Instantrequest,pursuanttotheFreedomofInformationAct(1988)isfileddirectlywithyou,
sinceresponseonapreviousrequestuncoveredthatMsSharonSabanSafraiholdsno
lawfulappointment,pursuanttotheRegulationsofStateService,asFreedomofInformation
OfficeroftheAdministrationofCourts.
Additionally,instantrequestisfileddirectlywithyou,asaRequesttoInspect,pursuantto
RegulationsoftheCourts,InspectionofCourtFiles(2003),Article5,whichauthorizesthe
DirectoroftheCourtstopermitinspectionofcourtfiles.
Therefore,Irequestaresponseoninstantrequestonpaper,bymail,tomymailingaddress,
providedabove,underyourhandsignature.Alternativelyunderthehandsignatureofa
dulyappointedFreedomofInformationOfficeroftheAdministrationofCourts,together
withacopyofarecord,documentinghis/herlawfulappointment,pursuanttothe
RegulationsofStateService.
FOIARequestfeewaspaidthroughthegovernmentpaymentportal,paymentcertificate
#66815098.

therightofthepublic,orpartiesinacase,toaccess,alternativelyrelativeto
prohibitionofaccess,tojudges'electronicsignatures(certifiedelectronic
signatures,asdefinedintheElectronicSignatureAct)andtheircontroldataon
decisionandjudgmentrecordsinNetHaMishpatITsystemofthedistrictand
magistratecourts.
Tothisdate,inallcases,whenIrequestedtoinspecttheelectronicsignaturecontroldata
ondecisionandjudgmentrecords,whichIwaspermittedtoinspect,accesswasdeniedto
suchdata,includingbutnotlimitedtouser'sname,dateandtimeofsignature,andcode
indicatingtheexecutionofacertifiedelectronicsignature.
NetHaMishpatsystemincludesthecapabilitiesfortheexecutionofelectronicsignaturesby
judgesondecisionsandjudgmentrecords.However,thepublicandpartiesinthecasesare
onlyprovidedinNetHaMishpataccesstorecordsthataretheproductsofrendition,and
whichdonotpermitaccesstodatathatwouldascertainthatanelectronicsignatureindeed
existsand/oritscontroldata.
NetHaMishpatalsoincludesthecapabilityfortheinsertionofgraphicsignatures(imagesof
signatures,whicharenotcertifiedelectronicsignatures)byjudgesondecisionand
judgmentrecords.However,thepublicandpartiesinthecasesareonlyprovidedinNet

HaMishpataccesstorecordsthataretheproductsofrendition,andwhichdonotallowto
distguishbetweenagraphicsignatureandanelectronicsignature.
Inthisregard,significantinformationisprovidedinthecaseofJudgeVardaAlSheikh,who
wascaughtperverting/falsifyingaprotocolrecord.[1]JudgeAlSheikhclaimedthatshehad
onlyaffixedagraphicsignaturesontheprotocolrecord,whichwasprovidedtothecounsel
inthatcase,andthatshedidnotconsidersuchgraphicsignaturevalid,orindicating
finality.Sheclaimedthatsheaffixedanelectronicsignatureonthatprotocolrecordonly
lateron,afteritwasaltered.TheStateOmbudsmanoftheJudiciaryindicatedthatonlya
graphicsignaturewasaffixedonthatprotocolrecord,andthatatnotimewasanelectronic
signatureaffixedonitatall...
