was for Shark Bay.

venue for the prize and dinner

local school kids just loved this role)

donating water bottles for the
players.
Gearing Butchers for donating a
$75 meat voucher towards a raffle.
St Johns Ambulance Shark Bay
for their presence and assistance on
the day.
SES Shark Bay and the
Denham Fire Brigade for having a
demonstration of their equipment on
the day.
All the volunteers who assisted
to set up and pack down on the day.
And lastly the Kalbarri crew,
for making an effort to venture up
to Shark Bay for the weekend to
participate.

Whats been happening at the Rec Centre


Playgroup WA Morning Tea
Representatives from Playgroup WA, Michelle and Lisa, along with the regional development officer, Carolyn
from Geraldton Community education centre, recently came along to our weekly kindy gym session on
Tuesday 8th September. Ten adults and eleven children were lucky enough to have morning tea provided
as the ladies initiated a discussion about how to run a playgroup here in Denham. Basically playgroup can
be run from home, a playground or you could change it up and go to a different playgroup members house
from week to week. If anyone is interested in starting up a playgroup please contact Playgroup W.A. ph:

In the Court
We have been trialing a new system at the rec centre when it comes to using the sports equipment during
open courts. People who wish to use a ball needs to sign their name and what type of ball they would like to
use out and when they bring the ball back, sign it off. This type of system is aimed at encouraging patrons
to be more accountable for the equipment that they are using and to tidy up after themselves so far it has
been working pretty well with the kids after school, well done kids. The staff are open to anyone who wants to
borrow any other type of sporting equipment during open courts to feel free to ask us to get it from the store
rooms as it is there to be used.
Judy and Natt are looking forward to seeing everyone for the school holiday activities and open courts. Ralf
will still be organising night sports over the holidays so make sure to come along and get fit while having fun.
Its the last two games of netball then it will change to badminton after the holidays, so it would be great if we
get a good turnout for our final games of the year. Please remember that kids under 7 need to be supervised
by an adult.

Celebrate young people in North West Central


Local Member Vince Catania MLA is calling on outstanding young people in North West
Central electorate to be nominated for the WA Youth Awards 2015.
This year six award categories are open to honour and recognise young individuals, with one
individual category winner to be chosen as the WA Young Person of the Year.
The winner will have the opportunity to travel throughout WA to participate in youth-related
events and activities as WA's youth ambassador.
Vince said any young person aged between 12 and 25 making an extraordinary contribution
to their community and people around them could be nominated for the awards.
We have a tremendous pool of talented and inspirational young people here in the North West
Central region that I believe are very worthy of nomination, he said.
Growing up and living in regional WA brings different challenges and experiences to our
young people, who often achieve fantastic outcomes for their communities and each other that
go unnoticed.
Individuals and groups can be nominated in six categories: The Minister for Youths Most
Outstanding Youth Worker Awards; the Active Participation Award; the Cultural Endeavours
Award; the Organisational Achievement Award; the Community Leadership Award and the
Commissioner for Children and Young People Participate Award.
These awards give us all a chance to give a sincere shout out to fantastic young contributors
that are making real differences in our communities.
Regional Western Australia traditionally has a high level of participation in the awards, with
nine nominees last year being chosen as category finalists.
The awards also honour and recognise individuals and organisations working with and for
young people in WA.
Vince said nominations must include a maximum 1000-word summary outlining the
achievements of the nominee and must be submitted before Friday, October 2.
This is a great chance to celebrate the young people of our region so I encourage people to
get their nominations in before the October deadline, he said.
The winners will be announced at a gala ceremony at the Crown Ballroom on Friday, 27th
November 2015.

Heart Foundation Recipe

Preparation time: 20 minutes


Cooking time: 10 minutes
Ingredients
2 Lebanese cucumbers, peeled, halved
lengthwise and seeded
200g reduced fat natural yoghurt*
1 garlic clove, very finely chopped
2 tsp olive oil*
2 tbs chopped mint, flat leaf parsley or dill

Serves 6

4 large wholemeal pitas, split horizontally


and cut into wedges*

6 unpeeled garlic cloves

30 minutes or until eggplant has is soft
and tender. Set aside for 30 minutes to

1 tbs tahini*
1 tbs olive oil *
6 green onions, finely chopped

1. Preheat oven to 220C (200C fanforced). Line a baking tray with baking
paper.
2. Pierce the eggplant skin about 10
times with a skewer then place onto the

and drain for 20 minutes.

3. To make the pita chips, preheat oven to


180C (160C fan-forced).

2 tsp red wine vinegar

3. Meanwhile, place bread in a moderate


oven until warm.
4. Cut the eggplants in half lengthways.
Scoop the soft creamy flesh into a bowl.
Squeeze the soft garlic flesh from the skin
into the bowl, use a fork to mash eggplant
and garlic together until well combined.
Add lemon juice, tahini, oil and the green
onions. Season with pepper and stir to
combine.
5. Place a piece plastic wrap right on the
surface of the dip and refrigerate 2 hours
or overnight if time permits.

At the end of October the Carnarvon Civic Centre will be


generating a willy-willy on their main stage. This is an
intriguing and unique performance exploring local stories
and performed with the people of Carnarvon.

After seven months of creating and training her community,


Janine is preparing to guide more than 30 people aged 5
to 70 onto the Carnarvon Civic Centre stage for a one off
production.

Willy Willy has been created and Directed by local dance


artist Janine Oxenham and commissioned by Ausdance
WA. In October last year, Janine began talking and
exploring local history and unearthed stories of tent cities,
cyclones and how turmoil brought wisdom and connection.
In March this year, with the support of her mentor dance
artist Simon Stewart, Janine began delivering hundreds
of dance workshops around the community. Taking these
stories with her she has shared and translated them into a
unique performance.

It has been a treat working with the community of


Carnarvon says Jo Smith, Ausdance WAs regional
manager. There is such a rich creative spirit here. Of
Janine, Jo says she is one of the most exciting, multidimensional artists Ive worked with in recent years.

Co-presented by Aartworks, this is Janine Oxenhams most


ambitious production yet. Working with award winning
musician Dave Mann, fashion designer Jo Brown, and
projection artist Anton Blume, this production is set to be a
feast for the senses and a thrilling immersive performance.
Karen Hethey, the brilliant Director of last years acclaimed
show How High the River, has also returned to the
community to support this projects final stages.

To help make this all happen, locals have come forward


with support: The Gascoyne Development Commission,
Skippers airline, the Carnarvon Motel, Carnarvon
Community College and the Shire of Carnarvon

SES SHARK BAY

SES members have been active the past month assisting
in the recovery of people whose vehicle became bogged,
as well as providing air observers to search for the yacht
Osprey whose skipper abandoned the boat when it
started sinking SW of Steep Point.

Towards the end of September, two unit members


joined around 600 other volunteers in WAs Department
of Emergency Services(DFES) annual conference.
A range of topical issues were presented to the
conference delegates over three days. It included visits
to the State Operations Centre in Cockburn, DFES
Training Academy in Welshpool and Training Simulation
Centre - (known as the Bunker) in Belmont.
Part of the programme included key note speakers,
Corporal Mark Donaldson VC and Mr Allan Sparkes CV
VA. Both these speakers delivered inspiring speeches
that exemplified the need for people to look out for
their mates and taking care of them when they were in
need.

The yacht Osprey was approx 40 nautical miles SW of


Steep Point.

Mark told of the incident in Afghanistan where he


showed outstanding courage to rescue a fellow soldier.
Included in his address was some actual video footage of
the action that highlighted the desperate circumstances
his unit was exposed to.
Allan is one of 5 Australians awarded the Cross of Valour
in the past 30 years for his courage when he rescued a
young boy from a flooded stormwater drain. The Cross
of Valour is the highest award that can be awarded to a
civilian. He spoke of his battle with depression in the
aftermath of the rescue and also from the loss of two of
his fellow police officers in an ambush around the same
time.
The SES unit will be conducting our annual community
cyclone awareness day shortly and urge all to maintain
their readiness just in case the community experiences a
revisit of a cyclone. We do not know when the next
cyclone will affect our town but we can be sure that next
one will not be named Olwyn.

One of the joys of been involved with emergency
services is the satisfaction gained from assisting people
who need help, in both these cases our members did a
great job in their response.

We urge people not to be complacent just because we


managed in March. Olwyn was a low end cat three or
high two event, and although the likely hood of stronger
cyclones hitting Shark Bay are potentially low, they are
still possible.
Everyone is commenting about the changing weather
patterns, nothing will surprise, so be prepared for the
unexpected.

Pacific after the 2nd World War & Abraham was convinced this
gaunt, desperate character was
going to kill him. It was the fate of
many ordinary Christians let alone
Missionaries.
I heard every word you said last
night. I was hidden up in the trees.
You spoke about a man called
Jesus. I want to hear more about
him.
Night after night Ofandi came to
Abrahams hut. The teaching went
on. It was always at night for fear
of being seen. When he finally
accepted Christ as his Saviour &

him, he left his gun with Abraham &

Adults can decide for themselves - if they decide to
turn their backs on God and not accept His teaching
- but children should be given the right to make that
decision for themselves. Religious education is no
longer an option in our school, but you can choose
to let your children come to Sunday School to hear
the good news about Jesus. We hear so much on the
news about the increase in young people committing
suicide because they cannot cope with the troubles
of this world. Jesus tells us:

Steve and Tamara Combe, with their 3 children,
Hannah, Sarah, and Nathanael will bring a fresh new
approach to ministry in Shark Bay.
Steve has traded his career in the Australian Navy
for that of an Anglican Minister, and has brought his
family here to Shark Bay to look after our Church.
It has been a long time since there was a Sunday
School in the Bay, which is a shame because the
Bible tells us that:

Jesus is not just speaking to children. He is talking
to you and me as well. Lets get behind Steve and
Tamara and give them all the help we can; dont
just send the children to Sunday School - come to
Church yourself and be reunited with your Father in
heaven. Or at least call in to the rectory and welcome
them to town.

Shark Bay Inscription Post - October 2015

The Shark Bay Fishing Fiesta


The Shark Bay Fishing Fiesta has been an annual festival in Shark Bay for ??? years.
Due to the decrease in volunteers over the past few years, the Shark Bay Fishing Club
committee, whom organises and runs the Fishing Fiesta moved the event from the
Denham Foreshore to the Heritage Resort. The workload proved less demanding to
the skeleton crew of volunteers involved over the course of the week with the event
however attracting larger sponsors.
At the September 2015 AGM of the Shark Bay Fishing Club a brand new committee has been formed. Our
aim is to bring a fresh new community vibe back to the Fishing Club and our Fiesta.
Changes you can look for and will include:
Catch and release fish categories
Separated fishing categories including

- on shore fishing (beach/jetty),

- inside the bay (dinghy/smaller boats),

- deep sea (Turtle Bay/Steep Point)
Opportunities for community groups to fundraise
Local monthly fishing competitions
A survey was designed by the new committee to identify key areas requiring community input to finalise
decision making regards future changes to the Fiesta event. If you would like to see changes or have a great
idea you could suggest to include in the weeks programming, now is your chance to put it in writing (not heresay). Please return the survey to the Shark Bay CRC as soon as possible.
Lastly a hug thank you extends to the retiring hardworking committee from the last few years, naming
especially Jan Arlidge, Des & Beate Matthews and Mick Skane. The event runs for an entire week, with
planning spanning well over a year in advance, so you can only imagine how much effort these volunteers
put into such an event. Thank you and we look forward to seeing you sitting down and enjoying yourself at
the 2016 Fiesta.
Also a big thanks to those whom came along to the Fishing Club AGM to support, express their opinions and
or join the Fishing Club committee to run the event.
